Sir,This has reference to your application dated 21.08.2013 and subsequent

letter dated 06.05.2015, submitting the above mentioned proposal to thisMinistry for grant of Environment Clearance (EC) in term of the provisions of theEnvironment Impact Assessment Notification (EIA),2006 under the Environment(Protection), Act, 1986.

2. The proposal for 'Development of Industrial Model Township (IMT)' atFaridabad (Haryana) by Haryana State Industrial and InfrastructureDevelopment Corporation Ltd. (HSIIDC), was considered by the ExpertAppraisal Committee (EAC) in the Ministry for Infrastructure Development,Coastal Regulation Zone, Building/ Construction and Miscellaneous projects, inits meetings held on 28th - 30th October, 2013, 28th February, 2014 to 1st March,2014 and 19th - 20th May, 2015 respectively. -

3. The details of the project, as per the documents submitted by the projectproponents (PP), and also as informed during the above said EAC meetings, arereported to be as under:-

(i) Haryana State Industrial and Infrastructure Development CorporationLimited (HSIIDC)proposes to develop IMT, Faridabad at Sector-66, 67, 68, 69,70& 71, as a modern industrial township with international level of environmentalfriendly infrastructure.(ii) Total area is 1901.05 acre, out of which 1784.01 acre area has alreadybeen acquired by HSIIDC for the purpose of development of IMT. Out of the areaacquired, 1766.30 acre (715 hal has been planned and 17.71 acre would beplanned later on.(iii) The project aims at creation of state-of-the-art industrial infrastructure inthe district. With the implementation of the project, other utilities would also becreated like development of road network, sewerage network, augmentation ofwater supply system & wastewater treatment, solid waste collection facility,

(i) The Project Proponent shall develop 500 wells III the locality for groundwater recharge.

educational and health facilities etc. In nutshell, project aims at amelioration ofthe socio-economy of the areas as well as providing basic amenities to people.(iv) The water requirement of the project would be 36000 KLD.(v) The energy requirement would be 160 MW (tentative peak load).(vi) The project is having the provision for the development of 21 MLD CETP inthe IMT.(vii) Wildlife issues: There is no reserve forest and Ecological Sensitive Areaswithin the 15 km Buffer Zone of the Project.(viii) Investment/Cost: The expected cost of project is Rs. 442 crores (exclusiveof the cost of the land).(ix) The TORs for the above project were approved by MoEF dated 20.06.2008.EIA report was prepared but could not be considered by the Ministry because ofthe temporary ban imposed by MOEF vide memorandum dated 13.1.2010; citingComprehensive Environmental Pollution Index (CEPI) score above 70 in case ofFaridabad. The ban imposed by the Ministry was finally lifted for consideration ofthe projects for environmental clearance vide office memorandum dated31.3.2011 and EIA report/executive summary were submitted to MOEF on5.4.2011.(x]: There is no court cases/violation pending with the project proponent.(xi) Employment potential: The project will facilitates in creation ofemployment opportunities both direct and indirect for local population.(xii) Benefits of the project: The project will help in the urban development byproviding all essential amenities in the IMT and hence the project will haveimmense benefit for social upliftment.(xiii) The Public Hearing has been conducted on 17.07.2014 and proceedingsalong with the compliance report has been submitted.(xiv) Approval for the withdrawal of 12700 KLD has been obtained from CGWAand an addition proposal for 5978 KLD along with the recharge plan has beensubmitted.(xv) A Clearance from PCCF, Haryana that no reserve forest or EcologicallySensitive Area is located within 15 Km of the IMT has been obtained andsubmitted.

4. The EAC, after detailed deliberation recommended the project in itsmeeting held on 19th - 21st May, 2015 for grant of Environmental Clearance. Asper recommendations of the EAC, the Ministry of Environment, Forest & ClimateChange hereby accords Environmental Clearance to the above-mentioned project'Devefoprnerrt of Industrial Model Township (IMT)'at Faridabad (Haryana) byHaryana State Industrial and Infrastructure Development Corporation Ltd.(HSIIDC), under the provisions of the Environment Impact AssessmentNotification, 2006 and amendments thereto and Circulars issued thereon andsubject to the compliance of the following specific conditions, in addition to thegeneral conditions mentioned below:-

PART A - SPECIFIC CONDITIONS:

I. Construction Phase

(ii]- Water meters to be installed at inta~e point and outlet point for propermonitoring ground water recharge. ~

(iii) 'Consent to Establish' shall be obtained from State Pollution Control Boardunder the Air (Prevention and Control of Pollution) Act, 1981 and the Water(Prevention and Control of pollution) Act, 1974.

(iv) The quantity of fresh water usage, water recycling and rainwaterharvesting shall be measured and recorded to monitor the water balanceas projected by the project proponent. The record shall be submitted to theRegional Office, MoEF& CC along with six Monthly Monitoring reports.

(v) Special Purpose Vehicle shall be established for implementation,monitoring and compliance of the environmental safeguards.

(xiii) Vehicles hired for bringing construction material to the site should be, ingood condition and should have a pollution check certificate and shouldconform to applicable air and noise emission standards and should beoperated only during non-peak hours.

(xiv) Ambient noise levels should conform to residential standards both duringday and night. Incremental pollution loads on the ambient air and noisequality should be closely monitored during development/ constructionphase. Adequate measures should be made to reduce ambient air and noiselevel during construction phase, so as to conform to the stipulatedstandards by CPCB/H]CB.

(vi) All the recommendation of the EMP shall be complied with in letter andspirit. All the mitigation measures submitted in the EIA report shall beprepared in a matrix format and the compliance for each mitigation planshall be submitted to RO, MoEF&CC along with half yearly compliance

report.(vii) All required sanitary and hygienic measures should be in place before

starting construction activities and to be maintained throughout theconstruction phase.

(viii) Soil and ground water samples will be tested to ascertain that there is nothreat to ground water quality by leaching of heavy metals and other toxiccontaminants.

(ix) Construction spoils, including bituminous material and other hazardousmaterials, must not be allowed to contaminate watercourses and the dumpsites for such material must be secured so that they should not leach intothe ground water.

(x) Any hazardous waste generated during development/ construction phase,should be disposed off as per applicable rules and norms with necessaryapprovals of the Rajasthan Pollution Control Board.

(xi) The diesel generator sets to be used during development/ constructionphase should be low sulphur diesel type and should conform toEnvironment (Protection) Rules prescribed for air and noise emissionstandards.

(xii) The diesel required for operating DG sets shall be stored in undergroundtanks and if required, clearance from Chief Controller of Explosives shall be

taken.

(xxix)The proponent shall abide by all the commitments and recommendations made in" the EIAjEMP report so also d~wng their presentation to the EAC.

(xv) Fly ash should be used as building material in the construction as per theprovisions of Fly Ash Notification of September, 1999 and amended as on27th August, 2003.

(xvi) Ready mixed concrete must be used in site development and buildingconstruction.

(xvii) Storm water control and its re-use as per CGWB and BIS standards forvarious applications.

(xviii)Water demand during development/ construction should be reduced by useof pre-mixed concrete, curing agents and other best practices referred.

(xix) Permission to draw ground water, if any, shall be obtained from thecompetent Authority prior to construction/ operation of the project.

(xx) Separation of grey and black water should be done by the use of dualplumbing line for separation of grey and black water.

(xxi) Fixtures for showers, toilet flushing and drinking should be of low floweither by use of aerators or pressure reducing devices or sensor basedcontrol.

(xxii) Use of glass facia may be reduced by upto 40% to reduce the electricityconsumption and load on air conditioning. If necessary, use high qualitylow E value glass.

(xxiii)Roof should meet prescriptive requirement as per Energy ConservationBuilding Code by using appropriate thermal insulation material to fulfilrequirement.

(xxiv) Opaque wall should meet prescriptive requirement as per EnergyConservation Building Code which is proposed to be mandatory for all airconditioned spaces while it is aspirational for non-air conditioned spaces byuse of appropriate thermal insulation material to fulfil requirement.

(xxv) The approval of the competent authority shall be obtained for structuralsafety of the buildings due to earthquake, adequacy of firefightingequipments, etc. as per National Building Code including protectionmeasures from lightening etc.

(xxvi) Regular supervision of the above and other measures for monitoring shouldbe in place all through the development/ construction phase, so as to avoiddisturbance to the surroundings.

(xxvii)Under the provisions of Environment (Protection) Act, 1986, legal actionshall be initiated against the project proponent if it was found thatconstruction of the project has been started without obtainingenvironmental clearance.

(xxviii) The responses/commitments made to the issues raised during publichearing shall be complied with in letter and spirit. A hard copy of the actiontaken shall be submitted to the Ministry.

(xxx) Corporate Social Responsibility:

a. The Company shall have a well laid down Environment Policy approved bythe Board of Directors.

b. The Environment Policy shall prescribe for standard operatingprocess/procedures to bring into focus any infringements/deviation/violation of the environmental or forest norms/ conditions.

c. The hierarchical system or Administrative Order of the company to dealwith environmental issues and for ensuring compliance with theenvironmental clearance conditions shall be furnished.

d. To have proper checks and balances, the company shall have a well laiddown system of reporting of non-compliances/ violations of environmentalnorms to the Board of Directors of the company and/ or shareholders orstakeholders at large.

II. Operation Phase(i) The installation of the Effluent Treatment Plant (ETP)/Sewage Treatment

Plant (STP) should be certified by an independent expert and a report in thisregard should be submitted to the Ministry before the project iscommissioned for operation. Treated affluent emanating from STP shall berecycled/reused to the maximum extent possible. Treatment of 100% greywater by decentralised treatment should be done. Discharge of unusedtreated affluent shall conform to the norms and standards of the StatePollution Control Board. Necessary measures should be made to mitigatethe odour problem from STP.

(ii) Provision shall be made for the housing of construction labour within thesite with all necessary infrastructure and facilities such as fuel for cooking,mobile toilets, mobile STP, safe drinking water, medical health care, crecheetc. The housing may be in the form of temporary structures to be removedafter the completion of the project. The safe disposal of waste water andsolid wastes generated during the development/ construction phase should

be ensured.(iii) A First Aid Room will be provided in the project both during construction

and operation of the project.

(iv) All the topsoil excavated during development/ construction activities shouldbe stored for use in horticulture/landscape development within the project

site.(v) Disposal of muck during development/ construction phase should not

create any adverse effect on the neighbouring communities and be disposedtaking the necessary precautions for general safety and health aspects ofpeople, only in approved sites with the approval of competent authority ...

(vi) The solid waste generated should be properly collected and segregated. Wetgarbage should be composted and dry/inert solid waste should be disposedoff to the approved sites for land filling after recovering recyclable material.

(vii) Diesel power generating sets proposed as source of back up power forelevators and common area illumination during operation phase should beof enclosed type and conform to rules made under the Environment

(Protection) Act, 1986. The height of stack of DG sets should be equal to theheight needed for the combined capacity of all proposed DG sets. Thelocation of the DG sets may be decided with in consultation with StatePollution Control Board.

(viii) Noise should be controlled to ensure that it does not exceed the prescribedstandards. During night time the noise levels measured at the boundary ofthe building shall be restricted to the permissible levels to comply with theprevalent regulations.

(ix) The green belt of the adequate width and density preferably with localspecies along the periphery of the plot shall be raised so as to provideprotection against particulates and noise.

(x) Weep holes in the compound walls shall be provided to ensure naturaldrainage of rain water in the catchment area during the monsoon period.

(xi) Rain water harvesting for roof run-off and surface run-off, as plansubmitted should be implemented. Before recharging the surface run off,pre-treatment must be done to remove suspended matter, oil and grease.The borewell for rainwater recharging should be kept at least 4 mts. abovethe highest ground water table.

(xii) The ground water level and its quality should be monitored regularly inconsultation with Central Ground Water Authority.

(xiii) Traffic congestion near the entry and exit points from the roads adjoiningthe proposed project site must be avoided. Parking, loading and unloadingshould be fully internalized and no public space should be utilized.

(xiv) A Report on the energy conservation measures conforming to energyconservation norms finalised by Bureau of Energy Efficiency should beprepared incorporating details about building materials & technology, R &U Factors etc and submit to the Ministry in three months' time. Energyconservation of 20% be attained vis-a-vis the conventional consumption inperpetuity, through regular monitoring by competent authority.

(xv) Energy conservation measures like installation of LEDs, CFLs/TFLs for thelighting the areas outside the building should be integral part of the projectdesign and should be in place before project commissioning. Use CFLs andTFLs should be properly collected and disposed off/ sent for recycling as perthe prevailing guidelines/rules of the regulatory authority to avoid mercurycontamination. Use of solar panels may be done to the extent possible.

(xvi) The buildings should have adequate distance between them to allowmovement of fresh air and passage of natural light, air and ventilation.

PART - B. GENERAL CONDITIONS

(i} The environmental safeguards contained In the EIA Report should beimplemented in letter and spirit.

(ii) Provision should be made for supply of kerosene or cooking gas andpressure cookerllabourers during construction phase.

(iii) The project proponent shall also submit six monthly reports on the statusof compliance of the stipulated EC conditions including results of monitoreddata (both in hard copies as well as by e-mail) to the respective RegionalOffice of MoEF, the respective Zonal Office of CPCB and the SPCB.

(iv) A copy of the environmental clearance letter shall also be displayed on thewebsite of the concerned State Pollution Control Board. The EC letter shallalso be displayed at the Regional Office, District Industries centre andCollector's Office/ Tehsildar's office for 30 days.

(v) The project proponent shall set up a separate environmental managementcell for effective implementation of the stipulated environmental safeguardsunder the supervision of a Senior Executive.

(vi) The funds earmarked for environment management plan shall be includedin the budget and this shall not be diverted for any other purpose.

5. Officials from the Regional Office of MoEF&CC, Chandigarh who would bemonitoring the implementation of environmental safeguards should be given fullcooperation, facilities and documents/ data by the project proponents during theirinspection. A complete set of all the documents submitted to MoEF&CC should beforwarded to the CCF, Regional Office of MoEF&CC, Chandigarh.

6. In the case of any change(s) in the scope of the project, the project wouldrequire a fresh appraisal by this Ministry.

7. The Ministry reserves the right to add additional safeguard measuressubsequently, if found necessary, and to take action including revoking of theenvironment clearance under the provisions of the Environmental (Protection) Act,1986, to ensure effective implementation of the suggested safeguard measures ina time bound and satisfactory manner.

8. All other statutory clearances such as the approvals for storage of dieselfrom Chief Controller of Explosives, Fire Department, Civil Aviation Department,Forest Conservation Act, 1980 and Wildlife (Protection) Act, 1972 etc. shall beobtained, as applicable by project proponents from the respective competent

authorities.9. These stipulations would be enforced among others under the provisions ofWater (Prevention and Control of Pollution) Act, 1974, the Air (Prevention andcontrol of Pollution) act 1981, the Environment (Protection) Act, 1986, the PublicLiability (Insurance) Act, 1991 and EIA Notification, 2006.

10. The project proponent should advertise in at least two local Newspaperswidely circulated in the region, one of which shall be in the vernacular languageinforming that the project has been accorded Environmental Clearance and copiesof clearance letters are available with the State Pollution Control Board and mayalso be seen on the website of the Ministry of Environment, Forest & ClimateChange at http://www.envfoLnic.in. The advertisement should be made withinSeven days from the date of receipt of the Clearance letter and a copy of the sameshould be forwarded to the Regional office of this Ministry at Chandigarh.

11. This Environmental Clearance is subject to final order of the Hon'bleSupreme Court of India in the matter of Goa Foundation Vs Union of India in WritPetition (Civil)No.460 of 2004 fS may be applicable to this project.EC_HSIIDC_Faridabad IMT ~ Page 7 of 8

12. Any appeal against this clearance shall lie with the National GreenTribunal, if preferred, within a period of 30 days as prescribed under Section 16of the National Green Tribunal Act, 2010.

13. A copy of the clearance letter shall be sent by the proponent to concernedPanchayat, Zilla Parisad/Municipal Corporation, Urban Local Body and the LocalNGO, if any, from whom suggestions/representations, if any, were received whileprocessing the proposal. The clearance letter shall also be put on the website ofthe company by the proponent.

14. The proponent shall upload the status of compliance of the stipulated ECconditions, including results of monitored data on their website and shall updatethe same periodically. It shall simultaneously be sent to the Regional Office ofMoEF&CC, the respective Zonal Office of CPCB and the SPCB. The criteriapollutant levels namely; SPM, RSPM, S02, NOx (ambient levels as well as stackemissions) or critical sectoral parameters, indicated for the project shall bemonitored and displayed at a convenient location near the main gate of thecompany in the public domain.

15. The environmental statement for each financial year ending 31st March inForm-Vas is mandated to be submitted by the project proponent to the concernedState Pollution Control Board as prescribed under the Environment (Protection)Rules, 1986, as amended subsequently, shall also be put on the website of thecompany along with the status of compliance of EC conditions and shall also besent to the respective Regional Offices of MoEF&CCbye-mail.

PUBLIC HEARING FOR DEVELOPMENT OF IMT FARIDABAD Purpose of Public Consultation Public consultation is an integral part of project requiring prior EC. Public consultation is the process by which the concerns of local affected persons and others who have reasonable stake in the environmental impacts of the project or activity are ascertained. The projects that comes in the Category ‘A’ or ‘B1, activities shall undertake Public Consultation as per the provisions of EIA notification 14 Sep. 2006. The application was submitted to Haryana State Pollution Control Board by the PP alongwith the EIA report, executive summary in Hindi, and English for its wide circulation. Notice for Public Hearing as shown below was published in the Local and National News Papers for the for the information of General Public, stake holders, residents, villagers, panchayats, Industrial unit owners, educational institutions, NGO’s , etc.

Proceedings and response given by the Project proponent The Public Hearing was conducted on 17.07.2014 at 11.00 AM at IMT, Faridabad for the development of Industrial Model Township (IMT) at Faridabad. Sh. Vijay Singh Dhaiya, IAS, Deputy Commissioner, District Faridabad chaired the public hearing. At the outset of the hearing, Sh. Sanjeev Budhiraja, Regional Officer, Haryana State Pollution Control Board, Ballabhgarh welcomed Sh. Vijay Singh Dhaiya, IAS, Deputy Commissioner, District Faridabad and all the other officers and the general public, NGOs, Environmental Experts etc on behalf of Haryana State Pollution Control Board and sought permission from the chairman to start the public hearing. He briefed about the EIA notification dated 14.09.2006 and process of public hearing. He also asked the public to speak one by one and to put up their question after the presentation. He assured the public that all of their questions will be answered by the project proponent and the proceeding and video recording of this public hearing will be submitted to the MoEF, New Delhi. Thereafter he asked the project proponent to make the presentation of project. (The signed copy of proceeding is given in the Annexure). The following questions were raised in the hearing by the general public & officials. Questions Response of Project Proponent Q-1. Mr. Kuldeep Singh R/O Village Chandawali asked – What type of facilities would be provided to ex-landowners and employment to un-employed youths of affected villages in the industries to be set up in IMT Faridabad ?

Ans. Mr. Bhagmal, Addl. GM (IA), HSIIDC, Faridabad replied that the residential plots will be given to the eligible ex-landowners under R&R Policy of the Govt. and provision of employment to Haryana Domicile holders has been made in the allotment letters of allottees of industrial plots.

Q-2. Mr. Dayanand R/O Village Sotai asked about electricity of his surrounding villages being out of order for few days. The electricity of four villages has been restored but out village is facing problem.

Ans. The project proponent replied that this work is being looked after by DHBVN. Therefore, concerned XEN/SE for solution of the problem needs to be approached.

Q-3. Mr. Raghuvir Member Panchayat R/O Village Chandawali asked – The revenue Patwari is not supplying proper report regarding acquisition of land of our so many villagers.

Ans. The project proponent replied that the problem shall be taken care of and officials, shall be advised for extending full co-operation in this regard.

Q-4. Mr. Begraj Sarpanch R/O Village Nawada-Tigaon asked about source of water to be supplied in IMT area.

Ans. The project proponent replied that the water will be made available from deep tubewells in 1st phase and from ranny wells in 2nd phase as per outlay of scheme. (Details given in EIA/EMP Report)

Q-5. Mr. Begraj Sarpanch R/O Village Nawada-Tigaon asked about the disposal of effluent coming from industries.

Ans. Mr. Bhagmal, Addl. GM (IA), HSIIDC, Faridabad replied that the effluent coming from industries will be treated in CETP upto prescribed parameters and treated effluent will be reused for horticulture purpose as well. (Details given in EIA/EMP Report)

Q-6. Mr. Begraj Sarpanch R/O Village Nawada-Tigaon asked about the proposed plantation to be made in this area.

Ans. Mr. Bhagmal, Addl. GM (IA), HSIIDC, Faridabad replied that the quality shall be got tested for plantation purposes in the IMT area. The plantation will be done keeping in view the characteristics of soil. (Soil quality and plantation data given in EIA/EMP Report)

Q-7. Mr. Begraj Sarpanch R/O Village Nawada-Tigaon asked – what arrangements

Ans. Mr. Jagdish Kumar of Shriram Institute for Industrial Research, New Delhi (EIA Consultant) replied that they

will be made for air pollution in the area ? had conducted detailed survey of the surrounding areas and tested samples like soil, water, air etc for the proposed project of IMT Faridabad. All the samples were found well within the prescribed parameters. Besides , the proper green area has been proposed in this project which not only reduces the air pollution but also help beautification of the area, hence there will be no air pollution. Q-8. Mr. Dinesh Kumar, AEE, HSPCB, Ballabgarh asked – How much area has been proposed for green belts in IMT Faridabad ?

Ans. The project proponent replied that more than 26% area of composite site of IMT has been proposed for green belts in IMT Faridabad. (Green Belt plan given in EIA/EMP Report)

Q-9. Mr. Dinesh Kumar, AEE, HSPCB, Ballabgarh asked – which type of species will be planted in the area of IMT Complex.

Ans. The project proponent replied that the species will be decided as per characteristics of soil and will be planted accordingly. (Details given in EIA/EMP report)

Q-10. Mr. Satbir R/O Village Machhgar asked – will the underground water of our villages become salty due to setting up of industries in IMT?

Ans. The project proponent replied that efforts would be made for non-polluting industries. All other suitable measures will be taken to check un-authorize boring of tubewell in the area so as to avoid any impact on underground water source.

Q-11. Mr. Bhupinder Singh, RO, Faridabad asked – What is the plan of treatment for domestic effluent generated by the industries ?

Ans. The project proponent replied that the Common Effluent Treatment Plant (CETP) will be set up for treating both domestic & industrial effluent. (CETP layout given in EIA/EMP report)

Q-12. Mr. Sanjeev Budhiraja, RO, Ballabgarh asked – What is plan for disposal of Municipal Solid Waste ?

Ans. The project proponent replied that the Municipal Solid Waste will be disposed off at Bandhwari Plant for which permission “in principle” has been obtained from the Municipal Corporation, Faridabad. (Details given in EIA/EMP report)

Q-13. Mr. Sanjeev Budhiraja, RO, Ballabgarh asked – How many parks have been proposed in the area ?

Ans. The project proponent replied that more than 26% area of composite site of IMT has been proposed for green belts. Sh. D.S.Bhatti, Senior Manager (IA), HSIIDC, IMT Faridabad apprised that more than 55 parks have been proposed in IMT Area.

Q-14. Mr. Raghubir Singh R/O Village Chandawali asked – Will the Municipal Solid Waste of village Chandawali be collected by HSIIDC?

Ans. Mr. Bhagmal, Addl. GM (IA), HSIIDC, Faridabad replied that the Municipal Solid Waste of village Chandawali may be collected by HSIIDC alongwith the solid waste management programme/disposal of IMT. (Details of Solidwaste collection infrastructure given in EIA/EMP report)

Q-15. Mr. Kuldeep Singh R/O Village Chandawali asked – What will be utilization of rain water?

Ans. Mr. Bhagmal, Addl. GM (IA), HSIIDC, Faridabad replied that the storm water disposal will be constructed and surplus rain water will be disposed off in Agra Canal. An approval has been obtained from UP Irrigation in this regard. Sh. D.S.Bhatti, Senior Manager (IA), HSIIDC, IMT Faridabad apprised that the rain water harvesting structures will also be planned in the area for re-charging of underground water strata.

Sh. Sanjeev Budhiraja, Env. Eng, HSPCB, Ballabgarh further asked the general public that they have raised many questions and appealed them to ask more questions if any before closure of the hearing. Sh. Bhupender Singh conveyed vote of thank to the general public for attending the hearing. The hearing was closed with the permission of the chair.
