lreilent Olevof jiti'I Itiromnirndthf 1'oiitiuiMuce ol the Treaty.

"I ej.prts my unhesitating convictionthat the intimacy of our relations withHawaii should bo emphasized. As a re-

sult of the Reciprocity Treaty of 175,those islands, on the highway of Orientaland Australian traffic, are virtually anoutpoet of At .ericin commerce and astepping-ston- e to the growing trade ofthe Pacific. The Polynesian Islandsgro ips have been so absorbed by otherand more jowerful governments that theHawaiian Islands are left almot alonein the enjoyment of their autonomy, which it is important for us should bepreserved. Our treaty is now termin-able in one year's notice, but proposi-tions to abri"'ate it will, in my judg-

ment, be mo- -t d. The para-

mount influence we have there acquired, once relinquished, rould only with diff-iculty be regained, and a valuable coigneof vantage for ourselves might be con-

verted into a stronghold for our com-

mercial competitors. I earnestly re-

commend that the existing treaty stipu-lations be extended for a further term ofseven years. A recently-signe- d treatyto this end is now e the Senate. The importance of telegraphic commu-- i

ideation between those islands and thej l'nited States should not be overlooked."

j A fine Vessel. One of the finest specimens of marine

i architecture built n this Coa-- t is thebarkentine Planter, recently constructed;.t Port Ludlow ford. Kentiield it Co. ofthis city for the Sandwich Islands trade,The vessel was designed and built byCharles Murray, who also built the well-- !

known barkentine Discovery, which re- -

centlv arrived from Honolulu in a famousrun of twelve and a half days. ThePlanter is 151 feet keel, Vu1., feet beam

; and Rf'.j feet depth of hold, and carries050 M feet of lumber, or 950 tons of gen- -

eral merchandise. The vessel is a linemodel, designed jointly for sjeed amicarrying capacity. Her heavy timbers, deck beams, knees, breast In oks andwaterways show her to be as substan-tial as wood and iron can make her, and,in addition, her fine cabin, finished inpolished woods and elegantly furnished, will make her a popular vessel for pas-

sengers. She is commanded by CaptainW. Perriman. A reception was had onboard the vessel yesterday, and a largenumber of nautical men who were onboard praised the vessel highly. S. F.Call, Dee. 2d.

Sninoaii Affair. The President in his message to Con-

fered to place Samoa under the protec-tion of the United States, and the lateConsul, P.erthold Greenebaum, of SanFrancisco, without authority assumed togrant it. The proceeding was promptlydisavowed, and the overzealous otlicialrecalled. Special agents of the threegovernments have been deputed to ex- -

THE SUGAR MARKET.

NEW YORK MAKKKT.

A moderate amount of business hastranspired during the past three days, but the market has undergone no essen- -

change, either with resjK-c- t to thecharacter of the demand or the quotablerange of values. Refiners continue topurchase only as their wants arise, andchiefly on the spot, the light productionthat is now being turned out from therefineries in operation leading to theadoption of a conservative policy in car-rying stocks. The purchases have beenchiefly of low grade East India product, that show steady prices on the basis of45u cents fair refining, while the fewparcels of centrifugals taken have sold at5 :;-- l; for '. test. There has beenscarcely any business reported in Cubacargoes on cost and freight terms. Thenew crop is now near at hand, andbuyers are not disposed to stock up inexcess of their wants with old sugars.Sellers' views are about 27 cents for !

test centrifugal, although one parcel "s

said to have been offered at 2 RMt',while buyers would readily pay 234.There has been a moderate business inbeet at lis. 3d. (? lis. 4'.jd., cost andfreight for firsts, and 9s. l'.jd. 9s. 3d.for after products, but on account of thesharp advance cabled from Londonthere were very few firm offers on themarket, and these were much abovebuyers' views. The advance in Londonwas probably due to the liquidation ofspeculative trading that fell due at theclose of the month, and consequently ithad but little influence uion this market.

THE REPUDIATION ORGAN .

When the "Herall" accepted tl?contract to create a sentiment againstthe Oceanic Steamship Company as a

reliminary to repudiation of its lawfulclaims, it misjudged its own influenceand the moral sense of the community. When the late Attorney (leneral ad-

vised that a similar course might betaken upon a recent occasion, publiccondemnation was so pronounced thathe was promptly removed from theCabinet until a capable lawyer, in sym-pathy with the ceneral polk - of theGovernment, could be induced tr 1 cy-t

j

office. The void was ultimately tilledby the appointment of Mr. Antone Rosato the Attorney ( Jeneralship, but thatgentleman is far too sound a lawyer andtoo honorable a man to advise eitherthe repudiation of the floating debt con-

tracted by a former Cabinet or thesteamship subsidy honestly earnedunder a specific enactment. We mustlook, therefore, to other quarters for theexplanation of a iolicy so detrimentalto the public interests. That the "Her-ald" has been ued to "feel the publicpulse" in this business is past question, and that it has failed in producing theimpression hojed for i.s equally clear.Nothing could well be more pronouncedthan the tone of disapprobation of the"Herald" repudiation article, when thefacts of the case were stated by the Ad-

vertiser on Tuesday last.As we anticipated, however, the organ

of repudiation shifts its ground in itsreply of Wednesday, and attempts tocover its own deliberate misstatement ofthe law by the still more culpable moraloffense cf accusing the officers of theLegislature and the Committee on Re-

vision and Enrollment of corruptly al-

tering the text of the Oceanic SteamshipSubsidy bill after its third reading. Thisis a very serious charge indeed, andshows to what length the repudiatorsare prepared to go to carry out theirdishonest and reprehensible purjose. Itis, however, quite as true as the state-ment that the Act as approved containsa stipulation that the sailing of the sub-sidized steamshins should be at datesnot less than ten days apart. No doubtthe newspaper report of the 27th Auguststates that an amendment to this effectby Mr. Thurston was "approved" or"accepted," but we must conclude thattlr was an error on the part of the re-

porters, as on the third reading, whichtook place on the 30th of August, thebjU was read and passed without thatamendment, Mr. Thurston being presentand actively participating in the pro-

ceedings. Indeed there can be littledoubt on that point, inasmuch as Mr.Dickey proposed an identical addition tosubsection 4 of the bill on the thirdreading, which was defeated, and thefinal passage was taken without it. Ref-erence to the approved minutes of August 27th, being part of the journal of j

the Legislature, fails to show the adop-

tion of any such amendment. We have the law and only the law,

therefore, to deal with in this case; amithere is nothing in the law itself to pre-

vent the steamshis arriving and depart-ing on the same day. Public conveni-ence and business interests, however, are a sufficient reason for making aseven a division of each month for steam-ship movements as jossible. And noone who examines into the questionwithout prejudice can come to any otherconclusion than this, that the OceanicCompany has served the business andproducing classes of these Islands betterthan they were ever served by anyother transportation company, and thatthey have more than earned the subsidypaid and guaranteed by law.

No question can 1k raised now as tothe payment of subsidy for Decemberlast and the first three months of thisyear because the action of the Govern-ment in making these payments was in-

dorsed by the legislature despite per-

sistent efforts to the contrary by the Op-

position. Rut in any case, the excep-tional conditions created by the Austra-lian mail contract, so im-orta- nt to thedevelopment of Hawaiian commerce, twere in themselves sufficient to excusehe temporary employment of the is- -'

Buckland was known as the staunchfriend of Colonel Spreckels, and hencethe kingly demand for his olficial scalp. These movements all indicate, it is said, that when Colonel Spreckels cast clown

His Hawaiian medals and decorations atthe feet of the Sandwich Island monarchand bounced out of the Palace in highdudgeon, he began a quarrel which in-

tensifies with the U.pse of time, andthreatens to become very interestingbefore long. "San Francisco Call,"December 5th.

How It Looks Abroad. The "Alta California" says: "His

Majesty of Hawaii was pleased to cele-

brate his royal birthday by enlarging anumber of murderers, thieves and othercriminals from the prisons of his King-

dom, on condition that they should atonce leave his insular realms and im-

pose themselves Uon some other coun-

try. His Majesty's clemency is likely toprove inclemency for San Francisco, towhich these monuments of hiss mercywill sjeedily resort. Let us be thank-ful, however, that he keeps his Cabinetat home."

The Australia's Purser.Mr. M. H. lVdulfe, for seveial years a

jMjpular purser for Goodall, Perkins tv

Co. on the Pacific coast, is now purser oft the Australia. Mr. Bedolfe is well

known to the traveling public, and is

certain to give great satisfaction in bisnew oosition. He has the thanks of the

i Advertiser for u tile of late pairi.

BILL NYE ON ETIQUETTE.

A Crying Need of Our Nation Accordingto an Authority.

Bom day hen I get more time, I amgoing to prepare o long treatise' upon eti-

quette, and deliver it to the American people, illustrate! by one of those stereoptieons. Eti-quette has been a life-lon- g study for mo. Itis a thing that has engrossed my attentionfrom my earliest lioyhood, and it shows itselfat once in my polished maimers and easy-ru- n

ning carriaga.

Etiquette has been my life study. At table especially our American people

need a great deal of training. Wherever Igo I am struck with our Bad need of carefultraining. As a country, we need careful in-

struction in our manners, more spwially athotel Only the other day, at the tabled'hote, I heard a man ask for half a dozenbuckwheat cakes, ami when they came to himhe moistened the tips of his fingers in a fingerbowl and ran over the cakes as he would aroll of currency, fr he was the assistantcashier in a national bunk. Another man atthe same table was asked to pass the pvpperbox and he took it with his thumb on the liot-to-m

and his two first fingers on the top, justu he had leen in the habit of moving astack of chips from the ace to the deuce, nodoubt, for years.

So we as a jeople crowd our vocations tothe front, and are not able to banish ourtrades and professions, even at table. Weshould try to overcome this, and there aremany other features of our national etiquettewhich we need to change.

Only last week I saw a fine looking youngman sit at a hotel table combing his mus-tache with his fork, ami while in a brown studythe fork slipped out of the mustache andplunged with a sickening jab into 1 eye. Wecannot be too careful in our intercourse withmen to avoid all appearance of evil.

Etiquette always marks the true gentlemanand makes him an object of curiosity, esje-ciall- y

at a hotel. When you see a gentlemanwith whom . you are not acquainted youshould look ujion him with genteel horror andshudder two times in rapid succession. Thiswill convince a stranger that you have beenreared with the greatest care and that yourparents have taken special iains not to allowyou to associate with vulgar jeople.
