It is an exciting time for SMSA! This past fall, for the first time ever, we provided over $250,000 in scholarships to children and grandchildren of individuals who served in the Seabees! And, in spite of a weak stock market over the last year, we expect to provide even more scholarship funding in 2016, thanks to generous donations from you. Thank you!

We have a SMSA gala dinner event planned for September 20, 2016, at the Omni Shoreham Hotel in Washington, D.C., where we will honor several individuals with special awards. This event helps kick off other events leading up to the 75th Anniversary of the Founding of the U.S. Navy Seabees in March 2017. We hope you will be able to attend this gala!

SMSA is orchestrating a growing number of golf tournaments, which is a perfect opportunity to have fun and raise money at the same time. What could be better? We have a golf tournament planned for June 13, 2016, at the Army-Navy Country Club in Arlington, Va., and a tournament on October 6, 2016, at the Heron Ridge golf Club in Virginia Beach, Va. Plans are also under way for tournaments in gulfport, Miss., and the San Diego, Calif. area. In each of these tournaments, we have a number of companies sponsoring holes and contributing in other ways – real friends of the Seabees and the NAVFAC family.

We’ve had several new Named Scholarships established in the past few months. CDR Peter A. Young, Jr., bequeathed two scholarships in addition to the two he already had established, for a total of four Named Scholarships. Pete loved his time with the Seabees, and felt that SMSA provided the most tangible way for him to help Seabees through higher education. It is quite an achievement to provide enough funding to establish a single Named Scholarship, but Pete’s establishment of four scholarships is beyond words.

We also have a new Named Scholarship from Mr. & Mrs. Edward & Carol Freye, and they have already started discussing the establishment of a second scholarship, focused on students attending two-year colleges.

In the past year, we’ve brought on a few new Directors of SMSA from private industry. We are excited about their capabilities and we anticipate that they will help shape the future of SMSA.

Please visit our website, www.seabee.org, routinely to keep up with all of the events and join us on Facebook at https://www.facebook.com/SeabeeMemorialScholarshipAssociation.

PRESIDENT’S MESSAGE

Kurt Sisson CAPT, CEC, USN (Ret.)

Charitable IRA Rollover is Now PermanentThe Protecting Americans from Tax Hikes Act enacted in December last year includes a permanent extension of the Charitable IRA Rollover provisions first enacted in 2006. Those provisions allow certain Individual Retirement Account (“IRA”) owners to use taxable IRA funds to make charitable gifts without negative tax consequences.

The Charitable IRA Rollover provision permits a person who is 70 ½ or older to make tax-free gifts in any amount up to a total of $100,000 per year from a traditional or Roth IRA directly to qualified charities (“qualified charitable distributions”). generally, distributions from an IRA, whether to the IRA owner or another person or organization, must be included as part of the IRA owner’s taxable income. This provision allows you to make the distribution directly to the qualified charitable organization and avoid receiving the income. No income to you means no taxes due.

The Seabee Memorial Scholarship Association is a “qualified charitable organization”.

The IRA owner is not entitled to a charitable income tax deduction for the qualified charitable distributions, but such distributions are not included in the IRA owner’s income. IRA distributions that are not made directly to the charity don’t qualify.

While qualified charitable IRA distributions are not included in the giver’s income for income tax purposes, they are treated as part of the giver’s required minimum distributions. Therefore, those 70 ½ and older who must take required minimum distributions from an IRA and plan to make contributions to charity should strongly consider taking advantage of the ability to use their IRA as the funding source for making those charitable gifts.

This option makes the most sense for individuals or couples over 70 ½ who still have substantial income and wish to avoid the tax impact of the required IRA distribution.

Please consult your tax advisor to see if this makes sense for you as you plan your charitable contributions for 2016.

For more information or to discuss this option, please call Dan Miller, SMSA Chief Development Officer at 859-327-1830 or email [email protected].

Please seek your own legal and tax advice in connection with gift and planning matters.  The SMSA does not provide legal or tax advice.

Spring 2016

VIRgINIA BEACH, Va. — The Seabees weren’t about to let a downpour and an incoming hurricane stop them from raising money for the families of wounded shipmates.

Nearly 100 active and former Seabees and supporters braved terrible weather Thursday to participate in the inaugural Seabee Purple Heart golf Classic at Heron Ridge golf Club here. The event raised $50,000 towards scholarships for the children of Seabees who have been awarded the Purple Heart. Nearly 100 Seabees have been wounded in action, and another 18 have been killed.

“Seabees persevere through everything, and this was no exception,” said retired Rear Adm. Mark Handley, the last

commander of First Naval Construction Division, which was decommissioned in May 2013. “I have never seen a group of people faced with heavy rains yet be so upbeat and positive about it.”

The field included everyone from a petty officer third class to a former three-star Marine general, as well as Purple Heart recipients from the Seabee community. One was Lt. Matthew Catanese, who was wounded in a 2004 rocket attack in Mosul, Iraq. The 17-year vet, who has two daughters, called the event “humbling.”

“It is phenomenal, what they are doing here,” said Catanese, who traveled from gulfport, Mississippi, to participate. “It goes to show you that this is a family. We are a small community, but a tight community. I was a junior enlisted guy once. I know how the hard work goes and it is never fun. But you are taken care of from the day you come out of boot camp to the day you are laid to rest. That’s the truth of it, and you can see that god-honest today.”

The monies will be disbursed through the Seabee Memorial Scholarship Association, which has awarded more than $4 million in 2,800 scholarships since 1972.

“We’ve been sending Seabees into combat for more than a decade,” Handley said. “Many of them have sacrificed a great deal, personally and professionally. There are a lot of programs that take care of our wounded warriors, but we also saw there was a need to look after their families a little bit more. That is what makes this a great day, no matter the weather.”

The SMSA scholarship is allowing me to focus on my studies and my future career, instead of focusing on trying to fund my tuition out of pocket. I’m proud to say that the SMSA scholarship, in conjunction with the scholarships provided to me by my university, is allowing me to attend university this term without having to pay a single penny out of my own pocket. For so many students, this is something that they can only dream about. For me, this is a beautiful reality because of the generosity of the SMSA scholarship program.”

This scholarship has allowed me to work less hours and be able to focus more on my school work.”

We also learned about how to treat animals and what we can learn from them and apply that knowledge to our community around us.

• Participant,StudyAbroadinIreland, twoweektripItookthesummer between my freshman and sophomore year. I took two classes, Conservation Biology and Sociology of Ireland. Our group got to travel all across the countryside of Ireland and explore the nature of Ireland as well as spend some time in the big cities (Dublin, galway, Waterford, Kilkenny) and learn about the history of the people of Ireland and how their beliefs came about and why events happened. It was an amazing trip that I will remember forever.

FROM JESSICA:“I appreciate the SMSA scholarship and all those who contribute to it because they allow me the opportunity to focus on academic and volunteer opportunities. As with the Seabee “Can Do attitude”, I have been able to explore many projects and make a difference. Currently I am the secretary of the Students Veterans club on campus. I enjoy the volunteer service we do as a group at the local VA hospital and Fisher House. Just like the Seabees make a difference in the world, hopefully with my degree in environmental science, I will be able to make a difference in the water quality and consumption justice of the world. My current work as a sustainability intern implementing a composting program reminds me of the hard work I have seen my father do as a Seabee. Thank you to the SMSA and Seabee family for making all these opportunities a possibility for me.”
