1 Process

ReMCoDS requested that all Participants in both Northern Ireland (NI) and RoI (Republic of Ireland) provide their rating against the full set of MCRs applicable to both jurisdictions. The request for prioritisation was made at the ReMCoWG on the 2nd November 2016. ReMCoDS followed up with MPs to ensure an acceptable number of responses were provided for assessment. ReMCoDS analysed the responses to produce 3 final prioritisation lists. These were:

1. RoI MP prioritisation of Schema impacting MCRs. 2. NI MP prioritisation of Schema impacting MCRs. 3. Co-ordinated prioritisation of MPs who operate in both jurisdictions.

This document which contains all prioritisation exercise details will be provided to the two DSO’s namely ESB Networks and NIE Networks. The DSO’s shall meet to discuss the results and provide a proposed Schema Release 2017 package and delivery schedule based on synergies between MCR’s, other Retail Market Work Programmes and priority.

2 Input Criteria

In order to develop the three prioritisation lists and identify the results in section 4, the following input criteria are acknowledged:-

Co-ordinated Respondent Group - 13 MPs responded. These 13 MPs are assessed on the following basis

o RoI respondent group - 11 MP respondents o NI respondent group - 7 MP respondents o MPs who operate in both markets – 5 MP respondents

Total List of MCRs - 9 MCRs were in the pot for prioritisation. o 5 MCRs were RoI MCRs o 2 MCRs were NI MCRs o 2 MCRs were dual

MCR Number Description Category

MCR Ranking Method.

o MPs rated the MCRs from 1 to 9 with 1 being their preferred MCR and 9 being their least preferred MCR.

o 0 was given where an MCR held no value to the Participant and they did not share an interest in its delivery.

Participant (MP) MCR ranking scores – each MP was requested to provide their organisational view of what MCR was top priority (value 1), lowest priority (9) or has no value (0)

Final MP Prioritisation scores - ReMCoDS converted the ratings provided by MPs into scores. Where an MP gave a rating of 1 this resulted in a score of 9. Where an MP gave a rating of 2 this resulted in a score of 8 and so forth. Where an MP did not rate an MCR it was scored zero.

ReMCoDS then split this overall MCR scoring into two lists. - An RoI list with 7 MCRs and - An NI List with 4 MCRs ReMCoDS then rescored these lists to give an MPs top scoring MCR in RoI a score of 7 and the top scoring MCR in NI a 4. (See example below). This was done for every MP in both jurisdictions. This method provides better clarity of MPs prioritisation where they operate in both Jurisdictions.

3 Statistical Analysis Methodology

The main statistical measure used to identify each jurisdictions prioritised list of MCRs was the average of the jurisdictions MP scoring per MCR.

A second metric was used to provide further clarity on the number of MP’s who voted for an MCR as one of their top 3 priorities. The second metric provided a useful insight into the strength of the MCR priority across the relevant market yet still allowing for anonymity. The results of this second evaluation more or less mirrored the results delivered by the average measure.

Metric 1 was applied to the four groups of prioritisation, namely:

MPs operating in both markets.

All MPs

RoI MPs

NI MPs

The definitions of metrics 1 and 2 are as follows:-

Metric 1: Statistical Average (Arithmetic Mean) – defined as: the sum of a collection of numbers (ranking score) divided by the number of items in the collection (respondent group)

Metric 2: was calculated by the Number of MPs who rated an MCR in their top 3 (i.e. who rated an MCR either 1, 2 or 3).

5 Next Steps

Network Operator Review - ESBN / NIE Networks will each separately assess the prioritisation results as laid out in this document.

o ESBN / NIE Networks will assess in terms of:-

Market prioritisation lists (provided in this document).

Wider Co-ordinated and jurisdictional Retail Market Delivery plans (consider other work programmes, projects etc.)

Developmental synergies with the Non Schema prioritisation results for each jurisdiction.

Cost.

Technical complexity.

Resource requirements.

Timescale.

Compatibility with other system work .

Joint Network Operators Review (NIE Networks and ESB Networks) – NIE Networks and ESBN will meet together to review the results from each jurisdiction.

o Fair and equitable distribution of delivered MCRs/functionality for both jurisdictions will underpin discussion.

Following the Joint Network Operators review, ESBN / NIE Networks will provide ReMCoDS with the following:-

o A proposed single Schema Package and

o A proposed delivery schedule (cut over date/s)

The proposed package will be communicated to Market Participants for review, revision and approval. This will take place at a ReMCoWG forum.

CER/UR to approve the final Schema 2017 package contents and delivery schedule dates.
