Dr. Robert Schneider, Chair ofthe ACPLaboratory Committee, was recentlyelected as Trustee of the new "consoli-

dated" National Board for Certification (NBC).His term will be for three years and his positionis as the ACP representative on the Board replac-ing Dr. Terry Eggleston who previously served.

The NBC administers both the CertifiedDental Technician and the Certified DentalLaboratory programs. The Board is composed ofan ACP nominee, ADA nominee, a dental tech-nology educator, a CDT elected by an at-largeballot of all CDTs and five Trustees nominatedand elected by the NADL's Executive Council.The Board administers Certification programswithin the dental laboratory industry and alsoadministers continuing education credits forCDTs. Additionally, the Board sets and reviewsstandards, issues certification to qualifyingapplicants, monitors certifees' continuingcompliance with established standards, overseesadministration of their programs and works toenhance recognition of certification for dentaltechnicians and dental laboratories.

There are currently about 8,500 technicianscertified. About 700 participate in the certificationtesting per year with about 350-400 achievingcertified status. In addition to the ACP endorse-ment, the NBC holds official recognition from theADA, and also has full cooperation and supportof the military dental services. The military dentalservices encourage technician certification withthe Navy and Air Force hosting a number of CDTexaminations in their facilities.

According to Dr. Schneider, "The participa-tion of the ACP on the Board will help promotegreater recognition of the importance of dentaltechnology certification and continuing educa-tion. Additionally, with the extremely closerelationship between technicians and prostho-dontists, the ACP is a leader in establishing andleading the way in enhancing communicationsbetween the two groups. We are all striving toachieve the same result - excellence in healthcare delivery to the patient - which we cannotachieve without interaction and communicationfrom each other." •

ACP Regional Seminars Begin in April

his Spring the ACP is offering twoimplant prosthodontic seminars designedto strengthen members' practices.

"Marketing Implant Prosthodontics: AWinning Program for Prosthodontists" featuringMs. Lori Misch will be held on April 4, 1997.The program is being held in conjunction withthe California Section of ACP and will be heldin Los Angeles, California, at the LA AirportHilton & Towers.

The program will teach how to build asuccessful implant practice. Ms. Misch will alsoshow how to create a loyal referral base whilealso teaching how to educate, activate, andmotivate an office referral team. A segment ofthe seminar will be directed to auxillary officestaff to teach how to incorporate marketingsystems into both practice and referral relation-ships and how to gain patient acceptance.

Prosthodontist = Glorified General Dentist?

While drafting myfirst President'sMessage for the

November Messenger, Iwas confident that mypresidential year wouldbe filled with success bythe American College ofProsthodontists in its

John F. Burton, DDS ongoing efforts to pro-mote the specialty of

prosthodontics and meet the needs of its mem-bership. With an outstanding and forwardthinking professional staff, the excellent corpsof officers and directors, a strong membershipbase, and a spanking new strategic plan toguide us, I was convinced that the College waspoised to move with giant strides towardaccomplishment of its goals and objectives.And let me assure you up front, I have notbeen disappointed. However, I have also beenconstantly reminded of the many challengesthat lie before us, not the least of which includepublic recognition of the specialty of prostho-dontics, fragmentations within the specialty,and the growth and development of ourgraduate training programs.

Not long ago, I received a letter from anACP member expressing his shock and disap-pointment at hearing prosthodontists referred toas "glorified general dentists" by a nationallyrecognized prosthodontist. What was evenworse, the reference was made during akeynote address at a national meeting ofanother specialty organization. Though I toowas greatly disheartened when informed of thisgrossly inaccurate remark, it simply reinforcedfor me what all of us know quite well; prostho-dontists have a serious identification and namerecognition problem both within the dentalprofession as well as the public at large.Without some significant success in this arena,our specialty will never achieve its rightfulplace meeting the specialty level clinical needsand demands of the public.

And that is exactly what this College isdoing. At its recent meeting in late February, theBoard of Directors heard the new public andprofessional relations initiative under develop-ment by our Public and Professional RelationsCommittee, chaired by Dr. Peter Johnson andthe recently retained public relations firmPublic Communications, Inc. The proposalincluded a number of very exciting elements, allgeared toward educating our constituencies andproviding tools for our membership to success-fully market their practices. However, as SteveHines stated in the last issue of the Messenger,"the ultimate measurement of our success ...willbe increased public demand for services from

prosthodontists." Only when new patients beginknocking at the doors of your practices and thephone rings frequently with referrals from yourgeneral dentist and specialty colleagues can webegin to think in terms of success.

Another critical area of concern for the ACPis membership, particularly as it is beingimpacted by our graduate training programs. Inher recent report to the Board, Sabrina Whitlow,Director of Membership, presented data outlin-ing a flat membership profile for the ACP overthe last two years. Though our membershipretention rate is high, there is an alarming trendof increasing applications for life membershipstatus and limited numbers of new memberscoming into the organization, particularlyyoung prosthodontists recently completing theirprograms. A major contributing factor may bethe mix of students currently entering graduateprosthodontic training programs. Of just over150 students entering their training programs inacademic year 96-97, well over half are foreigntrained dentists, many of whom will, of course,ultimately practice outside the US. Anecdotally,a College member from a major metropolitanarea informed me that the program on which heserves as a faculty member has not enrolled aUS trained student in three years. This area toodemands a high priority on the College agenda.

As a second prong to our new public andprofessional relations initiative, we will alsobegin to aggressively market the specialty ofprosthodontics to undergraduate dental students.In the long run, focusing our recruitment effortson undergraduate dental students and investingour corps of graduate students are the keys toenhancing and further developing our specialty.With an aging population, the demand forprosthodontics services in this country willcontinue to exhibit strong growth. TheAmerican College of Prosthodontists mustposition itself to help meet this need.

If the College is to successfully address themany challenges our specialty faces, we mustimmediately begin to resolve the issue of frag-mentation, a problem that has faced this specialtyfor many years. A recent occurrence dramatizedto me just how pervasive this issue is. Whilemeeting with the president of a major dentalmanufacturer, we were discussing potentialpartnering initiatives that might benefit bothorganizations. He shared with me his observationthat prosthodontics is "incredibly fragmented."Though within the specialty we are well aware ofthis issue, hearing it from someone outside theprofession was quite disappointing.

Fragmentation wiLlbe the number one agendaitem for the ACP Prosthodontic Forum meeting inJune of this year. I will charge all member organi-zations to move in a unified effort to meet the ever

increasing challenges facing our specialty. We arealready working together on the 2nd InternationalSymposium on Evidence Based Dentistry inChicago September 19-22, 1997 cosponsored bythe American College of Prosthodontists and theEditorial Council of the Journal of ProstheticDentistry. In addition to the generous fmancialsupport provided by the Editorial Council, as ofthis date three Prosthodontic Forum organizationshave pledged additional - the Pacific CoastSociety of Prosthodontists, the NortheastGnathological Society, and the Greater New YorkAcademy of Prosthodontists. It is this kind ofconmlitment to the common goal of the advance-ment of the specialty and discipline of prosthodon-tics that will ensure a bright and prosperous futurefor the profession.

As you can see from this coluum andelsewhere in this issue of the Messenger, yourdues dollars are hard at work advancing thespecialty of prosthodontics, but we have manymore hurdles to cross. Our goal is a unifiedeffort in support of prosthodontics under theleadership of the College with emphasis ongetting our message to all the relevant con-stituencies. Let's pull together and win the fightin meeting this challenge. +

Anti-Trust Limitations for the American College of Prosthodontists

The American College of Prosthodontistsinitiated a new committee at the 1995annual meeting. The Committee on Dental

Insurance and Managed Care was formed todelve into the question of prosthodontists andthird party payers. The committee was given anempty palette and the opportunity to createwhatever they could.

When contemplating our course of action,it became immediately apparent that vastlimitations existed regarding statements in thisarea of growing concern. The ACP, like anysociety, is limited in their actions due to anti-trust laws. As this committee embarks on ourinitial undertaking, those limitations should beunderstood by the entire membership.

As a basic definition, the antitrust laws areenforceable at any time when two dentistsconvene to discuss their fees, environment, oropportunities. If an action is derived from sucha situation, then an antitrust violation hasoccurred. There are manners in which groupsof dentists can band together and be exemptfrom antitrust violations. A dental society is notone of those.

Dental societies such as the ACP can beheld liable for statements as policy or forstatements by members representing theCollege which can be interpreted as violationsof antitrust laws. Those making the commentsare also liable. All statements must be fully

supportable by fact and cannot disparagemanaged care or any other plans. Any variationmay be considered a violation and create aliability issue for the College and those personsinvolved. Currently, the ADA and my homestate dental society, Illinois State DentalSociety, are under anti-trust litigation from theinsurance industry. Your state may also beinvolved. As a further bite to the laws ofantitrust, damages awarded are tripled resultingin significant risk for all dental practitioners.

The American Dental Association has alreadyevaluated this consideration regarding the man-aged care arena with its vast legal support. Theyhave recommended that the best course for theACP to follow is with helping our members tounderstand the changes in the marketplace anddisseminate information. It is this charge that thenew committee has taken. The Committee onDental Insurance and Managed Care will begin aseries of articles in the Messenger discussingdental insurance and managed care issues froman educational perspective.

The College will not condone statementswhich will put our entire membership at riskfor antitrust violations. While some membersmay believe we should challenge these restric-tions, the College does not have the resources,the need, nor the will to do so at this time. Themembership should be well informed in orderto make educated decisions. Your new commit-tee will work hard to ensure that occurs.

Dr. Carol A. Lefebvre,Associate Professor ofOral Rehabilitation in theMedical College ofGeorgia School ofDentistry received the1996 TeachingExcellence Award duringits Fall Student Assemblyin August, 1996.111ecriteria for selection

included knowledge of clinical skills, scientificcompetence, teaching skills,methods and materials, modeling professionalcharacteristics and the impact on students.

Her nomination noted Dr. Lefebvre's useof a problem-based learning format in herpreclinical removable prosthodontics course.

Dr. David Myers, Dean of the MCG Schoolof Dentistry, said the adaptation resulted in apositive experience for both faculty and stu-dents involved in the course. "She is an exem-plary teacher who demonstrates genuineinterest in the academic and personal welfareof the student. Her faculty colleagues, alongwith current and fOffi1erstudents, provided theselection committee with high praise for herteaching skills and her concem for students atall levels," said Dr. Myers.

Dr. Lefebvre received her Bachelor ofScience, Master of Science, and Doctor inDental Science degrees from Michigan StateUniversity. Since 1992, she has served assection head for Removable Prosthodontics inthe Department of Oral Rehabilitation.

The Lancaster CountyDental Society namedDr. MohammadMazaheri the recipientof the Herbert K.Cooper DentalAchievement Award.The award is presentedannually to one whoembodies the highestideals of the LancasterCounty community and

the dental profession as exemplified by Dr.Cooper. Dr. Mazaheri was honored at theannual dinner dance on January 18th, 1997.

Sharry Prosthodontic Research Competetion

The John J. Sharry ProsthodonticResearch Competition, sponsored by theEducation Foundation of the American

College of Prosthodontists, will be held duringthe Annual Session of the College in Orlando,Florida, November 5-8, 1997. TheProsthodontic Research Competition is held tostimulate and acknowledge original research inprosthodontics by students.

Persons are eligible for competition if theyare currently enrolled in a post-doctoralProsthodontic program, or have completedtheir program less than three (3) years from thedate of the competition. Papers must not haveappeared in print or been previously presentedat a major meeting.

Abstracts must be submitted to the Chairof the Research Committee of the AmericanCollege of Prosthodontists no later thanMay 12, 1997. Please note the following:1. The abstract must adhere to developed guide-

lines, and be submitted on available abstractforms. The abstract foffi1Scan be obtainedfrom the Chair of the Research Committee.

2. The abstract must be accompanied by aletter of support from the research mentor.

3. Other authors on the abstract are limited tothe research mentor.

Six abstracts will be selected as semi-finalistsno later than June 30, 1997; all authors will benotified of the decision on or about June 7,1997. The six semi-finalists will be required tosubmit manuscripts, according to guidelinesdeveloped for the Journal of Prosthodontics, tothe Research Committee by August 1, 1997.The Committee will review the manuscripts,and select three finalists to compete at theACP Annual Session; the three finalists will benotified by September 15, 1997.

The three candidates selected as finalists topresent their papers at the Annual Session willreceive travel and one day per diem expensesfor the meeting. In addition, each finalist willreceive a plaque, and cash awards of $1,250.00for first place, $750.00 for second place, and$500.00 for third place. Matching funds will bepresented to the candidates' program directors.These awards will be presented during theAwards Luncheon held at the Annual Session.

Editor Needed forACP Study GuideAn editor is needed for the next edition of theACP Study Guide for Board Certification inProsthodontics, which is scheduled for releasein September 1998. The study guide is a usefulreference for candidates taking the exam givenby the American Board of Prosthodontics. Thelast three editions have been edited by Drs.Arthur Nimmo and Kenneth Malament, and thestudy guide contents are on computer disk(Write Now 4.0, Macintosh). The new editormust be a diplomate, preferably having takenthe exam under the new format. We are lookingfor a new editor who is computer literate andinnovative to do a major redesign and update ofthe study guide.

Remember that thenumber of delegatesrepresenting your sectionis determined by the

We will also assess the unification ofsections in those states who previously have hadmore than one section. Meet the NewACP Staff Members

Three new employees havejoined the staff of theACPoffice.

The first new staff personthat College members aremost likely to meet is Ms.Tasha Thomas, ourReceptionist/Clerk. Ms.Thomas began with theCollege on January 15 andhas already spoken with manymembers who have called theACP office in recent weeks. Inaddition to being the primaryphone contact, she will alsoprovide administrative supportfor other staff members.

comes to the College after working at theAcademy of General Dentistry, MCI, and mostrecently, the Illinois Bankers Association.

The College's new Director, MeetingPlamung and Education is Ms. PhoebeWeinberg. Joining the College in earlyFebruary, Ms. Weinberg is the primary contactfor the Annual Session and other ACP meet-ings, the ACP Education Foundation, continu-ing education and ADA CERP compliance, andrelated issues. A graduate of IndianaUniversity, Ms. Weinberg has worked in hotelsales for a Chicago hotel, at the Hyatt Hotels'corporate office, and most recently, in associa-tion management. +

The June examinations for Boardcertification will be held June 15 - 20,1997 in Dallas, Texas at the Crescent

Court Hotel. Candidates who plan to stay in thehotel are requested to inform the hotel of theirstatus as candidates of the Board. This willensure that they will receive a reduced occu-pancy rate for their stay. The candidates will beinformed of other hotels in the area when theyregister to take the examinations. The final datefor the acceptance of applications to participatein the June examinations will be May 1, 1997.Please make every effort to send in your appli-cation as soon after March 1, 1997 as possible.Your cooperation will be greatly appreciated.

1 have had several inquiries concerning theissuance of certificates for 1997. The Boarddetermined that certificates would only beissued every eight years coincidental with therecertification process. The certificate issuedfor 1996 is an eight year certificate.

The Board is pleased to inform themembership that participation in the Februaryexaminations increased significantly overFebruary, 1996. Seven candidates are in theirthird year of a postgraduate program. This is thefirst year that these candidates are eligible toparticipate. In addition, several candidates havechosen to take all four parts of the examination.

If you have not already sent in your renewalfee, please do so as soon as possible. This willeliminate the necessity of sending additionalletters to remind you.

Diplomates who have retired from all com-pensation in the dental profession are requestedto inform the Executive Director so that theBoard can recognize them as life members.

Dr. Aquilino iscurrently a Professorand Director ofGraduateProsthodontics at theUniversity ofIowa,College of Dentistry.

He received his M.S. in Prosthodontics fromthe University of North Carolina where healso received his dental degree. Dr. Aquilinocompleted a general practice residency atthe VA Medical Center in San Francisco.

A consultant to the ADA Commissionon Dental Accreditation and Council onScientific Affairs, Dr. Aquilino is a Fellowin the American College of Prosthodontists.He was nominated for the Board ballot bythe College and the American Academy ofFixed Prosthodontics and won election tothe Board in a November election.

Dr. Aquilino lives in Iowa City with hiswife, Mary and daughter, Kristin. +

The Kentucky Chapter of the American College of

Prosthodontists held a six-hour continuing education coursetitled, "A Day with Prosthodontists" on November 8, 1996.Twelve members of the state chapter presented talks on

clinical and research topics. The course was cosponsoredby Kelley Dental Laboratory of New Albany, Indiana, and

Whip Mix Corporation of Louisville, Kentucky, whose

Sollinger Conference Center served as the venue. Sixteen

dentists registered for the course and proceeds weredivided between Kelley Dental and the KentuckyChapter. Speakers included: (I to r) Oscar D. Vasquez,
