ODS3F project overview

Giovanni LaneveDIAEE – Università di Roma ‘La Sapienza’

PREPAREDNESS projects:Observation and Detection Systems for Forest Fire Management (ODS3F)

Projects selected under 2012 Call for ProposalsPrevention & Preparedness under the Civil Protection Financial Instrument

4th ODS3F Progress Meeting, 15 May 2014, Rome

Objective and expected resultsDevelopment of a common understanding of the capabilities of vision (optical or thermal) and detection systems on which a fire remote detection network can be based.

Defining agreed criteria capable to guide the decision about the adoption of situation reports based upon remote observation system, in terms of convenience and/or basic characteristics (visible or thermal camera).

Evaluating, through an agreed evaluation scheme, the performances of the already available monitoring systems based on visible or thermal camera already available in the countries of the project partners;

Assessing the possibility of complementing the monitoring network with a system capable to simulate the fire behaviour providing the most probable, time dependent, propagation conditions by taking into account the meteorological conditions, the orography and fuel (vegetation) type and status;

4th ODS3F Progress Meeting, 15 May 2014, Rome

Objective and expected results

Define an optimized system, Define a standardized set of information, Define a common method of using the situational reports for

enhancing the correct, effective and efficient utilization of the available data in facing emergencies (as wildfires are) and in reducing their consequences.

A guideline describing the elements to be taken into account for selecting the most suitable surveillance system for monitoring, protecting a given area of interest and for optimizing the exploitation of the produced information.

The adoption of these technologies as common and shared good practices at EU level.

Task Title Actions

Scientific and technical Coordination & Project Management (M0 – M24)

1. Coordination and effective management of the project and consortium2. Ensure the administrative and financial implementation of the Contract3. Ensure the overall scientific and technical coordination of project activities4. Ensure the achievement of overall technical and scientific objectives of the project

Analysis and technical assessment of the observation/detection systems (M0 – M15)

1. Analysis of the automatic surveillance and monitoring system of forest fire using thermal cameras in the Region Castile and León (Spain); Evaluation of the performances2. Analysis of the monitoring system in France, evaluation of the performances3. Analysis of the monitoring system in Greece, evaluation of the performances4. Analysis of the monitoring system in Italy, evaluation of the performances5. Comparison of the monitoring/detection systems available within the consortium

Definition of situational data set, utilization strategy & simulation of fire behaviour (M12 – M24)

1. Evaluation of the situational data set and assessment of a common data utilization strategy

2. Study of a fire behaviour simulation module 3. Assessment of the possible improvement of the system

Good practices and experiences exchange (M12– M24)

1. Comparison of systems and good practices and experiences exchange;2. Development of guide lines for the optimized utilization of the situational reports.

Communication & Dissemination (M2– M24)
