Those behind the youth-driven project were left speechless following Friday’s announcement by Member for Western Victoria Jaala Pulford, which signals the next step forward in the bid for a world-class skate park in Maryborough. Beginning in 2018, campaigning for the new park was backed by more than 1000 signatures in a petition to the Central Goldfields Shire Council and now the park’s location has been decided, plans approved and is fully funded with the $250,000 grant complimented by almost $400,000 already committed by council. BMX enthusiast and skate park advocate Kurt Teague has been behind the bid for a new park from the beginning and said it’s surreal that his childhood dream is almost a reality. “When we started the petition to get the new skate park going I was strapping myself in for the long haul, I really felt like I’d be campaigning for five to 10 years to make it happen,” he said. “For this to come to fruition in pretty much two years is quite a surreal feeling, particularly given this is something I’ve wanted since I was 10 years old. “I almost started to refer to it as a childhood dream, I didn’t think this would ever happen and was something linked to my youth so for this to now be so close to being a reality is unreal, it’s really exciting.” With the project now fully funded, construction on the $643,000 park will start either this year or next and will see facilities suitable for people of all ages and abilities which Mr Teague said he’s “stoked” with. “I’m really stoked on the outcome of the design, this park has been designed with the community in mind and as a team we’ve designed it from the ground up to cater for the bottom level of skill and ability so those kids can grow, develop a love of it from a young age and hopefully carry that on for generations to come,” he said. What started as a push for anew skate park by a group ofyoung people two years ago hasalmost come to fruition, withMaryborough’s new skate andscooter park now fully fundedthanks to a $250,000 StateGovernment grant.

VBA urges residents to clear gutters and downpipesThe Victorian Building

Authority (VBA) is urgingVictorians to clean out theirgutters and downpipes of leavesand debris to help reduce therisk of water overflowing intohomes and buildings.

Following windy and wetweather, leaves that have blown intogutters and downpipes risk causingrainwater to overflow into eaves andinside buildings, resulting inextensive damage.

Trapped wet leaves that sit inguttering also have the potential tolead to surface damage andcorrosion, with leaks making theguttering ineffective.

VBA executive director of

operations Alison Byrne said guttermaintenance is an important part ofannual property upkeep, especiallyduring the winter months.

“Leaf litter build-up in gutters notonly increases the risk of blockages,which can result in overflow backinto eaves and ceilings, but overtime can cause corrosion anddamage that can also prove costly torepair,” she said.

“Checking your gutters anddownpipes often will help preventblockages and reduce the risk ofproblems that can cause a lot ofstress and cost a lot of money.”

While clearing gutters is notregulated plumbing work, anyclearing of blockages that requires

the gutter or downpipe to bedetached or altered must be carriedout by a licensed or registeredplumber.

Non-compliant roof plumbingincreases the risk of leaves anddebris getting stuck in gutters anddownpipes, which has the risk ofleading to flooding.

May data from the VBA showedthat non-compliant roof plumbingwas the leading cause of peoplelodging an official complaint aboutplumbing work at their property,with 40 percent of all complaintsreceived about poor workmanshiprelating to roof plumbing.

“Unfortunately, non-compliantroof plumbing is an issue that we

continue to find through ourProactive Inspections Program andour Plumbing Audit Program,” MsByrne said.

“The vast majority of plumbers dothe right thing, but there is a smallnumber who don’t take the time tocheck their work which leads toproblems down the track likeclogged gutters and downpipes.”

Non-compliant box guttering isone area of roof drainage whereproblems are regularly identified. Tohelp prevent this, the VBA has beenworking with plumbers and buildersto develop and promote education onthe specific installation require-ments of these types of gutters.

Installation and replacement ofguttering and most roofing

components must be carried out by asuitably registered or licensedplumber and a compliance certifi-cate must be issued at thecompletion of any work.

Owner-builders also need to makesure that all roofing such as metallicor polycarbonate roofing, includingeaves and box gutters, are installedby a registered or licensed plumber.

When checking own gutters witha ladder, residents should alwaysfollow the ladder safety rules on theWorkSafe website.

Council considering Flagstaff billboard plansRILEY UPTON

A giant 18 square metrebillboard could be going up inFlagstaff with the Central Gold-fields Shire Council receiving aplanning application for theproject.

The application by RegionalBillboard Co proposes to erect thenon-illuminated double-sided bill-board at 4257 Pyrenees Highway,Flagstaff.

The application presented tocouncil states that if approved, the18.26 square metre billboard will beprimarily used to advertise localbusinesses and that the proposedplan is consistent with otherdevelopments in the area.

The proposed billboard continuesthe district’s history of promotionalsignage applications in the shire,with council refusing three similarbillboard applications in recentyears — one in Maryborough andtwo in Flagstaff.

“Each application is assessedindividually against the planningscheme, including the zone andoverlay provisions,” Ms Stockfeldsaid.

“The current application is for anon-illuminated major promotionalsign, the proposed sign has a 18.26square metre display face and isdouble-sided. These are on council’swebsite. It is being advertised andthen will be assessed by councilofficers.”

Most recently, the Victorian Civiland Administrative Tribunal(VCAT) upheld the council’s decisionto refuse an application for a nearbysite in Flagstaff in February lastyear.

“There are three applications forpromotional signage, which have allbeen refused in the past five years.Two in Flagstaff and one inMaryborough,” Central GoldfieldsShire general manager infra-

structure assets and planningRebecca Stockfeld said.

continued to keep its headabove water as COVID-19 casessurge in metropolitan areas,with the Central Goldfields andmost surrounding shires re-maining free of new cases.

Cases have more than doubled inthe past month, rising from 1711 onJune 13 to 3967 as of July 13,however testing rates haveremained high — more than 1.4million tests have already beenprocessed in Victoria alone and just0.3 percent of those have returned apositive result.

Over the weekend nearly 500 newcases were confirmed by theDepartment of Health and Human

Services, including 273 overnight toSunday.

A further 177 new cases wererecorded as of Monday, bringingVictoria’s total active cases to 1612.

“It’s great today’s (yesterday)number is lower than our peak butthat may not be our peak yet,” ChiefHealth Officer Brett Sutton said in apress conference on Monday.

“I would like to see a week ofdecreasing numbers before I say I’vegot great comfort of the directionwe’re going in.”

So far, 2392 people had recoveredfrom the virus in Victoria.

Twenty four people have died fromCOVID-19.

The DHHS figures haveconfirmed Central Goldfields Shirecontinues to be free of active cases.

The only case the shire hasexperienced was on April 2.

Pyrenees, Hepburn, MountAlexander and Loddon shires alsohave no active cases.

Metro Melbourne and theMitchell Shire, which borders theGreater Bendigo local governmentarea and has 12 active cases, wereput back into stage three lockdownlast week following a spike in casesin those areas.

In central Victoria, a smallnumber of new cases were recordedover the weekend.

An active case was identified inMacedon Ranges after a WoodendColes staff member was diagnosedwith COVID-19, and the CampaspeShire also has one active case.

Since the pandemic started,

Greater Bendigo has had 13 cases ofthe virus, four of which are active.

Ballarat, which has had 11 cases,remains free of active cases.

The rise in case numbers comes asstudents return to school for termthree from yesterday — students inregional areas, including the CentralGoldfields Shire, all returned toschool campuses as normal.

Only schools located in stagethree lockdown areas includingMitchell Shire and Melbourne willnot go back to on site learning asplanned.

Last week the State Governmentannounced students from prep toyear 10 in those areas would haveholidays extended by one week, andon Sunday announced they willreturn to remote learning from July

20 until at least August 19. Year 11and 12 students will return to face-to-face learning this week.

Premier Daniel Andrewsyesterday thanked Victorians fordoing the right thing and remindedresidents to keep getting tested.

“I want to extend my profoundgratitude and thanks to every singleVictorian who is doing the rightthing and that’s the vast majority ofpeople,” he said.

“In some ways, the mostimportant contribution people canmake is that if you’ve got symptoms,even mild symptoms, come forwardand get tested.

“This virus spread srapidly andwill defeat us if we don’t have thebest information and of courseVictorians following the rules.”

To offset its almost $400,000commitment to the project, council iscurrently advertising the sale of theexisting skate park at 17 MajorcaRoad, Maryborough.

Council is hopeful the land willsell for residential use and reach theestimated market value of $300-400,000.

Mr Teague said when built, thebenefits of the skate and scooterpark will be far reaching.

“I really believe people can useskateboarding, scootering and bikeriding to learn things that will helpthem in the rest of their life,whether it be developing friendlyrelationships or understandingperseverance and determination —the list goes on,” he said.

“People who don’t necessarily

have a sense of belonging withinother sporting or active environ-ments can feel like they’re a part ofsomething at the skate park as welland be involved with that culture,it’s very inclusive.

“The most important thing is justhaving fun and having a place wherepeople can go on their own accordwhenever they like.”

Welcoming the fundingannouncement on Friday, CentralGoldfields Shire chief administratorNoel Harvey said the skate park willhave not only health and wellbeingbenefits, but will tap into thetourism market.

“This project is a wonderfulexample of community empower-ment in action. Young people inCentral Goldfields, together withcouncil’s support, have led thisproject from its inception, throughan appraisal and selection process todetermine the right location, to thecompletion of detailed designs,” hesaid.

“We know this new facility willhave a broad range of health andwellbeing outcomes for residents ofall ages and abilities. It will also bea draw card for Maryborough,attracting skate and scooter parktourism from further afield.

“The existing infrastructure atPrinces Park provides us with theperfect backdrop, it will activate oneof Maryborough’s key recreationalspaces and will complement theexisting infrastructure at the siteincluding playground, barbecues,trails and footpaths.”

Ms Pulford said funding forMaryborough’s skate and scooterpark is just one of 100 projects tobenefit from the State Government’s2020-21 Local Sports InfrastructureFund.

“The Victorian Government isgiving communities like Mary-borough the facilities they need somore locals can play the sports theylove,” she said.

Victorians have lost over$570,000 to COVID-19-relatedscams, according to the Aus-tralian Competition and Con-sumer Commission (ACCC).

In Victoria, as of July 6 therehave been 805 coronavirus scamreports with a total of $573,000 lostby residents.

Australia-wide, a total of nearly$1.7 million has been lost toCOVID-19 related scams.

Maryborough’s MicroblastComputers has been sendingregular updates on the latest scamsto customers through theirFacebook page and monthlynewsletter, and Mircoblast’sVickianne Martin said residentsshould stay on guard, particulary

around tax time and during thepandemic.

“We send out a monthlynewsletter to our customersalerting them to what scams aregoing around,” she said.

“There haven’t been a whole lotof people coming in for COVID-19-related scams but certainly therehave been many others.

“I had a lady come in the otherday who said she got a phone calltelling her that her Amazonaccount, which she doesn’t have,wasn’t up to date.

“Around tax time there’s alwaysa lot of tax-related scams around.There are ones going around at themoment from the people claimingto be the Australian TaxationOffice (ATO) and saying people owemoney. There’s also been somescams telling people their myGov

“Scamwatch urges everyone to becautious and remain alert tocoronavirus-related scams.Scammers are hoping that you havelet your guard down. Do not provideyour personal, banking or super-annuation details to strangers whohave approached you,” a statementread.

There have been a number ofpopular COVID-19-related scamsrecently including:

• scammers are pretending to begovernment agencies providinginformation on COVID-19 throughtext messages and emails ‘phishing’for your information. These containmalicious links and attachments

designed to steal your personal andfinancial information. Theseinclude scammers impersonatingagencies like the ATO and myGov.

• scammers are taking advan-tage of people in financial hardshipdue to COVID-19 by attempting tosteal their superannuation or byoffering unnecessary services andcharging a fee. The majority ofthese scams start with anunexpected call claiming to be froma super-annuation or financialservice.

• scammers have also createdfake online stores claiming to sellproducts that don’t exist — such ascures or vaccinations for COVID-19,and products such as face masks.

pulled out an old window framewhile renovating his newlypurchased historic Talbot home,a message in a bottle was thelast thing he expected to find.

Hidden in the wall under thewindow frame was a jar filled withitems left by a family who owned thehouse in the 1980s and Gary said hewas thrilled to discover it.

“It was really exciting to find it,”he said.

“There was a letter in it from thefamily and some coins, pages fromthe Ballarat newspaper The Courier,old catalogues and two tea bags.”

The time capsule was datedNovember 10, 1984 and the letterprovided information on theoccupants of the house at that time— Rodney and Carol Leonard andtheir children Kerry, Simon andGabrielle.

The family had purchased whatwas at the time a flour mill for$8000 and turned it into their familyhome after moving to Australia fromNew Zealand in 1977.

The find set Gary on the path totrack down the Leonards and findout more information on thebuilding which was constructed inthe 1860s, and which he purchasedin October last year.

“There have been so many peopleasking about the house and Iwanted to track down the family so Istarted doing a bit of research,” hesaid.

“I put a post on a Talbot Facebookgroup and the response wasamazing. Over 100 people shared itand I actually had people who I’venever met looking for the family forme.

“I found a lot of information about

it and eventually I tracked down oneof the children, Kerry, who lives inMelbourne.”

Gary made contact with Kerry,who was 20 at the time the capsulewas created, and was able to tellGary that his father had passedaway and the rest of the family hadmoved back to New Zealand.

Gary is still searching for historyon the house and urged anyone withinformation to reach out.

“I’d like to find some old photos ofit and any information about itshistory,” he said.

“It was at one point a pub calledthe Prince of Wales, then it became ageneral store, a flour mill, I suspectit then became a machine shop, thena grain store and then the Leonardsbought it and turned it into a homeand it’s been a residency since then.It also used to be three storeys, nottwo.

“I’m getting a little bit of informa-tion from people in town, I do a lotresearch online with the publicrecords office although that’s beenhard to do during COVID-19 becauseeverything has been shut down.

“I’ve given myself until Novemberto have the renovations finished andI’m always happy for people to stopby, say hello and have a look at it.”

The idea of a time capsule hasalso inspired Gary to leave somemessages of his own.

“I’m going to put some of my owntime capsules in the building as Irenovate it,” he said.

“I’ll also be putting the Leonard’stime capsule back in but I’d like toleave my own message with thehistory I’ve discovered about thehouse so in 30 or 40 years whensomeone is renovating or updating,I’ll be able to say g’day and that Iwas here.”

pandemic causing havoc forsome local businesses and theirsupply chains, the Committeefor Maryborough is proposingthe immediate response shouldbe around making the most ofwhat’s available locally.

In its response to economicrecovery the committee is backingthe Cleveland Model, which wasdeveloped in Cleveland to addresseconomic development in responseto the loss of major manufacturing.

Committee for Maryboroughdeputy chair Garry Higgins said themodel is all about businessesmaximising what’s already availablelocally, rather than relying onsupplies from external sources.

“What the Cleveland Modelmeans locally is to try and identifythose goods and services that wesource out of town without eventhinking whether it’s availablelocally and see if we can use a localprovider,” he said.

“I think that’s what COVID-19has made everyone in the worldreally aware of, the total reliance onglobal supply chains has really comeunstuck so we need to start lookinglocally and there are opportunitiesfor that here.”

Mr Higgins said the first step inrecovery should be to look at largepublic and private sector “anchorbusinesses” including the Mary-borough District Health Service,Maryborough Education Centre,Highview College, Central Gold-fields Shire Council, True Foods andMcPherson’s Printing.

“These anchor businesses wouldbe encouraged to participate in aproject which would ask them toidentify what goods and servicesthey purchase out of town that areavailable in town,” he said.

“I think most of our industrieshave a go and I know some of ourgovernment agencies in particularare pretty restricted with govern-ment policy but if that’s the case,let’s change the policy.

“This is also a way of looking atwhere the deficiencies are insourcing locally, if any, and if thereare issues around pricing or the skilllevel of service providers not being tothe required standard and if that’sthe case, how you actually providethat local training to bring thatstandard up.”

Mr Higgins said council’sEconomic Response and RecoveryTaskforce should adopt theCleveland approach to recovery inthe shire.

“This has got to be a totalcommunity effort — we’ve got towork together and figure out how wecan make sure we’ve got localcapacity so that we build our ownlocal resilience,” he said.

“We only have to look at whatwe’ve already got and if we do itlocally and if we’ve got thosesystems in place and the goods andservices, then there’s an opportunityfor us to get into other markets.”

Dunolly’s Uniting Church OpShop has set its sights on areopening date but is puttingthe call out for volunteers tohelp it get there.

The shop closed earlier this yeardue to the coronavirus pandemicand the risk the virus poses to thestore’s volunteers, as most are over70.

While it’s been closed, the storehas been given a thorough clean andnew stock has been brought out butthe op shop’s Jan Watts said somemore volunteers are needed to getthe doors open.

“The recommendation from thegovernment is that anyone over 70shouldn’t be working in the public

view and the Uniting Church have itthat older volunteers don’t work inareas where we could be at risk,” shesaid.

“We’re hoping that on July 21we’ll have a meeting with all of ourvolunteers with the aim of openingon the 23rd but that depends onwhat happens in other parts of thestate with the virus and if we canget enough volunteers.”

Those interested in volunteeringneed to be under 70 and be willing toobtain a police check and workingwith children check, which MsWatts said will come at no cost.

Beyond being an op shop, MsWatts said the store plays animportant role in the Dunolly andbroader community.

“It certainly is rewarding work at

the op shop, we work with a lot ofvulnerable people and there havebeen instances where someone’s hada house fire and we’ve been able togive them something to go on with,”she said.

“We also have an outreach servicewhere people who are lonely or areexperiencing some sort of traumaticevent in their life can come and sitdown and have a cuppa and a yarnwith the people who are on duty atthe op shop.

“I know when my husband and Ihave been working there have beentimes we’ve sat there all day talkingwith people over a cup of tea.”

GGoorrddoonn GGaarrddeennss uuppggrraaddeess mmoovviinngg aahheeaaddWorks are well underway to

install a bicycle/scooter pumptrack at Dunolly’s GordonGardens.

Funded by the Healthy Heart ofVictoria initiative, the $140,000project also includes the installationof a shade structure and outdoorfitness equipment — all projectsthat were identified as part of theGordon Gardens Master Plan.

The bicycle/scooter pump track isa modular system made of timbercomposite that forms a circulartrack of around 65 metres and willbe suitable for use from early stages

of riding a bike or scooter through toadults.

The shire’s works team hasalready started removing someplayground equipment and theplayground fence to make room forthe track, which is expected to beinstalled in September.

The fitness equipment will bechosen in consultation with theMaryborough District HealthService and will be used in exerciseprograms for older adults.

Central Goldfields Shire CouncilHealthy Heart of Victoria healthbroker Lynn Waters said the pumptrack, which is being shipped fromEurope, is now on its way.

“It’ll take a number of weeks for itto arrive, but the project is runningon time,” she said.

Ms Waters said the exact fitnessequipment is yet to be determined.

“We’re looking at four pieces ofequipment that will target both theupper body and lower body and willalso be used for strength training —the idea of strength training isincredibly important for the town’solder population,” she said.

“One of our partners, SportsFocus, has also established theActive Dunolly Facebook group andthey’re looking at doing more workwith residents to get them active.

“We’re also looking at engagementand activation activities dependedon COVID-19 restrictions, we wantto make sure that residents knowhow to use the equipment.

“The shade structure will beplaced over the fitness equipment soit can be used in those warmermonths.”

Ms Waters said people of all ageswill be able to utilise the facilities atGordon Gardens, which she labelledas a precinct.

“We want to make sure thatanyone of any age can utilise thefacilities, with the basketball court,pump track, tennis court andbarbecue area, it will become aprecinct where intergenerationalfamilies and groups can all use thesite, at the same time,” she said.

The pump track forms part of theGordon Gardens Master Plan which willalso see the installation of fitnessequipment and shade structure and ison top of the newly installed tennis andbasketball courts.

Workshop gives insightinto farming finances

Young farmers can learn theins and outs of managing money,debt and talking to banks at theFarm Finance — GettingPrepared online workshophosted by Agriculture Victoriaon Friday, July 24.

The 90-minute online workshopwill help young farmers understandthe finance options available toachieve their goals.

Host Jane Foster is a seniorconsultant specialising in agri-business at ORM and brings awealth of experience in farm debtmanagement and financial dataanalysis.

“Understanding where to startwith agricultural financing can beoverwhelming, so I’ll offer some

tools and knowledge to help youngfarmers feel prepared and confidentin their decisions when applying forloans,” she said.

The online workshop will alsolook at how to set realistic goals andwhether buying land is necessary toget started in agriculture.

Farmers will also be guidedthrough what they need to thinkabout before approaching a bank,and what they can expect when itcomes to approval processes.

“Jane Foster worked at NAB forover a decade and knows theagribusiness sector inside out,”Agriculture Victoria’s Young Farmerproject coordinator Sarah Wallissaid.

“Young farmers should registerfor this online workshop to learnand understand the financial lingo

profile brings with it the risk ofpugging. Pugging can reducepasture growth by 20 to 40percent and pasture use by 40 to60 percent, due to damage andsoiling of pasture.

Pasture production in thefollowing spring and summer mayalso be impacted by 20 to 80 percent,depending on the severity ofpugging damage. Pugging may alsolead to increased animal healthissues including mastitis andlameness.

Pugging occurs as very wet soilshave reduced strength or structuralintegrity making them more easilydamaged by cow hooves andmachinery. When soils are puggedcompaction occurs reducing the rateof water infiltration.

The severity of damage willdepend on soil type, degree ofwaterlogging and most importantly,grazing management. The greaterthe severity and extent of puggingdamage, the greater the set backand cost of pasture restoration.

Modified grazing techniques andon-off grazing are two strategieswhich can be employed to minimisethe physical and economic impactsof pugging damage.

Modified grazing techniquesMaintain good grazing

management with cows grazingpasture at the two to three leaf stageand leaving a post grazing residualof four to six centimetres is criticalin wet conditions.

This will assist to achieve aminimum grazing height of 10centimetres with an ideal height of15 to 20 centimetres. This heightallows the cows to take big bites ofpastures reducing their need towalk and associated damage. Thetechniques below can further assist:

Allocate day and night feedsseparately — offering two thirds ofthe 24-hour allocation throughoutthe day, and the remaining one thirdat night will allow the cows to haveaccess to clean un-fouled pasture forthe night feed. This will mean thatless walking is required, thereforeless pugging will occur.

Offer the 24-hour allocationall together — this allows the cowsto spread out over the paddock forthe entire 24-hour feed reducingstocking density. When using thismethod there needs to be sufficientfeed in the paddock to reduce cowmovement.

Fill cows before they enter thepaddock — some farmers ensurethe cows have had a good feed in theshed, on a feedpad or from a feederin the laneway before they enter thepaddock. The theory is, with a fullbelly, the cows will be more settledand start grazing later in themorning but with much less

walking, resulting in less puggingdamage.

Allocate a larger grazing area— this can be a useful option, butonly for a short period of time. Ifdone for too long, this speeds up thepasture rotation reducing theamount of pasture available in thenext rotation. With this strategy thedensity of hooves is reduced,therefore potentially reducingpugging damage. Avoid using thistechnique in very wet windyweather as damage may beincreased as cows search for shelter.

Graze free draining paddocksfirst — some farmers are fortunateto have some soils which are lessprone to pugging, such as sandyrises. These can be grazed in wetconditions thereby taking pressureoff the paddocks more prone topugging.

Graze vulnerable paddocksbefore it becomes too wet — usethe weather forecast to monitor rainevents and graze vulnerablepaddocks which are close to the topof the rotation early as you may notbe able to graze them when they areready to graze. This may meangrazing just before two leaves, butbetter to do this than pugging thepaddock.

‘On-Off grazing’ is analternative approach to minimisepugging damage. This involves theremoval of cows from the paddockafter a short period of grazing andbeing held in an “off” area.

In On-Off grazing, cows usuallygraze pastures for two to four hoursand are then removed before severepugging damage starts to occur.

Research has shown on wellfertilised pastures at the two tothree leaf stage, after two hoursgrazing cows consume 70 percent ofthe pasture that they would eat overa full 12-hour grazing period and 77to 88 percent over four hours.

After the four hours, little extraintake occurs, but the rate ofpugging increases drastically.Therefore, it is best to remove thecows and save the pasture foranother rotation. However, whenusing this strategy, the animals willneed to be topped up with a high-quality supplement to avoid loss ofmilk production.

There needs to be somewhere forthe animals to go in the “off” period.Farmers may have a suitable areaor can be very innovative in settingup a site for the “off” cows.

Such places may be feedpads,unused silage pits, tree lots (watchfor ringbarking and avoid edibleparts of conifers), sawdust pads,laneways, sand banks, hardstanding areas and cow yards. Eachsite has its own pros and cons whichneed to be considered and managed.

Start thinking now about whatstrategies would work on your farm.If you get the chance, discuss thevarious options with farmers whohave tried these or have other ideasnot discussed here.

IN YOUR WORDSPandemic a challenging time for Victorians

The last few weeks havechallenged us all as we havedealt with the repercussions ofthe second wave of COVID-19infections.

As a result, metropolitanMelbourne and the Mitchell Shirehave gone back into stage threerestrictions.

The latest rules from theVictorian Government relating tothese restrictions say there is an“obligation on businesses outside ofmetropolitan Melbourne to checkidentification as part of the recordsrequirement and refuse service tothose who reside in metropolitan

Melbourne or the Mitchell ShireLGA”.

The records requirement wasalready in place for manybusinesses, such as restaurants,cafes, pubs, and beauty salons.

So as far as taking the namesand contact details of patrons atthese businesses goes, that remainsthe same.

However, the latest rules statethat if the contact details of that

patron indicate that the person isfrom either metropolitan Melbourneor the Mitchell Shire, then thebusiness must refuse that personservice.

This is a requirement of theVictorian Government.

Refusing service to patrons willbe very difficult for manybusinesses, especially as theydesperately need business at thistime.

The reality is that people fromthe restricted area should not bevisiting places like Maryborough tovisit a cafe or get a haircut.

The stage three restrictions thatapply to those living inmetropolitan Melbourne or theMitchell Shire allow for leavinghome only for work, education,essential shopping, exercising in thearea where one lives, health care, orproviding care for others.

It will also be difficult for manylocals to be asked for ID when theygo for a coffee or a meal at the pub.

What we all need to do is not tobe offended when asked for ID, asbusinesses are now required to dothis by the Victorian Government.

We need to be friendly to ourlocal business owners as they

continue to work in this mostchallenging time.

The next few weeks will continueto be tough for all Victorians as wework to contain this second wave ofinfections.

Please continue to practice goodhand hygiene, maintain socialdistance, and please do not travel tothe locked-down areas unless it isnecessary for one of the permittedreasons.

Our proposed budget is focusedon implementing the currentcouncil plan and delivering over40 different services to ourcommunity.

industry has staged aphenomenal comeback indefiance of the cripplingcoronavirus pandemic andeconomic recession, sellingmore than 110,000 newvehicles in June to standonly 6.4 percent down onthe corresponding month ayear ago.

Official VFACTS figuresreleased today show the markethas fallen 20 percent after thefirst half of trading this year,and Federal Chamber ofAutomotive Industries (FCAI)chief executive Tony Weber wasquick to emphasise that thesector “is still under highpressure” and “not out of thewoods yet”.

The head of the AustralianAutomotive Dealer Association(AADA), James Voortman, alsocautioned that “we need to keepsome perspective – it is stillmore than 7500 units down onJune 2019 and stands as the27th month of consecutivedecline in sales”.

However, Australianconsumers and businessesreturned to new-vehicleshowrooms in force last monthto take advantage of enticingend-of-financial-year deals andthe federal government’svaluable instant asset write-offscheme, particularly homing inon the pick-up/cab-chassissegment in which the ToyotaHiLux racked up a remarkable6537 sales for the month – up

21.1 percent and an all-timerecord.

If HiLux was a motorcompany, the ute would havefinished in sixth position on thebrand sales charts – outsellingthe likes of Kia, Nissan,Volkswagen, Subaru and Honda– and reflects Toyota’s sheerdominance in a downtroddenmarketplace where last monththe Japanese auto giant sent22,867 vehicles out fromshowrooms and onto roads thatonly a few months ago werelargely empty.

This was eight percent morethan Brand T achieved duringlast year’s EOFY sell-a-thonand enough to secure its now-accustomed share of more than20 percent of the total market.

The result also included fiveof the top eight best-sellingvehicles in the nation, withimportant supporting roles forHiLux played by Corolla (3008),LandCruiser (2909), RAV4(2632) and Prado (2372).

Note the bias here towardsoff-road and lifestyle vehicles asAustralians – particularly thosein states and territories whererestrictions are easing morequickly – prepare for theonslaught of domestic, ratherthan overseas, tourism in themonths ahead.

Importantly, sales tobusinesses rose 6.3 percent lastmonth – the growth drivenhard by tradies and smalloperators investing in new utes– while sales in WesternAustralia, South Australia and

the ACT climbed 3.2, 3.6 and13.6 percent respectively.

The two biggest markets –New South Wales and Victoria– were down 7.7 and 13.6percent respectively, but thethird, Queensland, showedstrong signs of recovery,slipping only 1.8 percent.

With that in mind, Toyotawas not alone in bringing alevel of optimism back into theindustry after a crushing firsthalf of the year in which theCOVID-19 crisis sent the nationinto lockdown and car salesplummeted 17.9 percent inMarch, 48.5 percent in Apriland 35.3 percent in May.

Ford also impressed with a6.6 percent uptick in salesvolume last month and fourthposition overall based on 7624registrations – 70 percent ofwhich went directly to newowners of its all-importantAustralian-developed Rangerpick-up, which was second onlyto HiLux as Australia’s MostWanted (5329, +9.9%).

Mercedes-Benz was the otherstandout performer among theleading brands, its Carsdivision (not includingcommercial vehicles) achieving4437 sales last month for a 31.4percent upswing that saw it notonly reassert its leadership ofthe premium sector but outsellNissan and various othermainstream players to landeighth position overall.

brands all back firing. BMW continued its strong

run of positive results with arecord 3307 sales last month(+32.0%), Audi’s resurgence wassimilarly evident with 2027units (+84.6%), and a host ofother high-end marquesshrugged off – or continued toignore – the coronavirus blues:Lexus (1560, +60.8%), Volvo(1113, +40.0%), Porsche (519,+13.8%), Mercedes Vans (996,+48.0%) and Ram (604,+130.5%), just to name ahandful.

For those leading brands thatdid not return to growth, nonesuffered a deficit of more than23 percent and most would besatisfied that the deep andworrying declines experiencedfrom March through to Maynow appear to be behind them.

Mazda was second behindToyota with 9420 sales (-12.8%),while Hyundai, which retainedthird position with 7737 sales (-

22.6%), is now targeting astrong second half after anothertough month.

As Ford secured fourth,Mitsubishi was next best with7419 sales – down 16.6 percentfor the month, but with theTriton pick-up in positiveterritory (2721, +1.0%) and fifthoverall among the top sellers –while Volkswagen (5737)stumbled only slightly with a1.0 percent decline that placedit ahead of Kia, which took arare 20.5 percent hit and was10 units further afield.

Mercedes Cars’ eighthplacing left Nissan in ninth asthe Japanese brand fell 22.7percent to 4260 units, whileSubaru rounded out the top 10with 3775 sales (-18.2%).

As for Holden, the lionbrand’s exit from Australia isnearing completion with only1912 sales recorded last month,down 60.3 percent on June lastyear.

Tradies and other business buyers leaned heavily towards ToyotaʼsHiLux in June, taking it to record sales of more than 6500 for the month.

In comparison, the fast-growing Chinese car-makers arecontinuing to shine in defianceof the market downturn, MGleading the way again with 1348sales (+32.9%), followed by LDVwhich turned in a record monthwith 1052 units – up 31.0percent on June last year as thebrand passed 20,000 cumulativesales in Australia sincelaunching in 2014.

Haval (371, +99.5%) andGreat Wall (243 +33.5%) werealso in positive territory lastmonth.

Overall, the 110,234 vehiclessold in June took the industry’sfirst-half total to 442,415 units,down 20.2 percent on the sameperiod last year.

Mr Weber attributed the“slight recovery” last month tothe easing of COVID-19restrictions, seasonality, theextension of the instant assetwrite-off scheme, and proactivemeasures taken by car-makersand their dealers, most notablya strong surge in marketingactivity.

He said stimulus packagesfrom the federal government,such as JobKeeper andJobSeeker, had also “helped torestore some consumerconfidence and supported thesmall bounce back during June”.

“However, there’s no doubtthat the new vehicle industryin Australia is still under highpressure. We’re not out of thewoods yet,” he said.

“I can see how rolling subs wouldbenefit the game, obviously at themoment something has to go wrongfor you to come off the court,” Egansaid.

“From my point of view the bestpart about netball is that yourplayers are on for that quarter sothey know they have to be fit enoughto run out that time. They should be

able to outrun their players.“I’m not sure why now is the time

to make all these changes. SuperNetball is one of the most recognisedfemale leagues in the world, most ofthe games are on TV, it gets a bit ofairtime, so in my eyes I don’t thinkthe rule changes were necessaryespecially when the fans that arealready on board with the sport areagainst it.”

As a mad Melbourne Vixens fanEgan said she’s “counting down thedays” until netball’s on-screenreturn, especially after the cancel-lation of the local season.

overwhelming no vote in regards tothe shot back in March, but despitethis, announced the change just sixweeks out from the 2020 seasonstart date of August 1.

The Australian Netball PlayersAssociation (ANPA) said it was notconsulted on the rule changes andlabelled it “disappointing” and“disrespectful” in a statement to thepublic.

During the announcement SuperNetball CEO Chris Symington said

the time is right for the changeswhich will encourage a morespectacular version of netball.

“Our statistical analysis of thefirst three seasons found that closeto 90 percent of goals scored duringSuncorp Super Netball matcheswere within three metres of the goalpost. We know that the long shot isstatistically more challenging, butthe game has always beenpredicated on the ability for ourshooters to score from anywhere inthe circle,” he said.

“We want to encourage this

spectacular element of our gameand, when combined with theintroduction of rolling substitutionsthis year, we believe the super shotwill spark new tactics, furthershowcase the world-class skills ofour athletes and add another level ofhype and excitement to our matches.

“With the ever-growing compe-tition for the attention of fans, thetime is right to introduce aninnovation that will make the gameeven more dynamic and unpredic-table.”

Tigers triumph in online club challenge

While a return to contactplay and training has beenscrapped for adults, thoseunder 18 can continue to do soas per the latest governmenthealth advice.

In line with the directions ofVictoria’s Chief Health OfficerProfessor Brett Sutton, thedecision was announced late lastweek to halt the resumption offull-contact training and compe-tition for people aged 19 and overin regional Victoria.

Full-contact training wasscheduled to resume on Monday,July 13 with full-contact compe-tition set to return on July 20.

However, with a significantincrease in coronavirus cases inMelbourne, and active cases in anumber of many regionalcommunities, the Chief HealthOfficer has determined thatcommunity sport in regionalVictoria must remain non-contact.

In better news, full training andcompetition for players aged 18and under can continue.

There is no group limit for thoseaged 18 and under and spectatorsshould not break public gatheringrestrictions of 10 people sociallydistanced and should not attend atall in the case of indoor sports.

Victorian adults outside ofMelbourne can currently partici-pate in non-contact sports as longas distance can be maintained,equipment is not shared and thereis no more than 10 people involvedin the one space.

Further easing of restrictions,including target dates, will beconsidered by Professor Sutton bythe end of July.

Maryborough currently has nosenior contact sport on offer, withthe exception of martial artsclasses, with all over 18s football,netball, basketball and soccerabandoned for the current interim.

ASHLYNE McINNESLexton has proven while it

may be small, it is mighty, withthe town’s football/netball clubrising above the rest in theWorkSafe #CommunityClubChallenge.

The Tigers made the most of theiroff-season by participating in theonline competition, which askedclubs and their members to fulfil achallenge every week, record it andsubmit it with the best entriesgetting the points.

Lexton won several categoriesamid 2500 entries from 38 othercountry clubs across the state,granting them the #CommunityClubChallenge title.

The overall prize will see the clubtreated to a visit from an AFL and anetball athlete to help with aThursday night training, likelysome time next year given theseason has been cancelled, acelebratory function and a specialvisitor on game day.

In the meantime, the clubs willhave a special one-on-one Zoom chatwith an AFL coach some time thismonth to tide them over.

Lexton president Jordan Phelansaid the challenge just came alongat the right time for the club.

“It was one of those things thatjust came along at the right time, wewere already communicating for ourweekly members draw and then wethought we’d give it a go,” he said.

“It was great to keep everyoneinvolved in something while we’renot playing while also getting someprizes for the club.

“We won a couple of $1000WorkSafe packs with some newfootys, netballs, drink bottles andpost-pads so they’ll come in handyand also the major prize where wewill get some time with an AFLcoach and also a bit of a treat, I’massuming some time next year.

“It was great to be able tocelebrate some of the best bits aboutour club and say thanks to thosewho have done so much.”

Phelan said the Tigers wererelieved to hear that the 2020Maryborough Castlemaine DistrictFNL season was cancelled, especiallywith so many long-time helpers whoare vulnerable to COVID-19.

“It is sad, but in all honesty it’s arelief. I think they made the right

decision. The burden that itwould’ve put on our volunteerswould’ve been really hard,” he said.

“A majority of our volunteers areelderly so it wouldn’t be fair of us toask them to take on that risk as well.

“We’ll just look forward to nextseason.”

WorkSafe chief executive ColinRadford congratulated the LextonFootball Netball Club for its winning entries.

“Having grown up in the country,I appreciated the critical role thatfootball and netball clubs play intheir local communities,” he said.

“In most country towns anddistricts, the local football andnetball clubs are the heart and soulof the community.

“They unite us in a commonpurpose, and help us stay connected,which has never been moreimportant than right now.”

Reigning premiership coachand one of the district league’sstand out goalies, Maddy Egan,has weighed in on some of themost controversial rule changesever made to netball.

Suncorp Super Netball, thenation-wide professional netballleague in Australia, has introduced anew two-point goal into its 2020season starting in August, despiteheavy resistance from fans and evenplayers.

The controversial ‘super shot’ isput in play for the last five minutesof each quarter and can only bemade by either goalie from an outer1.9-metre designated zone withinthe goal circle.

Traditionally goalies are able toscore within a 4.9 metre radiussemi-circle and the change has beenmade in response to data that 90percent of goals within SuperNetball are currently shot within athree-metre diameter of the post,leaving over a third of the circleunused.

Egan, who has dominated theMaryborough Castlemaine DistrictFootball Netball League statisticswith her accuracy and frequencyunder goals for several years, saidshe’s firmly against the super shot.

“I definitely don’t like the two-point super shot along with everyoneelse in the league by the sounds ofit,” she said.

“It becomes a completely differentgame when that shot is in play. WithSuper Netball I can’t see it beinghelpful to a lot of teams because

netball has developed to such aholding goal shooter and active goalattack.

“It actually might be suited a bitbetter to somewhere like our leaguebecause we’re a bit more lenient.We’re obviously not professionals sogoalies still shoot from where everthey can. Personally I’m better fromfurther away, so I wouldn’t mindgiving it a go.

“It is a big change. I can’t see itbeing regularly used for a littlewhile until players get used to it.

I’m also concerned that it might slowdown games because the ball mightgo out of court more often.

“It will be hard for players toswitch back to play in internationalcompetitions, it might be a waste ifsomeone does this massive bomband it’s only worth one point.”

The two-pointer was trialledduring Fast 5 and also during the AllStars bushfire fundraiser match, butwas not welcomed by fans withmany voting against its inclusion.
