Boronia Park What's happening BORONIA PARK PLAN OF MANAGEMENT The 2015 Plan of Management (PoM) is currently being reviewed. There is a new requirement under the Crown Lands Management Act 2016 that requires all councils across NSW to update their existing plans of management. The Boronia Park PoM will shape the use and management of the park and act as a guide for future activities. Gondwana Consulting has been engaged to undertake a revision and update of the Boronia Park Plan of Management. Over the past eight months Gondwana has undertaken research and extensive community consultation. We are now at the stage of preparing the Draft PoM. PLAYSPACE

In 2018, Council recognised the need for an inclusive playspace inthe local government area (LGA). Council sees this as anopportunity to set a benchmark and promote the principles ofaccess, inclusiveness and intergenerational play.

WHY AN INCLUSIVE PLAYSPACE FOR HUNTERS HILL?

Boronia Park is at the heart of Hunters Hill. A site on Park Road was identified in the 2015 Boronia Park PoM. Thecentral location of Boronia Park within the local government areaenables users and visitors the option of walking to the park. Boronia Park is used during the day by family day carers,grandparents, parents, pre-schools and early childcare centreswho do not have the means to travel by car or bus to an inclusiveplayspace.  The park is also within walking distance of two schoolsand accessible by public transport.

WHAT IS AN ALL ABILITIES, ALL AGES PLAYSPACE?

HOW WAS BORONIA PARK SELECTED?

All abilities playspaces are inclusive to ensure everyone - no mattertheir age or ability - can play. Play is such an important part of a child’s development. It shapesthe way they interact with the world around them, enables them tolearn new skills, make new friends and build self-confidence.

Community feedback will be sought on threepotential site locations identified in the Draft PoM.

WHERE WILL THE PLAYSPACE BE LOCATED?

Council has received a $200,000 grant, through the'Everyone Can Play'  State Government fundingprogram. This funding is conditional on the designand build of a new playspace and that Council willmatch this grant through fundraising. The design of the play space will reflect the 'EveryoneCan Play' requirements as well as maintenanceconsiderations.  Council will implement a maintenance plan whenthe location and design have been confirmed.

HOW WILL THE PLAYSPACE BE FUNDED ANDMAINTAINED?

WILL THERE BE AN ENVIRONMENTAL IMPACT?

The Boronia Park Ecologically Endangered Community (EEC) willcontinue to be protected. Council’s Bushland Coordinator andsupporting EEC teams will monitor and manage bush regenerationand protection.

When a location and design has been confirmed, project partnersincluding businesses and sponsors will contribute to the project.Charitable foundation Touched by Olivia have provided, at no cost,design expertise.

COMMUNITY ADVISORY GROUP

COMMUNITY AND SPORTING FACILITY

The 2015 PoM identified community and stakeholder need for a purpose-built, contemporary facility, which willincorporate education, events, training, meetings and sporting use for the whole community. The proposed facility is for the whole community: for the local sporting clubs to support their needs; local schools to offeradditional amenity to support their existing use; for the community offering a new space for community activities -training, meetings, yoga, playgroups and social gatherings.

Council will be responsible for the design, build and management,and will consider the feedback received from a range ofstakeholders. The Rugby Club developed its own concept plan forthe purpose of applying for State and Federal Government grants.

Community feedback will be sought on three potential site locationsidentified in the Draft PoM, which will meet the needs of communitygroups and sports clubs.

Once a site has been confirmed, we will movetowards a detailed design. The facility will besubject to a development application (DA) thatwill include consideration of hours of use andtypes of activities, as well as any noise, parking,traffic and environmental issues, as part of thenormal assessment process.

WHY A COMMUNITY AND SPORTING FACILITY FOR HUNTERS HILL?

The facility will offer contemporary facilities tosupport current uses and community activities. This will include: toilets, accessible change rooms,canteen, a meeting/community space andstorage.

WHAT WILL IT INCLUDE?

The local Sporting groups have already secured State and Federalgrants to support the delivery of the facility. Once the location is confirmed, detailed designs can be preparedwith associated costings. The clubs will be able to secure anyadditional funding required through grants and fundraising.

WHO WILL FUND IT?

Council will manage the facility including use and hirearrangements, as it does with other community facilities.

DOG OFF LEASH AREAA dog off leash area is proposed for Boronia Park Oval 3, under the following conditions;

Dogs may run off the leash in designated off leash areas, but must still be under their handler’s control (e.g. obey voicecommands)All areas are signposted to designate the off leash areaDogs declared as dangerous or restricted breed type dogs are prohibited from off leash areasOwners have a responsibility to pick up after their dog. Bins are provided and penalties will apply for failure to pick upafter your dog

HAVE YOUR SAYCouncil has received an overwhelming response aboutthe PoM from the community via surveys, phone calls,letters and emails, and there is still time to get involved.

HOW CAN I HAVE MY VOICE HEARD?

The draft Plan of Management will also include Management Actions under the following areas:  Biodiversity, Catchment and Natural Landscape: includes actions relating to native flora and vegetation communitiesand habitats, native fauna, weeds and pests and introduced animals, drainage/stormwater and water quality, firemanagement, and natural landscape values.   Cultural Heritage:  includes actions relating to Aboriginal cultural heritage, and European (non-Aboriginal) historyand heritage.    Recreational Use, Activities and Enjoyment of the Park: includes actions relating to organised sport, informalleisure/recreation and community use, school use, family/social gatherings, special events, commercial activitiesand filming.    Park Developments and Facilities, and Modified Landscapes:  includes actions relating to access/movement and carparking; sports ovals and associated organised sporting facilities, playgrounds, passive leisure/recreation facilities,independent active recreation and fitness facilities, bike circuit, bushland walking tack and facilities, modifiedlandscape management, signage, lighting, off leash areas.
