McLaughlin, Presidente de la Unión de Maestros de Lawrence.Lo habían llamado un voto “simbólico” de ninguna confianza con-

tra el Superintendente Escolar Wilfredo Laboy y resultó ser un mensajeclaro a la administración que los maestros de Lawrence ya han llegado almáximo.

Entre sus quejas, los maestros de Lawrence citan la aplicacióninconsistente y selectiva del código de la disciplina así como seguridadcontra incendios y seguridad policíaca. Tenemos que concordar que comoquiera que lo mire, ésos son asuntos grandes.

Los maestros concuerdan que lo que es bueno para los estudianteses también bueno para los maestros. Edificios limpios, ambientes seguros,las condiciones de trabajo buenas conducen al aprendizaje. Los niñostienen que sentirse seguros y las Escuelas Públicas de Lawrence no sonseguras.

Es sumamente injusto y peligroso esperar que los estudiantes buenosconfronten a los alborotadores para mantener el orden en la escuelasecundaria de Lawrence. Tenemos más que suficientes administradoresy una queja común es que ellos nunca son vistos andando alrededor, enlos pasillos o en la cafetería.

El nuevo edificio aliviará el año próximo los problemas físicos;esperemos que ellos comiencen a imponer el código de la disciplina yproteger la seguridad.

El Sr. McLaughlin dice que los padres necesitan trabajar con losmaestros y los maestros quieren trabajar con ellos pero, ¿qué podemosesperar nosotros de un sistema cuando el superintendente escolar se niegaa hablar con el presidente de la Unión de Maestros?

Lawrence Teachers Union PresidentIt had been called a ‘symbolic’ vote of no confidence against School

Superintendent Wilfredo Laboy and it turned out to be a clear message tothe administration that Lawrence teachers have had enough.

Among the complaints, Lawrence teachers cite inconsistent and se-lective enforcement of the discipline code as well as fire and police safety.We have to agree that those are big issues by any standard.

Teachers agree that what is good for the students is also good forteachers. Clean buildings, safe environments, good working conditionsare conducive to learning. Kids have to feel safe and Lawrence PublicSchools are not safe.

It is highly unfair and dangerous to expect good students to confrontthe troublemakers to maintain order at Lawrence High School. We havemore than enough administrators and a common complain is that theyare never seen walking around, in the hallways or the cafeteria.

The new building next year will alleviate the physical problems;let’s hope they will begin to enforce the discipline code and insure safety.

Mr. McLaughlin says that parents need to work with the teachersand the teachers want to work with them but, what can we expect of asystem when the school superintendent refuses to talk to the Teachers’Union president?

El lunes, 5 de marzo, 2007, transcurriócomo cualquier otro día en Naztel Commu-nications, localizado en el 412 de la CalleEssex, en Lawrence.

Su propietario, Nazario Esquea y suesposa Xiomara, estuvieron ocupados el díaentero atendiendo a sus clientes. Cerca delas 5 de la tarde, dos jóvenes entraron a latienda y estuvieron haciendo preguntas aEsquea sobre unos teléfonos celulares y susprecios. “Se marcharon sin decir nada”, diceEsquea. “Usualmente, clientes indecisosalegan que los precios son altos o que notienen suficiente dinero como la razón deno comprar”, dijo.

De acuerdo con Esquea, uno de losjóvenes regresó 15 minutos más tarde yespecíficamente le pidió un teléfono en par-ticular. “Había mucho frío y él lucíacongelado”, dijo Xiomara, “así que lo invitéa entrar y calentarse mientras Nazario leponía su teléfono en una bolsa plástica”.“Una vez que tuve el teléfono en la bolsa,noté que el joven se metía una mano en elbolsillo y sacada algún dinero, entonces, conla otra mano, me arrebató la bolsa y se dio ala fuga, conmigo, pala en mano, detrás deél”, dijo Esquea.

Esquea, pala en mano, iba persiguiendoal ladrón por la Calle Essex, cuando vio a laoficial de la Policía de Lawrence, NirisaRobles, conduciendo un carro patrullero yle pidió ayuda. El sospechoso corrió haciala Calle Methuen a través de un callejón conEsquea, pala en mano y ahora LPD ibatambién persiguiéndolo, con destellantesluces azules y las sirenas a todo dar.

De acuerdo al reporte de la policía, laOficial Robles llamó al despachador ydespués de darle su localización y la delsospechoso, pidió ayuda. El sospechoso viróhacia la Calle Essex, para encontrarseacorralado en un cerco formado por 5oficiales de la policía y un grupo de hombresy mujeres dueños de negocio, que habíansido alertados por Xiomara Esquea. ¡Por fin,Esquea pudo bajar la pala!

El sospechoso, identificado como Di-ego Guzmán, de 18 años de edad, vecino dela Calle Lawrence #302, apartamento #2, fuedefinido y acusado de resistir arresto y robopor valor de más de $250. Los artículosrobados fueron 1 Boost Mobile Starter Kitvalorado en $25.00 y un 1 Boost Mobile

Esquea no ha hecho comentarios acercade si él tiene otras armas en la tienda, ademásde la pala. “Yo uso la pala para limpiar lanieve. En este caso me vino muy bien yaque yo no sabía si el otro joven estaba afueracon un cuchillo esperando por mí”, dijoEsquea.

Además de la Oficial Nirisa C. Robles,los Oficiales Adam D. Goujon, Daniel J.Fleming, William Olivieri, Timothy S.Yerian and Thomas M. Murphyrespondieron y ayudaron en la captura delsospechoso. “Estoy muy agradecido por lalabor de estos oficiales”, dijo Esquea.

Esquea no está tan impresionado conotros trabajos realizados por la policía.“Sucedió el año pasado, durante unatormenta de nieve y todos estábamos en laparte de atrás de la tienda, cuando demomento, un grupo de jóvenes entrócorriendo a la tienda, agarraron 5 celularesy se dieron a la fuga”, comentó Xiomara.“Algunos clientes que entraban a la tiendaen ese momento, identificaron a uno de losjóvenes que salía así como el número de laplaca y el auto que utilizaron para escapar”,añadió Esquea.

“Se le dio una completa identificaciónde uno de los jóvenes al oficial querespondió a nuestra llamada de emergencia,que armado de su nombre y dirección,confrontó al joven en su casa, desde dondellamó al testigo para decirle que el joven lonegaba y que además vestía una camisitadiferente a la descrita,”explicó elcomerciante.

“¿Está segura de que quiere seguiradelante con esta acusación?”, le dijo eloficial al testigo en aquella ocasión y deacuerdo con Esquea, dejó ir al joven sintomar acción. “Con su acción no solo yoperdí los teléfonos pero la clienta, que ahorateme venir pensando que los jóvenes puedanregresar”, dijo Esquea.

Desde que Naztel Communicationsabrió sus puertas en 1999, han sidoinvadidos 5 veces. Los ladrones han entradodos veces a través del techo, dos veces através de un hueco en la pared del fondo yuna a través de la puerta del frente.

“Un par de veces, los ladrones fueron

sorprendidos dentro de la tienda, pero unavez, la alarma no funcionó y el ladrón, unmenor, logró llevarse mercancía por valorde $4,000. Posteriormente fue aprehendidoy el juez lo condenó a reintegrar solo $1,700,

pagando $60.00 mensuales. Después de esodecidí que tenía que comprar seguro para latienda. Desde luego, mantengo la pala amano”, terminó Esquea.

En adición a los trabajos deempadronamiento y cedulación que ejecutala Oficina del Voto del dominicano en elexterior este organismo anunció laimplementación de nuevos servicios, comoes el de la solicitud del acta de nacimientode los ciudadanos dominicanos que residenaquí.

De igual modo dicha oficina, la cualfunciona bajo la asesoría y coordinación dela Junta Central Electoral dominicana, enla actualidad esta trabajando con aquellaspersonas que tienen en su poder eldocumento de identidad personal conocidocomo “librito”.

Estas informaciones fueron ofrecidasrecientemente por una comisión demagistrados de la JCE, que estuvieron devisita en esta área.

De acuerdo a lo informado por losjueces más adelante los dominicanos ydominicanas de la zona podrán tramitartodos los servicios de registro civil que esteorganismo dominicano ofrece.

La Oficina para el voto en el exteriorque esta coordinada por Miriam Perelló,está funcionando en una de las oficinas delConsulado General de la RepúblicaDominicana en la Ciudad de Boston.

Los magistrados dijeron además que elcontinuar con los trabajos deempadronamiento, cedulación va a permitirque un mayor número de dominicanos y dedominicanas que residen en el extranjeroparticipen en el proceso electoral de su país.

En torno a estos servicios losmagistrados dijeron que los ciudadanos deorigen dominicano que cuenten con el papelde constancia de solicitud de su cédulapodrán obtener el documento de identidaddominicana dirigiendo a la Oficina del Votodel Dominicano en el Exterior.

De igual manera expresaron queaquellos que tienen en su poder la cédulade color azul pueden cambiarla por eldocumento vigente.

Otro de los trabajos desarrollados poresta oficina es dar facilidades a quienesnecesiten un duplicado de su cédula actual.

En el encuentro donde participaronrepresentantes de los diferentes partidospolíticos dominicanos, organizacionescomunitarias, representantes municipales yestatales de la ciudad de Boston, se informóademás que en lo concerniente a la Oficinadel Voto del Dominicano en el Exterior unadependencia de la Junta Central Electoralen la misma se está brindando nuevosservicios.

Esta comisión informó además sobrelos diferentes cambios que ese organismoha puesto en marcha luego de su escogenciacomo jueces de la JCE.

Los jueces que viajaron desde laRepública Dominicana fueron: RobertoRosario Márquez, José Ángel AquinoRodríguez y la Directora Ejecutiva del Votodel Dominicano en el Exterior, LourdesSalazar.

La Junta Central Electoral Dominicana,la cual tiene a su cargo la preparación delos comicios presidenciales, congresualesy municipales del país caribeño estápresidida por el doctor Julio César CastañosGuzmán. La JEC cuenta además con variosjueces titulares y suplentes.

Entre otros aspectos enfocados por estacomisión de la JCE relacionados con lafunción que realizan se destacan lasdisposiciones relacionadas con la fijaciónde salarios a los funcionarios que dirigenlas Oficialías del Estado Civil, del personalauxiliar de las mismas, al igual que las tasasestablecidas en cuanto a los precios de losservicios ofrecidos por la JCE en laRepública Dominicana. Estos servicios vandesde registro de nacimiento, expedición deextractos de actas de nacimiento para finesde obtención de la cédula y fines escolareshasta actas de defunción.

A esto se agregan los servicios deexpedición de actas de divorcio, dematrimonios y declaraciones tardías entreotros.

Entre los servicios que se ofrecen deforma gratuita están: Registro de nacimientooportuno, y de nacimiento tardío,expedición de certificación no declarado,

expedición de actas de nacimiento para finesde cédula y escolaridad, reconocimientovoluntario y judicial, registro dereconocimiento por acto auténtico, registrode defunciones y búsqueda en los archivosde cualesquiera de las actas cuando elinteresado indique el año o aporte algún

documento que facilite su localización.Por otro lado los jueces informaron que

en lo adelante los ciudadanos extranjerosque visiten la República Dominicanadeberán registrarse en un libro deExtranjería, una medida implementadarecientemente por la JCE.

Solo siete preguntas bastaron paraconfirmar una vez más que existe lanecesidad de que los sectores másimportantes de la comunidad trabajen jun-tos a fin de que la juventud de Lawrence sealeje de la violencia.

La iniciativa del mes de septiembre delpasado año de realizar un encuentro en elparque Campagnone, donde losprotagonistas fueron los jóvenes, quienesdejaron escuchar sus voces y sus posicionesen relación al porqué de la ocurrencia dehechos violentos que empañen su vida,permitió que por segunda vez se realizaraun evento similar.

Por segunda ocasión padres e hijospusieron claro cuales son los problemas queenlodan su presente.

Durante un almuerzo-diálogo realizadoel pasado 25 de febrero en el salón de actosde la Iglesia Episcopal de Gracia y ante lapresencia del Jefe de la Policía JohnRomero, único funcionario presente en laactividad, fue evidente que tenemos muchosproblemas que atender a fin de que laviolencia juvenil no continúe empañando latranquilidad de los hogares de esta Ciudadde Lawrence.

Esta vez la iniciativa coordinada por elpadre Joel Almonó, a Aliali Silverio, una delas organizadoras del evento del pasado añoen el Parque Campagnone junto al religioso,Niurka Aybar, algunos miembros de laiglesia y esta servidora pudieron identificarcuáles son las principales preocupaciones denuestros jóvenes y qué se puede hacer paraque disfruten de una existencia más sana.

La actividad denominada: ¡Vamos aHablar… esto hace la diferencia! Se iniciócon una breve ponencia del profesor PedroPayano, titulada: La violencia juvenil y elrol que los padres deben de jugar.

Durante su participación el educadordestacó entre otras cosas el que nuestrosjóvenes carecen de lugares donde poderrealizar algún tipo de actividad que losmantenga alejados de la violencia.

De acuerdo a Payano hace falta queexistan leyes más severas para aquelloslugares de diversión que permiten la entradade menores de edad, induciéndolos al usodel alcohol.

Asimismo, éste dijo que es necesarioque los padres se involucren en lasactividades de sus hijos y por ende que se

muestren más preocupados por la educaciónde los mismos, asistiendo a las reuniones enlas escuelas y ser parte directa del procesoenseñanza-aprendizaje.

Por su parte el Jefe del Departamentode la Policía de esta ciudad John Romerodijo que desgraciadamente en este estado noexiste ninguna ley que le otorgue autoridada la policía para detener a cualquier jovenque sea visto en la calle en horario de clases. “A diferencia de la Ciudad de NuevaYork, en Massachusetts desafortunadamenteen casos como ese el departamento no puedehacer nada, he luchado para que esta ley seaimplementada”, dijo Romero.

Romero indicó que desgraciadamenteen esta ciudad existen pandillas, “muchasveces los jóvenes entran a ellas buscando elapoyo y el calor familiar que no encuentranen sus padres”.

Asegura el oficial de policía que existendos tipos de pandilleros: los primeros estánen ellas porque están hambrientos de afectoy apoyo, son los que pueden ser rescatadosy el segundo grupo es la conformada porlos que no van a cambiar y tienen que ir a lacárcel.

“Los jóvenes tienen que recordar queinvolucrase en pandillas solo les deja doscaminos, el primero la cárcel y el segundo yel más lamentable: la muerte”, expresóRomero.

De igual modo dijo que hay que cuidary velar por aquellos niños y adolescentes queno pertenecen a ninguna pandilla, pero estánen una edad susceptible donde pueden serreclutados por los jefes de las pandillas.

Finalmente el jefe del Departamento dePolicía de la Ciudad de Lawrence señaló quecon encuentros como ese, el envolvimientode los padres y el trabajo unificado de loslíderes y de las organizaciones comunitariases más fácil hacer frente al crecimiento dela violencia juvenil

En la actividad dos integrantes delgrupo de la Juventud de Semana Hispanahicieron una dramatización de unaconversación entre una madre y unaadolescente, conversación que puede sermás que común en muchos hogares de estaciudad.

En este acto fue claro el deseo demanipulación de una hija, quien se empeñaen que su madre le permita ir a una fiesta,mientras esta se niega.

En la presentación fue obvia la luchadiaria de muchos padres porque sus hijosno olviden sus raíces y su cultura, y el afánpor mantener una buena comunicación apesar de la barrera del idioma.

Marlipsen Cáceres coordinadora delgrupo de la juventud de Semana Hispana,hizo el papel de madre de Vilma Calcaño,encargada de Relaciones Públicas de dichocomité.

Estas fueron las preguntas elaboradaspara desarrollarlas durante el diálogo-almuerzo, las interrogantes fueronpresentadas en inglés y en español. Lamoderación del debate estuvo a cargo deAliali Silverio y esta servidora.

¿Por qué piensan ustedes que laviolencia en la ciudad ha crecido tantoentre los jóvenes?

• La música que existe y las imágenes quese proyectan en la TV incitando a laviolencia.

• El ocio, el no estar haciendo cosasconstructivas, provoca maquinaciones yincentiva la violencia.

• Los consejos y las presiones de otrosjóvenes, hacen que se recurran o semotiven a realizar actos de violencia.

• Las leyes que tenemos también, son unfactor para ello, porque esas leyes noprotegen a los padres, sino a los niños ylos padres temen corregirles comoentienden que deben hacerlo.

¿A su juicio cuál es el problema más graveque afecta a nuestros hijos?

• Los embarazos no deseados en lasjóvenes

• Las drogas y el alcohol ¿Qué podemos hacer nosotros como pa-dres para prevenir que nuestros hijos semantengan fuera del poder de laviolencia?

• Solicitar que se modifique el currículo enlas escuelas, para que se pueda introducirmaterias que ayudaría mucho, tales comola moral y cívica.

• Que los padres se puedan involucrar másen las actividades de los jóvenes y en la

escuela.• Que los padres puedan proponerse ser

ejemplos para sus hijos y dándoles mayororientación.

¿A qué atribuyen la poca participaciónde los padres en las escuelas y cómopiensan que éso afecta a nuestros hijos?

• A la barrera del idioma, muchos padrestienen miedo al no hablar el idioma.

• Porque la asociación de padres y amigosno está funcionando como debería.

• Porque no se pone el horario de lasreuniones en forma que los padrespuedan asistir

• Porque el nivel educativo de los padresestá muy por debajo del que tienen loshijos.

• Porque los padres al tener un niveleducativo inferior al de sus hijos,pierden el control de estos y tienenmiedo.

• Porque no tenemos programas queayuden a los padres a educarse.

• Porque no tenemos programas paraeducar a los padres y que estos lesayuden con los hijos.

• Porque a los padres no se les toma encuenta para la elaboración para laelaboración de las agendas dereuniones.

¿Quiénes de los presentes piensa que surelación con sus hijos no es tan buenacomo quisieran?

Plazo para reclamar sudinero por vencer y parasiempre

Unas 40.800 personas enMassachusetts que no presentarondeclaraciones federales para 2003, tienenpendientes más de $69 millones, anuncióhoy el Servicio de Impuestos Internos(IRS). Sin embargo, para recolectar eldinero, una declaración para 2003 debeser presentada a más tardar el martes, 17de abril de 2007, o el dinero pasa a serpropiedad del Departamento del Tesoro.Nacionalmente, los reembolsos que nohan sido reclamados suman $2.2 billones.

El IRS calcula que la mitad dereembolsos serían por más de $611.Algunos individuos tuvieron impuestosretenidos de sus salarios, o hicieron pagospor los impuestos adeudados de susganancias por trabajo por cuenta propia,pero tuvieron ingresos muy bajos comopara estar obligados a presentar unadeclaración de impuestos. Algunoscontribuyentes también pudieran serelegibles para el reembolsable CréditoTributario por Ingreso del Trabajo.

“Aproveche para solicitar todo

aquello a lo cual tenga derecho este año,como podría ser el Crédito Tributario porIngreso del Trabajo o el Reembolso delImpuesto Telefónico de Larga Distancia, ytambién cualquier reembolso pendiente deaños anteriores antes de que sea demasiadotarde”, recomendó la portavoz del IRS SaraEguren.

Por lo general, los solteros calificaronpara el Crédito Tributario por Ingreso delTrabajo (EITC) si en 2003 ganaron menosde $33,692 y tuvieron más de un niñocalificado viviendo con ellos, menos de$29,666 con un niño calificado, o menosde $11,230 sin niños calificados. Los límitesson ligeramente más altos para matrimoniosdeclarando juntos. Quienes presentendeclaraciones con más de tres años detardanza sólo podrían aplicar el EITC alimpuesto adeudado sin recibir un reembolsosi el crédito supera sus impuestos.

“No se quede sin reclamar su dineropor temor; el IRS no penaliza pordeclaraciones tardías de que califican paraun reembolso”, añadió Eguren.

El IRS recuerda a quienes buscanrecibir un reembolso del 2003 que suscheques serán retenidos si no hanpresentado declaraciones de 2004 o 2005.Además, el reembolso será aplicado acualquier monto adeudado al IRS y podríaser usado para cumplir con pagos demanutención de niños o deudas federalesvencidas, como préstamos estudiantiles.

Es necesario crear alternativasdonde ellos puedan descargar deforma positiva toda la energía quellevan consigo. ¿Piensan que es una buena idea laformación de un grupo o variosgrupos de padres con la finalidadde encontrar apoyo entre ellosmismos y así enfrentar la situaciónde violencia que nos afecta?

¡Saludos Amigos Lectores! Quealegría al saber que la primavera ya seencuentra a la vuelta de la esquina,aunque hay que tener en cuenta que yotengo la tendencia de exagerar, en manerapositiva, cualquier cambio que ocurra enel clima (especialmente de frío a caliente).

Mi esposo y yo decidimos que elSuper Bowl es seña de que la primaveraya llega a pesar de que técnicamentetodavía queda la mitad del invierno.Después considero el Día de losEnamorados y Febrero 21, ya que se haido el tercio del invierno a este punto,haciendo de estos dos más señales de quela primavera está por llegar.

Aquí en Lawrence la señal real deque la primavera está por comenzar es laparada del Día de San Patricio. Esta“señal” en particular tiene la ventaja decaer cerca del principio de la primavera.En esta parada, la cual espero que elGrupo de Amigos de la Bibliotecamarche, es una de las muchas actividadesculturales que ocurren durante el mes dela Herencia Irlandesa. Me gustaría tomarun momento para informarles sobre loseventos especiales que tendrán lugar aquíen la biblioteca.

Por último, el día 18 de marzo es lapresentación de Una Tarde con NoraJoyce. La narradora para esta actividadserá Sharon Kennedy quien ha sidonominada para los Grammys. Estaactividad estará limitada para personas de18 años o más ya que el tipo de materialque será narrado no es apto para menores.Estoy feliz de que la biblioteca sea ellugar donde se conglomera nuestracomunidad para celebrar actividades detan gran calidad. Estoy confiada en queestas actividades atraerán muchaspersonas, así que les recomiendo quelleguen aquí temprano. Esta últimaactividad comenzará a la 1:30 en elauditórium Sargent. ¡No se la pierdan!

Entre otros temas, la encuesta sobreel presupuesto de la ciudad por nuestroalcalde está ya disponible para todos aquíen la biblioteca. También quisiera hablarles sobre lasaplicaciones de becas en las que he estadotrabajando. Creo que pronto tendremoslos fondos para añadir más programas yservicios a la biblioteca. La emisión y renovación de pasaportesdominicanos sufrirá un cambio drástico enlos próximos días, luego de que hayan sidoinstalados equipos de más alta y avanzadatecnología acorde con los tiempos modernosque vivimos.

Con estos equipos los pasaportes seránemitidos bajo el sistema biométricoimplementado en varios países, permitiendode este modo que la República Dominicanacompita con aquellas naciones que hanpuesto en marcha este avanzado sistema.

Conocido también como pasaporte delectura óptica, el documento lleva en una desus páginas una barra de lectura electrónicay una fotografía numérica.

Además del chip con la informaciónbiométrica básica, el pasaporte presentarála opción de reconocer el iris y las huellasdigitales del portador.

El nuevo documento de viaje fueestablecido por el gobierno norteamericanode acuerdo con códigos de seguridadadoptados tras los ataques terroristas del 11de septiembre de 2001.

Sin embargo y de acuerdo al cónsulgeneral de la República Dominicana en Bos-ton, Dominico Cabral los servicios deemisión y renovación de pasaportes se haestado ofreciendo sin ningún tipo de

dificultad, aunque en lo que respecta alprimer proceso, el mismo se esta tomandoalgunos días.

“Nuestro país se esta adelantando dosaños a lo solicitado por la Organización deAviación Civil Internacional entidad quediera un plazo hasta el 2010 para que esospasaportes sean emitidos’’, dijo Cabral.

El organismo conocido por sus siglasen inglés como OACI puso en vigor elformato de pasaporte biométrico con laintención de fortalecer la seguridad en elsector aéreo y, al mismo tiempo, simplificarlos controles en los aeropuertos.

OACI ha estimado que el documentode identidad biométrico será de uso generalen todo el mundo dentro de cinco años.

Los 188 Estados parte de la OACIacordaron que empezarán a emitir estospasaportes a más tardar para el primero deabril de 2010.“La República Dominicana se suma a partirde este mes a los 110 países que ya expideneste documento”, afirmó el cónsuldominicano.

Por otro lado Cabral destacó que no ob-stante a los cambios que pronto se estaránimplementando los servicios consularesdominicanos la emisión y renovación depasaportes se ha estado ofreciendo sin

ningún tipo de dificultad, aunque en lo querespecta al primer proceso, el mismo se estatomando algunos días.

Finalmente el jefe de la misión consu-lar dominicana pidió disculpas por losinconvenientes que esta medida pueda estaracarreando a quienes necesiten tramitar unpasaporte en el Consulado Dominicano paraviajar a la República Dominicana.

Hundreds of YMCA YouthBasketball League (YBL) players fromthe Lawrence and Methuen YMCAbranches filled the gymnasium at theMethuen YMCA on Saturday, March 3for the first annual Kimball Classic, abasketball jamboree of 5- and 6-year-oldbasketball players.

The Jamboree was named forYMCA Vice President Walter Kimball,honoring him as one of the “foundingfathers” of YBL at the Merrimack ValleyYMCA which begin in the early 1970s.In 1973, the YMCA of the USA enteredinto a partnership with the NBA PlayersAssociation and started the YouthBasketball Association (YBA).

This effort started hundreds ofyouth basketball programs in YMCAsaround the country and marked thefirst YMCA effort to train professionaland volunteer leaders to conduct youthsports programs. Walter Kimball tookpart in this program and started a YBAprogram at the Lawrence YMCA. TheYMCA of the USA’s affiliation withNBAPA ended in the 1980s and thenthe program changed its name to YBL(Youth Basketball League).

Over the last thirty years, theMerrimack Valley YMCA has hostedthousands of youth in this instructionalleague. This program is for boys andgirls ages 5-14 years old. YMCAbasketball is a unique program wherecoaches stress the development of thechild rather than competition. Themain goals of the program are: skilldevelopment, personal development,fair play, fitness, character developmentand fun. Coaches do not focus onwinning and losing. The focus is onlearning skills, participation and fun.

More than seventy youth participated inthe 1st annual Walter Kimball Classic

Basketball Jamboree held at theMethuen YMCA on March 3. Players are

part of the 5- and 6-year-old divisionsfrom the Lawrence and Methuen YMCA

branches. Each team played two halfhour games. In between games, there

were raffles, arts & crafts projects, andrefreshments for the whole family.

As part of its on-goingcommitment to communityrevitalization, Mayor Michael J.Sullivan and the CommunityDevelopment Department (CDD)have announced continuing strategiesand funds to rebuild and enhance thebusiness districts of Broadway andEssex Street. The CommunityDevelopment Department administersthe Storefront Improvement Program(SIP), a major piece of the city’sbusiness district revitalization efforts,funded by the Federal Office ofHousing and Urban Development(HUD).

“We have specifically targetedthe Essex Street and Broadwaybusiness districts to make an impacton the downtown community, as partof our revitalization program”, statesMayor Michael J. Sullivan.

The Storefront ImprovementProgram provides grants andtechnical design services up to $40kper approved project, with 75% paidby the City and 25% paid by theapproved business or commercialproperty owner. Recipients can usethe funds for a variety ofimprovements, ranging fromrepainting to purchase of newwindows, awnings and signage.

The Storefront ImprovementProgram was established to help newand existing businesses attractcustomers. It also:• Leverages private investment from

current owners and inspiredimprovements to neighboringbuildings

• Enhances the appearance andcharm of commercial areas whilebuilding a safer street environment,and

• Re-establishes pride in some ofLawrence’s oldest and best-lovedbusiness districts.

Monday, March 5th 2007, was like anyother busy day at Naztel Communication,located at 412 Essex Street, in Lawrence.

Propietor Nazario Esquea and his wife,Xiomara, spent the day taking care of theircustomers. Around 5 PM, two young malesentered the store and questioned Esqueaabout some cell phones and prices. “Theyleft without saying anything”, said Esquea.“Usually, undecided customers claim eitherhigh prices or lack of money as the reasonsfor leaving without buying”, he said.

According to Esquea, 15 minutes later,one of the two young males returned to thestore, and specifically asked him for a par-ticular phone. “It was cold and he was freez-ing”, said Xiomara. “I asked him to come inand warm up while Nazario was placing thetelephone in a plastic bag.”

“Once I got the phone in the bag, I no-ticed when the young man put one hand inhis pocket and took some money out, thenwith the other hand, he grabbed the bag fromme and ran out of the store with me and thisshovel after him”, said Esquea.

Esquea, shovel in hand, was chasing therobber through Essex Street, when he sawLawrence Police Officer Nirisa Robles driv-ing by in a marked cruiser, and asked herfor help. The suspect ran toward MethuenStreet through an alley, with Esquea shovelin hand, behind him and now LPD had joinedthe chase with blue lights and blaring sirenson.

According to the police report, OfficerRobles called the dispatcher and after giv-ing her and the robber’s location, asked forback up units. The suspect, turned aroundand made his way back into Essex Street, tofind himself corralled by five others policeofficers and a group of business ownersalerted by Xiomara Esquea. Finally, Esqueawas able to put his shovel down!

The suspect, identified as 18-year-oldDiego Guzman, of 302 Lawrence Street, Apt.#2, was apprehended and charged with re-sisting arrest and larceny over $250. Thestolen items were 1 Boost Mobile Starter Kitvalued in $25.00 and 1 Boost MobileMotorola 1885, valued in $315. Accordingto the police report, the items will be returnedto Esquea.

Esquea won’t comment if he keepsother weapons at the store besides theshovel. “I use it (the shovel) to clean thesnow. In this case, it came in very handysince I didn’t know if the other young fel-low was outside waiting for me, with aknife”, said Esquea.

Besides Oficer Nirisa C. Robles, Offic-ers Adam D. Goujon, Daniel J. Fleming, Wil-liam Olivieri, Timothy S. Yerian and Tho-mas M. Murphy responded and helped inthe capture of the suspect. “I’m really im-pressed with the work of these officers”, said

Esquea.Esquea was not that impressed with pre-

vious police work. “It happened last yearduring a snow storm and we all were at theback of the store, when a group of teenagersrushed into the store, grabbed 5 cellulars andran away”, commented Xiomara. “Someregular customers happened to enter thestore at the time when the kids were exitingand identified one of them and also the platenumber and make of the run-away car”,added Esquea.

“An officer responded to our emergencycall and was given a complete descriptionof one of the kids. Armed with his name andaddress, the officer confronted the kid at hishouse, then called back the witness and toldher that the kid was denying the charges andthat he was wearing a different color t-shirtfrom the one she had described,” explainedthe merchant.

“Are you sure that you want to proceedwith this?” The officer asked the witness atthat time, according to Esquea, and releasedthe kid without taking any action. “With hisaction, I lost not only my cellulars but mycustomer. Now she is afraid to come backhere in case the kids are around”, saidEsquea.

Since Naztel Communications openedin 1999, they had 5 mayor break-ins. Bur-glars had entered twice through the roof,twice through the back wall by making ahole, and once through the front door.

“A couple of times the thieves werecaught inside the store, when they were readyto leave, but once, the alarm did not func-tion and the burglars got away with merchan-dise valued at more than $4.000. Later onhe was apprehended. He was a minor andthe judge ordered him to pay back only$1,700 at $60 a month. After that, I finallydecided to buy insurance, and of course, I’llkeep my shovel handy,” ended Esquea.

“Once I got the phonein the bag, I noticedwhen the young manput one hand in hispocket and took somemoney out, then withthe other hand, hegrabbed the bag fromme and ran out of thestore with me and thisshovel after him”

Since its December 2005 opening, theMcGovern Center has been a cause for con-cern. For over a year that spanned two win-ters, passengers arriving in Lawrence bytrain were forced to cross the tracks using atemporary low-level platform in order toreach the Center.

“Residents from across the MerrimackValley rely on public transportation for theircommute. There is no question in my mindthat this boarding scheme is just too risky,”commented Finegold. “This is a very im-portant project for our region. TheMcGovern Station will help us open up eco-nomic activity in the area by allowing com-muters an easy commute to and from thecity.”

Due to the ongoing efforts of Lawrencelegislators Tucker, Finegold, Lantigua andTorrisi, the MBTA Board of Directors hasrecently authorized the execution of anagreement permitting the Massachusetts BayCommuter Railroad Company (MBCR) tocomplete the remaining track and signalwork at the McGovern Transportation Cen-ter. “We know how important safe, efficient

Hello Rumbo readers. I am happyto see that spring is on the way. I grantyou that I tend to take a ludicrouslypositive approach to what I consider as a“sign of spring”.

My husband I have decided that theSuper Bowl is a sign of spring despite thefact that, technically speaking, more thanhalf of winter remains at that point. ThenI will consider Valentines Day andFebruary 21st (the two thirds point) bothadditional signs of spring.

The real sign though, in Lawrence,is the annual Saint Patrick’s Day parade.This particular “sign of spring” has theadvantage of actually occurringsomewhere near the beginning of springand it is also recognized beyond my ownhousehold. The parade, in which I hopeour Friends group will be marching, is justone of the many cultural events occurringas part of Irish Heritage Month. I wouldlike to give special notice of eventshappening here at the library.

The South Lawrence Branch will bethe host for three sessions of Irish storytelling, one each on March 2nd, March 12th

and March 19th. We are very proud to haveMarianne Bolger, the Irish Vice-Consul,reading to children on the 2nd. She willbe reading with Mayor Sullivan. I wonderhow she will react to his new look.

I have already mentioned in my lastarticle that George and Terri Kelley willbe presenting Ireland in Song on the 25th

in the Sargent Auditorium. I can’t sayenough what wonderful performers thesetwo are. Terri is sort of the “godmother”of our Steinway piano and she will bemaking some beautiful music for all ofus. Husband George is on vocals. WhatI particularly love about these two is thequality and originality of their repertoire.I guarantee this free performance will bea real treat.

Last, but certainly not least, is theMarch 18th performance of An Afternoonwith Nora Joyce. The storyteller for thisshow is Grammy nominated SharonKennedy. Because of the nature of theJoyce material the performance will berestricted to people age 18 and over. I

am thrilled to have the library be thevenue for a show of this quality. I feelcertain that this will be a real audiencedraw so I would strongly encouragepeople to get here early. The performancewill be, once again, in the Sargentauditorium at 1:30 p.m. Do not miss this.

On a different note: the mayor’ssurvey on the city budget is now availablehere at the library. Please take a momentto fill out one of these surveys and haveyour voice be heard. It is not manycommunities in which the residents’wishes, with regard to city priorities, areregistered other than in referendum votes.In other words, we are being offered arare civic opportunity and we should alltake advantage of it. Budget time isaround the corner so be a part of theprocess.

Well I will go back to all the grantapplications I have been working on. Ibelieve we may soon have the funding tobe adding some important new programsand services here. It’s a lot of work tofill out the forms but well worth the effortin the long run. Keep on waiting forspring. I have already calculated that bythe time my next Rumbo article ispublished it will be here. See you at thelibrary.

annual DECA State Career DevelopmentConference March 15-17 in Boston.

Eight of the students, who major inMarketing, Fashion Design, and CulinaryArts & Hospitality, qualified to attend theconference by winning awards at the recentDECA District competition.

BOY SCOUT USEDUNIFORMS WANTEDNorth Essex District of Yankee Clipper Council Boy Scouts of

America seeks gently used Cub Scout and Boy Scout shirts, uni-forms, and equipment to help disadvantaged youth within theMerrimack Valley.

Over the past few years, the Council placed great emphasison delivering its programs and expanding Scouting opportunities forinner-city youth. The community outreach has been successful withdozens of children entering Scouting programs. Unfortunately, manynew members cannot afford the cost of Scout uniforms and equip-ment to allow them to camp and otherwise participate in the pro-grams.

For those of you just coming on board,the letters HDC stand for Historic DistrictCommission a.k.a. The Pompous Board, andlast Monday night Martha Welch a.k.a.Member of the School Committee upheldthe tradition! Way to go Martha!

Last Monday night the council was tovote for second read; an ordinance provid-ing for the amendment to the demolitiondelay ordinance. The amendment was to anordinance executed by the old council, (lov-ingly referred to as the knickknacks), on1/22/02.

As the elevator doors opened, and Irounded the corner to take my seat, I no-ticed that Martha, wearing her red powersweater, at the podium, was addressing thecouncil.

She was lamenting that no one attendsthese meetings. She is talking about thepublic hearings as well as the Historic Dis-trict Commission meetings. “They are opento the public; we don’t have secret meetings.We don’t tell you what to do.”

Martha goes on telling the council thather group is misinterpreted, misunderstood,it is just all a big old mistake, and her groupis taking the rap. They don’t tell you whatcolor to paint your house.

What Martha managed to do, becausewe all know that she knows it ALL, is getthe council to completely eliminate thedemolition delay from the books.

Not that the old ordinance was any goodanyway, remember it was executed under thereign of the nefarious “Queen shar” with“Billy the Bridge” leading the knickknacksby the nose. There are many such ordinancesand resolutions ratified in this way.

The old ordinance was to be enforcedby this phantom board that did not even ex-ist. I believe it was to be called the Preser-vation Board.

Martha was a huffing and a puffing asshe marched out of the Great Hall, Frank intow. Oh, God, she does so know-it- all! Itmust be something in the water.

The good part (there is always a goodpart when a know-it-all pontificates) Marthamanaged to intertwine the fact of the newdemolition delay with the fact that her group,the HDC also wants to annex many housesin the City to be under the thumb of the HDC.MY HOUSE INCLUDED!

Jump in the way back machine withme… we are going back to the creation ofOZ. You know where two houses fall out ofthe sky and land sideways on the edge ofthe past mayor, Sharon M.oney Pollard’syard.

The HDC made all that possible. Littleload Lussier was chairman of the HDC,Martha was his trusty vice chair. The de-cree allowing this special favor to happenwas on the agenda, and a public meeting wasadvertised.

Someone forgot to synchronizewatches; the little load slips the gavel toMartha, and wheel the gavel Martha did,giving the thumbs up to old shar and littleload to glean a cool hundred thousand dol-lars for the sale of two buildable lots with ashared driveway, “behind the scared wall”.

According to the records, old shar andthe little load purchased the house for$110,000. WOW, make that a ten thousanddollar house. I had forgotten just what agreat deal the HDC had cooked up for theex, hopefully soon to be disgraced royals.

Oh yea, one more thing, I believe thatthe time that Martha was the stand-in for thelittle load, and oz was created, there wassome confusion as to the time this little pub-lic meeting was to take place and unbeliev-ably coincidently the decree was signedsealed and delivered by the time the neigh-bors arrived at the meeting.

May I mention St. Monica’s Church…the old church, I could go on and on.

So let me say this loud and clear,“WHEN HELL FREEZES OVER”, “OVERMY DEAD BODY”, will I ever be part ofthe HDC purview.

This board needs to have a full auditand be investigated for shady practices inthe past, and then it needs to be decimated,never to make another decision again. Theusual suspects have served abnormallylengthy terms. Billy, retire them!

There is a sad part to this whole story.Dan Gagnon also spoke at the meeting, af-ter Martha muddied the waters; Dan is agenuine historian, who truly believes in thepreservation of our history, but alas Marthahad managed to take some of that mud andthrow it in the eyes of the councilors. Dan’spleas fell on deaf ears.

Dan was against the queen’s selectivepreservation, voiced his opinion and was os-tracized for his rebellion. “Billy the Bridge”has recently reappointed him to the HistoricCommission, not to be confused with theMartha and the almighty Historic DistrictCommission.

The only problem is that the HDC ridesroughshod over all the other boards, buteliminating it would jeopardize some ofthose luscious grants we have been receiv-ing for many years. Now you know the onesI want investigated.

All I can say you are dam lucky I AMNOT THE MAYOR!

Council Meeting 2/20/07WHAT? NO PROCLAMATIONS?

I do so love the parade and had gotten usedto the large groups Kathi Rahmey had beenmarching through to bolster her politico fu-ture. Just like old shar used to do with theFestival of Thieves… I mean, Trees.

My favorite was the Mob Meeting. Itappears that we have brand new camerasinstalled in the Great Hall, I do hope thatthey can get a panoramic view, so those ofyou at home glued to your TV can get thereal meaning of what is going on in yourCity.

Methuen has another DawwgThat makes four in total. There are

three of the canine diversion and of course,you all remember the Deputy Dawwg, I amnot sure what he is.

chase of the dog was disclosed; it is beingdonated to the city by CAFUA ManagementCompany, LLC, this company is develop-ing the old “Rendezvous” site.

One of the dogs… well, make that twoof the dawwgs are getting very old, so thisis a replacement for one of them. Hope-fully the Federal investigators can find aplace for the other old dawwg.

CAFUA also donated money to builddugouts at the High School Baseball fieldon Pelham Street. Thank You!

Blue ribbonsI caught the story in the daily record of

advertisement, death, Dear Abby and horo-scope, I tell you it choked me up. Really itdid. I had already done some research onjust who was purchasing these ribbons.

I have seen 5 in total. One on JohnCatania’s car, and John I must say, I am notthe least bit surprised! Next one I saw be-ing sported by an older woman sitting at the5 corner lights.

Also, on a black Mercedes that camebarrelassing out of Nevins Road, ignoringthe stop sign, cutting me off, speeding offtowards the Salem New Hampshire line, onlyto veer off, no blinker, into Paysaver.

Then, there was one on a black pick-uptruck that ran a red light in the square. Ican’t be sure but I thought I saw this samepick-up truck doing 70 on Rt. 213.

Last and I cannot be sure if it was thesame car as driven by the older woman, butthis was an old guy heading south on 93,picking his nose.

Does placing a blue ribbon on your carinsure you a pass when you do somethingillegal? Two out of five blue ribbon wear-ers (I know I can’t count the nose picking inpublic) were deliberately breaking the law,thinking they are all that… you know, abovethe law like bad boyz think they are.

Lazarus House Ministries andCambridge College have recentlypartnered together to offer theprogram, “English in 24 Hours,” willproudly see their first cohort of ESL(English as a Second Language)students graduate from the 8-weekprogram taught specifically as part ofthe Lazarus House Job TrainingProgram.

ESL provides many immigrantsand others the opportunity to learnand improve their command of theEnglish language, greatly increasingtheir chances of obtaining andmaintaining employment thus livingfuller lives and obtaining better jobs.

H. Bridget Shaheen, LazarusHouse executive director, not onlygives credit to Cambridge Collegebut to Putnam Investments whoawarded a $90,000 grant last yearthrough their Local Initiative grantprogram to fight poverty andhomelessness and also to the StevensFoundation leadership grant insupport of this program. “We praiseGod everyday for the good peoplewho recognize the worth of everyhuman life and its potential, givingthem the opportunities to live theirdreams. They have given so many areason for hope and assured them thatthey should always dwell in thepossibility.”

The Lazarus House Job Trainingprogram provides men and womenwho are not eligible for moretraditional training programs theopportunity to attain job skills,training, mentoring and experiencethrough their Spark*L.E. CleaningServices, a commercial andresidential cleaning service thatprovides on the job training andemployment for qualifying trainees.

Each participant who attendsESL through the Job Trainingprogram works 30 hours a week andis additionally paid for 10 hours ofESL education. Upon graduation,trainees are employed fulltime for anadditional 7 months gaining valuablework experience while buildingconfidence and self esteem. LazarusHouse also offers the traineesassistance where needed: eye glassesfor those who require them, freedental care through St. Luke’sMedical and Dental clinic andadvocacy services.

Sandy Blanes, CambridgeCollege instructor and coordinatorfor the “Ladder to Language”program at the college, teaches the“English in 24 Hours” at LazarusHouse. Sandy is amazed at howmuch the participants, men andwomen from ages 28 to 50, havelearned and how they have beenencouraged to continue their studies.Sandy adds, “Some of the graduatesare now able to come and take theentrance exam for the “Ladder toLanguage” program at the CambridgeCollege Lawrence Regional Center.”

Since 1998, over 89% of ourtrainees who have participated in ourJob Training, program have gone onto find permanent employment.

Does that mean, when the police are outpatrolling the neighborhoods, if they seesomeone breaking the law, do they pull outa little black book and check and see if thisparticular name is on the FFF List and justgive them a pass.

I would love to see the FFF list, that’sFamily, Friends and Favors.

Word to the wise “patrol people”, makesure you check to see if there is a blue rib-bon on the trunk, your version of the littleblack book might not be updated to snuff,the chief could call you in from off duty, payyou overtime for four hours to grill you aboutyour indiscretion. You could even be eatingat Applebee’s when you get called.

Hey! You, 700 ticket holders, perhapsyou could file your application for specialdispensation. Better still, if I heard correctlyat the council meeting, we are going to haveeither a workshop or a public hearing on therescinding of this ban. I expect at least 700hundred people to be there. I would love to know just how much“Developer Extortion” has been collectedby the current and past administrations.What did we do with the money?

It’s like the good olde boys network,certain public employees accept payoffs inorder for these developers to come and rapeand pillage our fair city.

Make no mistake; it has nothing to dowith the good and welfare of the citizens ofMethuen. Usually, in my experience, it isdetrimental to your health and safety.

Yet these projects mysteriously forge,“forward together,” in spite of the neighbor-hood opposition, and the breaking of everyrule set in place to safeguard the citizens’welfare.

All the while, not a whimper from thoseelected and appointed whose only respon-sibility is to safeguard the citizens’ welfare.

Their job is not the brokering of devel-oper extortion money, which ultimately noone seems to have a handle on.

How much mitigation payoff money hasbeen covertly diverted over the years?

Did I mention if I were mayor we wouldhave had an audit performed, so not just me,but the whole city would know were everypenny was?

Now let me get back to the title of mystory, Mitigation Money. This is about oneparticular chunk of change, $650,000 to beexact. The developer extortion… I meanmitigation money for the Archstone/SummitHill Place a gargantuan project up on PieHill.

I will admit I did not attend all theArchstone meetings but I did attend someand I, like the surrounding neighbors,thought this money was going to address anycongestion problems in this specific neigh-borhood.

Well, think again; this money was usedto balance a supposedly already balancedbudget in the fiscal year 2004.

Old shar must have just forgotten tomention this fact. Well, I don’t blame herbecause of the already big flap happeningto the Brooks mitigation money being di-verted from the city coffers to the Festivalof Thieves coffers. Damn! Did I say thievesagain?

But wait, “Billy the Bridge” Manzi wassitting on the council at that time. He mighthave not been the official chairman, but be-hind the scenes, he had already made his pactwith the devil… I mean, old shar. Billy wasthe chosen one to be the next mayor. Didyou think this came without a price?

NOOOOO! The price was that Billyknowingly allowed Sharon M.oney Pollardto mismanage this city almost to ruin, pil-fering from every chunk of money she could

get her hands on. God all the things she didhad to be illegal!

Why else would we need to divert$450,000 of the $650,000 mitigation moneyto balance the budget?

WE NEED AN AUDIT!!!And while you are at it Billy (it would

have been one of the things I would havedone), perhaps you should ask our solicitorto tear himself away from the fruitless jobof trying to cover the chief’s ass and startthe process of taking Archstone/Summit totask for breaking the rules of the 40B guide-lines and realizing a huge profit when ac-cording to rules they are only supposed toglean 20%.

Approximately one in four orfive adult Lawrence residents smoke,Ms. Knight explained. Each year, 75people in Lawrence die fromcigarette smoking. Each of thosesmokers potentially lost an average of14 years of life. A recent reportreleased by the Harvard School ofPublic Health reveals that from 1998-2005 cigarettes had increasedamounts of nicotine by 11%.Therefore, it is more important thanever that smokers get the help theyneed to rid themselves of this deadlyaddiction.
