2. This RFP is not an agreement or an offer by the Employer to the prospective Applicants or any other person. The purpose of this RFP is to provide interested parties with information that may be useful to them in the formulation & submission of their Proposals pursuant to this RFP.

3. This RFP includes statements, which reflect various assumptions and assessments arrived at by the Employer in relation to the Services offered. Such assumptions, assessments and statements do not purport to contain all the information that each Applicant may require.

4. This RFP may not be appropriate for all persons, and it is not possible for the Employer and its employees to consider the objectives, technical expertise and particular needs of each party who reads or uses this RFP. The assumptions, assessments, statements and information contained in this RFP, may not be complete, accurate, adequate or correct. 8. The issue of this RFP does not imply that the Employer is bound to select an Applicant or to appoint the Selected Applicant, as the case may be, for the Services and the Employer reserves the right to reject all or any of the Proposals without assigning any reasons whatsoever.

Andhra Pradesh State Kapu Welfare and Development Corporation Ltd (APSKWDCL) invites Request for Proposal (RFP) for hiring of a competent agency for providing – Public Relation Services to the Corporation.

The Agency will be hired to help reach out to the community and publicize on the Corporation developments, and initiatives including its schemes and programs.

Interested and eligible Agencies are requested to submit their RFP along with the required details. APSKWDCL reserves all rights to accept or reject all or any of the RFP at any stage without assigning any reason thereof.

The invitation for RFP invitation can be downloaded online at http:// kapucorp.ap.gov.in from 15-09-2016 onwards.

1 INTRODUCTION

1.1. The Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking, was instituted with a vision to serve the marginalized members of Andhra Pradesh State Kapu Community (Kapu, Balija, Telaga and Ontari) for their overall development.

1.2. This Corporation has the mission to work with the Kapu Community across the state by providing assistance to the needy from the community in areas like education, skill development, employment and entrepreneurship; and facilitate the inclusive development of the community.

1.3. In lines with its Mission, the Corporation has designed various schemes and programs for the welfare of the community. Being a new Corporation, established in 2015, APSKWDCL seeks the services of a Public Relations Agency to help reach out to the community and publicize on the Corporation developments, and initiatives including its schemes and programs.

1.4. In lines of the entrusted mission, the APSKWDCL is introducing several schemes which form the core activities of APSKWDCL, which are as follows-

1 Swayam Upadhi Program

To encourage economically weak Kapu entrepreneurs to setup or expand/diversify enterprises as a source of livelihood.

2 Group MSME Program

To encourage Kapu entrepreneurs to form groups and setup MSME units as source of livelihood.

3 Videshi Vidya Deevena Scheme

The scheme aims at encouraging economically weak Kapu youth to study overseas

4 Vidyonnati Scheme

The scheme aims at encouraging economically weak Kapu youth to join the UPSC Civil Services, Banking and other allied Services, IITs, Universities of higher education abroad, M.Tech. Studies, Indian Engineering Services and Chartered Accountancy.

Scholarship Program

economically weak Kapu students to pursue education at various levels.

6 Skill Development Scheme

The scheme aims at enhancing the skills of students from Kapu families to aid in their placements

7 Setting up of Kapu Bhawans

The scheme aims at providing a platform of interaction and support for the needy in the Kapu Community.

8Kapu Welfare Endowment Fund Scheme

The scheme aims at encouraging benevolent individuals from across the globe for contributing towards the upliftment of Kapu Community.

1.5. The PR Agency will work with the corporation in publicizing APSKWDCL’s activities including assisting in mobilization of beneficiaries and other stakeholders for the above mentioned schemes and programs.

1.6. This Request for Proposal (RFP) calls for applications from eligible firms to apply for the RFP though the prescribed process.

2 INSTRUCTIONS TO APPLICANTS

2.1 General Instructionsa) Applicants are encouraged to inform themselves fully about the

assignment and the local conditions before submitting the Proposal.

b) Broad description of the objectives, scope of services, Deliverables, and other requirements relating to this Consultancy are specified in this RFP. In case an applicant firm possesses the requisite experience and capabilities required for undertaking the Consultancy, they are invited to participate in the Selection Process individually (the "Sole Firm") or as a Consortium (with a maximum of 2 applicants) with a Lead applicant.

c) Proposals shall be prepared and submitted in the manner elaborated in this RFP as per the formats/annexure provided.

d) The Proposals shall be filled in English and all entries must be typed and written in blue/black ink. Initials of the Authorised representative of the applicant must attest all erasures and alterations made while filing the proposal. Over writing of figures in the Price Proposal is not permitted. Failure to comply with any of these conditions may render the Proposal invalid.

e) No Applicant or its Associate shall submit more than one Application.

f) Any entity which has been blacklisted by any agency of the Central Government, any State Government, any Statutory Authority or any public sector undertaking, as the case may be, from participating in any project, and the bar subsists as on the date of the Proposal, would not be eligible to submit a Proposal either by itself or through its Associate.

g) Corporation reserves the right to terminate a firm’s participation in the tender process at any time, should it consider that a firm has, without the prior consent, failed to comply with any of the procedures and requirements prescribed in the RFP.

h) Corporation shall not be responsible for any costs or expenses incurred by the applicant in connection with the preparation and

delivery of Proposals, including technical presentation and costs and expenses related to visit to the site. Client reserves the rights to cancel, terminate, change or modify this procurement /Proposal Process and /or requirements of proposal stated in the RFP, without assigning any reason or providing any notice and without accepting any liability for the same.

i) The Proposal shall be valid for a period of not less than 180 days from the Proposal Due Date. In exceptional circumstances, prior to the expiry of the original proposal validity period, the Employer may request the firms to extend the period of validity for a specified additional period. The request for the extension shall be made in writing. However, Firms will not be permitted to modify their proposals.

j) The Employer shall not be liable for any omission, mistake or error in respect of any of the above or on account of any matter or thing arising out of or concerning or relating to RFP or the Selection Process, including any error or mistake therein or in any information or data given by the Employer.

k) The Proposal of a firm shall be liable for disqualification in the event of the following:

i. If the firm refuses to accept the correction of errors in its proposal, (or)

ii. If the Firm submits a conditional Proposal which would affect unfairly the competitive provision of other firms who submitted substantially responsive proposal and/or is not accepted by the client.

l) The firm for providing its services will be selected under Quality & Cost Based Selection (QCBS) method as described in this RFP. The Technical Proposals would be evaluated based on the qualification criteria set forth in the RFP. Financial Proposals of only those firms, whose Technical Proposals qualify, will be opened and evaluated. Evaluations will be done before the State Level Committee.

2.2 Submission of Proposal

It shall be deemed that by submitting the Proposal, the Applicant has: a) made a complete and careful examination of the RFP;b) received all relevant information requested from the Employer;

c) accepted the risk of inadequacy, error or mistake in the information provided in the RFP or furnished by or on behalf of the Employer or relating to any of the matters referred in the RFP;

d) satisfied itself about all matters, things and information, including matters referred herein, necessary and required for submitting an informed Application and performance of all of its obligations there under;

e) acknowledged that it does not have a Conflict of Interest; andf) Agreed to be bound by the undertaking provided by it under and

in terms hereof.

2.3 Amendment to RFPa) At any time prior to the due date for submission of Proposal, the

Employer may, for any reason, whether at its own initiative or otherwise, modify the RFP document by issuing Addendum/ Amendment.

b) In order to provide the Applicants with reasonable time for taking an amendment into account, or for any other reason, the Employer may, in its sole discretion, extend the PDD.

c) The above changes & amendments, if any, will be notified only in the website i.e. http:// kapucorp.ap.gov.in .

2.4 Conflict of Interesta) The Employer requires that the Agency provides professional,

objective, and impartial advice and at all times hold the Employer's interests paramount, avoid conflicts with other assignments or its own interests, and act without any consideration for future work. The Agency shall not accept or engage in any assignment that would be in conflict with its prior or current obligations to other clients, or that may place it in a position of not being able to carry out the assignment in the best interests of the Employer.

b) An Applicant shall not have a conflict of interest that may affect the Selection Process or the Services (the "Conflict of Interest"). Any Applicant found to have a Conflict of Interest shall be disqualified.

c) An Applicant shall be deemed to have a Conflict of Interest affecting the Selection Process, if:

i. a constituent of such Applicant is also a constituent of another Applicant; (or)

ii. such Applicant or its Associate receives or has received any direct or indirect subsidy or grant from any other Applicant or its Associate; (or)

iii. if a firm is engaged by the Employer to provide goods or works or services for this project and if the Associate/s of such firm is engaged for providing services for the same project and vice versa.

2.5 Right to terminate the processa) Employer may terminate the RFP process at any time and without

assigning any reason. Employer makes no commitments, express or implied, that this process will result in a business transaction with anyone; and

b) This RFP does not constitute an offer. The Bidder’s participation in this process may result in employer selecting the Bidder to engage towards execution of the contract.

2.6 RFP Application Fees a) Proposal can be submitted at the address & dates provided in the

Letter of invitation by submitting a non-refundable bank Demand Draft in favour of MD, APSKWDCL, payable at Vijayawada, from any of the nationalized/ scheduled banks for a value of Rs 10,000.

2.7 Earnest Money Deposita) Bidders shall submit, along with their Bids, EMD of Rs 2,00,000, in

the form of a Demand Draft issued by any nationalized/ scheduled bank in favour of MD, APSKWDCL, Payable at Vijayawada;

b) EMD shall be valid for a period of 180 days.c) EMD of all unsuccessful Bidders would be refunded within 30 days of

the bidder being notified as being unsuccessful.d) The EMD amount is interest free and will be refundable to the

unsuccessful Bidders without any accrued interest on it;e) The bid / proposal submitted without EMD, mentioned above, will be

summarily rejected; andf) The EMD may be forfeited:

i. If a Bidder withdraws its bid during the period of bid validity; and

ii. In case of a successful Bidder, if the Bidder fails to sign the contract in accordance with this RFP.

2.8 Pre-Bid Queries and Meeting

a) Employer shall hold a pre-bid meeting with the prospective Bidders in the time and date as mentioned in the Schedule of Bid Process section of this RFP document.

b) The Bidders will have to ensure that their queries for pre-bid meeting should be emailed to [email protected] on or before the date mentioned in the Schedule of Bid Process section of this RFP document.

c) Employer shall not be responsible for ensuring that the Bidders’ queries have been received by them. Any requests for clarifications post the indicated date and time may not be entertained by the Employer.

d) The addendum (if any) & clarifications to the queries from all Bidders will be posted on the website http:// kapucorp.ap.gov.in and emailed to all participants of the pre-bid conference;

e) Any such addendum shall be deemed to be incorporated into this RFP; and

f) In order to provide prospective Bidders reasonable time for taking the addendum into account, employer may, at its discretion, extend the last date for the receipt/ submission of Proposals.

3 PREPARATION, SUBMISSION AND EVALUATION OF PROPOSALS

3.1 General Instructionsa) The firms shall bear all costs associated with the preparation and

submission of its proposal, including site visits, field investigations, data collection, analysis, etc. as also any discussions/negotiations. The authority shall not be responsible or liable for any such costs incurred.

b) Sub-contracting, if any, should be only after prior approval of the employer. Financial, Shareholder and experience details of the sub-contractors should be furnished along with the proposal.

c) Adherence to formats, wherever prescribed, is required. Non-adherence to formats might be a ground for declaring a proposal non-responsive.

d) All communication and information shall be provided in writing and in English language only.

e) All communication and information provided should be legible, and wherever the information is given in figures, the same should also be mentioned in words. In case of conflict between amounts stated in figures and words, the amount stated in words will be taken as correct and final.

3.2 Preparation and Submission of ProposalsThe Proposals shall be prepared in separate envelopes as under.

I. Outer Envelope: a) Annexure 8 (Minimum Eligibility Criteria)b) Envelope I and Envelope II

Outer Envelope shall be sealed, labelled as “RFP FOR SELECTION OF PR AGENCY FOR APSKWDCL”

3.3 Submissions in Envelope I (Technical Proposal)The Envelope I shall contain the following documents.

b. Signed RFP documentc. Covering Letter as per Annexure 1d. Checklist of Submissions as per Annexure 9 and supporting

documentse. Supporting documents/annexure of technical proposalf. Compact Disc: containing entire technical proposal

Envelope I (Technical Proposal) shall be sealed, labelled as “TECHNICAL PROPOSAL FOR RFP FOR SELECTION OF PR AGENCY FOR APSKWDCL”

3.4 Submissions in Envelope II (Financial Proposal)The financial proposal shall contain the professional fee (price quote) of the firm in Indian Rupees that is inclusive of transport, printing and stationery and all other expenses except service tax. The financial proposal shall be submitted in the format enclosed as Annexure 6.Envelope II (Financial Proposal) shall be sealed, labelled as “FINANCIAL PROPOSAL FOR RFP FOR SELECTION OF PR AGENCY FOR APSKWDCL”

3.5 Signing of ProposalsThe Authorized Signatory shall sign or initial each page of the proposal documents along with the stamp of the firm. They should also sign & stamp each page of the RFP & return the same along with the proposal.

3.6 Opening of Proposalsa) Proposals received by the due date and time and in sealed condition

will only be considered for opening and evaluation. Proposals other than the above may be summarily rejected.

b) Firms that submitted the proposals will be duly intimated with the date, time and venue for opening the proposals received as above. Authorized representatives of the participating firms are requested to be present during proposal opening.

c) The details of the authorized representatives (who choose to attend) present will be recorded.

d) Name of the firms that submitted the proposals will be read aloud in the presence of firm’s representatives and will be recorded.

3.7 Opening and Evaluation of Outer Envelopea) Outer Envelope shall be opened and checked for the inclusions of

the required documents as above and will be recorded accordingly. b) Evaluation of Outer Envelope shall be undertaken only if all the

documents are submitted as above. c) Annexure 8 and supporting documents will be evaluated for

Minimum Eligibility Criteria d) Proposals meeting the minimum eligibility criteria will only be

considered for further evaluation of the Proposals.e) Applicants not meeting the minimum eligibility criteria as above are

deemed to be disqualified and will be barred from further evaluation of their tender. No correspondence or representation will be entertained and employer’s decision will be final in this regard.

3.8 Opening and Evaluation of Envelope I (Technical Proposal)a) Evaluation of Technical Proposal will be taken up only if the

applicant meets the minimum eligibility criteria as mentioned in Annexure 8.

b) The detailed evaluation methodology has been provided in Annexure 10 of the RFP document.

# At the time of Technical proposal evaluation the Agency shall be called for presentation for the assignment. The Agency shall attend the presentation along with the key personnel’s at their own cost.

3.9 Opening and Evaluation of Envelope II (Financial Proposal)a) The Envelope II of those Firms that scored a minimum of seventy

(70) marks in the technical proposal (Envelope I) will only be opened.

b) The price proposals shall be checked for substantial compliance. If the submission is in substantial compliance with the Price Proposal, then, the review and evaluation of the same would be undertaken. If the submission does not satisfy the criteria, the submission will be rejected and such firm will be eliminated from further evaluation process.

c) Requirements for Substantial Compliance: Prior to the detailed evaluation of the Price Proposal, it would be determined whether each Price Proposal:

I. Has been properly signed and contains the required representations or commitments;

II. Is presented in a manner that conforms with the requirements of the RFP including the specified format;

g. Material Deviation : A material deviation or reservation is one i. Which affects in any substantial way the requirements of

the RFP and performance of the Project; or ii. Which is substantially inconsistent with the requirements of

the RFP.iii. Whose rectification would affect unfairly the competitive

provision of other competing firms presenting substantially responsive proposals

h. Evaluation: The financial proposal that has the lowest quote (L1) among all the financial proposals opened shall be given one hundred (100) marks. The remaining price quotes (L2, L3, L4, etc.) will be marked in reference to L1. For Example, if L1’s quote is Rs. ‘X’ lakhs and L2 quote is ‘Y’ lakhs, then L1 = 100 marks and L2 = X/Y*100 marks).

3.10 Combined Evaluation of Technical and Financial Proposals under QCBSThis is the final stage of proposal evaluation. As per the predefined QCBS evaluation criteria, 70% weightage will be given to technical score and 30% to the financial score. Accordingly, 70% of the technical marks and 30% of the financial marks will be combined/ summed up to arrive at the final marking. All scores and sub-scores shall calculated upto two decimal positions only.

3.11 Criteria for Selection of Agency The sole criterion for selection of the Agency is the highest combined technical and financial scores in the ratio of 70:30 respectively (70% technical score and 30% financial score). In the event of more than one firm score the same highest marks, then amongst the tied agencies, the agency with higher technical score shall be selected. In case of tie in technical score as well, the financial score are the same, the Employer may call those firms for negotiation/ resubmission of the financial proposal. In such a case, firm that offers the lowest price quote will be the selected Agency.

3.12 Performance Security Selected lowest bidder will be required to submit Performance Security to the tune of 10% of the total value of the contract in the form of a Bank Guarantee valid for two months beyond the expiry of the contract prior to signing of the contract. Failure to provide such guarantee will result in disqualification and the contract will be awarded to the next lowest bidder and the bid security shall be forfeited. The format for the Performance Security shall per as given in the Annexure.

4 TERMS OF REFERENCE

4.1 Scope of ServicesThe scope of services during the two years of contract period are elaborated in the ensuing paragraphs.

Track-A Preparation of an Effective Public Relations PlanA.1 Primary objective is to increase awareness of the core activities of

APSKWDCL as mentioned in the schemes and programs of the Corporation.

A.2 The agency shall come onboard and understand the Kapu Community welfare and vision. As part of the same, the agency would be expected to go through all relevant documents including, but not limited to Vision, Mission, Schemes, Programs, etc.

A.3 Prepare an effective Public Relations Strategy for the activities and schemes within the ambit of APSKWDCL.

A.4 Conceptualization and designing of communication campaigns for promoting the various programs and schemes of APSKWDCL related to students, MSMEs, entrepreneurs, low income groups and all others beneficiaries of these schemes.

A.5 PR strategy, approach, calendar and schedule to be decided with the approval of APSKWDCL.

A.6 Strategy and Planning for the awareness of schemes to their target audience. Following are the programs/schemes and their target audience:

Track-B Execute the PR Strategy through both Ongoing Initiatives And Event Specific Initiatives

B.1 Keep the media abreast of all important developments related to Kapu Corporation and its activities. The PR agency will proactively identify appropriate media opportunities to highlight Corporation activities and announcements. This could be through press releases, press briefing, media interactions, press conferences, etc. as appropriate.

B.2 Proactively develop the theme/concept for press meets and work out news releases, articles and other promotional initiatives targeting local & national media.

B.3 Developing creative for advertisements campaigns to be released in print, electronic and outdoor media and creative designs and layouts for Posters, Hand Bills, Press Release, Booklets, Tender Ads/Notices/Statutory Ads, Stage Backdrops, Outdoor hoardings /billboards, etc.

B.4 Organize and conduct press briefings, press conference, press releases, and launch research reports etc. which fall within the ambit of APSKWDCL. This will include targeting the relevant media across India, pre-announcement preparation, drafting the press release & related information, talking points, media list collation, media invites, pan India press release dissemination, etc.

B.5 Event manage the events organized by APSKWDCL such as seminars, workshops, job fairs, camps, conferences, etc.

B.6 Arrange for national/regional/local media to cover various events organized by Kapu Corporation or its authorized representatives. Provide a pre-event build up to seminars, workshops, job fairs, camps, conferences etc. organized by Kapu Corporation.

B.7 The agency is also expected to map opportunities for the leadership team and activities and schemes of APSKWDCL for consistent media visibility. Target media: Print – national mainline & financial dailies, regional, business and general interest and student magazines; radio & electronic media – regional; online media – as appropriate.

B.8 The agency will create talking points for the media interactions by any employee and/or senior leadership team of APSKWDCL to be identified and articulated by PR Agency in consultation with APSKWDCL.

Track-C Media Buying and other Execution ActivitiesC.1 All broadcast media buying will be performed by Agency, include:

C.5 Facilitate, supervise and manage distribution and release/ display/ publication of material or content produced.

C.6 The rates where applicable shall be as per the rates as defined by the Information and Public Relations Department, Government of Andhra Pradesh, as updated from time to time.

Track-D Managing Internet and Social Media Activities Of APSKWDCLD.1The agency would create and manage the social media desk for the

Kapu Corporation. Management of Facebook, Twitter, Google+, YouTube, Blogs, Instagram and other social media identities for APSKWDCL based on the action plans made.

D.2Daily updates on all target social media sites, third party pages on social media sites like Kapu Community pages on Facebook. For instance, information of Kapu Welfare Endowment Fund Scheme will need to be spread primarily through the internet and social media due to NRIs as target audience.

D.3Prepare weekly/ monthly reports on traffic and activities on social media

D.4Promote online advertisements by leveraging analytics from Google and other providers.

The mode of execution of the Power of Attorney should be in accordance with the procedure, if any, laid down by the applicable law and the charter documents of the executant(s) and when it is so required, the same should be under common seal affixed in accordance with the required procedure.
