About the Administrative Record This administrative record file contains the documents that the U.S. Environmental Protection Agency (EPA) is currently using to identify appropriate remedial activities for the San Fernando Valley (Area 2) Superfund site, for the Prospective Purchaser Agreement with Ralph’s Grocery Company, et al., regarding 4057 and 4059 Goodwin Avenue in Los Angeles, California (PPA). It is presented in DVD format. The administrative record file will be supplemented if necessary; it will be complete after public comments on the PPA are received. Please note that after the conclusion of the public comment on the PPA, it was discovered that the legal description attached as Appendix I to the PPA contained an error, in that it covered more real property than is actually included within the parcels covered by the PPA. EPA has corrected this error by adding a corrected legal description to the AR, which may be found at Document No. 1132534. What is an Administrative Record? An administrative record is a collection of documents that forms the basis for an agency's decision, in this case the selection of a response action at a Superfund site. This does not mean that only documents that support a response decision are placed in the administrative record. Relevant documents that were relied upon in selecting the response action, as well as relevant documents that were considered but ultimately rejected, are included. The administrative record also acts as a vehicle for public participation in selecting a response action. Under section 113(K) of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), the U.S. Environmental Protection Agency (EPA) is required to establish an administrative record for every Superfund response action and to make a copy of the administrative record available at or near the site. The administrative record must be reasonably available for public review during normal business hours.
