DFID, the Department for International DevelopmentLeading the British government’s fight against world poverty.

The Department for International Development (DFID) is the part of the UK Government that manages Britain's aid topoor countries and works to get rid of extreme poverty.We are headed by a Cabinet minister, one of the seniorministers in the Government.This reflects how important the Government sees reducing poverty around the world.Wehave two headquarters (in London and East Kilbride, near Glasgow) and 64 offices overseas.We also have over 2500staff, almost half of whom work abroad.

What is development?When we talk about international development we are referring to efforts, by developed and developing countries, tobring people out of poverty and so reduce how much their country relies on overseas aid. Many different things cancontribute to development which reduces poverty, such as settling conflicts, increasing trade, securing more and betteraid, and improving health and education.

Why is the UK Government involved in development?More than a billion people, one in five of the world's population, live in extreme poverty.This means they live on lessthan 65p a day.Ten million children die before their fifth birthday, most of them from preventable diseases. More than 113million children do not go to school. In a world of growing wealth, such levels of human suffering and wasted potentialare not only morally wrong, they are also against our own interests.We are becoming much closer to people in farawaycountries.We trade more and more with people around the world. Many of the problems which affect us, war andconflict, international crime, refugees, the trade in illegal drugs and the spread of diseases like HIV and AIDS, are causedor made worse by poverty in developing countries. Getting rid of poverty will make for a better world for everybody.

Our Financial Sector and Remittances workThis conference is co-organised by DFID’s Financial Sector Team, within its wider objective of promoting well functioning,inclusive financial sectors that help achieve growth and poverty reduction. DFID pursues an active agenda to improve thedevelopmental impact of remittances, focusing on removing barriers to the flow of money transfers, lower their costs, andimprove access to money transfer products for those with low incomes. Initiatives include:

• ‘Sending Money Home?’, providing information on remittance services to the public via www.sendmoneyhome.org andlowering remittance costs through increased competition and transparency

• Support to a UK Remittances Task Force that works to increase the flow of remittances to developing countries, lowercosts and improve access

• Remittance Country Partnerships with Bangladesh, Ghana, and soon Nigeria• Dialogue with the Office of National Statistics on improving UK statistics and a survey to quantify remittance outflows

to developing countries• Improved data on remittances for diaspora, private sector and government • Support to the development of Remittances Principles by the Bank for International Settlements and World Bank task

Name: Mr Jorge Familiar Position: Executive Director Organisation: The World Bank

Bio: Jorge Familiar is Executive Director for Central America, Mexico, Spain and Venezuela at the WorldBank. Mr Familiar joined the Bank as the Alternate Executive Director for the same Constituency inNovember 1, 2004.

Before joining the World Bank Mr Familiar was Vice-chairman of Securities and Derivatives MarketsSupervision at the National Banking and Securities Commission of Mexico and a member of its Board ofGovernment. Prior to becoming Vice-chairman, he held several positions at the Commission serving asGeneral Director of Market Surveillance and as Director of Issuers’ Surveillance, of Banking Projects and asDeputy Director of Securities Market projects.

He represented the Commission before IOSCO’s Technical Committee and the Standing Committee on Accounting, Auditing andDisclosure, the Annual Regulators Meeting of the Commodity Futures Trading Commission, the Association of Latin American andCaribbean Banking Supervisors; and the OECD’s Financial Markets Committee. He is a former Member of the Board of the AccountingPrinciples Commission of the Mexican Institute of Public Accountants. He also lectured on finance at the Instituto Tecnológico Autónomode Mexico (ITAM) and was a member of the Advisory Board of the Accounting and Strategic Finance Board at the same university.

Mr. Familiar holds a bachelor’s degree in accounting and a master’s degree in finance from ITAM, where he graduated with honors.

Name: Mr Mark Lowcock Position: Director General Organisation: Policy, DFID

Bio: Mark Lowcock is currently the Director General of the Department for International Development forPolicy. Prior to this he was the Director General of Corporate Performance and Knowledge Sharing from 2003.

Mr Lowcock joined the Overseas Development Administration in 1985, he then became the PrivateSecretary to Minister for Overseas Development for two years from 1992 before his role as Deputy Head, thenHead of the Overseas Development Administration for Malawi, Mozambique, Zambia and Zimbabwe, leavingthat position to be the Head of DFID European Union Department, later moving to Head of DFID East Africain 1999 then Director for Finance and Corporate Performance in 2001.

Name: Ms Marilou Uy Position: Senior Adviser Organisation: The World Bank

Bio: Marilou Uy is currently Senior Adviser to the Vice President of Private Sector Development and Financein the World Bank. Since 1996, Ms Uy has held management responsibilities in the World Bank, includingDirector of the Financial Sector Operations and Policy Department of the World Bank, Chair of the Bank’sFinancial Sector Board and Sector Director of the Private Sector Development and Finance Department ofthe South Asia Region. As part of her responsibilities in the World Bank, Ms Uy has worked on the areas offinance and private sector development globally. She has contributed to the Bank’s operational work andparticipated in various international forums, especially in the areas of financial sector development and accessto finance. Ms Uy has also participated in research projects, including as part of the research team that prepared ‘The East AsianMiracle’, in which she focused on financial sector issues, together with Joseph Stiglitz. Ms Uy joined the World Bank in 1985 as part ofthe Young Professionals Programme. Prior to joining the World Bank, Ms Uy pursued her Doctorate level in Economics and Finance atthe University of California, Los Angeles.

Name: Mr Dilip Ratha Position: Senior Economist Organisation: The World Bank

Bio: Dilip Ratha is a Senior Economist and Manager, Migration and Remittances Team, DevelopmentProspects Group at the World Bank. An expert on remittances and migration, he is the author of thegroundbreaking article ‘Workers’ Remittances: An Important and Stable Source of External DevelopmentFinance’ in Global Development Finance 2003, and a lead author of the World Bank flagship ‘GlobalEconomic Prospects 2006: Economic Implications of Remittances and Migration’. He has written extensivelyon international finance topics including shadow-ratings for unrated countries, future-flow securitisation as atool for development financing, and the rise of South-South foreign direct investment. Prior to joining theWorld Bank, he worked as a regional economist for Asian emerging markets at Credit Agricole Indosuez, and as an assistant professorat Indian Institute of Management, Ahmedabad. He has a Ph.D in Economics from Indian Statistical Institute, New Delhi.

Name: Mr Manuel Orozco Position: Senior Associate & Director Organisation: The Inter-American Dialogue

Bio: Manuel Orozco is Director of Remittances and Development at the Inter-American Dialogue,conducting policy analysis and advocacy on issues relating to global flows of remittances, he also heads theCentral America Programme. In 2004 and 2005 he directed a programme funded by the MultilateralInvestment Fund of the Inter-American Development Bank and International Fund for AgriculturalDevelopment of the United Nations to leverage remittance transfers.

He is Senior Researcher at the Institute for the Study of International Migration at Georgetown Universityand teaches International Migration at that university. Until 2005 he was Chair of Central America and theCaribbean at the United States Foreign Service Institute. In addition to his academic work, he has worked asa policy consultant for various organisations in Central America, the United States and South Africa, developing programmes ondemocracy and governance issues, as well as on migration and remittances. Dr Orozco holds a PhD in Political Science from theUniversity of Texas at Austin, Masters in Public Administration and Latin American Studies, and a BA in International Relations from theNational University of Costa Rica.

Name: Mr Douglas Pearce Position: Head of Financial Sector Team Organisation: DFID

Bio: Douglas Pearce is Head of the Financial Sector Team, Department for International Development (DFID), which works onfinancial instruments and aid effectiveness, remittances and access to finance. Chairs the Steering Committee of the FIRST (FinancialSector Reform and Strengthening) Initiative and chaired the UK Remittances Working Group. Is a financial and private sector specialistwith over 12 years experience in microfinance, remittances, business development services, rural finance, and financial sectordevelopment policy. Prior to joining DFID, Mr Pearce was a Senior Microfinance Specialist with CGAP. Field experience includes setting-up and managing a successful microfinance institution in Bosnia, and managing an IDB-funded national credit union program in Bolivia.He has worked extensively in Latin America, Eastern Europe, and Central Asia.

Name: Mr Emmanuel Oteng Kumah Position: Deputy Division Chief Organisation: Statistics, IMF

Bio: Emmanuel Oteng Kumah is an International Economist with broad interest in general balance ofpayments financing and adjustment issues.With particular interest in several aspects of financial flows todeveloping economies, and the issues they pose for external viability and sustainable development

Dr Kumah is currently the Deputy Division Chief for the IMF and has been for the last seven years. Beforehis current position he was a Senior Advisor for the Bank of Ghana where he worked from 1993. He haspreviously worked for the World Trade Organisation and the Geneva International School.

Name: Mr William Kingsmill Position: Head of Growth and Investment Group Organisation: Policy andResearch Division, DFID

Bio: William Kingsmill has been Head of the Growth and Investment Group in DFID's Policy and ResearchDivision since Janury 2006. Previously Head of DFID's Nigeria office 2003-05. Prior to that, Deputy Head andthen Head of DFID's Private Sector Policy Department, and before that acting Head of the Economic Policy andResearch Department. Also worked in DFID's Caribbean office 1996-99, for the European Commission 1994-96on implementation of the then New Mediterranean Policy, and in DFID in East Africa 1989-93. Joined the BritishGovernment Economic Service 1980.Worked for the Government of Botswana in the Ministry of MineralResources and Water Affairs as an Economist.Worked as VSO in Papua New Guinea. Has an MA in Public andIndustrial Economics from University of Newcsatle upon Tyne, and a BA in Economics.

Name: Ms Latifah Merican Cheong Position: Programme Director Organisation: Financial Market Integrity Unit,The World Bank

Bio: Latifah Merican Cheong is currently the Programme Director of the Financial Market Integrity Unit. AsProgramme Director, she is the spokesperson and leads the World Bank work on all aspects of assessment,technical assistance and overall policies on building effective Anti-Money Laundering regimes and Combatingthe Financing of Terrorism.

Prior to joining the Bank in December 2004, Ms Merican Cheong was Assistant Governor at the CentralBank of Malaysia (Bank Negara, Malaysia) and a member of the Bank’s Management Committee thatoversees monetary and financial policies. Ms Merican Cheong was also an Alternate Executive Director inthe Executive Board of the International Monetary Fund.

Ms Merican Cheong has a Bachelor’s Degree in Analytical Economics (Hons.) from the University of Malaysia, 1973, and a Master’sDegree in Economics, from Vanderbilt University Tennessee, USA (1979).

Name: Mr Donald F Terry Position: Manager Organisation: Multilateral Investment Fund, Inter-AmericanDevelopment Bank

Bio: Donald Terry has been the Manager of the Multilateral Investment Fund (MIF) of the Inter-AmericanDevelopment Bank since its inception in 1993. The $1.3 billion Fund which is principally sponsored by Japan,the United States and Spain, along with 30 other donor countries, was established to provide grant andequity funding to accelerate the transformation toward market economies in Latin America and theCaribbean. Over the past twelve years, the MIF has approved over 800 projects to promote change in theregion's business environment, more deeply involve the private sector in the development process, and focusspecial attention on the needs of the smallest members of the business community.

The MIF has pioneered new approaches in the fields of worker remittances, microfinance and youth training.The LAC regioncurrently receives more than $50 billion a year in remittances from developed countries.TheMIF is supporting projects andprogrammes to lower the transaction cost of sending these remittances, and increasing their economic impact once received.

Before joining the MIF, Mr Terry held a number of key positions in the United States Congress and the United States TreasuryDepartment. He holds a Bachelor's degree in Political Science from Yale University (1968) and a Law degree from the University ofCalifornia Law School at Berkeley (1972). He also graduated from the Senior Managers in Government Programme at the HarvardBusiness School in 1978.

Name: Mr Richard Ketley Position: Director Organisation: Genesis Analytics, South Africa

Bio: Richard Ketley is an Economist and banking expert with specialist expertise in emerging markets. Sincejoining Genesis in 2002, to set up the banking practice, Richard has been involved in a wide variety ofprojects, a number of which have focused on remittances and payments systems. In 2004 he led a teamwhich was commissioned by the DFID funded Finmark Trust to conduct a study on the availability andfeatures of the range of money transfer services in Southern Africa.The study compared the costs andbenefits of the various products provided by formal providers, to the informal money transfer services oftenused by low income individuals. Richard’s core responsibilities were to provide insights into alternativeremittance technologies in retail banking (including money transfer services and formal banking solutions); anunderstanding of remittance regulatory environments and suggestions for change; and, an understanding of remittance environments inrelation to National Payment Systems. Further to this project Richard led a team, funded by the World Bank and CGAP, which wastasked with estimating the market potential and assessing regulatory obstacles in support of remittances in Southern Africa (Botswana,Lesotho, Malawi, Mozambique and Swaziland).Richard holds a Masters Degree in Economics from the University of London.

Name: Ms Valerie Herzberg Position: Economist Organisation: Development Economic Advisory Service,European Investment Bank

Bio: Valerie Herzberg is an Economist at the European Investment Bank for the Development Economic Advisory Service where shehas worked for the last two years. Prior to this she was seconded to the European Commission in the DG Economic and FinancialAffairs department. She had been working for the Bank of England as the Non-Japan Asia Analyst in the International Finance Division.

Ms Herzberg has written and contributed to a number of published articles for the Bank of England and the European InvestmentBank among several others. She received a Master’s of Science in Economics and a Batchelor of Science in Economics both from theLondon School of Economics.

Name: H.E Emmanuel Tumusiime-Mutebile Position: Governor Organisation: Bank of Uganda

Bio: H.E E Tumusiime-Mutebile became Governor of the Bank of Uganda in January 2001. He was educatedat Dunelm University, Durham and Balliol College, Oxford where he obtained a Bachelor of Arts degree inEconomics and Politics and a Master of Arts degree in Economics respectively.

Mr Tumusiime-Mutebile brings a wealth of experience to the Central Bank. Prior to his appointment hehas been Permanent Secretary/ Secretary to Treasury, Ministry of Finance, Planning & EconomicDevelopment. Previously he worked in various capacities, namely; as Permanent Secretary Ministry ofPlanning and Economic Development, Chairman Agricultural Policy Committee and chaired the SteeringCommittee drawing up the Agricultural Modernisation Plan, he was Chief Government Planning Economist and at one time aLecturer at the University of Dar es Salaam.

He has worked as a Consultant to many international organisations among which are the World Bank, the International MonetaryFund, the Organisation for Economic Co-operation and Development (OECD), the Macro-Economic and Financial ManagementInstitute of Eastern and Central Africa (MEFMI).

He is widely travelled and has lectured extensively on financial stabilisation and economic structural adjustment. He has also writtennumerous articles on economic development.

Theme 2: Balancing Regulations and Access to Finance

Name: Mr Massimo Cirasino Position: Senior Financial Sector Specialist Organisation: Payment SystemsDevelopment Group, The World Bank

Bio: Massimo Cirasino joined the World Bank in July 1998 and is Senior Financial Sector Specialist and Head of thePayment System Development Group. Mr Cirasino has participated in many of the Group’s significant country andregional interventions. Mr Cirasino coordinates Regional Initiatives (including the Arab, Commonwealth ofIndependent States, and Western Hemisphere Initiatives for payment systems and the WHCRI for credit reportingsystems) for the improvement of financial infrastructure and has been involved in payment system reforms in over 45countries. Mr Cirasino has been representing the World Bank on the BIS CPSS Task Force that developed the CorePrinciples for Systemically Important Payments Systems (SIPS).

Mr Cirasino is also the Co-Chairman of the World Bank-CPSS Task Force which drafted the General Principles for InternationalRemittances. He is the primary contact at the World Bank for the assessment of payments and securities settlement systems in the contextof the joint Bank-Fund Financial Sector Assessment Program (FSAP) and also responsible for World Bank training activities in payment andsecurities systems. Mr Cirasino worked at Banca d’Italia from 1993 to 1996 in the Payment System Department and, later on, in theRepresentative Office in New York. Prior to joining the Banca d’Italia, he was in Brazil as a journalist and a researcher in monetary economics.

Name: Mr Robert Lindley Position: Deputy Head Organisation: BIS Committe on Payment and SettlementSystems

Bio: Robert Lindley works at the Bank for International Settlements (BIS) in Basel, where he is Deputy Head ofthe Secretariat to the Committee on Payment and Settlement Systems (CPSS). At the moment Robert isparticularly involved in the CPSS's work on remittances and on reducing foreign exchange settlement risk. Othertopics Robert has been involved in while he has been in the Secretariat include oversight, large-value paymentsystems, payment system risk, the Core Principles for Systemically Important Payment Systems, the role of centralbank money in payment systems, the Red Book statistics, and collateral.

Before he joined the BIS in 1995, Robert worked at the Bank of England. Between 1990 and 1995 he workedon payment systems issues and, in particular, on the Bank of England's policy towards tackling payment system risk and the relatedproject to convert the large-value sterling payment systems from End-of-Day Net Settlement to Real-Time Gross Settlement (RTGS).He was also involved in much of the early work on payment system issues by the European Union central banks, including preparationfor the introduction of the Euro. In 1993 he spent some time in Hong Kong acting as a consultant to the Hong Kong MonetaryAuthority, looking at the feasibility of introducing RTGS there.

Name: Ms Elvan Göçmen Ertem Position: Specialist Organisation: Payment Systems Department, Central Bankof the Republic of Turkey

Bio: Elvan Göçmen Ertem works as a Specialist at the Payment Systems Department of the Central Bank ofthe Republic of Turkey (CBRT). She took part in implementing Turkey’s second-generation RTGS system, andin establishing an integrated electronic SSS.

Ms Göçmen Ertem was involved in preparing various reports and publications, including the “PaymentSystems in Turkey”, published by the BIS-CPSS in 2000, and the self-assessment of the TIC-RTGS forcompliance with the Core Principles for SIPS. She is responsible for the organization of and activelyparticipates in the Regional PS Workshops jointly held by the CBRT and the CPSS since 2001.

She has been a member of the CPSS-World Bank Task Force on General Principles for International Remittance Services.

Name: Mr Ole Egil Distad Andreassen Position: Economist Organisation: Financial and Private SectorDevelopment, The World Bank

Bio: Ole Egil Distad Andreassen is an Economist with the World Bank’s Financial and Private SectorDevelopment department, where he is an expert in remittance payments and responsible for paymentsystems research. He was on the secretariat to the task force that developed the General Principles forInternational Remittance Services. In addition to payment systems, he engages in research and policydevelopment on financial sector and oil and gas issues. Prior to joining the bank, Mr Andreassen worked inthe remittance industry, as a legal scholar, in public finance and as an Attorney-at-Law. He holds a PhD and aMA from the John Hopkins University, a Master in Management from the Ecole des Hautes EtudesCommerciales, and a Master in Law from the University of Bergen.

Name: Mr David Landsman Position: Executive Director Organisation: National Money Transmitters Association

Bio: David Landsman is an administrator who has worked in the money transfer field since 1980,specialising in federal BSA/AML and state money transmitter compliance. Mr. Landsman is conversational inPortuguese and Spanish, with additional competencies in financial, technological and general managementareas.

Bio: Seymour Fortescue spent 26 years working for Barclays Bank, where he was Head of Marketing, ChiefExecutive of Barclaycard and Director, Personal Sector. He was a Director of Visa International, MercantileCredit and BACS. Since leaving Barclays in 1991, he has worked in the voluntary sector as Director ofFinance and Fundraising at Imperial Cancer Research Fund and in the public sector as Chief Executive of theprevention arm of the NHS, the Health Education Authority. In 1999, he became the Banking CodeStandards Board’s first Chief Executive. He retired in September 2006.

Mr Fortescue has an MA in Economics at Cambridge University, an MSc in Business Studies at the LondonBusiness School and is an Associate of the Chartered Institute of Bankers.

He is a Council Member of London University, a member of the Court of the Grocers Company and Chairman of the charityBookPower. He also heads a private sector task force on migrant remittances set up by the Department for InternationalDevelopment.

Name: Ms Maud Bökkerink Position: Financial Sector Expert Organisation: International Monetary Fund

Bio: Maud Bökkerink works for the IMF as a financial sector expert on Anti-Money Laundering andCombating the Financing of Terrorism (AML/CFT) and provides technical assistance to countries in Africa,Eastern Europe and South Asia. She has lectured on AML/CFT and remittances at international workshops,and contributed to various IMF publications, including on the supervision of money remitters.

Before joining the IMF, she worked in the Netherlands for the Ministry of Finance on AML policy andlegislation, such as supervisory legislation for money remitters, in the FIU as a financial analyst; and in theNational Criminal Investigation Service as a financial investigator on financial fraud and money laundering.

Her earlier experience has been in the international financial sector. She received a Master’s degree in Fiscal Law and a Master’sdegree in Japanese from the University of Leiden.

Name: Ms María Concepción Patiño Position: Head Organisation: Financial Intelligence Unit, Ministry ofFinance & Public Credit, Mexico

Bio: María Concepcion Patiño achieved a First degree of Law from the Law Faculty of the NationalAutonomous University of Mexico (UNAM); she completed a Masters degree at Harvard University LawSchool in 1982; in the same year she got a certificate on the Taxes International Programme.

Ms Patiño was granted a number of distinguished scholarships: the Fulbright in 1980; the Humphrey in1990 and the Eisenhower in 1992.

She started working for the public sector in 1975 and her public career has been centred on the workshe has done for the Ministry of Finance and Public Credit; where Ms Patiño has worked, among otherpositions, as Director of Revocation Resolutions, Director of Services to the Taxpayers Contributors, Federal Tax Administrator,Regional Administrator, Legal Central Administrator and General Administrator of Evaluation. She currently works as Head of theFinancial Intelligence Unit, where she does extensive work coordinating, on behalf of the Ministry of Finance and Public Credit, thenational and international endeavours concerning the prevention and combat of money laundering and terrorism financing offences.

Name: Mr Hennie Bester Position: Director Organisation: Genesis Analytics, South Africa

Bio: Hennie Bester is a Director of Genesis Analytics, an economics consulting firm based in Johannesburg, SouthAfrica. Before joining Genesis he served in the cabinet of the Western Cape Government, first as the Minister forBusiness Development and Tourism, and subsequently as Minister for Community Safety. He was a member of theNational Parliament of South Africa (1991-1994) and participated in the negotiations that paved the way for SouthAfrica’s first democratic constitution. He chaired the Constitutional Committee which drafted the Constitution forthe Western Cape Province. At Genesis he has worked primarily on Public Interest Strategy and Access to FinancialServices. He currently leads the team undertaking a global cross-country study to assess the impact of AML andCFT regulation on access to financial services in developing countries.

Bio: Clive Maxwell has been Director of Financial Services in HM Treasury since 2004, having previouslybeen Head of European and International Financial Services from 2002-2004, the UK’s representative on thehigh-level EU Financial Services Committe. Employed by HM Treasury since 1992, in a series of mostlyinternational or business-facing policy roles, including secondments to the European Commission from 1994-1995 and the London borough of Lewisham from 1999-2000.

Name: Mr José de Luna Martínez Position: Senior Economist Organisation: The World Bank

Bio: José De Luna Martínez is a Senior Financial Economist at the Financial and Private Sector Vice-Presidency of the World Bank. He joined the Bank in 1998 and since then has worked in lending andtechnical assistance projects in more than 20 countries in Africa, Asia, Europe and Latin America. Mr. deLuna has been the task manager of a number of projects in the areas of financial sector development, bankrestructuring, migration and workers’ remittances, and access to financial services for the poor. In 2004, Mr.De Luna was also the Secretary of the Core Consultative Group of the Bank Insolvency Initiative, aninternational task force led by the World Bank and IMF. From 1992 to 1997, Mr. de Luna worked at theBanking and Securities Commission of Mexico, serving as Director of International Banking, Deputy Director for Strategic Planning, andAdvisor to the Vicepresident of the Securities Market. Mr. de Luna holds a PhD in Political Economy from the Free University of Berlin.He has been a speaker at various international Conferences. Mr. De Luna is author of several publications on financial sector issues andhas received two international awards for his research work in international finance and public administration.

Name: Mr Manish Misra Position: Joint General Manager & Head Organisation: Global Remittances, ICICI Bank

Bio: Manish Misra is based in Mumbai and heads the remittance business in ICICI Bank, the second largestbank and the largest private sector bank in India. Mr Misra is responsible for formulating and implementingthe Bank's strategy of offering low cost and convenient remittance services through technology enabledalternate channels and strategic partnerships with leading international banks.

Mr Misra joined ICICI Bank in the strategy function of the newly set up International Banking Group in2002 and was closely involved with the roll out of the Bank’s international presence before taking on hiscurrent role. He is actively involved in various initiatives supported by multilateral agencies, regulators andindustry bodies to debate and address the issues facing the remittance industry. He is a member of the SWIFT Working Group onMigrant Remittances and was also a member of the Working Group constituted by the Reserve Bank of India on Costs of Remittances.

Name: Mr Carlos Serrano Position: Director General Organisation: Federal Housing Bank of Mexico

Bio: Carlos Serrano works as Executive Vice-President of Credit, Mortgage Insurance and Financial Guaranteesin Sociedad Hipotecaria Federal, Mexico’s Housing Finance Agency.

He holds a PhD in Economics from the University of California, Berkeley. In addition, he holds a B.S. inEconomics from Instituto Tecnológico Autónomo de México (ITAM) in Mexico City.

He was Director General of Analysis, Statistics and Methodologies of Supervision at the National Banking andSecurities Commission in Mexico and before that he was a staff member at the World Bank.

He has taught courses in Economics and Finance at Instituto Tecnológico Autónomo de México. He alsotaught economics courses at Berkeley.

In 1999, he won the first place in the National prize in Economics research in Mexico.

Name: Mr Chris Reddish Position: Group Head Organisation: PrePaid Europe, Mastercard Worldwidwe

Bio: Chris Reddish is responsible for MasterCard Europe’s PrePaid activities in Europe. As such, he heads up the Prepaid cross-functional team, covering 53 country markets across the Europe region. He is responsible for the local alignments of MasterCard’sPrepaid development, product management and implementation strategy within the region.

An experienced business director, Chris comes to MasterCard with over 20 years of middle and senior management experience infinancial services and other Blue Chip sectors.

Most recently, Chris was Chief Operating Officer and Managing Director for PrePay Technologies Limited, an international marketleader in the design and delivery of innovative prepaid solutions. Responsible for ongoing operational and new business projectdelivery, Chris managed a two-fold growth of PrePay’s staff team, resulting in a quadrupling of sales revenue.

Prior to this, Chris held a number of senior roles within organizations such as Dresdner Kleinwort Wasserstein, Petroleum Geo-Services and various UK Government departments, which included international operations and project planning.

Bio: Margaret Reid is the Senior Vice President of Product Platform Development and Management at VisaInternational and leads global consumer product development. Margaret’s team plays an integral role increating payment solutions that allow cards to be issued to a broader range of customer segments, includingthe underbanked or unbanked, as well as enabling funds to be sent directly to a Visa account.This latterfeature is facilitating innovative money transfer and funds disbursement services, such as global remittances,based on the unparalleled distribution network offered by the 1.4 billion Visa cards in circulation around the world.

Name: Mr Santiago Ribadeneira Position: President Organisation: Banco Solidario, Equador

Bio: Santiago Ribadeneira has been the President of Banco Solidario since 1995, which is an organisation hefounded. It is the first financial initiative with a social mission in Latin America, which started up with 100%private capital. Prior to 1995 he was the Executive President of Fundación Alternativa, an organisation whichhe also founded. Fundación Alternativa is an Ecuadorian Non-Governmental Organisation, which hasdeveloped projects and programmes pursuing economic development for vulnerable sectors in the country.

For 15 years prioir to 1995, Mr Ribadeneira worked for Banco de la Producción as their NationalMarketing and Consumer Banking Vice President, and as the Promoter and Director of the Programme forHomeless Children “Su Cambio por el Cambio” (“Your Change for Change”). He is also a Member of the Board of Directors ofEcuador’s Private Banking Association.

Name: Mr Raul Hernandez-Coss Position: Financial Sector Specialist Organisation: Bank for Reconstruction andInternational Development

Bio: Since joining the World Bank in December 2001, Raul Hernandez-Coss has helped support two mainBank’s initiatives:The Insolvency Banks Initiative and the Anti-Money Laundering (AML) and Combating theFinancing of Terrorism (CFT). Mr Hernandez-Coss contributed, while being part of the Bank’s legaldepartment, to the review of existing central bank and banking laws to assess the effectiveness of the legalframework to ensure a sound central bank, banking system, the adequacy of bank exit framework and depositinsurance system.

At the Financial Sector Market Integrity Unit – the Bank’s unit responsible for implementing AML/CFT bankassignments, Mr Hernandez-Coss has been task manager for the development of a Bilateral Remittances Corridor Analysis (BRCA).Currently he is involved in remittances analysis in Albania, Germany, Guatemala, Indonesia, Italy, Morocco, Nepal, Netherlands, Nigeria,Qatar, Serbia, Surinam, Uganda and the UK. Prior to joining the Bank, Mr Hernandez-Coss served as Director of Secured DepositsAnalysis at the Instituto para la Proteccion al Ahorro Bancario (IPAB) of Mexico.

Mr Hernandez-Coss earned a Legal degree from Instituto Tecnologico Autonomo de Mexico (ITAM), a Master of InternationalAffairs (MIA) in International Finance and Banking from Columbia University, and currently is enrolled in a Masters of Laws (LL.M.) atGeorgetown University.

Name: Mr Serguei Nanba Position: Postal Financial Services Coordinator Organisation: Universal Postal Union

Bio: Serguei Nanba is the Postal Financial Services Coordinator for the Universal Postal Union. He hasworked within the International Bureau of the UPU since 1988; as Assistant Secretary of the PostalOperations Council and Head of Programme in addition to his current position. Mr Nanba’s work hasincluded improving the exchange of payments between postal administrations and people worldwide, accessof customers to postal and banking services, the creation of new postal financial services and the worldwidestandardisation and regulations of postal financial services. Prior to his work within the UPU Mr Nanbaworked for Ministry for Posts and Telecommunications, Russia and the Postal Company, Moldova in variouspositions.

Name: Ms Jennifer Isern Position: Lead Microfinance Specialist Organisation: CGAP

Bio: Jennifer Isern joined the Consultative Group to Assist the Poor (CGAP) in 1996. She brings 19 years ofexperience in development, including more than five years living in West Africa managing institutions. Shecoordinates CGAP's work in Africa and China, although she works globally. Ms Isern has led several CGAPinitiatives and authored publications on money transfers, anti-money laundering, bank entry in microfinance,appraisal methods for networks and microfinance institutions, African microfinance, informal finance in India,international networks, and capacity building programs.

Prior to joining CGAP, Ms Isern was the Regional Technical Adviser for economic development in Westand Central Africa with CARE International, where she designed, managed, and evaluated microfinance institutions. In addition, sheworked for USAID in Costa Rica and Senegal, UNPD in New York, AT&T’s international division, and other public and private sectorconsulting assignments. She received her master’s degree from Princeton University and is a Chartered Financial Analyst. Ms Isern hasworked in more than 45 countries worldwide, she speaks French and is proficient in Spanish.

Name: Mr David Porteus Position: Director Organisation: Bankable Frontier Associates LLC

Bio: David Porteous is the founder and director of Bankable Frontier Associates(www.bankablefrontier.com), a niche consulting firm based in Boston, Massachusetts USA.The firm specialisesin three practice areas of the access to financial services sector:Technology and access to financial services,housing finance and performance measurement for financial institutions. Clients include private, telco andbanking groups, bi-lateral and multi-lateral donors and private foundations.

In a previous capacity, David was involved in supporting innovative approaches to the extension of financialservices in southern Africa, including several m-banking initiatives. He recently completed a DFIDcommissioned report on the ‘Enabling Environment for M-Banking in Africa’.This involved extensive interaction with providers andregulators to identify the potential for impact, as well as the required factors if m-banking is to have a major impact on access tofinancial services. He is currently working with DFID-CGAP to assess the enabling environment for international remittances todeveloping countries. David has a B.Comm (UCT), M.Phil (Cambridge) and Ph.D (Economics) (Yale).

Bio: Carlos Manuel Sada Solana has served as Consul General of Mexico in Chicago since July 2000 todate. He is the Dean of the Consular Corps of Chicago since 2005.

Prior responsibilities include: Consul General of Mexico in San Antonio,Texas (1995-2000); Mayor of theCity of Oaxaca, State of Oaxaca, México (1993-1995); Consul General of Mexico in Toronto, Canada (1989-1992); and Secretary of Social and Economic Development of the State of Oaxaca (1986-1989).

Consul General Sada holds a degree in industrial engineering from Iberoamericana University in MexicoCity. He completed graduate studies at the University of Newcastle, England, and at the University of Deft,Holland. He also completed postgraduate studies at the Public Administration Institute of The Hague, Holland.

Carlos Sada has written several articles on international issues published in specialised journals. He serves on the Board of Directorsof numerous civic, business and educational organisations.

Name: Mr Leon Isaacs Position: Senior Manager Organisation: Coinstar Money Transfer Ltd,UK Remittance Task Force

Bio: Leon Isaacs is part of the senior management team running CMT. Aside from his functionalresponsibilities Leon is responsible for the business in the UK, Ireland, Belgium, Netherlands and Sub-SaharanAfrica. He has over 12 years experience in the remittance industry and has been involved with twosuccessful start-up money transfer businesses during that time.

Prior to joining CMT, Leon was with MoneyGram International and the Thomas Cook Group. He beganhis career after leaving University with NatWest Bank.

He is an active member of the UK Government's Remittances Task Force which is a public privatepartnership supported by the Department for International Development. Leon has spoken at a number of International conferenceson remittances including the World Bank and the United Nations.

Bio: Atam Sandhu worked for the past seven years as a Publisher and Event Director for a number ofinter-governmental projects. Atam works with a team of editorial boards, research analysts and industryspecialists in devising highly acclaimed reports, communications strategies and events for the financial,healthcare, ICT, education and manufacturing industries, alongside bespoke reports and investmentconferences for individual governments. Name: Mr Wilbur Monroe Position: Deputy Director Organisation: International Banking and SecuritiesMarket, U.S Department of the Treasury

Bio: Wilbur F. Monroe is Deputy Director for the Office of International Banking and Securities Markets, aposition he has held since returning to the Treasury Department in 1998. Mr. Monroe worked in variouspositions in International Affairs at the Treasury at the beginning of his professional career, including postingsto the U.S. Embassy in Tokyo and to the U.S. Executive Director's Office at the International Monetary Fund.He then became Assistant Director of the President's Council on International Economic Policy for two yearsduring the Ford Administration. After leaving federal government service in 1977, Mr. Monroe was a GuestScholar in the Economic Studies Program at the Brookings Institution. He then established an internationaleconomic consulting firm under his own name, based in Washington. For two decades, the firm performed economic research andpolicy analysis for some of the world's best known international financial institutions and research institutes. Mr Monroe received hisB.A. degree from Lawrence University and his M.A. and Ph.D. degrees in economics from the University of Iowa. He is the author ofsix books and numerous articles on international economic and financial topics.

Bio: Gareth Thomas is Member of Parliament for Harrow West since May 1997.
