1) Call to Order President Amy Walen called the meeting to order at 10:00 AM. Present were members Amy Walen, Leanne Guier, Jeff Wagner, Ed Prince, Nancy Backus, Jim Ferrell, Hank Margeson, David Baker, Catherine Stanford, Amy Ockerlander, Debbie Tarry and staff Deanna Dawson and Caitlin Magee. Members absent were Dana Ralph and Bruce Bassett.
2) Public Comment President Walen asked if any member of the public had comment. Hearing none this portion of the agenda was closed.
3) Consent Agenda Leanne Guier, Pacific, moved, seconded by Nancy Backus, Auburn, to approve the consent agenda consisting of Minutes of the September 19, 2018 meeting, January – August 2018 Financial Reports, and 2019 Board Approved Reserves. There was no discussion. The motion passed unanimously.
4) Executive Session to Discuss a Personnel Matter President Walen adjourned the meeting into executive session at 10:13 AM to discuss a personnel matter. The executive session adjourned at 10:18 AM. No action was taken during executive session.
5) President’s Report President Walen gave a report. President Walen and the Board expressed appreciation for the work in 2018 of Executive Director Dawson. Amy Ockerlander, Duvall, moved, seconded by Hank Margeson, Redmond, to approve a salary increase of 3.5% (rounded to the nearest $50) for the 2019 Executive Director salary, as well as a 2018 performance bonus. The motion passed unanimously. Vice President Leanne Guier noted that the reason for the 2018 bonus is for excellent work performed in the last year and new initiatives including establishing the Partner Forums.
6) Executive Director’s Report
Director Dawson gave a report. Director Dawson expressed her thanks to the Board. She gave an update on the strong financial position of the organization, and the work in building sponsorships for SCA. She noted that she had sent her goals for 2019 to the Board, and welcomed their feedback.

7) Treasurer’s Report Councilmember Hank Margeson reported on the Finance Committee meeting held on October 8th, 2018. Margeson noted that the financial reports for January through August 2018 were provided under the consent agenda. He noted that the bank account consolidation is in process. Hank noted that a portion of the accounting fees on the financial reports were incurred for the audit. Director Dawson reported that at the last Finance Committee meeting it was decided to have a compilation for the 2017 finances rather than a full audit. However, due to the work already done and charged incurred, staff now recommended that the organization proceed with the 2017 audit as previously directed by the Board. The Finance Committee members concurred. Hank Margeson, Redmond, moved, seconded by Catherine Stanford, Lake Forest Park, to conduct a full financial audit of 2017 in 2018. There was no further discussion. The motion passed unanimously.
Margeson reported on the overview of the 2019 budget, which is 5% larger than the 2018 budget. Staff expenses are the single largest driver of the budget. Dues will increase by approximately 4%, based on CPI-W (capped at 3%) and population growth. Hank reported that it is a balanced budget. Staff expenses are expected to increase by 4.5%, rent is increasing including an increase for the leasehold excise tax being imposed by the City of Tukwila, however IT expenses will be rolled into rent expenses. Dawson will bring the lease to the Board for approval at the next meeting. Margeson reported that the 2019 budget includes funds to retain a consultant to monitor legislative issues as discussed by the Finance Committee and PIC. Margeson updated the Board on other financial matters including consolidation of bank accounts, and an agreement between SCA and the bookkeeper. The next Finance Committee meeting will be in December.
Hank Margeson, Redmond, moved, seconded by David Baker, Kenmore, to recommend approving the 2019 draft budget for membership approval at the annual meeting. There was no further discussion. The motion passed unanimously.
8) SCA Legislative Committee Report
Vice President Leanne Guier reported on the work of the Legislative Committee, and gave an update on the edits to the Legislative Agenda recommended by the PIC. There is a deadline for PIC edits to the proposed legislative agenda of October 17, 2018. The legislative committee will meet on Monday, October 22nd to review requested edits and create an amended legislative agenda. The legislative agenda will be presented to the Board for adoption in December. The board reviewed and discussed legislative agenda edit requests made by members.
9) PIC Chair’s Report
PIC Chair Ed Prince, Renton, gave a report on the PIC meeting held on Wednesday, October 10, 2018. Prince noted that 2019 PIC Nominating Committee was appointed and includes Ed Prince, Renton; Leanne Guier, Pacific; Chris Roberts, Shoreline; and Ross Loudenback, North Bend. Prince updated the Board on a discussion on the Regional Affordable Housing Task Force. The PIC wanted to ensure that the language in the report was updated to clarify that the report included a menu of options rather than mandates.

Prince reported on a discussion on the Charter Review Commission. Kirkland Councilmember Toby Nixon, Maple Valley Mayor Sean Kelly, and former Duvall Mayor Will Ibershof are on the Charter Review Commission. Dawson encouraged board members to provide feedback to pass to the Charter Review Commission. Prince reported on the PIC discussion on Homelessness. Director Dawson reported that the homelessness workgroup is meeting on a weekly basis and gave an update on activities of the workgroup. Bellevue Mayor John Chelminiak, Auburn Mayor Nancy Backus, and Renton Council President Ed Prince represent SCA on the Executive Committee overseeing this process. Dawson noted that she, Nancy Backus, Ed Prince, Seattle Mayor Jenny Durkan, and Executive Dow Constantine went on a short trip to Los Angeles last week to meet with the Mayor of Los Angeles and philanthropic and business leaders to find out what they are doing to address homeless issues in in Los Angeles. Prince reported on the King County Metro Transit 2019/2020 budget.
Jim Ferrell left the meeting at 11:30 a.m.
10) Discussion Items
a. Parks Levy
Director Dawson reported that there have been meetings with King County Councilmembers on how to work together on the Parks Levy. Dawson asked the Board for feedback on the Parks Levy. Board members discussed concerns with the proposed levy and allocation of funds to cities. Director Dawson proposed putting together a focus group of SCA leaders to meet and work with King County Councilmembers on this. Amy Ockerlander, Catherine Stanford, Hank Margeson, and Nancy Backus volunteered.
b. 2020 Census – Regional Complete County Committee
Director Dawson gave a report on the upcoming 2020 census. Dawson noted that there is a proposal by to include a question of citizenship and that the county is putting together a regional count committee which will have at least one seat for SCA. The Board authorized Director Dawson to make the appointment to this committee on behalf of SCA once detailed are confirmed. Dawson will confer with the Executive Committee on this appointment.
c. Election of 2019 SCA Board
The Board discussed when to hold elections for the 2019 Board. In order to avoid multiple December evening meetings and to ensure a quorum, the Board agreed to hold elections on Wednesday, December 12, 2018 at 6 PM, the night of the PIC meeting.
d. Update on 2019 appointment process
Director Dawson asked for Board feedback on whether to appoint SCA members to the new PSRC Bicycle and Pedestrian Advisory Committee, PSRC Transportation Demand Management Advisory Committee, and Veterans, Seniors and Human Services Advisory Board. The Board agreed to fill seats on the new PSRC staff committees and to have a call for nominations sent for all staff committee

appointments. The Board confirmed that staff appointments should go directly to the Board (rather than being reviewed by PIC Nominating Committee and PIC) per existing Board policies.
e. SCA staffing update
Director Dawson reported Christa Valles has started as the new SCA Senior Policy Analyst. Vice President Leanne Guier noted that flowers were sent to Christa for her first day.
f. King County Inquest Process
Director Dawson gave an update on the King County Inquest Process. g. SCA sponsorships update
Director Dawson reported that the Washington Hospitality Association has joined SCA as a Regional Associate Member. Dawson noted that other SCA members may potentially upgrade to sponsor level members for 2019.
h. Debrief on Comcast digital divide event, partner forums
Director Dawson reported on the recent event on bridging the digital divide with Comcast. The Board provided positive feedback on this event, and the Partner Forums. Dawson updated the Board on a future event with the Master Builders Association of King and Snohomish Counties.
i. 2018 SCA Annual Meeting
Director Dawson noted that the 2018 SCA Annual Meeting will be held on Wednesday, December 5, 2018 at the Club at Snoqualmie Ridge. Governor Jay Inslee will be the guest for the event.
j. 2018 accomplishments
The Board discussed 2018 accomplishments, and noted the Partner Forums as and SCA’s involvement to improve the King County Inquest Process were accomplishments.
k. Retreat update
Director Dawson noted the board retreat report was included in the packet. 11) Upcoming Events

12) For the good of the order President Walen asked if anyone had anything to add for the good of the order. Amy Ockerlander said that Duvall is going to have a ballot measure in 2019 for a Transportation Benefit District. Debbie Tarry said that Shoreline has an upcoming ballot measure to authorize a sales and use tax of .2% for sidewalk and pedestrian improvements. Jeff Wagner said that Covington will also have a ballot measure for a sales and use tax of .2% for transportation maintenance and improvement projects.

Hank Margeson, Redmond, gave the Board an update about a potential ordinance at the County which could authorize additional retail activity in rural areas.

1. Treasurer Dana Ralph called the meeting to order at 1:01 PM. Present in person were Treasurer Ralph,
Mayor Nancy Backus, Mayor Leanne Guier, and staff Deanna Dawson. Present telephonically were
Councilmember Hank Margeson and Manager Debbie Tarry.
2. Treasurer Ralph inquired if any member of the public wished to provide comment. Seeing none, she
closed this agenda item.
3. Guier moved, seconded by Backus, to approve the minutes of the October 8, 2018 meeting. Attachment 1
The motion passed unanimously.
4. The committee reviewed the financial reports for September, October, and November. Attachments 2-4
Dawson walked members through the details. Margeson asked about why the banking fees had reduced
between September and November. Dawson explained that certain charged had been reversed. Margeson
asked whether the office insurance bill had been paid yet. Dawson checked with Administrative Services
Manager, who indicated that the bill had been paid, and may have been miscoded. She will follow up.
Backus moved, seconded by Margeson, to approve the reports. The motion passed unanimously.
5. The Committee reviewed expenses and anticipated revenue for the remainder of the year, and noted that
the organization appeared likely to bring in more revenue than budgeted, and spend less than budgeted.
Dawson noted that there may be some additional year end expenses, including some ergonomic furniture
for staff. Staff will attempt to make those purchases in 2018. If that is not possible, the Committee agreed
to consider carrying forward revenue from 2018 to make the one-time purchases in 2019.
6. The Committee reviewed a draft agreement between SCA and My Accounting Department LLC.
Attachment 5 Dawson noted that the proposed fees for service had increased over what had been
budgeted due to the needs of SCA, including filing with the Department of Retirement Systems (DRS), and
the level of detail needed for SCA financial reports. The Committee directed Dawson to confirm the
proposed agreement with Rob Clark of My Accounting Department LLC.
7. The Committee noted that the membership had adopted the 2019 budget and dues at the Annual
Meeting on December 5, 2018. Attachments 6-7 The Committee directed staff to send invoices to member
cities for dues as adopted.

8. The Committee reviewed 2018 reserves (Attachment 8) and discussed 2019 reserves. The Committee
directed staff to prepare two alternate versions for the Committee to review at the first meeting of 2019:
• Version One:
o Operations Reserve equal to half 2019 expenses
o Equipment Reserve $ 15,000.00
o Employment Reserve covering employee contract and vacation liabilities
o Contracts Reserve covering obligations for all SCA non-employment contracts

9. The Committee reviewed SCA’s 2018 Sponsors (Attachment 9) and discussed possible 2019 sponsors.
They noted that SCA was likely to exceed budgeted sponsorship revenue again in 2019. The Committee
recommended that the Board discuss its role in encouraging sponsorships at the 2019 retreat.
10. The Committee discussed SCA’s Financial Policies and Bylaws. Attachments 10-11 Additional items to
consider amending in 2019 include: Language around dues and assessments; policy on reserves; and
finance committee make up.
11. The Committee agreed to meet in 2019 on the Monday a week prior to the Board meeting each month
at 1 PM at SCA. Mayor Guier indicated that she intended to step down from the Committee in the event
she was elected President of the Board. Tarry will be leaving the Board. The Committee directed Dawson
to reach out to the new City Manager/Administrator member about joining the Committee. One
additional new member may also be needed if the Committee will continue at five members. The
Committee noted that it must have at least three members.
12. Dawson updated the Committee on several items. She noted that Gordon Thomas Honeywell had been
retained to provide legislative session updates. SCA’s bank accounts had been consolidated into one
bank, as directed by the Committee and the Board. SCA is still in the process of the 2017 audit. Dawson
will update the Board again on progress at the next meeting.
13. Dawson updated the Committee about a request for information from DRS regarding a former
employee. The Committee agreed on the need to keep clear records about any salary adjustments and
bonuses provided to staff.

1. Welcome and Roll Call PIC Chair Council President Ed Prince, Renton, called the meeting to order at 7:00 PM. 31 cities had representation (Attachment A). Guests present included Councilmember Pam Fernald (PIC Alternate), SeaTac; Mayor Mary Lou Pauly, Issaquah; Council President Angela Birney, Redmond (PIC Alternate); Deputy Mayor Davina Duerr, Bothell (PIC Alternate); Councilmember Janice Zahn, Bellevue (PIC Alternate); Councilmember Ryan McIrvin, Renton; Councilmember Susan Boundy-Sanders, Woodinville; Joyce Nichols, Bellevue Staff; and Alex Herzog, Woodinville Staff. 2. Public Comment Chair Prince asked if any member of the public would like to provide public comment. Seeing none, Chair Prince closed the public comment portion of the meeting. 3. Approval of the October 10, 2018 PIC Minutes Chair Prince asked if there were any amendments to the November 14, 2018 PIC minutes. Councilmember Hank Margeson, Redmond, moved, seconded by Councilmember Janie Edelman, Black Diamond, to approve the November 14, 2018 minutes. There was no further discussion. The motion passed unanimously. 4. Chair’s Report Chair Prince reported that he has been participating in discussions with King County, the City of Seattle, business and philanthropic leaders, and a consultant team about the region’s homelessness governance system. He said details of reforms that will be proposed are forthcoming and that he has been advocating for an increased role for SCA cities in the governance system. 5. Executive Director’s Report SCA Executive Director Deanna Dawson reported on the ongoing effort to reform the region’s homelessness governance. She said formal recommendations from the consultant team assisting with the effort are expected next week. These are expected to include a recommendation to merge the response systems of King County and the City of Seattle with oversite from a newly established board. She said that Chair Prince, Mayor Nancy Backus, Auburn, and Mayor John Chelminiak, Bellevue, are participating in these discussions and have raised concerns that the draft proposals do not include sufficient representation from SCA cities.

Dawson reported that the 2019 SCA budget and member assessments were approved at the Annual Meeting on December 5. Dawson reported on SCA Board of Director elections held prior to the PIC meeting. Councilmember Bruce Bassett, Mercer Island, and Deputy Mayor Davina Duerr, Bothell, were elected to represent the North Caucus; and Mayor Nancy Backus, Auburn, and Mayor Jeff Wagner, Covington, were elected to represent the South Caucus. Dawson reported that SCA is working with members of the King County Council to ensure cities are included in the development of the renewal of the King County Parks Levy and that additional information on those efforts is forthcoming. Dawson encouraged members to participate in A Conference on Advancing Racial Equity scheduled for Friday, December 14. 6. Election of 2019 PIC Chair and Vice Chair SCA Executive Director Deanna Dawson and SCA Nominating Committee Chair Ross Loudenback reported that the PIC Nominating Committee met on November 15, 2018 to consider nominees to serve as PIC Chair and Vice Chair in 2019. The committee received one nomination each for PIC Chair and Vice Chair. Current PIC Chair Council President Ed Prince of Renton was nominated to serve a second terms as PIC Chair, and current PIC Vice Chair Christie Malchow of Sammamish was nominated to serve a second term as PIC Vice Chair. The PIC Nominating Committee recommends that Councilmember Ed Prince, Renton, be elected 2019 PIC Chair and Mayor Christie Malchow, Sammamish, be elected 2019 PIC Vice Chair. Councilmember Toby Nixon, Kirkland, moved, seconded by Councilmember John Stokes, Bellevue, that Councilmember Ed Prince, Renton, be elected 2019 PIC Chair and Mayor Christie Malchow, Sammamish, be elected 2019 PIC Vice Chair by acclamation. There was no further discussion. The motion passed unanimously. 7. Regional Board and Committee Appointments SCA Executive Director Deanna Dawson and SCA Nominating Committee Chair Ross Loudenback reported that the PIC Nominating Committee met on November 15, 2018 to make recommendations to PIC on appointments to regional boards and committees for 2019. The PIC Nominating Committee is chaired by Councilmember Ross Loudenback, North Bend, representing the Snoqualmie Valley Caucus, and includes Mayor Leanne Guier, Pacific, representing the South Valley Caucus; Council President Ed Prince, Renton, representing the South Caucus; and, Councilmember Chris Roberts, Shoreline, representing the North Caucus. The PIC Nominating Committee recommended a slate of appointments for consideration by the PIC (Attachment B). Councilmember Ross Loudenback, North Bend, said the PIC Nominating Committee carefully considered the many great candidates who applied to represent SCA on regional boards and committees. He said they strove for regional balance consistent with the SCA bylaws.

Councilmember Ross Loudenback, North Bend, moved, seconded by Councilmember Kate Kruller, Tukwila, to recommend to the SCA Board of Directors approval of the 2019 Regional Board and Committee appointments as shown in Attachment B. There was no further discussion. The motion passed unanimously. 8. Regional Affordable Housing Task Force Action Plan SCA Policy Director Brian Parry reported on the Five-Year Action Plan developed by the Regional Affordable Housing Task Force. In November, the PIC voted to have SCA staff bring back a policy statement in support of the plan. Details of the work of the Task Force can be found in the November 14, 2018 PIC packet. Parry said the Task Force held its final meeting on December 7, 2018 at which point they considered final amendments to the draft Action Plan and made modest changes from that version reviewed by PIC in November. These include calling out support for the recently formed South King Housing and Homelessness Partnership (SKHHP); clarifying the plan supports efforts to increase the supply affordable housing in suburban communities; and clarifying information related to historical capital expenditures for affordable housing. As directed by PIC, SCA staff drafted a proposed policy statement for PIC to consider recommending to the SCA Board of Directors for final approval that states:
• The Sound Cities Association (SCA) supports the Regional Affordable Housing Task Force
Five-Year Action Plan and recommends approval by the King County Council;
• Given the differing housing challenges across the region, SCA supports the approach
taken by the Task Force to recommend a menu of options for cities to address their areas
of greatest need; and,
• SCA is committed to partnering regionally through the proposed new committee of the
Growth Management Planning Council to promote affordable housing preservation and
production.
Parry said that if a policy recommendation was approved by the PIC it would be provided to the SCA Board of Directors for their consideration at their meeting on December 19. In addition, the County Council is expected to consider a motion in support of the Action Plan in the next several weeks. SCA Executive Director Deanna Dawson noted that she had spoken with PIC member Councilmember Chris Roberts, Shoreline, who was unable to be at the meeting but said his city council considered the Action Plan and was supportive of the recommended policy statement. Councilmember Benson Wong, Mercer Island, asked if Parry could provide additional infor-mation on any changes to the Action Plan since it was last reviewed by PIC in November. Parry reviewed the changes referenced above that were recommended by PIC, and noted that there were several text clarifications and corrections that did not alter the substance of the plan.

Councilmember John Stokes, Bellevue, one of SCA’s four representatives on the Regional Affordable Housing Task Force, said he was pleased with the process, that it brought a wide range of interested parties together, and that SCA had a lot of influence over the direction of the final recommendations. He said there is a lot of work ahead to implement the recommendations and address the region’s affordable housing crisis and that SCA would play an important role in this work. Chair Prince expressed his appreciation for the work of Mayor David Baker, Kenmore, as co-chair of the Task Force. Baker thanked SCA Policy Director Brian Parry for his work throughout the development of the Action Plan. Baker expressed his appreciation for Parry’s work. Councilmember Tola Marts, Issaquah, moved, seconded by Mayor Christie Malchow, Sammamish, to recommend to the SCA Board of Directors the policy statement as provided by SCA staff. Chair Prince asked if there was further discussion. Marts said that the King County Growth Management Planning Council recently received a briefing on the Action Plan from King County Councilmember Claudia Balducci who served as co-chair of the Task Force. He said he appreciated hearing her perspective on the aspirational nature of the housing goals described in the plan and that it is important not to lose sight of the full magnitude of need. He said additional questions were answered for him that made him confident in supporting the Action Plan. Councilmember Toby Nixon, Kirkland, noted discussion in November about what the policy statement should say and that SCA staff did an excellent job in drafting their recommendation. Councilmember Hank Margeson, Redmond, said that he hopes to see significant progress addressing the region’s affordable housing need in the five years described in the Action Plan. He said the plan provided a roadmap to make progress and that it will take working together to achieve results. Deputy Mayor Catherine Stanford, Lake Forest Park, said that it will be important to continually monitor the region’s progress in addressing the affordable housing need. Chair Prince noted that Councilmember Ryan McIrvin, Renton, who also represented SCA on the Regional Affordable Housing Task Force was in attendance at PIC and thanked him for his efforts. The motion passed unanimously. 9. 2019 Priorities SCA Executive Director Deanna Dawson said the purpose of the 2019 Priorities agenda item is to for PIC members to share priority issues for their cities and provide input on regional issues that are most important for PIC to become engaged in the coming year. identified by PIC could be the basis for future discussion items or pre-PIC workshops in 2019, and noted that the SCA Board would discuss the ideas generated by PIC at their 2019 retreat to help prioritize areas of focus. Based on ongoing regional discussions and previous feedback from SCA members, staff identified a series of issues for PIC members to consider, including:
• Homelessness and governance of the region’s response system
• Affordable housing and implementation of the Regional Affordable Housing Task Force Five-Year Action Plan
• Countywide Parks Levy renewal
• Charter review and the role of regional committees in setting countywide policy
• King Conservation District workplan and rates
• Transportation, mobility, and preparing for emerging transportation technologies
• Regional airport capacity and the impacts of future expansion of SeaTac Airport on surrounding communities
• Managing growth and the update to VISION 2050
• Economic development and expanding opportunity for prosperity
• Solid waste and the future of recycling
• Preparing for the 2020 US Census
• Emergency management coordination
• Addressing toxic social media, increasing civility in public discourse, and finding opportunities for collaborative problem solving
PIC members concurred with the list of issued identified by SCA staff and added additional priorities, including:
• The Governor’s proposed community-based mental health centers
• Solid waste and the future of recycling
• Apprenticeships and workforce development
• Emergency preparedness training and the regional response system
• Workforce housing
• Addressing rising public safety costs
• Increasing transportation funding
• Improving regional coordination and streamlining decision-making processes
• Climate change and environmental sustainability
• Smart cities, small cell technology, and equitable access to service
• Parks and open space
• Equity and inclusion 10. Upcoming Events Chair Prince said the SCA Public Issues Committee Meeting is on Wednesday, January 9, 2019 at 7:00 PM (6:00 Pre-PIC tentative) at Renton City Hall. SCA will host a Networking Dinner on Wednesday, January 30, 2019 at the Renton Pavilion and Event Center. The keynote speaker with be King County Executive Dow Constantine.

Councilmember Toby Nixon noted that the Association of Washington Cities’ City Action Days conflict with the February 13, 2019 PIC meeting. Executive Director Deanna Dawson said she would work with the PIC chair to determine whether to reschedule or cancel the February PIC meeting. 11. For the Good of the Order Councilmember Lydia Assefa-Dawson, Federal Way, expressed her condolences for the tragic passing of Councilmember Amina Ahmed, SeaTac. Mayor Erin Sitterley, SeaTac, spoke of the loss to the community and her sadness at the passing of Ahmed. The PIC held a moment of silence in honor of Ahmed. 12. All Home Funder Alignment Committee Application – Merina Hanson, Human Services Manager, City of Kent
Interest:It is critical to retain South King County participation on the All Home Funder Alignment Committee. The Cityof Kent allocates nearly $500,000 annually to address issues related to homelessness in our region. Weunderstand and value the need for a regional response, and our subregion needs to actively participate in thework and decision-making processes that will have broad impacts on our providers and residents.
Given the pending recommendations related to homeless system governance, 2019 will likely be a year oftransition for the Funder Alignment Committee. For this reason it is important to maintain as muchconsistency as possible in those participating in this workgroup. Hello,
I’m interested in con�nuing to serve on the IJT for the next year. My first year on the IJT has been very illumina�ng. As a newLong Range Planning Manager, the topics that come before the IJT are directly related to my jurisdic�on’s responsibili�eswith regards to GMA, and the context for those processes (Buildable Lands, growth targets, CPPs) is incredibly helpful giventhe loss of ins�tu�onal knowledge upon the re�rement of my predecessor. Addi�onally, having Kent’s perspec�ve at thetable during decisions about those processes is cri�cal to ensure the relevancy of those decisions to King County’s thirdlargest jurisdic�on—with strained resources and high popula�on/service demands, Kent represents a unique niche in thecounty related to capacity to meet GMA requirements.
I have policy background spanning the hype- local to statewide on a variety of housing, environmental, transporta�on andland use topics such as transit-oriented development, elder care facili�es, mul�modal planning, healthcare and drugtreatment facili�es, and more. I developed and implemented a Complete Streets program for the City of Kent, and I recentlyled the Development Agreement process with Sound Transit for two light rail sta�ons and guideway. I am a daily Sea�lepedestrian and transit rider, and I am an ac�ve member of the Sea�le Pedestrian Advisory Board. My work with GrowingTransit Communi�es included analyzing and repor�ng grant project outcomes for equity in TOD planning at the regionalscale, and my work with Futurewise included more environmental work such as shoreline protec�on, pollu�on cleanupoutreach and pollu�on preven�on. I’ve also done a variety of projects rela�ng to school walking routes, asset managementand economic development. In other words, my experience is both broad and deep on a bevy of land use and growthmanagement issues, and I bring excitement and passion to my work. I hope you’ll consider allowing me to con�nue to serveon the IJT.

I am interested in being on the PSRC Bicycle and Pedestrian Advisory Commi�ee. I am currently the public works managerfor the City of Pacific, formerly the City Engineer for Pacific. I have been involved in civil/municipal projects for more than 40years, including a variety of transporta�on and recrea�on projects.
Looking to the future, it is clear we cannot con�nue to grow our road network in the Puget Sound regional as we have in thepast. We will need to find a variety of alterna�ves to expand the transporta�on system. User friendly bicycle and pedestrianinfrastructure can be a key component of that new system, as it is in many other parts of the world. I would like to be part ofthe team working on that.

I’d like to indicate my interest in serving on the PSRC Bicycle and Pedestrian Advisory Committee as a representativefor the City of Issaquah. I’ve been active with BPAC for roughly 5 years now and am the acting chair for thecommittee. I previously attended as a representative for Kitsap County and the City of Kirkland and now I’mcurrently employed with the City of Issaquah as the Senior Transportation Planner. I’ve been a transportationplanner in this region for around 9 years but have been involved in transportation for much longer in differentcapacities but all directly working on non-motorized transportation projects, policies, or programs which I believe isrelevant and beneficial for this group. I’d like to continue my work with the BPAC to strengthen it’s ability to guidenon-motorized mobility for the region but also through all the eastside cities.

November 30, 2018 Dear Board Members, I would like to offer my services as a member of the PSRC Bicycle and Pedestrian Advisory Committee (BPAC). In both my professional and personal life, I believe that enhancing existing non-motorized facilities and expanding the non-motorized network are key elements in the overall package of improvements needed to help solve local and regional transportation issues. I would like represent the City of Auburn, which is located in South King County, and bring my skills and knowledge of bicycle and pedestrian issues and solutions to your service. I am currently the Senior Traffic Engineer for the City of Auburn. Previously, I was the traffic engineer for the City of Auburn for a period of six years, and worked as a transportation consultant in the Seattle area for more than a decade prior to making the switch to the public sector. This professional experience, in combination with being both a runner and a cyclist who uses pedestrian and bicycle facilities on a regular basis, allows me to clearly see the current and future needs of the non-motorized system. I am also knowledgeable about the funding challenges faced locally and the range of potential funding strategies for transportation projects, how to analyze information, and how to evaluate proposals critically. My goal is to improve safety and mobility associated with non-motorized travel modes in an effort to increase their use, thus helping to reduce congestion for all user and help reduce the environmental impact of transportation. Greetings:
This email is written to express my interest in continuing to represent the Sound Cities Association on the Regional ProjectEvaluation Committee (RPEC) as an alternate. I am finishing up my seventh year as a representative on RPEC and I havestrived to ensure that the interests of our members are broadly met by applying project criteria in a fair manner, by trying toensure reasonable geographic equity is achieved, and by being available to answer questions from other cities and towns,and seeking their input on important decisions.
I became the Public Works Director for the City of Burien in November 2011. I am currently managing transportation projectsthroughout the City including improvements on 1st Avenue South, and creating a system of roads in our NortheastRedevelopment area that are consistent with the new airport industrial uses developing in the vicinity. Prior to Burien, Iworked for five years as the Public Works Director for the City of Newcastle, responsible for managing the operations andcapital programs for the Engineering, Parks and Community Events, and Maintenance divisions. I led the design, right-of-way(ROW) acquisition, and construction of a project on the City’s major regional corridor, Coal Creek Parkway. This effortinvolved grant applications, legislative meetings, and coordinating with partners to secure funding.
Prior to Newcastle, I served as Assistant City Engineer for the City of Des Moines for five years, with responsibility forcoordination of the City’s transportation engineering activities, including plan review, capital project administration, andrepresenting the City at regional technical meetings and other public meetings. I led the design, ROW acquisition, andconstruction of the Pacific Highway South Redevelopment Project on SR 99. I worked with the adjacent cities to securefunding from a variety of federal and state sources for the SR 99 corridor.
I have been involved in the regional project evaluation process for over seventeen years – through my work for each of thesethree cities –via my participation on the Technical Advisory Committees of the South County Area Transportation Board andthe Eastside Transportation Board, as well as on the King County Project Evaluation Committee.
Between 1991 and 2000, I worked for the Washington State Department of Transportation in a variety of roles, includingproject inspection and management, staff training and oversight, and coordination of project scoping for the region’s CapitalImprovement Program. I managed several construction projects in the Puget Sound region – including major projects on I-5through downtown Seattle, and on I-405 between I-5 and I-90.
I bring a unique perspective to the Regional Project Evaluation Committee (RPEC), stemming from an extensive backgroundof working at both the City and State levels. I have worked on large regional projects and have experience with localcommunities in both South and East King County. I have a strong interest in ensuring the regional transportation goals of ourlocal communities are achieved.

My current position with the City of Kent is City Engineer. If there's a transportationissue facing the region, Kent is most likely impacted. Many of the region's majortransportation systems pass through Kent, including: I-5, SR 167, SR gg, SR1g1, theUP and BNSF railroads and Link Light Rail coming soon. An average of 58 trains passthrough the heart of Kent's downtown and industrial/manufacturing center daily.

The City appreciates the opportunity to con�nue par�cipa�ng on the Regional Project Evalua�on Commi�ee(RPEC). Currently the City of Issaquah has an alternate RPEC seat that it has been filled by Sheldon Lynne. The Citywould like to have its Transporta�on Manager, Kurt Seemann, fill the City’s RPEC seat. I would like to express my interest in con�nuing to serve on the Regional Project Evalua�on Commi�ee. I have over 30 yearsof experience in transporta�on planning, policy and engineering. Most of those years have been with the South King CountyCi�es of Renton and Des Moines where I has played a major role in working across jurisdic�onal boundaries to developregionally significant projects such as the Pacific Highway South corridor, RapidRide Line Routes and trails such as the Laketo Sound trail and the Lake to Washington Loop trail. I have been an ac�ve member of the ETP and SCATBd technicaladvisory commi�ee and the King County Project Evalua�on Commi�ee where I have volunteered to evaluate and score KingCounty projects. In my current posi�on I also serve as a technical advisor to the I-405 Elected Leadership Group in thedevelopment of the I-405 Master Plan including the implementa�on of Bus Rapid Transit (BRT) within the corridor.
In addi�on I have seven years of experience working for the Associa�on of Washington Ci�es where I consulted ci�es acrossthe State on transporta�on issues and served on several Washington State Department of Transporta�on, Freight MobilityStrategic Investment Board and Department of Ecology commi�ees where I facilitated and help build consensus betweenlarge and small ci�es on transporta�on funding, design and policy issues.

Request to become a member of RPEC
Hello. My name is Nytasha Walters. I am the Transporta�on Services Manager for the City of Shoreline. I wouldlike to be considered for a posi�on with the Puget Sound Regional Council (PSRC) Regional Project Evalua�onCommi�ee (RPEC). I would be honored to serve on the behalf of the City of Shoreline and the nearly one millionci�zens who reside in the ci�es that are a part of the Sound Ci�es Associa�on (SCA).
To this posi�on I bring a broad background of transporta�on policy, planning and project management experience- having worked at the state, regional and local level on transporta�on issues. I have also have been ac�velyrepresen�ng SCA as an Alternate RPEC member and a KPEC member since July of 2015.
In my role as the Transporta�on Services Manager, I am responsible for managing Shoreline’s mul�-modalimprovement projects including the 185th Corridor Strategy, the 145th Mul�-modal Corridor Project andShoreline’s Transit System Integra�on Plan.
Before coming to the City of Shoreline in 2015, I was a Project Manager for Sound Transit. In this role I workedclosely with staff in the ci�es of Puyallup and Sumner on mul�-modal access improvements to the Sumner andPuyallup Sounder Sta�ons. These projects will provide addi�onal parking, bike and pedestrian improvements toapproximately 2,000 new Sounder riders. As the Sound Transit Project Manager for the King County Segment ofthe Lynnwood Link Extension (LLE) project – which will extend light rail for the Northgate Mall in Sea�le to theLynnwood Transit Center, I led coordina�on efforts between FHWA, WSDOT, and the ci�es of Shoreline and Sea�leto site the light rail alignment and sta�on loca�ons in a manner that supported the interests and addressed theconcerns of these project partners.
Prior to working at the city of Shoreline and Sound Transit I worked for the Washington State Department ofTransporta�on. I began my tenure at WSDOT as a Transporta�on Planner at WSDOT’s HQ Planning Office, staffinga major update to the Washington Transporta�on Plan (WTP) and the development of WSDOT’s first Conges�onRelief Policy. Subsequently, as a Transporta�on Planner at the WSDOT Urban Planning Office in Sea�le, I served asRegional Coordinator for the WTP with the PSRC; managed the Aurora/SR 99 Mul�-modal Corridor Study; andlead several efforts associated with implemen�ng the SR 167 HOT Lanes pilot project – from wri�ng the FHWAValue Pricing Grant, to outlining the ini�al state legisla�on for the project, to developing the ini�al work programfor the first phase of the project’s planning and preliminary design.
This would be an exci�ng �me to be a member of RPEC. I believe I have the knowledge and background as anac�ve RPEC Alternate as well as experience at the state, regional and local level to be an effec�ve member ofRPEC. I would strive to be proac�ve and fully engaged as an RPEC representa�ve.

I bring adiverse background and understanding of transporta�on issues to the Commi�ee. During my career I have worked at thelocal, county and regional level. During my career I have also developed close working rela�onships on plans and projectswith King County, Washington State Department of Transporta�on and Sound Transit as they implement major highway andlight rail projects in our region. I have also served as chair of the PSRC Bicycle and Pedestrian Advisory Commi�ee and alsovolunteered on the Kirkland Transporta�on Commission for nine years, including 4 years in a leadership posi�on, prior to myemployment with the City of Kirkland. I am a human services professional with close to 35 years of experience working with youth and families, the majority of thiswork was with low-income and immigrant popula�ons. I am versed in the bodies of knowledge related to AdverseChildhood Experiences and trauma-informed care. My current professional experience includes direc�ng preven�on,interven�on and treatment programs that serve youth growing up in affluence on Mercer Island. This work has afforded methe opportunity to learn the array of the risks inherent with privilege and family and community norms that focus tooheavily on external and material measures of success.

Veterans, Seniors and Human Services Advisory Board
I am interested in par�cipa�ng on the VSHS Advisory Board in either the Senior Commi�ee or the Vulnerable Popula�onscommi�ee. I currently serve as the Sr. Human Services Coordinator for the City of Kent and in this role I have goodconnec�ons with community residents, leaders in the community and nonprofit organiza�ons. I keep emerging trends andissues at the forefront of my work and have knowledge of current systems, programs and services. I have good knowledge ofthe VSHS Implementa�on Plan and a�ended some of the community input sessions during the forma�on of the levy and theimplementa�on planning.
Specifically related to the Senior Commi�ee – I worked for the City of Sea�le Older Adult Programs (in the 1980’s), the Cityof Tukwila Senior Programs (1991-94) and then directed Senior Programs at the Maple Valley Community Center SeniorAdult programs (94-2001). My experience spans meal programs, health and wellness and social/recrea�on programs as wellas City, Suburban and rural programs and the varying needs of older adults within those se�ngs. I work with many of theorganiza�ons that serve newly arrived Immigrant and Refugee Older Adults and have a rela�onship with the DSHS Office ofRefugee & Immigrant Assistance.
I am over 55 yrs. of age, live in Maple Valley (have also lived in Kent and Burien). On a personal note – my mom hasAlzheimer’s and I have gained a lot of understanding of this and other areas of anxiety, depression and demen�a and levelsof care, housing and medical systems suppor�ng older adults.
For Vulnerable popula�ons – I have good experience with financial stability, workforce development, domes�c violence andnaviga�ng systems. I have visited state prisons a number of �mes and understand the difficulty of re-entry and accessinghousing and jobs a�er involvement with the criminal jus�ce system. As I men�oned above, I work with many of theImmigrant and Refugee organiza�ons and have a rela�onship with DSHS Office of Refugee and Immigrant Rese�lement.

Interest:It is critical to retain South King County participation on the All Home Funder Alignment Committee. The Cityof Kent allocates nearly $500,000 annually to address issues related to homelessness in our region. Weunderstand and value the need for a regional response, and our subregion needs to actively participate in thework and decision-making processes that will have broad impacts on our providers and residents.
Given the pending recommendations related to homeless system governance, 2019 will likely be a year oftransition for the Funder Alignment Committee. For this reason it is important to maintain as muchconsistency as possible in those participating in this workgroup. It would be a challenge for anyone new toparticipate in determining the best path forward for FAC without a working knowledge of the past committeework and a strong ability to provide meaningful feedback.

Hello,
I’m interested in con�nuing to serve on the IJT for the next year. My first year on the IJT has been very illumina�ng. As a newLong Range Planning Manager, the topics that come before the IJT are directly related to my jurisdic�on’s responsibili�eswith regards to GMA, and the context for those processes (Buildable Lands, growth targets, CPPs) is incredibly helpful giventhe loss of ins�tu�onal knowledge upon the re�rement of my predecessor. Addi�onally, having Kent’s perspec�ve at thetable during decisions about those processes is cri�cal to ensure the relevancy of those decisions to King County’s thirdlargest jurisdic�on—with strained resources and high popula�on/service demands, Kent represents a unique niche in thecounty related to capacity to meet GMA requirements.
I have policy background spanning the hype- local to statewide on a variety of housing, environmental, transporta�on andland use topics such as transit-oriented development, elder care facili�es, mul�modal planning, healthcare and drugtreatment facili�es, and more. I developed and implemented a Complete Streets program for the City of Kent, and I recentlyled the Development Agreement process with Sound Transit for two light rail sta�ons and guideway. I am a daily Sea�lepedestrian and transit rider, and I am an ac�ve member of the Sea�le Pedestrian Advisory Board. My work with GrowingTransit Communi�es included analyzing and repor�ng grant project outcomes for equity in TOD planning at the regionalscale, and my work with Futurewise included more environmental work such as shoreline protec�on, pollu�on cleanupoutreach and pollu�on preven�on. I’ve also done a variety of projects rela�ng to school walking routes, asset managementand economic development. In other words, my experience is both broad and deep on a bevy of land use and growthmanagement issues, and I bring excitement and passion to my work. I hope you’ll consider allowing me to con�nue to serveon the IJT.

I am interested in being on the PSRC Bicycle and Pedestrian Advisory Commi�ee. I am currently the public works managerfor the City of Pacific, formerly the City Engineer for Pacific. I have been involved in civil/municipal projects for more than 40years, including a variety of transporta�on and recrea�on projects.
Looking to the future, it is clear we cannot con�nue to grow our road network in the Puget Sound regional as we have in thepast. We will need to find a variety of alterna�ves to expand the transporta�on system. User friendly bicycle and pedestrianinfrastructure can be a key component of that new system, as it is in many other parts of the world. I would like to be part ofthe team working on that.

I’ve been active with BPAC for roughly 5 years now and am the acting chair for thecommittee. I previously attended as a representative for Kitsap County and the City of Kirkland and now I’mcurrently employed with the City of Issaquah as the Senior Transportation Planner. I’ve been a transportationplanner in this region for around 9 years but have been involved in transportation for much longer in differentcapacities but all directly working on non-motorized transportation projects, policies, or programs which I believe isrelevant and beneficial for this group. During my career I have also developed close working rela�onships on plans and projectswith King County, Washington State Department of Transporta�on and Sound Transit as they implement major highway andlight rail projects in our region. November 30, 2018 Dear Board Members, I would like to offer my services as a member of the PSRC Bicycle and Pedestrian Advisory Committee (BPAC). In both my professional and personal life, I believe that enhancing existing non-motorized facilities and expanding the non-motorized network are key elements in the overall package of improvements needed to help solve local and regional transportation issues. I would like represent the City of Auburn, which is located in South King County, and bring my skills and knowledge of bicycle and pedestrian issues and solutions to your service. I am currently the Senior Traffic Engineer for the City of Auburn. Previously, I was the traffic engineer for the City of Auburn for a period of six years, and worked as a transportation consultant in the Seattle area for more than a decade prior to making the switch to the public sector. This professional experience, in combination with being both a runner and a cyclist who uses pedestrian and bicycle facilities on a regular basis, allows me to clearly see the current and future needs of the non-motorized system. I am also knowledgeable about the funding challenges faced locally and the range of potential funding strategies for transportation projects, how to analyze information, and how to evaluate proposals critically. My goal is to improve safety and mobility associated with non-motorized travel modes in an effort to increase their use, thus helping to reduce congestion for all user and help reduce the environmental impact of transportation. Greetings:
This email is written to express my interest in continuing to represent the Sound Cities Association on the Regional ProjectEvaluation Committee (RPEC) as an alternate. I am finishing up my seventh year as a representative on RPEC and I havestrived to ensure that the interests of our members are broadly met by applying project criteria in a fair manner, by trying toensure reasonable geographic equity is achieved, and by being available to answer questions from other cities and towns,and seeking their input on important decisions.
I became the Public Works Director for the City of Burien in November 2011. I am currently managing transportation projectsthroughout the City including improvements on 1st Avenue South, and creating a system of roads in our NortheastRedevelopment area that are consistent with the new airport industrial uses developing in the vicinity. Prior to Burien, Iworked for five years as the Public Works Director for the City of Newcastle, responsible for managing the operations andcapital programs for the Engineering, Parks and Community Events, and Maintenance divisions. I led the design, right-of-way(ROW) acquisition, and construction of a project on the City’s major regional corridor, Coal Creek Parkway. This effortinvolved grant applications, legislative meetings, and coordinating with partners to secure funding.
Prior to Newcastle, I served as Assistant City Engineer for the City of Des Moines for five years, with responsibility forcoordination of the City’s transportation engineering activities, including plan review, capital project administration, andrepresenting the City at regional technical meetings and other public meetings. I led the design, ROW acquisition, andconstruction of the Pacific Highway South Redevelopment Project on SR 99. I worked with the adjacent cities to securefunding from a variety of federal and state sources for the SR 99 corridor.
I have been involved in the regional project evaluation process for over seventeen years – through my work for each of thesethree cities –via my participation on the Technical Advisory Committees of the South County Area Transportation Board andthe Eastside Transportation Board, as well as on the King County Project Evaluation Committee.
Between 1991 and 2000, I worked for the Washington State Department of Transportation in a variety of roles, includingproject inspection and management, staff training and oversight, and coordination of project scoping for the region’s CapitalImprovement Program. I managed several construction projects in the Puget Sound region – including major projects on I-5through downtown Seattle, and on I-405 between I-5 and I-90.
I bring a unique perspective to the Regional Project Evaluation Committee (RPEC), stemming from an extensive backgroundof working at both the City and State levels. I have worked on large regional projects and have experience with localcommunities in both South and East King County. I have a strong interest in ensuring the regional transportation goals of ourlocal communities are achieved.

Thank you for the opportun¡ty to reapply to serve on the Regional project EvaluationCommittee (RPEC). I've been an active member of RPEC since June of ZO¡S,appointed through SCA.
My current position with the City of Kent is City Engineer. If there's a transportationissue facing the region, Kent is most likely impacted. Many of the region's majortransportation systems pass through Kent, including: I-5, SR 167, SR gg, SR1g1, theUP and BNSF railroads and Link Light Rail coming soon. An average of 58 trains passthrough the heart of Kent's downtown and industrial/manufacturing center daily.
Serving on the committee has been a pleasure. I try to lend my expertise wheneverpossible and will continue to do so if reappointed. I'm grateful for the opportunity torepresent South King county and scA on this key regional committee.

The City appreciates the opportunity to con�nue par�cipa�ng on the Regional Project Evalua�on Commi�ee(RPEC). Currently the City of Issaquah has an alternate RPEC seat that it has been filled by Sheldon Lynne. The Citywould like to have its Transporta�on Manager, Kurt Seemann, fill the City’s RPEC seat. Kurt has 30+ years workingas a transporta�on engineer and currently is the Transporta�on Manager for the City of Issaquah. AsTransporta�on Manager, he is responsible for:
managing all modes of the City’s transporta�on system which includes projects that are federally, state,and locally funded; andworking with regional transporta�on agencies (King County Roads, King County Metro Transit, SoundTransit, and WSDOT as well as other agencies that surround Issaquah).

I would like to express my interest in con�nuing to serve on the Regional Project Evalua�on Commi�ee. I have over 30 yearsof experience in transporta�on planning, policy and engineering. Most of those years have been with the South King CountyCi�es of Renton and Des Moines where I has played a major role in working across jurisdic�onal boundaries to developregionally significant projects such as the Pacific Highway South corridor, RapidRide Line Routes and trails such as the Laketo Sound trail and the Lake to Washington Loop trail. I have been an ac�ve member of the ETP and SCATBd technicaladvisory commi�ee and the King County Project Evalua�on Commi�ee where I have volunteered to evaluate and score KingCounty projects. In my current posi�on I also serve as a technical advisor to the I-405 Elected Leadership Group in thedevelopment of the I-405 Master Plan including the implementa�on of Bus Rapid Transit (BRT) within the corridor.
In addi�on I have seven years of experience working for the Associa�on of Washington Ci�es where I consulted ci�es acrossthe State on transporta�on issues and served on several Washington State Department of Transporta�on, Freight MobilityStrategic Investment Board and Department of Ecology commi�ees where I facilitated and help build consensus betweenlarge and small ci�es on transporta�on funding, design and policy issues.

Request to become a member of RPEC
Hello. My name is Nytasha Walters. I am the Transporta�on Services Manager for the City of Shoreline. I wouldlike to be considered for a posi�on with the Puget Sound Regional Council (PSRC) Regional Project Evalua�onCommi�ee (RPEC). I would be honored to serve on the behalf of the City of Shoreline and the nearly one millionci�zens who reside in the ci�es that are a part of the Sound Ci�es Associa�on (SCA).
To this posi�on I bring a broad background of transporta�on policy, planning and project management experience- having worked at the state, regional and local level on transporta�on issues. I have also have been ac�velyrepresen�ng SCA as an Alternate RPEC member and a KPEC member since July of 2015.
In my role as the Transporta�on Services Manager, I am responsible for managing Shoreline’s mul�-modalimprovement projects including the 185th Corridor Strategy, the 145th Mul�-modal Corridor Project andShoreline’s Transit System Integra�on Plan.
Before coming to the City of Shoreline in 2015, I was a Project Manager for Sound Transit. In this role I workedclosely with staff in the ci�es of Puyallup and Sumner on mul�-modal access improvements to the Sumner andPuyallup Sounder Sta�ons. These projects will provide addi�onal parking, bike and pedestrian improvements toapproximately 2,000 new Sounder riders. As the Sound Transit Project Manager for the King County Segment ofthe Lynnwood Link Extension (LLE) project – which will extend light rail for the Northgate Mall in Sea�le to theLynnwood Transit Center, I led coordina�on efforts between FHWA, WSDOT, and the ci�es of Shoreline and Sea�leto site the light rail alignment and sta�on loca�ons in a manner that supported the interests and addressed theconcerns of these project partners.
Prior to working at the city of Shoreline and Sound Transit I worked for the Washington State Department ofTransporta�on. I began my tenure at WSDOT as a Transporta�on Planner at WSDOT’s HQ Planning Office, staffinga major update to the Washington Transporta�on Plan (WTP) and the development of WSDOT’s first Conges�onRelief Policy. Subsequently, as a Transporta�on Planner at the WSDOT Urban Planning Office in Sea�le, I served asRegional Coordinator for the WTP with the PSRC; managed the Aurora/SR 99 Mul�-modal Corridor Study; andlead several efforts associated with implemen�ng the SR 167 HOT Lanes pilot project – from wri�ng the FHWAValue Pricing Grant, to outlining the ini�al state legisla�on for the project, to developing the ini�al work programfor the first phase of the project’s planning and preliminary design.
This would be an exci�ng �me to be a member of RPEC. I believe I have the knowledge and background as anac�ve RPEC Alternate as well as experience at the state, regional and local level to be an effec�ve member ofRPEC. I would strive to be proac�ve and fully engaged as an RPEC representa�ve.

November 30, 2018 Dear Board Member, I would like to serve on the PSRC Transportation Demand Management Advisory Committee because I have a strong interest in helping solve the transportation challenges we are facing regionally, and in participating in the planning for the future demand on transportation systems. I would like represent the City of Auburn, which is located in South King County, and bring my skills and knowledge of Transportation Demand Management to your service. I am currently the Senior Transportation Planner for the City of Auburn. Previously, I worked as a Land Use Planner for the City of Auburn, and before that, for Chelan County. I recently graduated from the University of Washington School of Civil and Environmental Engineering with a Master’s Degree in Sustainable Transportation. This experience and educational background allows me to clearly see the link between land use and transportation, and the importance to address both in planning for future systems. I am knowledgeable about TDM strategies, how to analyze information, and how to evaluate proposals critically. I am interested in applying to serve on the Veteran, Seniors and Human Services Advisory Board, specifically the vulnerablepopula�ons commi�ee.
I am a human services professional with close to 35 years of experience working with youth and families, the majority of thiswork was with low-income and immigrant popula�ons. I am versed in the bodies of knowledge related to AdverseChildhood Experiences and trauma-informed care. My current professional experience includes direc�ng preven�on,interven�on and treatment programs that serve youth growing up in affluence on Mercer Island. This work has afforded methe opportunity to learn the array of the risks inherent with privilege and family and community norms that focus tooheavily on external and material measures of success.
My desire to serve on this the Veterans, Seniors and Human Services Advisory Board stems from my concern for youththroughout King County. I’d like to contribute to efforts that benefit all youth in King County. My commitment to the well-being of youth is lifelong and I will bring to the board well developed knowledge of King County resources, cri�cal thinkingand strong collabora�ve working skills. On a personal note, I have lived on Beacon Hill in South Sea�le for 25 years. Veterans, Seniors and Human Services Advisory Board
I am interested in par�cipa�ng on the VSHS Advisory Board in either the Senior Commi�ee or the Vulnerable Popula�onscommi�ee. I currently serve as the Sr. Human Services Coordinator for the City of Kent and in this role I have goodconnec�ons with community residents, leaders in the community and nonprofit organiza�ons. I keep emerging trends andissues at the forefront of my work and have knowledge of current systems, programs and services. I have good knowledge ofthe VSHS Implementa�on Plan and a�ended some of the community input sessions during the forma�on of the levy and theimplementa�on planning.
Specifically related to the Senior Commi�ee – I worked for the City of Sea�le Older Adult Programs (in the 1980’s), the Cityof Tukwila Senior Programs (1991-94) and then directed Senior Programs at the Maple Valley Community Center SeniorAdult programs (94-2001). My experience spans meal programs, health and wellness and social/recrea�on programs as wellas City, Suburban and rural programs and the varying needs of older adults within those se�ngs. I work with many of theorganiza�ons that serve newly arrived Immigrant and Refugee Older Adults and have a rela�onship with the DSHS Office ofRefugee & Immigrant Assistance.
I am over 55 yrs. of age, live in Maple Valley (have also lived in Kent and Burien). On a personal note – my mom hasAlzheimer’s and I have gained a lot of understanding of this and other areas of anxiety, depression and demen�a and levelsof care, housing and medical systems suppor�ng older adults.
For Vulnerable popula�ons – I have good experience with financial stability, workforce development, domes�c violence andnaviga�ng systems. I have visited state prisons a number of �mes and understand the difficulty of re-entry and accessinghousing and jobs a�er involvement with the criminal jus�ce system. As I men�oned above, I work with many of theImmigrant and Refugee organiza�ons and have a rela�onship with DSHS Office of Refugee and Immigrant Rese�lement.

1) Call to Order President Amy Walen called the meeting to order at 9:37 AM. Present on the call were members Amy Walen, Ed Prince, David Baker, and staff Deanna Dawson. Members absent were Jim Ferrell.
2) Review of interested parties for SCA Board Officer positions The Committee reviewed interested parties for the offices of President, Vice President, Treasurer, and Member at Large of Executive Committee. Interested parties include: Mayor Leanne Guier, Pacific, for office of President; Mayor Dana Ralph, Kent, for office of Vice President; Councilmember Hank Margeson, Redmond, for office of Treasurer; and Deputy Mayor Catherine Stanford, Lake Forest Park, for office of Member at Large of Executive Committee. The Committee unanimously recommends the following members be elected as SCA Board Officers for 2019: Leanne Guier, President; Dana Ralph, Vice President; Hank Margeson, Treasurer; and Catherine Stanford, Member at Large of Executive Committee. President Walen indicated that because she was elected to the State House of Representatives, she will be stepping down from the Kirkland City Council in 2019 and is therefore unable to serve as Past President. Mayor David Baker will therefore continue to serve as Past President in 2019. The Committee agreed that Mayor David Baker should provide the report at the December 19, 2018 Board of Directors meeting. The Board will vote on officers at the January Board meeting.
3) Adjourn President Walen adjourned the meeting at 9:41 AM.
