First 5 Commission –No report County Office of Education – L. Garay shared that G. Hartnett has retired. The position for LPC Coordinator has been posted. J. Patton has accepted a new position at City College. Nora Leyva will support the LPC. Contact Lucia Garay for questions about CTKS. Emily Vue is processing CTKS paperwork. CSPP Quality BG for 17-18 – L. Garay shared that the application was received at the end of November. Application was mailed to CDE on Jan. 5, 2018. The CSPP Block Grant will operate the same way it has for the past years. I/T BG was received in Dec. The application will be due towards the end of Jan. Both applications were sent to the consortium. The consortiums are composed of five different members from different agency types. IHE: Brandman University used to represent IHE. CDE notified that they prefer public IHE, preferable those who have a CDE contract. The Consortium looks at CSPP BG, I/T, Impact, and Impact Hub. Impact Hub from F5: Funds allotted to different hubs in the state; SD money has been allocated to do outreach to private child care providers. Private providers can contact Tara Ryan to explore options to participate in QPI.

YMCA-Childcare Resource Service – K. McDougal shared that the County of San Diego Child Welfare Services Department has decided to participate in the Emergency Child Care Bridge Program for Foster Children. This program will provide emergency child care vouchers for caregivers taking in foster children, create a Child Care Navigator position at the R&R to help families find child care placement, and provide trauma-informed training for providers involved in the Bridge Program.

1. Strategic Plan Mid-Year Review – The Council reviewed items in the table of actions

and goals, and updated the document showing achievements and remaining tasks for

2017-18. B. Harris motioned to approve and K. Kobzeff seconded the motion, H. Turay

10:30 Council Business – Information Items

2. AB377 Ad hoc Committee updates – R. Richardson provided an overview of the bill,

and shared that it is a five-year pilot project that allows county to create individualized

subsidized plans for child care. Three-step process: 1) assess the need 2) write a plan 3)

execute the plan. No funds were allotted for administrative costs related to the pilot. The

Ad hoc Committee’ first meeting was held on Nov. 29. The committee conducted its initial

analysis of the bill. L. Garay has scheduled meetings with contractors in the county. R.

Richardson does not see a need for the Ad Hoc to continue meeting until L. Garay has

scheduled her meetings with the contractors. L. Garay shared that CDE and the governor

have agreed to hold monthly meetings to streamline administrative pieces of the approval

process. Representatives from each Early Education department has been in attendance.

The first meeting was held in early Jan. In Feb., they will set the priorities and overarching

goals. Their current work is based on hypotheses, not data. The plan will be adjusted once

the study has been completed to reflect the data. All contractors are invited to participate

but it is not required. Rate increases have been addressed by multiple counties. It is a

possibility that flexibilities might increase enrollment and there might be no remaining

balance for rate increases. The plan can be amended once a year at CDE. The plan will be

sent to the Ad Hoc, then shared with the LPC for approval. It then needs to be approved by

the County Board of Supervisors and finally, it is sent to CDE. CDE has 30 days to respond.

To meet the deadline, the plan needs to be signed by the board of supervisors by May or by

July. CDE issues child development contracts in July, with an amendment period in

Sept/Oct. R. Richardson stressed the importance of taking into account all providers; some

have a large balance at the end of the year, while others spend their entire contract

amount. If your agency does not expect to spend all their allotted contract, please share

this information to explore the option to transfer funds to an agency in need. If you have a

balance and have questions about the transfer process (VTTF), contact L. Garay.

Allocations occur in counties where children are served.

3. AB212 Ad hoc Committee updates – M. Soltero shared that a survey was sent to Title

V programs. Data was collected in beginning of Dec. Data will be analyzed in Jan.

Recommendations will be shared with the Executive Committee prior to the Feb. LPC

meeting.

4. Public Policy Committee Report – No report.

5. Charlene Tressler Memorial Scholarship Application – R. Richardson shared

information about the application. A flier has been included in packet. Scholarship for San

Diego County preschool teachers completing courses in Early Education qualify to apply for

the scholarship. Money can be used to cover any type of educational expenses.

6. Early Years Conference- Feb. 23-24, 2018

L. Garay shared that registration for the Early Years Conference is now open. The roster of

presenters, vendors and sponsors is now complete. The conference will have sessions for

Leyva shared that all sessions will be held in English. D. Bowles shared that they have

presentations in Spanish. Members asked if there will be interpreters available. L. Garay

said SDCOE would explore the idea of having interpreters for the 2019 conference.

Garay, and K. McDougal; Staff: V. Hartnett and J. Patton The meeting was called to order at 9:05 am. Review of Minutes–9/25/17 Executive Committee

• All members were in favor of the approval of the September 25th Executive Committee Meeting minutes (P. Adler, D. Boles, J. Buberl, J. Ryan, D. Sheppard, and M. Soltero).

Calendar–2018 meeting dates Public Comment – P. Adler shared the STEM event, which is a free event that will have experts in the field from across the country. V. Hartnett shared that she will be retiring in December, but will plan ahead for the January Planning Council Meeting and will also carry out the new member orientation taking place on November 28th. She also shared that the Planning Council of Santa Cruz has changed their name to the Childhood Advisory Council L. Garay also shared that the QPI website will be going live soon. Action Items:

1. Strategic Plan Mid-Year Review

• Discussion: For goal 1, objective 1.5 members agreed to add AB377 and AB60 because they align and support the overall objective. Members also discussed updating the strategic plan at the March Executive Committee Meeting and to have planning council members write down goals and actions at the January Planning Council Meeting. There was also further discussion on adding an additional column to the strategic plan to keep track of yearly progress and efforts. Members also talked about have documentation to support the actions that have been taken and to document the goals that have been achieved. At the January Executive meeting members discussed mapping out what is going to be accomplished in 2018, 2019, and 2020 and how the Council and the Executive Committee will remain accountable for completing these actions. Members want to review the strategic plan in January to see what was done in 2017 and make any needed adjustments if necessary. At this point Executive Committee members will decided if this item will go to the full Planning Council as an action or discussion item.

2. Attendance Sign-in and Voting Card Process Change a. Discussion: Present members discussed a new sign-in process. Suggestions were made to pull the

sign-in sheet after all action items have been voted on or to highlight the names of the members who were not present when quorum was established. Members also threw around the concept of informing council members to arrive on time, before the action items have started in order to keep their voting rights for the present meeting. Members agreed that sticking to the times on the agendas was helpful and key for staying on track. Members suggested asking other Planning Councils what their sign-in process is like. After much discussion, members agreed to collect additional

information pertaining to the current sign-in process and determine if any procedural changes need to be made at a later date.

3. AB212 Ad hoc Committee—Michelle Soltero shared that the ad-hoc committee is in the process of refining the survey questions. She shared that a survey will be sent out to all state funded programs in San Diego, even to those who do not participate in AB 212. Questions will be geared around how the current program is working, is it helpful, and to ask those individuals who don’t participate, why? The ad-hoc committee has met twice so far and moving forward M. Soltero suggesting having something stating the actions that were mandated by the Planning Council. The survey will be sent to the 48 CSPP contractors, the state preschool directors list serve, CPIN directory, and YMCA participants.

4. AB377 Ad hoc Committee—Lucia Garay Approved by Governor 10/12/17 Signing Message: Although I am signing [AB 377}. … the process for developing and approving individualized plans needs to be streamlined. Additionally, counties need to ensure that CalWORKs families in Stage 1 child care are not inadvertently disadvantaged when crafting these plans. Thus, I am directing my administration to work with the [CDE] and the specific counties named in these bills to implement whatever administrative of statutory changes are needed to reduce the bureaucratic burden that has become all too commonplace in the development and oversight of these plans. Changes should be expedited so that counties can proceed with the business of serving families in the most appropriate and efficient manner possible. Our programs in this area have become overly complicated and bureaucratic. We can and should establish a more efficient and flexible system for our partners.

• Discussion: The final draft language has now been received and the ad-hoc committee will meet to go over the bill. No meeting date has been set yet, but there is no funding to do the actual work. A study will be done every year of the pilot program to ensure that there is a steady increase in children served over the progression of the pilot program. L. Garay noted that contractors who do not participate at the start of the pilot, will not be able to participate later on down the line. However, programs who do decide to participate in the pilot program are allowed to withdraw.

• Legislative Lunch Evaluations

o D. Boles reported that this year’s Legislative Lunch scoring for the guest speaker presentation- Assemblymember and Blue Ribbon Commissioner B. Maienschein- was low. The feedback was that Assemblymember Maienschein’s presentation was short and there was no time for a Q&A panel.

o Committee agreed to make sure the guest speaker is able to stay for a Q&A session next year.

o D. Boles stated that many child care bills were signed this year compared to other years. Some of the

2017-18 signed bills include:

presented at the next Planning Council meeting on 1/8/18. He also recommended to have a town

hall/open hearing meeting where stakeholders and contractors can share their input and ideas about

the pilot project. R. Richardson reported that AB 377 doesn’t provide any additional funds to San Diego

County for this pilot project.

• Funding - Increase funds for additional preschool slots and infant programs, higher education faculty development, and create flexibility within California Department of Education (CDE) funds to modify contracts to meet local community needs.

• Administration - Advocate for tiered reimbursement for quality programs, modify age requirements for programs to serve younger children within CSPP and CCTR funding streams, invest in the Quality Rating Improvement System (QRIS), reform and align Community Care Licensing (CCL) and QRIS, promote gradual improvement instead of enforcing punitive compliance.

• Personnel - Invest in the recruitment of qualified teachers through competitive wages, internship programs, and professional development opportunities.

Section I – Introduction

San Diego AB 212 CARES is a comprehensive program to promote retention and quality improvement in all licensed state-subsidized center-based programs and family child care home education networks(FCCHEN) in San Diego County. ELIGIBILITY Program Requirements: (only one option available per year) OPTION 1

▪ Must meet with a college counselor to obtain an educational plan towards an approved Child Development (CD) degree or other child development related degree. Educational plans for participants who are pursuing an AB 212 CARES approved child development related degree must include a minimum of 24 CD units.

▪ Must complete and submit an annual AB 212 CARES professional development plan. ▪ Must complete college units included in educational plan with a grade “C” or better.

OPTION 2 ▪ Meet with a professional development advisor to develop a professional development

plan to include professional learning activities in alignment to QRIS. ▪ One stipend will be awarded for completion of 21 hours or more of professional

development completed ONLY in any of the following: ERS, CPIN, PITC, DRDP, CA CSEFEL (Teaching Pyramid), or other QRIS approved professional learning opportunities offered by YMCA Child Resource Services or San Diego County Office of Education, as approved through the San Diego QRIS consortia. All hours of professional learning must be completed after enrollment in San Diego AB 212 CARES and prior to June 30th.

Employment Requirements:

● Must be an employee working directly with at least three children receiving subsidized care in a CDD-funded center-based program or a family child care home education network.

● Must be working directly with children for a minimum of 15 hours/week. ● Must continue working for the same agency or facility or family child care home

network for 9 months after initial application. In subsequent years, the participant must maintain employment in any state-subsidized center-based child care program or family child care home network.

Section II – Current Needs and Resources

According to YMCA Childcare Resource Service, there are approximately 225 State subsidized child care centers in San Diego County. Based on licensed capacity and Title 5 ratios, it is estimated that as of January 2018, these facilities have approximately 1,400 employees eligible to participate in the AB 212 CARES program. A query of the YMCA CRS NACCRRAware provider database produced a list of CDE/EESD funded centers to target recruitment and outreach efforts. AB 212 CARES program information was sent to the CDE/EESD sites in August 2017. San Diego County has two FCCHEN programs eligible to participate. AB 212 CARES will target outreach and recruitment efforts to these home-based providers to increase participation. Ad-Hoc committee was formed to update the AB 212 CARES State Plan and held six meetings between October 4, 2017 and January 19, 2018. The committee was consisted of local planning council [LPC] members and agencies that operate and manage Title 5 programs, Mira Costa Community College, WestEd, the local Resource & Referral and a past AB212 CARES participant. The committee developed a survey to seek input from the early education workforce participants who are currently participating in AB 212 CARES, as well as those who are eligible but not currently participating in the program.

The survey was sent to all San Diego County Title 5 state funded programs and participating Family Child Care Network providers. Recipients were asked to forward the survey to their staff/family child care assistants and encourage them to complete the survey.

One-hundred and twenty-six (126) survey responses were collected, tabulated and analyzed by the Ad-Hoc committee. The responses provided valuable information regarding recommended changes that simplifies the stipend menu by combining the general stipend and book stipend, increasing stipend awards for college units and some permit levels to encourage participation and professional growth in needed areas such as Master Teachers, and offers an opportunity to receive a stipend award for professional growth hours in approved topics related to QRIS such as ERS, CLASS, PITC, CPIN, and CSEFEL.

The recommendations for changes are included in the revised plan and presented to the LPC Executive Committee on January 22, 2018 for approval. The updated AB 212 CARES plan was presented at the local planning council [LPC] meeting and approved on the February 12, 2018.

Since the program began in 2001, 3086 individual participants (includes continuing participants each year) have completed program requirements and earned stipends totaling $9,289,706 from AB 212 CARES funds.

Section III – Priorities

Prioritization of Employees Qualifying for Participation

To be eligible an applicant must be an employee working directly with at least three children receiving subsidized care in a EESD funded center-based program or family child care home education network. Payments will be made to participants on the basis of the established priorities and date of submission of required paperwork documenting the completion of program requirements until and unless it is apparent that the program will be fully spent. The following stipend priorities will be used:

● Priority 1: General Units-stipend for units completed (GE and Major specific) ● Priority 2: Professional Development Learning Stipends-21 hours or professional

learning ($300 stipend) ● Priority 3: AA Degree-for earning their AA degree ($500 stipend) ● Priority 4: BA Degree-for earning their BA degree ($750 stipend) ● Priority 5: Specialization stipend- Infant/Toddler for completing 3-6 units of

infant/toddler coursework ● Priority 6: Permit Stipend-stipend for earning the first permit or upgrading ● Priority 7: MA Degree-for earning the MA degree ($1000 stipend) ● Priority 8: Multiple Subject-for earning the credential ($1000 stipend) ● Priority 9: Bonus Stipends-Tech stipends paid at the end of the year if money is left

over. Payment Priorities: Participants completing program requirements and submitting payment documentation will be

paid for stipend priorities 1-5 at the time of completion. Participants earning their MA or Multiple Subject Teaching Credential will not receive their degree stipend until the end of the program year if funding is still available. This gives priority to those participants that are working towards their Associate's and Bachelor’s degrees.

At the end of the fiscal year, once it has been determined that the funding is available, the additional stipend priorities of 6-9 will be paid with Permit Stipends first, then MA Degrees, then Multiple Subject Teaching Credentials and finally Bonus stipends. In the event that the total amount requested for stipends exceeds the AB212 CARES funding,

the San Diego Child Care and Development Planning Council, or the designated sub-contractors, shall immediately notify applicants in writing and stipends will be reduced equitably by a percentage determined by the San Diego Child Care and Development Planning Council AB 212 CARES Adhoc Committee.

Section IV – Measurable Outcomes

The desired outcomes of San Diego County’s project are to promote the continuing education and professional development of the workforce in state funded child care centers and family child care home networks (FCCHEN) and to retain this workforce in these state funded and FCCHEN programs. In the 2016-2017 Fiscal Year, 205 participants, 203 state funded programs and 2 FCCHEN providers, were approved to participate in the program and of those, 126 completed the program requirements and earned a stipend. Stipends were issued for the completion of 1,260 units. Twenty-eight (28) completed 3 units or more of infant/toddler coursework. Fifteen (15) participants earned a degree and 77 participants earned their first child development permit or upgraded to a higher level permit while participating in AB 212 and 51% have participated in the program from 3-11 years.
