needed political and civic will and resources to accomplish the intent.

• Quantify the magnitude of the problem.
• Create benchmarks to incrementally solve the problem.
• Initiate and sustain political and civic will to reinforce the work in the field.
• Identify impediments to housing homeless veterans and resolve those obstacles.
• Ensure that performance and results/outcomes are prioritized in implementation.
• Create a template of strategic approaches that will serve all homeless populations in SBC.

•HACSB issues RFP for 60 PBRA vouchers to support permanent housing tenancies
•Provider agencies and VA convene Landlord Fairs
•CA Apartment Association supports efforts to educate and induce Landlords to make units available to homeless veterans
•HACSB works to identify Landlords to access housing

4. Incentives for Landlord Participation - fund for potential damages and incentives for landlords to house homeless Veterans
RESPONSE: CEO Chair of Advisory Board recommends and SBC Board of Supervisors approves $100,000 from General Fund to create Enhanced Security Deposits and Repair Guarantee Fund as an incentive for landlords, providing resources for security deposits, first month’s rent, and utility payments for non-VA/SSVF eligible individuals
