  TheChoiceNeighborhoodPlanningGrant

OntheeleventhofOctober2012,theHousingAuthorityoftheCityofAustinbecameoneamongseventeenagenciesnationwidetobeawardeda$300,000planninggrantthroughtheU.S.DepartmentofHousingandUrbanDevelopment’s“ChoiceNeighborhoods”initiative.TheHousingAuthorityappliedforthegrantinpartnershipwiththeAustinHousingFinanceCorporation,theentitythatadministersprogramfundingincollaborationwiththeCityofAustin’sNeighborhoodHousingandCommunityDevelopmentOfficetogenerateandimplementstrategichousingsolutionsforlow‐andmoderate‐incomeresidents1.ThestudyareaincludesallorpartoftheneighborhoodsofBlackshear/ProspectHill,Kealing,RobertsonHill,Guadalupe,SwedeHill,RosewoodGlenOaks,DavisThompson,FosterHeights,Chestnut,HomewoodHeights,CliffordSanchezandMcKinleyHeightswithRosewoodCourtsasthetargetedpublichousingproperty.“TheRosewoodneighborhoodofEastAustinhashistoricallybeenknownasanAfrican‐Americancommunity.OverhalftheadultshavenohighschooldiplomaorGEDandmorethanone‐thirdoftheneighborhood’spopulationlivesbelowthepovertyline.CrimerateisthreetimeshigherthanthatoftheCityofAustinandtheneighborhoodpublicschoolshadbeenrated“AcademicallyUnacceptable”bytheTexasEducationAgencyforfourconsecutiveyears.AccordingtotheportfoliooftheHousingAuthorityoftheCityofAustin(henceforthreferredtoasHACA),RosewoodCourtswasbuiltoverseventy‐threeyearsagoin1939,makingitoneoftheneighborhood’soldestproperties.TheunitsatRosewoodCourtshavesteepandnarrowstairwells,noair‐conditioningandareequippedwithverysmallbedroomsandlivingspacesthatrequireupgrades.Thetopographyofthesitediffersbyasmuchas30feetfromoneendofthepropertytotheother,makingitdifficultforresidentstomaneuver,particularlyfortheelderlyorthosewithphysicaldisabilities.IthasbeenHACA’shopetorevitalizeRosewoodCourtsinorderforittoeffectivelymeettheneedsofcurrentresidentsandbenefitthesurroundingcommunity2.”HACAselectedCamiros,aChicagobasedurbanplanningfirmastheirconsultanttoaccomplishingtheobjectivessetforthintheChoiceNeighborhoodgrantbytheU.S.DepartmentofHousingand                                                            1 City of Austin, (2012). Available: http://www.austintexas.gov/news/hud‐grant‐spur‐rosewood‐transformation‐plan [May 01, 2013]. 2 U.S Department of Housing and Urban Development, (2012). Available: http://portal.hud.gov/hudportal/HUD?src=/states/texas/news/HUDNo.2012‐10‐11 [May 01, 2013].

BackgroundContext&AcademicInvolvement

ThesegregationofblackandwhitepopulationshashistoricallybeenpartoftheUnitedStates’urbanlandscape‐‐Austinisnotexempt.Boringthisevidencefromthecity’sfirstcomprehensiveplanin1928whentheKochProposalwaspresentedtoanacceptingaudienceofleadersfromtheCityofAustin.TheirresponsewastocreateasegregatedEastAustin,targetingtheareaasafavoreddestinationfornon‐whiteindividualstomaketheirhomes.ThisdecisionhasledEastAustintobecometheneglectedcorneroftheAustincommunity.Whilemuchofthecityanditsinfrastructureisgrowingrapidly,thepaceofprogressinEastAustinhasofferedastrikingcontrast.TheRosewoodChoicePlanpresentsanopportunitytoremedypasterreddecisionsandinvestinpeople’squalityoflifeinEastAustin.Overthefirstseveralmonthsof2013,theplanningteam‐‐comprisedofHUD,theHousingAuthorityoftheCityofAustin(HACA),AustinHousingFinanceCorporation(AHFC),Camiros,Ltd.planningfirm,andmembersofthecommunity4‐‐hashadtobeflexibleinordertoreflectthehopesandvaluesofneighborhoodresidents.Thefirsttwocommunitymeetingsoftheprojectdidnotunfoldasplanned,yettheseunexpectedhurdlesultimatelyprovedtobegreatlearningexperiencesthatwillhelpinformthecourseoftheRosewoodChoiceNeighborhoodTransformationprojectasitprogressesthroughoutthecomingmonths.Intheend,theobstaclespresentedbyinitialresidentbacklashtotheprocessasithadbeenoutlinedbytheplanningteamallowedforthecultivationofadeeperunderstandingofthecommunityandbeganaconstructivedialoguebetweenHACAemployeesandcommunityresidents.TheconversationthathasemergedasaresultofthesocialtensionfeltatthefirstandsecondRosewoodCommunityMeetingshasrevealedtopicsofimportancetoRosewoodresidents,suchasquestionsofdeep‐rooteddiscriminationandneighborhoodmismanagement.Thesediscussionsmayfacilitatetheplanningteam’sabilitytoaddresswhattrulymatterstothoselivingwithintheneighborhood.ThefirstCommunityMeeting,heldattheBoysandGirlsClubonFebruary26th,unfoldedwithconsiderablecriticismfromRosewoodcommunitymembersregardingtheplanningprocessitself.

UrbanDevelopment.Camirosiscurrentlyworkingtobuildsustainablecommunitiesinmorethanforty(40)distressedurbanneighborhoodsacrossthecountrythroughsimilarinitiativesasHUD’sChoicegrant.TheChoiceinitiativefocusesonthreecoregoals3:1.Housing:Transformdistressedpublicandassistedhousingintoenergyefficient,mixed‐incomehousingthatisphysicallyandfinanciallyviableoverthelong‐term.2.People:Supportpositiveoutcomesforfamilieswholiveinthetargetdevelopment(s)andthesurroundingneighborhood,particularlyoutcomesrelatedtoresidents’health,safety,employment,mobility,andeducation.3.Neighborhood:Transformdistressed,high‐povertyneighborhoodsintoviable,mixed‐incomeandsustainableneighborhoodswithaccesstowell‐functioningservices,highqualitypublicschoolsandeducationprograms,highqualityearlylearningprogramsandservices,publicassets,publictransportation,andimprovedaccesstojobs.TheChoiceNeighborhoodsPlanninggrantallowsHACAanditsteamtodevelopacomprehensiveneighborhoodTransformationPlan.HACAandCamirosareexpectedtoleadaplanningprocesstobuildastrongercommunitybydevelopingasharedvisionforthefutureofRosewoodCourtsanditssurroundingneighborhood.Communityengagementistoplayapivotalrolebyinformingthecommunityanditspartnersoftheplan’sprogress,solicitinginputthroughone‐on‐onestakeholderinvolvementandcommunitymeetings.TheresultingTransformationPlanoughttoaddresstheneedforqualityeducation,residentsafety,accesstoqualityaffordablehousing,commercialdevelopmentandemployment.HACAwilleventuallysubmittheTransformationPlantoHUDinanefforttosecureanimplementationgranttocompletetheactualrevitalizationoftheRosewoodCourtsandtoprovidesupportiveservicestoresidentsandcommunitymembers.However,thereisnoguaranteethatHACAwillreceivetheImplementationGrantduetothehighnumberofapplicants.Asaresult,HACAisexpectedtoadditionallyidentifyothersourcesoffundingtohelpmaketheplanareality.                                                            3 http://www.hacanet.org/downloads/2012drafttx001v02.pdf

receiveanswerstotheirquestions,fosteringadialoguebetweenparticipantsandcityofficialsthatbothinformedcommunitymembersandbridgedthedividefromthefirstRosewoodCommunityMeeting.Furthermore,theeventdemonstratedtheimportanceofflexibility.WhileinthefirstmeetingCamiros,theplanningfirm,struggledtomaintaintheirpreconceivedplansforthecourseoftheirevent,thesecondCommunityMeetingwascompletelyoverhauledtoreflecttheneedsandconcernsofneighborhoodresidents.Thisdynamicandresponsiveapproachallowedallpresenttomeetoncommonground,providinganidealstartingpointfortheRosewoodChoiceNeighborhoodTransformationprocessinthefuture.Thismeetingdemonstratedtheimportanceofrespondingtotheneedsofspecificcommunities.Additionally,thesecondmeetingillustratedthesignificanceoffosteringdialogueasaforumforallinvolvedtovoicetheirhopes,fears,goalsandvalues.IftheRosewoodprojectmaybetakenasanindicatorofotherplanningprocesses,thisexpressionofopinionsisanecessarypartofsuchendeavors.Withoutit,aprojectmaystagnateattheoutsetasaresultofunairedopinionsandconfusionsarisingfromunansweredquestions.ThesuccessofthethirdRosewoodCommunityMeetingdemonstratedthebeneficialnatureofprovidingcommunitymemberswithasettinginwhichtodiscusstheplan,asktheirquestions,andsharetheirthoughts,feelingsandexperiences.Atthisgathering,exercisesintendedforthepreviouseventwerefinallyexploredsinceresidentshadbeenprovidedtheopportunityatthesecondCommunityMeetingtomovebeyondthepersonalbarriersimpedingpreviousefforts.Aftertheopportunitytosharetheirthoughts,communitymembersfeltasthoughtheycouldcontributetotheplanningprocessbecausetheyhadtoldtheplanningteamabout“their”Rosewood.Furthermore,thistimeresidentsunderstoodhowtheirinvolvementwouldcontributetotheRosewoodChoiceNeighborhoodTransformationPlan.Thefactthatthethirdmeetingfinallysawtheformationoftheassetboards‐‐agoalwhichhadbeensetforthepreviousmeeting‐‐isanindicationoftheprogressmade.Consideringthedevelopmentssofar,providingresidentswithadiscussionforumattheoutsetofRosewood’sprocesscouldhavepotentiallystreamlinedprogressinmoreeffectivemanner.WitnessingtheevolutionofneighborhoodparticipantslentsoptimismforRosewood’sfuture.There'spotentialforavibrantbondbetweenHACAandneighborhoodplanningparticipantstodevelopintheensuingmonths.Aboveanyfeedbacklooporprojectmilestone,thiswillbethemostimportantfactorforasuccessfulChoiceNeighborhoodPlaninEastAustin.

 

Thosepresentstruggledwiththeirlackofknowledgeabouttheprojectinadditiontothedisconnectbetweenplannersandresidents.Oneresident’sobjectiontotheNeighborhoodPlanningHandbooksthathadbeendistributedtothoseinattendancebroughtthesetwoissuestotheforefrontatthefirstmeeting.Communitymembers,unfamiliarwiththeHUDChoiceNeighborhoodsgrant,sawthehandbooksasmarkingtheirexclusionfromtheplanningprocess.Thehandbooksappeared,atfirstglance,tobeafinishedproductthathadnotincorporatedresidentcontribution.Inactuality,theNeighborhoodPlanningHandbookswereintendedtobringcommunitymembersintotheplanningprocess.However,thelackofclearandeasy‐to‐accessinformationforallmembersoftheRosewoodneighborhoodpriortotheeventledtoresidentuncertaintyaboutthepurposeofthefirstmeeting.Furthermore,thehandbookdidnotrepresentthecharacterofRosewood,indicatingthatithadbeenmanufacturedbyanoutsidesource.Camiros’presentationfurtherexacerbatedtheissueofexclusionfromtheprocesswhentheindividualleadingthediscussioncametotheeventinprofessionalattirewithabowtieadorninghisneck.Thathepresentedhimselfinamannersodivergentfromthenatureofthecommunitycreateddistancebetweentheplanningteamandresidents,aneffectsimilartothatoftheplanninghandbook.Observationsfromthisfirsteventbringtolightthedifficultiesassociatedwithinformingcommunitiesaboutimportantissues.WhiletheplanningteamattemptedtoengageandinformresidentspriortothefirstRosewoodCommunityMeeting,theeventattendeeswereneitherwellacquaintedwiththeprocesswithwhichtheywereaskedtobecomeengaged,northeimpactthattheirinputwouldhaveuponRosewood.ResidentreceptionoftheinformativeRosewoodPlanningHandbookbroughtabouttherecognitionthatknowledgemustbepresentedtothecommunityinaneasilyaccessibleanddigestibleformat.WhilethehandbookprovidedagreatdealofinformationregardingtheRosewoodChoiceNeighborhoodTransformationPlan,itsscopeprovedoverwhelming.Foraresidenttofindananswertohisorherquestionswithinthehandbookcouldpresentadauntingtask,potentiallydiscouragingcommunitymembersfromreviewingthematerialatall.However,iftheplethoraofinformationwithinitsmanypageswerebrokenintosmallerpamphletsoraddressedwithinaconversationwithofficials,residentsmighthavepursuedengagementtheRosewoodChoiceNeighborhoodplanningprojectfromitsoutset.ThesecondCommunityMeeting,heldatKealingMiddleSchoolonApril2nd,addressedtheissuespresentedbythefirstevent.Residentswereprovidedtheopportunitytovoicetheiropinionsand

GoalsandPrioritiesforRosewoodChoiceNeighborhoodPlanTheparticipatoryplanningprocessoutlinedwithinthisdocumentstemsdirectlyfromtheevolutionoftheRosewoodChoiceNeighborhoodTransformationPlanasobservedthroughoutthespringof2013.Theobservationsgatheredoftheplanningprocessoverthecourseofitsearlymonthshaveinformedtheobjectivesandmethodsusedintheendeavor’sproposeddesign.Indeed,thegoalsandprioritiesoftheparticipatoryplanningprocessproposedoverthefollowingpagesspecificallyaddresspublicempowerment.Asthedesignofasuccessfulparticipatoryprocess,thisproposalmaximizestheinvolvementandparticipationofactivecommunitymembers.Furthermore,itemphasizescontinuousandextensiveoutreachtoengageasgreatanumberofparticipantsaspossible.ElementaltothePlanpresentedhereistheplanningteam’sintimateinvolvementwithRosewoodthroughitsencouragementofresidentstosharetheirnarrativesandengageinconversationswiththeplanningteaminordertoallowtheplantoreflectthevalues,needsandambitionsofneighborhoodresidents.ThisPlannotonlyempowersactiveparticipationthroughouttheprojectitselfbutalsoenablesconsistentlearningabouttheplanningprocessfromanenvironmentofconversationandbothhorizontalandverticalinteractionsbetweenRosewood,theplanningteam,andkeystakeholders.Horizontalinteractionsshallbeunderstoodasdialoguewithincommunitymembersatthesamelevel,sotheyareconsciousandawareofotherlenses,visions,valuesandambitionsinthisplanningprocess.ThemaingoaloftheparticipatorydesignoutlinedwithinthisdocumentistodevelopaTransformationPlanthatstemsfrom,andbuildstoward,communityagency.Asetofmeasurabletoolswithintheprocessproposedhereincludepilotprojects,surveys,andafuturelandusemap.Alltheseelementswillbeclearlyoutlinedanddirectlylinkedtotheambitionsdefinedbytheparticipantsinvolvedintheplanningprocess.Thenextchapterofthisreportisaparticipationassessmentthatconsistsofastakeholderanalysisandariskassessment.Thestakeholderanalysisdefineswhichinstitutionsandcommunityentitiesareexpectedtomostcriticallyaffecttheparticipationprocess(ChapterII.I).Theriskassessmentthenidentifiesthegreatestchallengeswithintheparticipationprocess(ChaperII.II).ChapterIII

StakeholderAnalysisOrganizationsandinstitutionsmayhaveadirectorindirectrelationshiptotheRosewoodChoiceNeighborhoodsProject’sTransformationPlan.Therelationoftheseentitiestorisk,decision‐makingpower,taskframing,levelofconcernandrolewiththepublicaretheprimaryfactorsthatdeterminesuchassociations.Indeterminingtheirlevelofexposuretotheplanningprocess,definedbelowarethedifferentstagesandroleseachoftheidentifiedgroupsareexpectedtoplay.Theyhavebeendividedintotwoclasses:internalstakeholder‐‐thosewhohaveadirecteffectandcontrolovertheprocess;andexternalstakeholder‐‐thosewithamoretangentialrelationshiptotheprocessandtheneighborhood.INTERNALSTAKEHOLDERS

HousingAuthorityoftheCityofAustin(HACA)|AHFC(Financing)

TheinternalstakeholderroleplayedbyHACAintheChoiceNeighborhoodPlanningGrantlargelystemsfromtheorganization’sresponsibilitytoserveresidentsandprovidethemwithaffordablehousingsolutionsthataresustainableovertime.ThisentityhasbeenselectedtodirecttheplanningeffortthatwillbeevaluatedbyHUDinordertogranttheimplementationfunding.WhileHACAhasbeenchosentoreceivethegrant,theoutcomeoftheplanandtheprojectitselfwillbecloselyanalyzedandapprovedbytheAustinHousingFinanceCorporation(AHFC).AHFChasafinancialroleinthisprocessanditisrepresentedbyelectedCouncilmembers.Bothoftheseentitieshavetheresponsibilityofadmirablymanagingthegrant.Therisksassumedbythesegroupsarerelatedtotheirfuturereputationsaswellasthepoliticalimplicationsoftherole,particularlyinthecaseofCouncilmembersrepresentingtheAHFC.HACAandAHFCrepresenttheinterestsoftheresidentsintermsoftheplan’ssuccessandpropermanagementoftheHUDChoicegrant.Fortheseentities,theroleofthepublicshouldbeoneofhighinvolvementtoconsistentlymonitorthemanagementofthegrantandtoensuresuccessismeasuredbythecommunity’sgoals.Thesebodiesareprimarilyconcernedwiththe

qualityofpublicinvolvementintheprocessandtroublesassociatedwithoppositionforcesthatcouldcomplicateorescalateabadpublicrapport(e.g.negativepress).Apotentiallypoorinitialrapportmaybeduetoapreviousclimateofmistrustwithplanningeffortsinthearea.HACAandAHFCarehighlyimportantplayersinthisprocessandtheirwillingnesstoparticipatehasmadepossiblethereceiptofthegrant.Intheparticipationprocesstheseentitiesareobligedtocreateacollaborativeenvironmentinorderfortheplantosucceed.

PlanningConsultants

Theconsultantsareaprivatefirmactingasacoordinator.TheirselectionbyHACAisbasedonthecompany’slevelofexperiencewithplanning,urbandesign,andeconomicdevelopmentprojects.Whiletheconsultingfirmhastheresponsibilityofleadingaparticipationprocess,theyarealsochargedwithmakinglaterdesigndecisionsfortheRosewoodneighborhoodarea.TheconsultingbodywillworkwithRosewoodtocreateavisionusingcommunityfeedbackregardingtheirambitionsandconcerns.Consultants’risksarerelatedtothepotentialmisreadingofresidents’input.Criticalgoalsfortheconsultingteamincludeactivepublicparticipationandahighlevelofinvolvement.Themainchallengestobeconsideredarethecontradictorydemandspresentedbyresidentsthatmayalienateaportionofthecommunity.Atransparentplanningprocesswillassistindiffusingsuchconflict.ThisentitywillactasanintermediarystrategistbetweenthecommunityandHACA,collectingalltheneedsandgoalsfromthecommunityandtranslatingthemintoaplanningstrategy.

YouthDevelopment|TheBoysandGirlsClub

AsasponsorofthePlan,theBoysandGirlsClubislikelytohaveasignificantdesiretoseetheendeavorsucceed.However,asfarastheplanningprojectisconcerned,itisconceivablethattheclubismostconcernedwithcreatinganenvironmentconducivetopositiveyouthengagementandastrongsenseofcommunity.TheBoysandGirlsClubexistsforthepurposeofprovidingchildrenwithopportunitiesforpersonalgrowth.TheorganizationmaythereforebeexpectedtohaveconsiderableinterestinthePlansincetheBoysandGirlsClubsharesadirectrelationshipwiththecommunity’syouth.

TheinterestsandneedsofUTwithregardtotheRosewoodChoiceNeighborhoodsProjectrestlargelywithintheeducationalpotentialitprovidestoitsstudentsandtheabilityoftheprojecttoactasacasestudyforfuturegenerationsofplanners.Behindtheseinterestsintheproject,however,liestheUTSchoolofArchitecture’sfundamentaldesiretoseethePlansucceed,allowingforthequalityoflifewithintheRosewoodneighborhoodtoimproveandcontinuetorisewhilemaintainingthesenseofcommunityinthearea.ThelocalizedriskassociatedwithUT’sinvolvementintheprojectistiedtotheschool’snameandreputationdependingonitsassociationandtheplan’ssuccess.Asalearningexperience,UTisparticularlyconcernedwiththetransparencyoftheprojectandthelevelofinvolvementthattheschoolisgrantedintheprocess.Thisstakeholderhasprovedtobeavaluableresourcewhengiventheopportunitytobecomeinvolved.

ThegreatestconcernoftheneighborhoodorganizationsinEastAustinisthattheybewell‐servedbytheprojectandthattheyareprovidedwithopportunitiesforthoroughconsultationoftheproject.Maintainingtheessenceoftheneighbourhoodisalsoofgreatconcern.TheRosewoodNeighborhoodContactTeambylawstrictlymentionstheneedtopreservesingle‐familyhousing.Historicissuesofcrimeandpovertywithintheneighbourhood,aswellasrecentandrelentlessgentrification,posemajorproblemsforRosewood.Withintheframeworkofthisproject,resolvingtheseissuesbyensuringtheproperallocationsisaprimaryconcern.Constraintsmayinvolvethefinancialinterestsofadeveloperthatmaynotconsidertheneedsofmoredisadvantagedand/orlongtermresidents.

HealthServices

Theservicesintheareaallemployright‐of‐accessaspartoftheirmandate.Theirgoalistoprovideservicestothoselackingnecessaryinsuranceorfinancialresources.InthecaseoftheTravisCountyHealthandHumanServicesandVeteranServices,self‐sufficiencyofindividualsisalsoessentialtotheirmandate.Self‐sufficiencyfeaturesinthevaluesoflistedproviders.IntegratedCareCollaborationandChildren’sOptimalHealthprovidemoreresearch‐orientedservices,identifyingneedsandexpresshealthconditionsinAustin.TherolesofthesehealthserviceswithintheRosewoodprojectaretoensurecontinuedresidentaccessaswellastoencouragenewresearchinthehealthfield.Theconstraintsinthiscasearebudgetary.Manyoftheservicesspecifythattheyareareferralprogram,notoneofdirectaid.Providingagreaterspectrumofservicesmaybepartoftheiragenda.

 

RosewoodCourtsResidents

TheresidentsoftheCourtsarethemostvulnerablegroupwithintheplan.Theproposedplanninginitiativedirectlyaffectstheseresidents.Sincetheyaretheneighborhood’sresidentsthatwillbemostdirectlyimpactedbytheRosewoodChoiceTransformationPlanproject,thegroupwillhaveastrongvoicethatmustbecarefullyanalyzedandtakenintoaccount.Residents’concernsandissuesincludefearsfortheRosewoodCourts’demolitionandapprehensionregardingthedeterioratingqualityoflifewithintheCourts.Expressingempathyaswellasengaginginhonest,informativeconversationswithresidentsoftheCourtsfromtheoutsetandcontinuingthispracticethroughouttheprocesswilldiffuseneighborhoodconcernsaboutthefutureofthehousingproject.Thisgroup’slevelofconcernregardingthisprojectishigh.Theirwillingnessandlikelihoodtoparticipateintheplanningprojectishighasitdependsonwhethertheyareheard,respectedandvaluedatpublicmeetingsasanintegralpartoftheplanningprocess.

CapitalMetroCapitalMetro(CAPMETRO)istheregion’spublictransportationprovider.Itsrisksrevolvearoundthequestionoffuturedevelopmentplans.Acaseinpoint:themetroraillinecurrentlyrunswithinEastAustin.IfRosewoodrequestsatransitstationthatisnoteconomicallyorpoliticallyfeasibleforCAPMETRO,apublicrelationsproblemcouldarise.Therefore,CAPMETRO’sconcernismoderatewithregardtothisplan.Communicatingwithitsplanningstaffearlywillassessopportunitiesandconstraints.Simultaneously,CAPMETROcouldproveto

TheCapitalAreaMetropolitanPlanningOrganization(CAMPO)isthearea’stransportationplanningorganizationtaskedwithplanningforallstateandfederalroadways.Thisentitymayanticipatelittletonorisktoitstraditionalplanningprocess,theTIP&MTPplans(the4‐yeartransportationplanand20‐yearplan,respectively).ItslevelofconcernisminimalsincemostroadwaysintheRosewoodgeographicareaarecitystreets,exemptingitspolicycommitteefrommakingdecisions.CAMPO’swillingnesstoparticipatewillbeminimal,butinthecaseofprovidingassistance,theymayprovidetechnicalexpertiseorlong‐rangetransportationplanninginput.

CAPCOG

TheCapitalAreaCouncilofGovernments(CAPCOG)istheregionalplanningorganizationtaskedwithsettingregionalgoals,plans,andpoliciesforurbanandruraldevelopment.CAPCOG’sriskisminimalwithregardtothisplanduetothescaleatwhichtheentityoperates.CertaindepartmentsofaCOGcouldbecome“technicalreviewers”‐‐suchasaGIS/MappingDepartment‐‐or“activeparticipants”iftheirarrayofRegionalPlans(EconomicDevelopment,Housing,WaterQuality,AirQuality,etc.)arecompromisedbytheRosewoodChoiceNeighborhoodsProject’sTransformationPlan,althoughsuchasituationishighlyunlikely.

storytelling,attendeeswillconsiderkeyquestionsabouttheirambitionsforRosewood.ThistaskwillbeaccomplishedwitharudimentarymappingexercisethatwillinvitetablesofparticipantstowriteanddrawtheirhopesandinterestsfortheneighborhooduponalargemapofRosewood.ThisexercisewillbefacilitatedbyindividualstrainedinLENSESfacilitation,helpingresidentstoviewtheirneighborhoodthroughdifferentperspectivesandobserveinterconnectionsbetweentopicsofimportance.ThesecondphaseofthemeetingwillrequiretheplanningteamtohelporganizeresidentsintoActionTeamsshapedbythevaluesandambitionsidentified.ThemainpurposesofthiseventincludetheidentificationofcommunityvaluesandtheforgingofActionTeamscomprisedofparticipantsinterestedintheambitionssharedbycommunitymembers.TheActionTeamswillhenceforthbechargedwithleadingtheplanningprocessanddevelopinggoalsforRosewood.OverthetwomonthsfollowingRosewoodInsights,theseTeams(includingtheCourtsTeam)willbetaskedwithcreatingshort‐term,mid‐term,andlong‐rangestrategiesthataddresshowtheirrespectiveambitionswillbeincorporatedintotheTransformationPlan‐‐theHUDdeliverable.ThisPlanwillbecarefullyreviewedbytheplanningteamandHACAtoensurethatcomponentsofthethreeChoiceelements(Housing,Neighborhood,People)areinplace.ThoseresidentsnotinvolvedwithActionTeamswillbeperformingcomplementaryexercisesinthefollowingeventsthatwillbefocusedondraftingtheTransformationPlan.TheseexerciseswillbegearedtowarddevelopingadesiredlanduseelementwhichwillbeincorporatedintotheTransformationPlanwithcontinuousfeedbackfromtheActionTeams,theplanningteam(planningconsultants,HACA,andstakeholderagencieswishingtoplayacriticalpartinplanningdesign)andthecommunityatlarge.FeedbackwillbeprovidedthroughthelasttwocriticaleventsbeforeJuneteenth2014(EnvisionRosewoodandRosewoodInAction).TheActionTeamswillbeexpectedtoreporttothecommunity‐at‐largeduringthestrategicplanningsessions,referredtoasEnvisionRosewoodandRosewoodInAction.TheplanningteamwillworkcloselywiththeActionTeams,butitwillultimatelybetheTeamswhodesignEnvisionRosewood.TheplanningteamwilloperatestrictlytoconsultandadviseonthethreeprinciplesoftheHUDChoicegrant.

TwomonthsfromRosewoodInsightswillbeEnvisionRosewood,whereresidentsplanoutideasgatheredfromtheActionTeams’updatesandtheirmeetingswiththeplanningteam.ThisworkshopwillbedesignedandguidedentirelybytheActionTeamstoclearlyestablishandarticulateavisionandconcreteobjectivesthatcanresultinactiononthecommunity’spart.NeighborhoodresidentswillhelpcraftdesiredlandusescenariosafterhearingthefindingsfromtheActionTeams.ThesescenarioswillbepartoftheEnvisionRosewoodeventwhereActionTeams,theplanningteamandotherstakeholderscollaborateinthecreationofasharedvision.ActionTeamswillconductmappingexercises,assessfeasibility,andformrecommendationsfollowingtheEnvisionRosewoodevent.AstrategicmediaplanwillbecreatedtodocumentanddiscussfutureRosewoodplanningeventsaswellasfacilitatethesharingofideas.ActionTeamswillbeconsistentcollaboratorsontheplan.ThismediaplanwillbeledbytheplanningteambutworkwithActionTeamstoraiseprojectvisibilityandinspiregreatercontinuedparticipation.Onefacet,forexample,wouldencourageActionTeammemberstowriteapieceforanonlineboardthatwouldbefeaturedintheAustinChronicleandotherlocalpapers.HavingconsistentvisibilitywillalsoencouragecommunitymemberstojointheActionTeamsastheprocesscontinues.TheplanningteamwillremainasopenandcollaborativeasitwillhavebeeninitiallyinitsparticipationwiththeJuneteenthcelebration.ThiswillnamelyrequirethattheyareavailabletoconsultwiththeActionTeamsandthecommunitytoprovideguidanceandhelpraiseparticipationintheTeams.

Stage3‐Execution

ActionTeamswillpresenttheirideastotheirfellowresidentsattheRosewoodinActionworkshop.TheTeamswillfocustheirambitionsforRosewoodthroughpilotprojectideastobediscussedatthisevent.Rosewoodresidentswillparticipateinadialoguewherefellowneighborsconducttheprocess.TheActionTeamswillproposeaseriesoftwotofourpilotprojectstobeimplemented,monitoredandanalyzedwithinafourmonthtimeperiodandthecommunitywillbegiventheopportunitytodeliberatetheideas.TheActionTeams’finalrecommendationsregardingtheirpilotprojectideaswillbebasedupontheambitionsofthecommunitythatdefinedtheActionTeamsatRosewoodInsights.

 

Atthesameevent,thedraftedlandusescenarioscreatedasaresultofEnvisionRosewoodwillreceivefeedbackfromexpertsaswellasotherresidentsandActionTeams.FlexibilityiskeyinthispartoftheprocessasActionTeamsassessneedsandprovideadditionalfindings.Communityempowermentwithintheplanningprocesswillcontinueasresidentsworkwithresidents,atechniquewhichessentiallygivescontroltoRosewood.ThismethodtransformsRosewood’ssocialcapitalintoregenerativecapital.TheintentionisthatthearrivalofFebruary2014willseeresidentswishingtocontinuetheparticipationprocess,therebymotivatingthemtointegrateRosewoodChoiceNeighborhoodTransformationPlaneventsintothenextJuneteenthcelebrations.TransformationPlanByJuneteenth2014theplanningteamwillhaveaTransformationPlandraftedfromthematerialscollectedineachmeeting,inadditiontoreportsonthelevelofsuccessofeachpilotproject.Thesereportswillsetupthenextstep‐‐implementation‐‐ifdeemednecessary.ThesocialconnectionsmadethroughtheparticipatoryplanningstrategyareintendedtoremainapartoftheRosewoodneighborhood.Indeed,thePlanisintendedtoservecontinuedparticipationinneighborhoodengagement.Bytheendofthisprocesstherewillstillremainthecommunityinvolvementfosteredbythisparticipatorystrategy,onlywithoutanyneedforfacilitationfromoutsideplanners.Continuedrevisionwilltakeplacefromtheopportunitiesforfeedbackincorporatedwithineachstep.

ThistrackconsistsofmediaandmarketingspecialistswiththespecificresponsibilityofpromotingtheRosewoodChoiceNeighborhoodTransformationPlan.Allactionsforthistrackaregearedtowardinformingandinspiringpublicparticipationthroughcontinuousandconsistentfeedbackfromtheplanningteam(Track#1).Continuousfeedbackandadvertisingisconsistentlylinkedtothecommunity’simpressionsandcomments.ResidentswillbeinvitedtoparticipateintheprocessthroughthewealthofnewsoutletsprovidedinAustinandonline.

Track#3:ACTIONTEAMS.

ThistrackconsistsofteamscreatedaftertheRosewoodInsightsevent.Allactionsinthistrackaregearedtowardtheinvolvementofcommunitymemberswhowishtoplayacriticalroleinrealizingthevisionsandobjectivesoftheprocess.Thistrackwillbemostlydevelopedbythecommunitywiththeplanningteam(Track#1)servingasaguideandsourceofsupport.

Track#4:ROSEWOODCOURTSTEAM.

CreatedaftertheRosewoodTales,thistrackconsistsexclusivelyofresidentsoftheRosewoodCourts.AllactionsinthistrackaregearedtowardtheinvolvementofresidentswillingtoprovidefeasiblesolutionstotheissuessurroundingtheCourts.Thisteamwillbecomposedearlierthantheothersspecificallytoaddressconcernsregardingthedemolitionofthehousingprojectandanyotherrumorsthatmightarise.

Track#5:NEIGHBORHOODRESIDENTS.

ThesearetheresidentsofRosewoodinthebroadestsense‐.ThistrackrecognizesthatparticipantsoftheeventsplannedmaynotvolunteerforanyActionTeam,yetstillplayanessentialrole.AllactionsinthistrackaregearedtowardcommunityinvolvementinthemaineventsthatshapetheTransformationPlansothatitreflectstheneighborhood’sambitionsandproducesalanduseelementthatisrepresentativeofcommunityaspirations.Thistrackwillalso

Rosewood’scharacterthatcapturesmultipleneighborhoodperspectives.TheartworkwillbedisplayedupontheCommunityWall,alargecanvasmuralwithillustrations,paintingsandartworkbyresidentsthatdescribetheneighborhood’sassets.ThismuralwillbeworkeduponanddisplayedthroughoutthelastweekofJuneteenthinordertogiveneighborsampleopportunitytocontributetheirideas.TheCommunityWallwillthenbetransportedtoavisiblepubliclocation.SuggestedplacesincludetheCarverLibraryortheBoysandGirlsClub.ThestoriescollectedfromtheCommunityWallanddiscussionswithresidentswilltogetheractasanarrativeplatformforresidents.IndividualswillbeinvitedtoparticipatebeyondthetraditionalinterviewmethodtocontributesomethingpersonaltoapieceofartthatwillrepresenttheRosewoodneighborhood,allowingresidentstotakeownershipoftheirneighborhoodidentitywithinthecontextoftheplanningprocess.Furthermore,itwillinspireneighborhoodtrustintheplanningteamandraisesocialcapitalwithintheneighborhoodheadingintotheplanningprocess.Intermsofpublicity,theplanningteamwillworkwiththeJuneteenthorganizerssothatadvertisementsforTheRosewoodTaleswilloccurinconjunctionwiththosefortheJuneteenthcelebration.Belowisonemessageproposedfortheevent.“ThisJuneteenth,celebrateyourneighborhood!ShareyourstoriessothatTheRosewoodTales

mayhaveahappyending.”Thislargeandcentralmessagewillbeaccompaniedby8by6inchpamphletsfoldedintwowithinformationthatallowpotentialattendeestobetterunderstandthepurposeoftheeventandtheHUDChoicegrant.Questionsthatmaybeposedinclude“HowdoyoudefineRosewood?”,“HelpcapturetheRosewoodNarrative!”,“WhatdoyouwantRosewoodtobeforyourchildrenandgrandchildren?”.StaffwillbeenthusiasticandsupportiveofhavingresidentscomesharetheirRosewoodexperience.Awidevarietyofmaterialswillbeonhand:paperandpensforletters,paintandbrushesfortheCommunityWall,andA/Vequipmentifresidentsshouldchoosetoshareinsuchaway.ThecanvasfortheCommunityWallwillbesecurelydisplayedandarrangedinanaccessiblemanner,allowingforeasyaccesstothepaintingsurface.Step‐stoolsandladderswillbeonhandsothateveryonewillbeabletofindaplacetoshare.Amultitudeofpaintingtoolssuchasbrushes,sponges,clothsandthelikewillbeprovidedalongwithaplethoraof

 

colorsandcontainersintowhichsmallportionsofthepaintsmaybepouredsothateveryonemayhaveanenjoyableartisticexperiencewithnooneindividualhoardingalloftheresources.Theplanningteamandneighborhoodgroupsoughttobeonhandwithatleastthreevolunteersmanningtheexhibitatalltimes.Allcontributorswillbeaskedtoprovidecontactinformationsotheplanningteammaykeeptheminformedthroughouttheprocess.Thiseventseekstoengageaminimumof20%ofJuneteenthattendantsinstorytelling,discussoinsand/ortheCommunityWall.AtthisfirststagetheRosewoodcommunityandprojectsponsorsneedtolearnmoreabouteachother,Rosewood,andtheissuesthatareassociatedwiththeneighborhood.Anexploratoryapproach,then,isthemostusefulengagementstreaminthisstage.Thenarrativeexplorationencouragesparticipantstoexplorethebestofthepast,presentandfutureoftheRosewoodneighborhood.Thepotentialrisksforthiseventinclude:alackofparticipationand/orinterestduetoskepticism;vandalismofcommunityart;lackofpublicpreparationfortheeventthatmakesitdifficultforcommunitymemberstodecidewhatartworkandsentimentstheywanttodisplay;thetaintingofJuneteenthbyintrudinguponatight‐knitcommunityevent;resistancefromneighborstoallowingthe“TheRosewoodTales”eventintotheJuneteenthParkCelebration.WorkingcloselywiththeJuneteenthorganizersfromDecember2012onwardwilladdressmanyoftheseconcerns;specifically,suchacourseofactionwillensurethatTheRosewoodTalesisproperlyandclearlyembeddedintothecelebration.

EVENT2:“ROSEWOODINSIGHTS”

Thesecondevent,andthefirstformalcommunitymeeting,willallowtheplanningteamtointroducetheplanningprocessandtheHUDChoicegranttothecommunityinamorefocusedsetting.Here,thestoriesandartworkwillbesharedcommunallyinordertoexploreneighborhoodambitions.RosewoodInsightswilloccurtwomonthsafterTheRosewoodTalestoallowtheplanningteamtosynthesizealloftheinformationacquiredattheinitialengagementevent.ThedesiredoutcomeofRosewoodInsightsistodetermineRosewood’ssharedvaluesandhopesforthefuture,thenformActionTeamsaroundthoseambitions.Thelocationofthisevent

conversationateverytable.Tohelpfamiliarizeeveryonetoeachother,nametagswillbedistributedatthefrontdoor.Theplanningteamwillberequiredtospecifytheirroleontheirnametags.Planningteamrepresentativeswillstartthemeetingwithamainintroductionabouttheplanandkeystakeholders.Inthenextstep,representativeswillbrieflyreviewtheartcreatedatTheRosewoodTalesevent.Afterwards,facilitatorswillholdsmall,breakoutdiscussionswithtablesofsixparticipants.Theseconversationswillfocusuponstorytelling,valuesharingand,mostofall,ambitions.Inordertoprovideforthemorevisually‐inclined,largemapswillbeprovidedateachtable,alongwithmanymarkersinavarietyofcolors.Themap,whichwillbesurroundedbyasizeableborder,willactasnotepaperforparticipants.Thoseinvolvedinthediscussionwillbeinvitedtocirclelocationsonthemapandjotnotesintheborders.Thiswillprovidetheplanningteamwithtangibleproductsthatdescribethecommunity’shopesandgoalsforthefuture.Thisexercisewilltakearound45min.Overthisperiodoftime,participantswillbeaskedthe“keyquestions”listedabove.ThediscussionformatwillcombinegroupsoftheRosewoodcommunitytoparticipatetogetherinevolvingroundsofdialogue.TheplanningteamwillhaveLENSES‐trainedfacilitatorsateachtabletohelpthediscussionanalyzetopicsfromavarietyofperspectivesandrevealtheinterconnectedqualityofmanyRosewoodvalues.Thefacilitatorswillalsorecordtheirgroups’progressuponeaselsholdinglargesheetsofpaper.Attheendoftheseconversations,ActionTeamswillbedefinedbyparticipantsafterthegroupshavere‐convenedandsharedtheirconclusions.EachoftheseteamswillaligntheirgoalsandroadmapofactionswiththethreecoregoalsforHUD’sChoiceNeighborhoodgrants:Housing,People,Neighborhood.ThesewillcomplementtheActionTeamfortheRosewoodCourtswhichwillhavealreadybeenestablished.SuggestedActionTeamscouldpromote:

EVENT3:“ENVISIONROSEWOOD”

Thesecondcommunitymeetingwillcontinuedialogueanddiscussionofresidentambitions.AtthisworkshopinNovember2013,neighborswillbeledbytheirneweventleaders,theActionTeams,todefinetheirvisionofRosewood.FoodandbeverageswillagainbeprovidedbytheplanningteamandtheeventwillbehostedatKealingMiddleSchoolunlessresidentsproposeanewvenue.ThepurposeofthiseventistoformconcretegoalsforRosewoodthroughempoweringmembersofthecommunitytotaketakechargeoftheprocess.Theeventwillbeentirelyresident‐driven,withtheplanningteamonlyprovidingassistancewhenneeded.ThismeetingwillalsoattempttobringmorecommunitymembersintotheTeamsinwhichtheyareinterestedinworking.ThemajoroutcomeofthiseventistogetthecommunitydirectlyinvolvedindesigningtheTransformationPlanforRosewood.TheoverallresultofEnvisionRosewoodistoelicitasenseofconnectiontotheplanningprocessinRosewoodbymakingitacommunity‐drivenexperience.

 

DraftsofdesiredlandusescenariosthatweredevelopedatRosewoodInsightswillbebroughtintoactasstartingpointsfordiscussionoftherecognizedambitionsoftheActionteams.ThisthirdeventwillhelpdraftaDesiredLandUseelementthatwillbepartoftheRosewoodChoiceNeighborhoodTransformationPlan.ThepromotionaltacticsemployedforthismeetingwillbesimilartothoseusedfortheRosewoodInsightsexceptforonecaveat:theActionTeamswillalsobeencouragedtoseekoutparticipants.Thisensuresgreaterparticipationthroughgrassrootscommunication.Consideredslogan:

ResidentswillthenbeaskedtobreakintosmallgroupswheretheywillbepairedwithActionTeammemberswhowillactashostsateachtablewheretheywilldiscussvisionsandgoalsforRosewood.ThesebreakoutdiscussionswillconsistofapproximatelysixpeopleinadditiontoanActionTeammemberwhowilloperateasfacilitator.EachofthetableswillbeprovidedwithhandoutsofthemapscreatedattheRosewoodInsightseventinorderforthetables’conversationstobewell‐informedbythevaluesofcommunitymembers.Thesediscussionswillgoinfourrounds.Inthefirstround,participantstalkbrieflyaboutthedefinitionofsuccesswithnofeedbackorresponse.Inthesecondround,eachpersonpresentstheirowncommentsregardingtheinformationthatwasjustshared.ThethirdroundisforfocuseddialoguetohelpachieveconsensusonthemostessentialambitionsforRosewood.Teamfacilitatorswillbepresentduringthedialoguesessionstohelpguidetheconversationsalong,ensurethegoalsaremetandthateveryonehasachancetospeak.Inthefinalround,eachparticipantshareswhatchallenged,touchedorinspiredthem.Attheconclusionofthissession,groupswillbeaskedtoelectarepresentativewhowillprovideasummaryoftheirdiscussionstotheentireaudience.Inthefinalstageofthemeeting,planningrepresentativesandelectedActionTeammemberswillprioritizethegoalstobeaddressedimmediatelythroughactionandinthewritingoftheTransformationPlan.Suchprioritizationwilloccurusingapollingprocess.Afterthisdiscussion,eachofthetableswillengageinamappingexercisethatbuildsupontheworkaccomplishedattheRosewoodInsightseventaswellastheprogressachievedintheEnvisionRosewooddiscussions.ThemapscreatedatthiseventwillbeusedtoformulatetheDesiredLandUsemapincludedwithintheRosewoodChoiceNeighborhoodTransformationPlan.Risksassociatedwiththiseventinclude:lowparticipation;conflictingconceptsandambitions;thedemandnatureofprocessforresidents;lackoffocus;disinterestordisintegrationofActionTeams.Withconsistentcommunicationbetweentheplanningteam,theActionTeamsandresidents,theprocesswillhaveenoughmomentumtopreventdisintegrationanddisinterest.Infact,greaterresponsibilityisanticipatedtoincreasewillingnesstoparticipate.

Therewillbefiverepresentativesoftheplanningteamwhowillfieldquestions,provideassistanceandagainseethattheeventprovidesfoodandbeveragesforparticipants.Inaddition,approximatelytenprofessionalsconsistingofurbanplanners,architects,accountants,environmentalists,civilengineersandotherprofessionalsdeemedessentialwillattendthismeetinginordertosharetheirknowledgewithresidents.Nametagswillbedistributed,withspecialmarkingsprovidedforActionTeammembers,theplanningteam,andtheprofessionalsinattendance.Attendanceisexpectedtoincludebetween20and60participantsfromtheneighborhood.Thepopulationofresidentsthattakespartintheeventwillbeaslargeanddiverseacross‐sectionofthepopulationaspossible.ThekeyquestionsforRosewoodinActioninclude:Howcanwemakeourdreamscometrue?Howcanwecreatespecific,shorttermandaccomplishableprojects?Whatcouldwelearnfromtheseprojects?Theprojectsproposedmuststemdirectlyfromwhathasbeenaccomplishedthusfar.Thefocusofdiscussionshouldbespecificallyfocusuponwhethertheprojectsenvisionedareachievableanddesirablebasedonexistingdialogue.Inthisevent,collaborativeactionwillencourageintegratedeffortsamongtheplanningteam,neighborhoodparticipants,ActionTeamsandprofessionalsinvolvedintheproblem.Collaborativeactionwillempowerparticipantstodeterminethemeansbywhichproposedpilot

EVENT5:JuneteenthCelebration(ALastingRosewood)

Thefinaleventwillreiteratetheprocessbegunin2013.TheintentisthatthepilotprojectswillhavebeencompletedandtheTransformationPlandrafted;fromthesetwodeliverablesRosewoodwillcontinueengagingintheplanningprocesswithoutoutsidefacilitationfromHACAortheconsultants.

 

ThepurposewillbetohavedraftsonhandoftheTransformationPlan,aswrittenincooperationwiththeActionTeamsandprofessionalsfromthepreviousevent.Therewillalsobeextensivedocumentationofthepilotprojects.Theoutcomeswillbetheestablishmentofalastingprocessbeyondtheyear’sefforts,onewhichencouragescontinuedandgrowingpublicparticipationincityplanning.PromotionwillhappenagainintandemwiththeJuneteenthorganizers,exceptitwillbedrivenbytheresidents.Potentialslogan:“EnvisionRosewood:TheNextEpisode”.Keyquestionscouldbe:howcanplanninginRosewoodengageevenmorecitizens?Howcanresidentsthemselvesraiseagencyintheplanningprocess?ActionTeammembersandanyresidentswishingtocontinuetheprocessofplanningforRosewood’sfuturewillbeonhandatthissecondJuneteenthexhibit.Planningteammembersmaybeonhandifneeded.Thegreatestriskisalackofinterestinundertakingtheprocessestablished,somethingwhichwillhavealreadybeenrepeatedlyaddressedfromthefeedbackoverthelastyear.

InthisworkshopstoriesandartworkwillbesharedtobuilduponthematerialgatheredfromJuneteenth.RosewoodInsightswilloccurtwomonthsaftertheJuneteentheventinordertoallowtheplanningteamtosynthesizealloftheinformationacquiredthroughinitialindividualengagement.Theoutcomesare(1)tohaveaconsensusonRosewood’ssharedambitions,then(2)formActionTeamsaroundthoseambitions,and(3)createdraftsoflandusescenarioslinkedandrelatedtotheambitionsrecognizedintheevent.

PURPOSE

ThepurposeofthiscriticalfirstworkshopistobuildtrustwiththecommunityinamoreformalsettingwhilebuildingonJuneteenthbyaddingandcompilingstories,experiences,andvalues.Additionally,RosewoodInsightsisanopportunitytosharethecommunity’sexpressionofartcreatedatJuneteenth(communitywall).Insightswillgaininsightintotheresidents’thoughtsandfeelingsonRosewood,andthecourseahead;andtobrainstormkeyconcepts/themes/ambitions.UltimatelytheendresultwillbethecreationofActionTeamsthatwillleadthenextstagesandeventsoftheprocess.Finally,aquickpreliminarydraftoflandusescenarioswillbepursuedinthiseventwiththegoalofapproachingtheambitionsrecognizedinamap.

CONCLUSIONS

 

ConclusionsThecoreofthisproposedstrategyisempowerment‐‐thedesignismeanttoyieldcontroloftheplanningprocesstoRosewood’sresidentsinthebeliefthatcommunities,whengiventheopportunity,arecapableofbeingthebeststakeholderinapublicprocess.Theplanningteamplaysmorearoleoffacilitationandassistancewithregardtotechnicalissuesandinitialengagement.Needlesstosay,Rosewoodcontinuestofacehardshipsanddistrustofinstitutionswhichhavetraditionallydiscriminatedagainstitsmorevulnerablepopulation;oneneedlooknofurtherthanthenowinfamousplanof1928.ThecurrentparticipationstrategyhasthusfarunderestimatedjusthowdeeptheinjusticesruninEastAustin.Evenwiththebestintentions,thecurrentplanningteamhasapproachedtheparticipationprocessreiteratingunequalpowerdynamics.Thoughachangeintrajectoryhastakenplacesincethetimeofthiswriting,HACAandCamiroscouldhaveconsideredexpressingintentionandempoweringcitizensovertheprocessfromthebeginning.Insteadoffocusingonpresentation,agreaterfirststepwouldhavebeenoneofengagementandexplorationofcurrentandhistoricalissues.Theproposedplandevelopedaboveattemptstodoso,firstbyparticipatinginlonghistoricaltraditionsintheneighborhood‐‐Juneteenth‐‐andconsistentinvitationstoallresidentstoparticipateateveryleveloftheplanningstrategydesign.Expressingtransparencyandmaintaininganopendemeanorhelpsresidentsfeeltheprocessisapproachableandstymiesfearsaboutchangetotheneighborhood.Emphasizingpositivityaswellremainsacriticalcomponenttothisstrategy.Insteadofdwellingoninadequaciesandneeds,ratherthestrategydevelopedhereprioritizesambitionsandstrengthsthroughstory.
