Thank , you for your letter of June 19 regarding the Toshiba-Kongsberg affair. I am aware that the case has had tremendous press play in Norway. Our Ambassador to Norway, Bob Stuart, is in daily contact with us. ·The case has been front page news here as well.

The Administration continues to believe that mandatory sanctions and financial compenoation are inappropriate. We have raised the case at the highest levels in both the Norwegian and Japanese governments. We encouraged them to punish the diverters in this case, and to enact tough new laws which will increase the risks for :uture diverters. At present, we are not looking at any t;{pe o f reimbursement scheme.

I am sure you know that the Senate and the House have both passed legislation regarding the Toshiba-Kongsberg matter. This diversion was a serious one, as the level of concern on the Hill reflects. I hope that cooler heads provaili and that we arrive at a resolution that reflects e v e r yone's best interests.
