1.1 PURPOSE AND SCOPERoy F. Weston, Inc. (WESTON®) was contracted by the Texas Natural Resource ConservationCommission (TNRCC) to p er f orm groundwater monitoring activities at the Texarkana WoodPreserving Company (TWPC) S u p e r f u n d site. The primary purpose of the groundwatermonitoring activities at the T W P C site was to analyze groundwater from on-site permanentmonitoring we l l s to observe increases or decreases in concentrations of consti tuents of concern(polynuclear aromatic hydrocarbons [PAHs] and pentachlorophenol [PCP]) and determine ifknown plumes have migrated since the last s ampl ing and analysis event conducted in July 1999.The groundwater monitoring activit ie s included evaluating analytical data obtained through theco l l e c t ion and analysis of groundwater samples from selected exis t ing monitoring wel l s at thesite.In addi t ion to activities described above, the f o l l o w i n g additional sampling activity wasper formed:
• Measure f i e l d parameters (di s so lved oxygen, ox idat ion/reduc t ion p o t e n t i a l , pH,temperature, and s p e c i f i c conductivity).
The s p e c i f i c Data Quality Object ives (DQOs) for this e f f o r t are provided in the Projec t Quali tyAssurance Projec t Plan (QAPP) dated December 1997 in Element A, T a b l e A.1.2 O B J E C T I V E SThe ob j e c t ive s of WESTON's groundwater sampl ing in November 2000 included:
• Purge and sample selected shallow monitoring we l l s (MW-01, MW-03, MW-04,MW-06, MW-07, MW-08, MW-09, M W - 1 3 , MW-14, MW-27, and MW-28).
• Purge and sample selected intermediate monitoring wel l s ( M W - 1 7 , M W - 1 9 ,M W - 2 0 , a n d M W - 2 6 ) .
• Record f i e l d measurements (water l eve l , di s solved oxygen, ox ida t i on/reduc t i onp o t e n t i a l , pH, temperature, and s p e c i f i c conduct ivi ty) for a l l we l l s sampled.
• Analyze groundwater samples for selected s emivola t i l e organic compound(SVOC) consti tuents using SW-846 Method 8270C.
• Determine if site at tr ibutable contaminants are detected in monitoring we l l s , andcompare contaminant concentrations to the site s p e c i f i c action l eve l s presented inT a b l e 1 in Attachment 1.

2.1 OVERVIEWFourteen monitoring we l l s (MW-01, MW-03, MW-06, MW-07, MW-08, MW-09, M W - 1 3 ,MW-14, MW-17, MW-19, MW-20, MW-26, MW-27, and MW-28) were purged and sampledfor analysis during the November 2000 Groundwater S a m p l i n g Act iv i t i e s as well as c o l l e c t i n g awater level measurement at MW-04. Due to severe weather conditions, a groundwater samplefrom MW-04 was not co l l e c t ed . Monitoring well locations are shown on Figure 2-1.There are three water-bearing zones mat have been logged at the site. Thes e include shal low,intermediate, and deep water-bearing zones. The w e l l s in the shal low zone have comple t i ond e p t h s ranging from 13 to 25 f e e t below ground surface (bgs). Monitor we l l s in the intermediatezone have completion dep th s ranging from 56 to 63 f e e t bgs. Monitor wel l s in the deep zonehave completion dep th s ranging from 119 to 120 f e e t bgs. Ten shal low water-bearing zone w e l l sand four intermediate water-bearing zone wel l s were selected j o i n t l y by WESTON and TNRCC,as presented in the Groundwater Monitoring Plan submitted by WESTON to TNRCC in October2000. Thes e we l l s were selected for groundwater s a m p l i n g to observe increases or decreases inconcentrations of constituents of concern and to determine if the downgradient boundaries ofknown plumes have migrated since the last monitoring event.A summary of the tasks performed during the November 2000 sampl ing event is as f o l l o w s :
• F i e l d measurements (water l eve l , pH, temperature, di s so lved oxygen, ox ida t i on/reduction p o t e n t i a l , and s p e c i f i c conduc t iv i ty); and
• Groundwater sampl ing for analysis of const i tuents of concern (PAHs and PCP).A summary of analyses and f i e l d measurements p er f ormed for each well is shown in T a b l e 2 ofAttachment 1. T a b l e 3 in Attachment 1 tabulates the measurements recorded from each well. Allf i e l d activities were recorded in a site logbook by the W E S T O N f i e l d team leader Monitor wellpurging and sampl ing information was recorded on Groundwater S a m p l i n g F i e l d Data Sheet s .Photocopie s of the logbook pages and groundwater sampl ing data sheets are provided asAttachment 2.2.2 SAMPLING PROCEDURESS a m p l i n g procedures were f o l l o w e d as d e ta i l ed in Attachment One of the Q A P P — S t a n d a r dOperating Procedures ( S O P s ) . In summary, a l o w - f l o w (minimal drawdown) s a m p l i n gtechnique was used to purge and sample groundwater from the monitoring well s . QAPP. S a m p l e s were sent for analysis by overnight delivery to an Environmental ProtectionAgency (EPA) designated Contract Laboratory Program (CLP) laboratory. S a m p l e s werehandled, lab e l ed , packed, and sh ipped in accordance with the site QAPP.
2.3 ANALYTICAL PROCEDURESGroundwater samples were analyzed for PAHs and PCP by Mitkem Corporation in Warwick,Rhode I s l a n d , using U.S. EPA SW-846 Method 8270C. QA/QC sample s were col lec ted andanalyzed as part of the groundwater sampl ing activities as required by Element B5 of the QAPP.

3.1 D A T E M A N A G E M E N T O V E R V I E WThe samples co l l e c t ed from each well were analyzed by Mitkem Corporation for the constituentsl i s t e d in Attachment 1, T a b l e 2-1 in accordance with the QAPP. After sample co l l e c t i on , theassociated chain-of-custody forms and analytical results were entered into WESTON On-Line, aproprie tary data management system for ease in tabu la t ing and presenting data. W E S T O NOn-Line was also used to calculate benzo(a)pyrene (BAP) equivalents, as s p e c i f i e d in the 1998ROD Amendment No. 1, to determine if const i tuents were above the e s tabl i shed action l eve l s forthe site. The EPA Region 6 Hous t on Branch ESAT data review team comple ted a review of theCLP data package. A copy of the Regional Data Review Report is included in Attachment 3.3 . 2 G R O U N D W A T E R A N A L Y T I C A L R E S U L T SThe analytical results for the November 2000 sampl ing event revealed that one of the 14 we l l shad one of the groundwater contaminants of concern, acenaphthene, above the laboratoryreporting l i m i t s but below the site action levels . A summary of the result s is presented in T a b l e 4of Attachment 1. Attachment 4 of this Groundwater Moni tor ing Report is the d e ta i l ed analyticalresults for PAH/PCP and BAP analysis-One unknown t en ta t ive ly i d e n t i f i e d compound (TIC) was detected in MW-06, and four TICswere detected in an equipment blank co l l e c t ed at M W - 1 7 . TICs are compounds that are nott y p i c a l l y reported for the analysis p er formed. However, they are compounds that are measuredby the laboratory instrumentation. The sample collected at MW-06 was collected ut i l iz ingd i s p o s a b l e s ampl ing equipment. T h e r e f o r e the TICs in MW-06 are not associated with the TICsin the equipment blank. Furthermore., the samples c o l l e c t ed at M W - 1 7 , M W - 1 9 , MW-20, andMW-26 which u t i l i z ed non-di sposable s ampl ing equipment, did not have TICs reported by thelaboratory. T h i s indicate s that the presence of TICs in the equipment blank did not a f f e c t thesamples c o l l e c t ed using this equipment. Attachment 5 includes resul t s for TICs.No groundwater sample s c o l l e c t ed exceeded the action l eve l s of 0.01 mi l l igrams per l i t e r ( m g / L )and 0.2 m g / L , e s tabl i shed for total carcinogenic PAHs (cPAHs), expressed as BAP equivalents,and P C P , re spec t ive ly.

Based on the analytical data from the November 2000 Groundwater Monitoring Act iv i t i e s , thef o l l o w i n g conclusions may be drawn:
• No de t e c tab l e concentrations of PAHs and PCP are present in downgradientshal low monitoring we l l s MW-03, MW-06, MW-07, MW-08, MW-09, M W - 1 3 ,MW-14, a n d M W - 2 8 .
• No detectable concentrations of PAHs and PCP are present in upgradient shallowmonitoring well MW-01.
• No de t e c tab l e concentrations of PAHs and PCP are present in intermediatemonitoring w e l l s M W - 1 7 , M W - 1 9 , MW-20, and MW-26.
• Detected concentrations of groundwater contaminants of concern in MW-27 andMW-27 ( d u p l i c a t e ) have not increased since the 1998 and 1999 s a m p l i n g events.Acenaphthene was the only constituent of concern detected above the laboratoryreport ing limit in MW-27 at a concentration of 0.009 mg/L.
• One unknown TIC was detected in MW-06 at an estimated concentration of0.014 mg/L.
• It appears that the general conf igurat ions of the p lume s that were de l ineatedduring the 1989 RI and the 1999 A d d i t i o n a l F i e l d S a m p l i n g Trip Report continueto represent the p lumes of contaminated groundwater.
• The concentrations of total non-carcinogenic PAHs, carcinogenic PAHs(expressed as BAP equivalent s), and PCP have not shown a s ign i f i can t increase ordecrease from previous s a m p l i n g events (November 1997 - July 1999) in thewel l s sampled.

Based on the conclusions provided in Sec t i on 4, WESTON makes the f o l l o w i n grecommendations:
• Continue to sample the eleven shallow we l l s i d e n t i f i e d as being downgradientwel l s for analysis of PAHs and PCP on an annual basis. Thes e eleven w e l l s areMW-03, MW-06, MW-07, MW-08, MW-09, M W - 1 1 , M W - 1 3 , MW-14, MW-22,MW-27, and MW-28.
• Continue annual s a m p l i n g of upgradient monitoring we l l s MW-01, MW-04 andMW-23 to observe increases or decreases in concentrations of contaminants ofconcern and determine if the groundwater plume has migrated to the north or ifo f f - s i t e sources are at tr ibutable .
• Continue s a m p l i n g of the intermediate monitoring we l l s ( M W - 1 7 , M W - 1 9 ,MW-20 and M W - 2 6 ) once every three years to observe if any contaminants ofconcern have migrated from the shal low water-bearing zone to the intermediatewater-bearing zone.
