Education UK Unit - Introduction
The Education UK Unit exists to promote UK education
and training sector excellence to international markets
for the benefit of the UK, by:
– Providing a single gateway for international customers to access
the UK's education capabilities
– Identifying the largest international education and training sector
opportunities, assisting UK providers to bid and win
– Building bid capacity and capability with the UK education sector
– Initiating the formation of UK consortia to provide complete
solutions to international customers
– Responding to government-to-government initiatives
– Running campaigns to raise the profile of the UK's education
sector in target markets

Key facts:
Geography: Saudi Arabia occupies c.
80% of the Arabian Peninsular covering
an area of c. 2.2 million km²
Population: Saudi Arabia's 28.7 million
population is concentrated in 5 key
cities: Riyadh, Jeddah, Mecca, Medinah
and Dammam. 55% are aged under 24
Economy: 23rd largest, GDP $580bn
with 3% annual growth rate. 40% of 20-
24 year olds are unemployed. 60% of
Saudis are women yet only represent
16% of workforce
Human Capital Development:
51% (£245bn) of 9th national plan (to
2013) devoted to HRD initiatives
Saudi Arabian VET
- overview
• Saudi TVET is overseen by the Technical and Vocational Training Corporation
(TVTC) with a £2.2bn annual budget. There are currently around 110,000 students and
10,000 teachers in TVTC sponsored training institutions. By 2020 TVTC wants to train
250,000 students, requiring significant infrastructure and delivery development.
• Existing International partnerships e.g. Technical Trainers College – GIZ,
Germany; Electricity Industry Training College – Polytechnics International, New
Zealand and; Plastic Fabrication Institute – SPCD, Japan
• Establishing new colleges in partnership with private sector partners (PPP
models)
• Human Resource Development Fund (HRDF) encourages employment of Saudi
nationals via training and employer incentive schemes e.g. Hafiz programme pays
private firms c. £500 to hire a registered unemployed Saudi. HRDF has engaged a
number of UK Welfare to Work providers to develop and deliver these initiatives.
• Saudi Arabian General Investment Authority (SAGIA) acts as a gateway to
investment in Saudi Arabia by for example, establishing Economic Cities and,
networks of business centres to encourage FDI.
Saudi based training providers
• There are around 650 Saudi registered training companies with
227 in Riyadh alone
• 75% are sole traders, average capital is c. £30k
• Offer 5 courses per month, priced from £200-£800
