Road Accidents – the Major Causes
I. Over Speeding: As per research, the probability of death due to over speeding increases over 10 times as the speed increases from 60 kmph to 70 kmph.
II. Driver’s Fault: Transport vehicle * drivers in India are
• least educated • least trained amongst all vehicle drivers, • overworked and stressed most of the time• in a hurry to meet schedules
III. Transport Vehicles*: 8% of all vehicles on road but cause over 70% of road accidents & deaths.

The Solution� Since Overspeeding is the major contributor to Road
Accidents, Controlling the speed of vehicles to a
predefined limit would result in reducing Road accidents
and thus the fatalities.

What is Speed Governor ?
• Speed Governor, or Speed Limitation Device (SLD)
is a micro-controller based electronic unit, which
constantly monitors the speed of a vehicle and
controls the vehicle speed within the preset limit.
• It is governed by Technical Standard – AIS 018
• Has to be approved from any Government

Section 118 of The Central Motor Vehicle Rules
(CMVR) 1989 (extract) :
� (1) On and from commencement from this rule, such transport vehicles as may be notified by the Government in the Official Gazette shall be fitted by the operator of such transport vehicle with a Speed Governor (speed-controlling device) conforming to Standard AIS: 018 (as amended from time to time) specified by Bureau of Indian Standards in such a manner that the speed governor can be sealed with an official seal of the State Transport Authority or a Regional Transport Authority in such a way that it cannot be removed or tampered with without the seal being broken.
� (2) The Speed Governor of every transport vehicle shall be so set that the vehicle is incapable of being driven at a speed in excess of the maximum pre-set speed of the vehicle except down an incline.

Status in StatesFew States have followed the guidelines and
implemented the deployment of Speed Governors
(Speed Limiters) for the referred and prescribed
Vehicles
We expect that soon other states would also come with
notification of same, for safety of passengers, vehicles

Standards governing Speed Limiters
•In India every Speed Governor and its variants need to have a
type Approval under Technical Standard AIS 018:2001 from a
government recognized testing laboratory like ARAI, Pune.
•Every speed Governors need to be type approved as per AIS
018 Standard for different makes and models of vehicles and for
different set speeds.
•Every factory manufacturing these speed governors must
regularly get a Conformity of Production under AIS 037
•A valid TAC and COP is required for manufacture, supply and

However it has been seen that in-spite of
some processes being prescribed, the
implementation of the above rule is not
effectively being implemented due to
GAPs / laxities in the existing processes
that have been put in place in the
transport department and lack of
enforcement of Various States such as:

• Products not duly approved by Govt. Authorised Technical
Agencies (viz. ARAI Pune / ICAT Manesar) as per technical
Standard AIS 018 Amendment no 4 for each Vehicle Model
and variant are being fitted by.
• Lack of effective appraisal and assessment has resulted in
entry of ‘Fly by Night’ operators and unorganized dealers /
agents, some of whom don’t even have a PAN/TIN Number
and indulge in cash sales and issuance of false bills /
certificates , production in residential area buildings leading
to evasion of Excise, Sales Tax & Service Tax and flouting of
Labour and factory laws.
• This arises to no audit trail leading back to operator in case of
non operation of limiter.

• These ‘Fly by Night’ operators and unorganized
dealers / agents are widely following a practice of
recycling the speed governors i.e. they will remove
the speed governor from the Vehicle after Fitness
Passing and re-install the same in another vehicle at
the time of “passing”.
• Incomplete speed limiters are being supplied in field
i.e. without Speed Sensors.
• Dummy Electronic Control Units without the
Microcontrollers and other vital electronic
components are being supplied in field.

Suggested Solution For Proper Implementation
Of Speed Governor Rule
– Manufacturer should be selected by the State for
implementation of Speed Governors through a
tender process
OR
– The state should shortlist vendors who are
allowed to install such devices using suitable
eligibility criteria such as being a manufacturer,
Indian Company, turnover and net worth,
duration in Speed Governor business, production
