Andhra Pradesh State Kapu Welfare and Development Corporation Ltd

(APSKWDCL) invites Expression of Interest (EOI) for empanelment of competent-

Coaching Institutes for identified Competitive Examinations Under

“Vidyonnati Scheme”, which are

APPSC GROUPS, RRB, SUB-INSPECTORS AND CONSTABLES OF POLICE

& EXCISE, OTHER CENTRAL & STATE GOVERNMENT JOBS etc.

These institutions will be partnered with, to impart the above coaching to interested

and eligible Kapu Students/Youth from across the state.

Interested and eligible institutions are requested to submit their EOIs along with the

required details. APSKWDCL reserves all rights to accept or reject all or any of the

EOIs at any stage without assigning any reason thereof.

The invitation for EOI with the application formats can be downloaded online at

www.kapucorp.ap.gov.in from 12-07-2016 onwards.

The filled in form shall be emailed to [email protected] in pdf format and to the

undersigned at “D.No. 29-26-55, Jadagam Vari Street, Suryaraopeta, Vijayawada – 520002”

in hardcopy format.

Applicants or any other person. The purpose of this EOI is to provide interested

parties with information that may be useful to them in the formulation &

submission of their applications pursuant to this EOI.

arrived at by APSKWDCL in relation to the Empanelment of Institutes. Such

assumptions, assessments and statements do not purport to contain all the

information that each Applicant may require.

4. This EOI may not be appropriate for all persons, and it is not possible for

APSKWDCL and its employees to consider the objectives, technical expertise and

particular needs of each party who reads or uses this EOI. The assumptions,

assessments, statements and information contained in this EOI, may not be

complete, accurate, adequate or correct. Each Applicant should, therefore,

conduct its own investigations and analysis and should check the accuracy,

adequacy, correctness, reliability and completeness of the assumptions,

Process.

6. APSKWDCL also accepts no liability of any nature whether resulting from

negligence or otherwise however caused arising from reliance of any Applicant

upon the statements contained in this EOI.

7. APSKWDCL may in its absolute discretion, but without being under any

obligation to do so, update, amend or supplement the information, assessment or

assumption contained in this EOI, without assigning any reason or providing any

notice and without accepting any liability for the same.

8. The issue of this EOI does not imply that APSKWDCL is bound to empanel an

Applicant or to appoint the Selected Applicant, as the case may be, for any

Coaching provision as part of its schemes and APSKWDCL reserves the right to

reject all or any of the Applications without assigning any reasons whatsoever.

9. APSKWDCL shall not be responsible for any costs or expenses incurred by the

Applicant in connection with the preparation and delivery of applications,

including costs and expenses related to visit for meetings with APSKWDCL.

A. BACKGROUND

1. The Andhra Pradesh State Kapu Welfare and Development Corporation Limited

(APSKWDCL), a Government of Andhra Pradesh undertaking was instituted

with a vision to serve the Economically backward members of Andhra Pradesh

State Kapu Community (Kapu, Balija, Telaga and Ontari) for their overall

development.

2. This Corporation has the mission to work with the Kapu Community across the

state by providing assistance to the needy from the community in areas like

education, skill development, employment and entrepreneurship; and facilitate

the inclusive development of the community.

3. In lines of the entrusted mission, the APSKWDCL is introducing the “Vidyonnati

Scheme” for the Kapu youth of Andhra Pradesh.

4. Under the “Vidyonnati Scheme” scheme, a financial assistance shall be granted to

the selected applicants through the prescribed process. This assistance will be

provided for coaching for competitive examinations that are conducted to

recruit-

APPSC GROUPS, RRB, SUB-INSPECTORS AND CONSTABLES OF

POLICE & EXCISE, OTHER CENTRAL & STATE GOVERNMENT JOBS

etc.

5. This invitation for the Expression of Interest is for empanelling established

Institutions/Firms/Organizations providing the required coaching to the interested

and eligible Kapu Students/Youth from across the state.

B. OBJECTIVE FOR EMPANELLING INSTITUTES

1. The objective behind APSKWDCL empanelling Institutions/

Firms/Organizations for the above required coaching to financially assist

interested candidates from the Kapu Community of Andhra Pradesh in joining

such coaching which will aid in their preparation for competitive examinations.

2. The assistance will be in the form of subsidies on the coaching fees to the

Institutions/Firms/Organizations.

C. ELIGIBILITY CONDITIONS

The interested Institutions/Firms/Organizations who satisfy the following eligibility

criteria only should submit their application in the prescribed format with all

necessary supporting documents towards proof of furnished information.

1. Experience

The applicant should have minimum 5 years of continuous operational

experience in fulltime classroom coaching, Physical/ Practical trainings wherever

applicable which are APPSC GROUP EXAMINATIONS, RAILWAY

RECRUITMENT BOARD, SUB-INSPECTORS AND CONSTABLES OF POLICE

& EXCISE, OTHER CENTRAL & STATE GOVERNMENT JOBS etc.

2. Infrastructure

The applicant should have established coaching infrastructure available

anywhere inside Andhra Pradesh or Hyderabad

3. Financial Size

The annual turnover of the applicant during the last two consecutive financial

years preceding the EOI due date should meet the following criteria.

i. For Coaching institutes for APPSC Groups examination - Rupees One Crore

per annum.

ii. For RRB, Sub Inspector and constable of Police and excise, Central

Government PSUs and other State Government Jobs etc. – Rupees Fifty

Lakhs per annum.

In case of any specific case of appraisal in eligibility criteria, the decisions taken

by the State Level Committee of the APSKWDCL on the eligibility criteria will be

final.

D. SCOPE AND TERMS OF THE EMPANELMENT

1. Scheme of Subsidy from the Corporation

The financial support to the student in form of subsidy for coaching would be of

the following magnitude and terms

Balance 50% shall be paid only in respect of the candidates who have put in atleast 75% attendance for the entire duration of the course and it shall be paid at the end of coaching period, on receipt of the attendance and course completion report for the candidate

2. Registration of Students

i. Interested students shall be required to register themselves and upload their

resumes into the database to be maintained by the Corporation for availing

the proposed schemes.

ii. For APPSC Group-1 coaching, an entrance examination shall be conducted

through JNTU Kakinada and the student shall be allowed to select the

institution of choice based on the examination results.

iii. For other competitive examinations viz APPSC GROUP-2 & GROUP-3

EXAMINATIONS, RAILWAY RECRUITMENT BOARD, SUB-

INSPECTORS AND CONSTABLES OF POLICE & EXCISE, OTHER

CENTRAL & STATE GOVERNMENT JOBS etc., eligible students shall

apply to the corporation with their preference of empanelled institutes.

iv. The empanelled institutes shall design the single course structure and

prepare study material that would suit the coaching requirements for

Group -2 and Group-3 examinations.

3. Role of the Empanelled Institutes

i. The empanelled institutes shall be required to build setup with classroom

coaching/training infrastructure and other infrastructure as required for

the course. These should be provided at locations as put up in the

eligibility section.

ii. The empanelled institute shall design the course structure, prepare study

material, allocate faculty and provide the necessary support to the

students enrolled in their Institution/Firm/Organization though the

proposed scheme.

iii. The empanelled institute shall compulsorily provide biometric attendance

machines and CCTVs (optional) to monitor the attendance of the students.

iv. In case of the coaching empanelled institutes, the institute shall follow up

on the examination results of the coached students for identified

competitive examinations and report to the APSKWDCL on the success of

the students coached by it.

v. The empanelled institute shall co-ordinate and report to the Managing

Director, APSKWDCL, or his authorized representative throughout the

period of its empanelment.

4. Role of APSKWDCL

i. The corporation shall facilitate the registration of students to the

empanelled institutes through notifications about – “the proposed

schemes, registration process, entrance examinations and the list of

empanelled organizations”.

ii. The corporation shall share the registered details of the students/youth to

the respective empanelled institutes, as per requirements.

iii. The corporation shall provide with the software for online monitoring of

attendances from biometric devices.

iv. The corporation shall release the subsidies to the empanelled applicants

based on prescribed and agreed payment terms.

v. The corporation shall monitor the operations of the programs.

5. The empanelment will be initially done for a period of Two years with a scope of

re-empanelment, subject to assessment, post the Two year period. For this period

an agreement will be signed between the corporation and the empanelled

institute on mutually agreed terms and conditions.

6. The discretion and decision of the State Level Committee of the APSKWDCL

with respect to the scope and terms of empanelment of the agencies will be final.

E. PREPARATION, SUBMISSION AND EVALUATION OF APPLICATIONS

1. The invitation for EOI can be downloaded from www.kapucorp.ap.gov.in

2. The EOI application in prescribed formats, duly completed and signed along

with other necessary documents shall be emailed as a single PDF document (with

a maximum file size of 15 MB) to [email protected] with the file named as the

name of the Applicant institution. The application should also be mailed in hard

copy format to the Managing Director, APSKWDCL at “D.No.29-26-55, Jadagam

Vari Street, Suryaraopeta, Vijayawada – 520002”

3. Incomplete application & unsigned application form/s or non-submission of the

same will be summarily rejected.

4. Applications submitted with any pre-condition or additional conditions other

than the conditions prescribed and supplied by the APSWDCL will also be

summarily rejected.

5. The Applicant shall furnish all the required information as per the format/s and

duly signed on each page of the application.

6. The applicant may furnish any additional information, which is deemed

necessary to establish their capability for the coaching.

7. Superfluous information need not be furnished and no information shall be

entertained after submission of EOI document unless specifically called for.

8. Any information furnished by the applicant found to be incorrect either

immediately or at a later date, would render the applicant liable to be debarred

from taking up the Empanelment.

9. No Applicant or its Associate shall submit more than one Application for the

Empanelment process.

10. APSKWDCL reserves the right to seek further information /clarifications from

any of the Applicant on the submitted documents and the same shall be sought

through a written communication/ email.

11. It may be noted that this is not a request for proposal / tender. After review and

scrutiny of Expression of Interest, the suitable Applicants, will be empanelled for

consideration for rendering the Scope of Services indicated above following due

procedures.

be attached as Annexure –V

VI. Company registration certificate of the Applicant as Annexure – VI

VII. Brochure of relevant Program and Outline of Course for the intended

Competitive Coaching Courses as provided to the students as Annexure –

VII

VIII. Organizational Structure of the Company as Annexure – VIII

IX. A Demand Draft of Rs 15,000 in the name of MD, APSKWDCL as the

application fee to be attached as Annexure -IX

13. The discretion and decision of the State Level Committee of the APSKWDCL

with respect to the empanelment of the agencies will be final.
