News from the Chief Officer

Dear Colleagues,

This bulletin comes to you after the result of the biggest referendum we have faced in Scotland, and are likely to face in our lifetime. Judging by the polling levels you all participated fully in the process!

SCoD would intend to remain neutral and work to ensure the future is based on our vision: a society where deaf people have equal access, equal rights and citizenship.The vote will result in changes over the next few months: changes in Scotland’s confidence, it’s relationships within the United Kingdom, and the balances of civic and civil society. I hope we can all work hard to maintain the momentum of engagement, involvement and participation in our democracy, pressing hard for inclusive communication and accessibility in the centre of Scotland’s future plans.

This vote creates a useful backdrop to our proposals for the future, centring community development at the heart of SCoD, building our engagement, capacity building and socio-economic development role. The build up to the vote has helped me to think about how our sectors needs fit into the “bigger picture”. It is also central to SCoD’s values that we work inclusively and effectively with others.

The timing coincides with our readiness to move ahead with improved communication plans and wider engagement. We have been spending time this month influencing the Community Empowerment Bill, contributing to the developing Scottish Stroke, Visual and Hearing Network, influencing the Scottish Poetry Library development plans and trying to get more inclusive communication in the coverage of the Referendum.

We will shortly be sending out a survey to help us make progress with our own communication plans. It would be super if you could all take the time to respond!

On a personal note, I am still meeting member representatives and hopefully building working relationships that will develop over the months ahead. There will be a few things concluded over the autumn and I want to take the time and opportunity to thank you all for your support over my early introduction period. I hope to build on that support in the future.

Equality and Access for Deaf People: Project Update

Can’t believe its October already! Winter is getting closer and before you know it, it’s Christmas! The Project Team will be busy over the next coming months having second or third rounds of meetings with different representatives with various Local Authorities and NHS Health Boards. We will be meeting up with the fifth NHS Health Board later this month, where we aim to meet our targets / outcomes for the project. We are currently compiling all our information and notes to

look at regular common themes and issues across the public sector in Scotland. We hope to work more collaboratively with Local Authorities and NHS Health Boards to develop and improve performance in relation to equality and access for Deaf BSL users and Deafblind people (who use BSL) across Scotland.

We have been attending various training/events such as SASLI “Communicate” Conference; Information sharing and Getting It Right For Every Child (GIRFEC) Training to understand more about Duties, Dilemmas and Practical Approaches; and lastly the Scottish Learning Festival (part of Education Scotland) to build up our network and increase participation and interest from the Public, Private and Third sectors organisations to work with our project. Many have showed an interest in our project and would like to follow up with us in due course, so watch this space! There were some exhibitors who had some interesting equipment, facilities and products that would be beneficial to schools or groups who work with Deaf children and young people.

With GIRFEC information and training for the Deaf sector, we are looking to work closely with the Scottish Government to provide a tailored made GIRFEC training for Deaf sector organisations (and other organisations) that have an interest in or remit for working with children and young people in Scotland, and how to use or work with GIRFEC effectively. We will keep you informed of future developments / news.

The project team will be having their 1st year review soon to discuss year 1 work and plan for year 2. We will update everyone in the next edition of SCoD Bulletin. Lastly and most importantly, we will be planning the Deaf Hub events throughout 2015.

Elections to the Scottish Youth ParliamentThe Scottish Youth Parliament (SYP) holds elections every two years. The next SYP elections will take place in March 2015. This is your opportunity to represent the views of young people in your local area and make a difference.

If you are aged between 14-25 and are interested in standing as a candidate, you can register your interest today.

The UK Government has published its mid-term report on the Universal Periodic Review. The UK Government committed to giving an update on the progression on the recommendations made by the Human Rights Council. In the majority of cases, the UK position has not changed since September 2012, but, where available, further information is provided in order to complement, update or clarify what was previously stated.

In the following areas, the UK has changed its position to full support of the recommendations:

Recommendation 110.61 (combating caste discrimination). Recommendation 110.67 (investigating allegations against the UK Armed

Forces). Recommendation 110.68 (investigating allegations against the UK Armed

It is hoped that this Mid Term Report contains sufficient information to clarify the UK's position regarding the issues raised by civil society over the course of the meetings in 2013. undertaking a National Survey called ‘Your Say on Disability’.

‘Your Say on Disability’ is a survey which has been developed to inform the UN

Committee report on what disabled people and those with long-term conditions feel

about what is happening in Scotland relating to disability, independent living and

other disability related issues. The National Survey is ongoing and will be used to

draw comparisons from year to year.

By completing a short national survey, you can add your voice to help shape the

future of a fairer and more inclusive Scotland.

The HRCS held a successful conference for non-governmental organisations on Friday 27th June 2014, in conjunction with the Centre for the Study of Human Rights Law at the University of Strathclyde.  Here - http://hrconsortiumscotland.wordpress.com/meetings/ - we share the presentations and speeches as part of our ‘Article 10 Project’ which is to provide you with information to help you form an opinion on how we can best protect, respect and fulfil human rights.

Article 10 Project

Our Article 10 Campaign seeks to:

Inform people about human rights. We have produced ‘Wee Information Notes’ on 10 subjects focusing on issues people think are important, now. We have also produced two general leaflets.

Assure people that human rights are relevant to their everyday lives – the current debate in Scotland on the pros and cons of independence is an example of us all exercising our right to form an opinion under Article 10 of the ECHR. To vote in free and fair elections is also a human right – Article 3, Protocol 1 of the ECHR.

Acknowledge that we each have a role in the equal enjoyment of human rights e.g. to respect the right of people to hold different opinions on sport, on the Referendum etc.

DORIS is a free searchable website of current best evidence, which is

maintained by the Cochrane Stroke Group and currently contains details of

21862 references to 8743 trials and 1139 systematic reviews, including links to

Cochrane reviews and protocols. Thanks to NMAHP-RU, it now also contains

links to SIGN 108, 109 and 118 Guidelines, RCP 2012 Stroke Guidelines and

NICE 2013 Stroke Guidelines.

Please try out DORIS if you have not previously used it. It requires only a simple

registration and is already being used by over 400 health professionals and

researchers.

Abstract:The British Deaf Association’s Film & Video Archive contains over 500 film reels and videotapes collected 1931 - 2003. This unique footage captures the Deaf community participating in day trips, conferences, holidays, youth camps, sporting events and campaign rallies – both nationally and internationally – and reveals increasingly rare forms of British Sign Language. As well as preserving a visual history of the Deaf community, the BDA wants to ensure wide access to this material - encouraging those inside and outside the Deaf community to learn about, and engage with, Deaf heritage and the development of BSL. Following a screening of selected material from the archive, this presentation will outline these plans, and opportunities to get involved in this Heritage Lottery funded project.

Jeff Bratton-Wilkinson (RAD: Royal Association for Deaf People) will be delivering these sessions.

Jeff is one of the first people to become a qualified BSL/English Translator and is able to offer a unique perspective on various scenarios when it comes to using BSL whilst describing medical/body alignments.

During this training, participants will journey through the human body gaining an insight into how areas can be translated into British Sign Language.

This training will also examine whether the sign should be ‘out’ in neutral space or whether it should be ‘in’ (on the body). The trainer will also share some coping strategies in order for participants to be able to translate and interpret the information when there is no medical reference nearby.

Often the medical community speak of operations and procedures which are not always apparent and this course will discuss tactics that can be used by participants.

There will be some medical scripts and participants will have opportunity to explore how to translate medical diagnoses into British Sign Language

professionals with the skills and knowledge to translate tomorrow’s visions for audiology into gold standard clinical practice.Drawing on the expertise of inspirational presenters from the UK and further afield, the conference will provide delegates with tangible, evidenced-based information which they can learn from, share with colleagues and apply to their clinical practice straight away. This year’s scientific programme offers a fantastic opportunity to learn from leading researchers and clinical experts across a huge range of subjects including music, dementia, noise induced hearing loss and aural rehabilitation for adults and paediatrics.

In addition this year's conference will provide:• A clinical skills workshop to develop practical hands-on clinical skills - brushing up for the

rusty or something new for those wishing to acquire additional skills• Specific hearing, tinnitus, vestibular and paediatric learning tracks• A dedicated learning track for screeners and Audiology Technical Officers• A dedicated learning track for students• A professional affairs track which will highlight issues related to education and the MSC• Specific sessions looking at management issues within the audiology profession• A manufacturers' track which will include demonstrations of the latest equipment and

instruction on new techniquesThis year's Bamford lecture titled ‘Today’s patient, tomorrow’s prime minister: Audiologists intentionally influencing children’s language and cognitive development’ will be given by Dr Derek Stiles, assistant Professor of Audiology at Rush University, Chicago. In this session Dr Derek Stiles will describe the relationship between language and thought, look at the importance of clarity and consistency in children's language input and implement Audiological practices that promote improved language and cognitive outcomes in children.

In 2013, 44 exhibitors took part in the exhibition and it is expected that this year's will be bigger and better as we invite all manufacturers, suppliers and service providers within the audiology field to attend the conference.

This year’s Gala Dinner will be revisiting another age of austerity with a 1940s blitz theme. We encourage fancy dress and look forward to welcoming fighter pilots, land girls and code breakers to enjoy an evening of swing music and we promise plenty of rations to go around! Keep in mind that this year there will be a prize for the best fancy dress outfit! One ticket is included with a two day conference ticket with extras being available at time of booking.
