VISSION, MISSION, GOAL, OBJECTIVE AND TARGET SETTINGGOAL-is defined as desirable future condition which an organization strives to achieve. Goal entails the vision and mission of the organization.

OBJECTIVE- it is a translation of the broad goal into a set of more specific and concrete objective.

TARGET-is more specific expression in quantifiable and measurable terms of what is intended to be accomplished.

Policy a purposive course of action or decision which is commonly set and perceived to be socially desirable to a great number of people.

Strategy- the method or approach undertaken to accomplish development goals, objectives and targets.POLICY AND STRATEGY FORMULATIONProgram- refers to the functions and activites necessary for the performance of a major purpose for which an organization is established.

Project-component of program covering a homogeneous group activities that result in the accomplishment of an identified output.PROGRAM AND PROJECT IDENTIFICATION2 Phases of Program and Project IdentificationEnvironmental Scanning Process = the activity of acquiring information about the events and relationships in the organizations outside environment.

Screening Process= this assesses the output of the first phase and identifies specific opportunities.Said to be the universal experiences.
