The Ministry of Employment and
Labor (MEL) is a central government
institution handling labor affairs
including labor conditions; labor-
management mediation; guidance
for labor unions; occupational safety
and health; employee welfare;
employment policies; equality and
insurance; vocational training; and
industrial accident compensation
insurance. The Ministry functions
through three main Offices: the
Planning and Coordination Office,
the Employment Policy Office
and the Labor Policy Office. It
is comprised of 13 bureaus, 35
departments, 2 groups and 5 teams
as well as 9 affiliated agencies
such as the Human Resources
Development Service and the
Korea Employment Agency for the
Disabled.
Summary
CASE STUDY
Background
Organizations under the MEL were operating telecommunications systems independently. This made it difficult to maintain and manage the systems, with some of the equipment failing to comply with the standards required for interoperation with Group C (the Government project for an Internet phone service) network that will replace the PSTN-based network. To resolve these issues, the MEL has set up a central IP telephone system, achieving efficiency, scalability, and reduced costs in telecommunications and maintenance etc.
The MEL has regional agencies in Seoul, Incheon, Gwangju, Daejeon, Busan, and Daegu along with 140 affiliated organizations that are committed to creating jobs and improving labor-management relations.Keyphone or PBX systems that were run by regional organizations presented a challenge when it came to managing and maintaining them, and some of them lacked the quality of service for voice and security required for Group C interoperation.To establish a central and highly efficient IPT Internet Phone Service, Samsung helped the MEL adopt an internal telecommunication infrastructure composed of IP-PBX SCM, intelligent Ubigate gateway, IP phone, network and supplementary equipment.

BenefitSamsung equipment (SCM, Ubigate, IP phone etc.) has helped integrate multiple switchboards across the country into a unified IPT system, providing the MEL with a central management system for its communication networks. Reliable quality of voice and security by separating voice and data traffic, as well as a PSTN backup in survival mode during network failures, also help secure system safety. In addition, the VoIP network reaches all the MEL's subscribers, providing free calls between its organizations and with other government agencies.
How IPT is Built
The MEL installed the SCM, which is the future oriented IP-PBX equipment, based on IPv6, all-IP and UC, and unified the gateway for 140 organizations spread across the country, establishing a central IPT system with a capacity of up to 60,000 subscribers. Equipment introduced into the MEL has acquired a government IP certificate, and is in compliance with the national security guideline (ARIA), achieving optimal standards for use by government organizations.In particular, the Ubigate iBG series provide routing, capable of separating data and voice networks without additional data equipment, such as a router or switch. Existing analog phones, facsimile and office lines can remain in service.Supplementary equipment based on the SCM and IP supports the sRTP for security, and can be maintained through the IPT network management server.
