Accountancy Services…..Who are we?

Our Purpose:- The service is a support function and so aligns generally with the delivery of the Authority’s key outcomes: It does have a direct relation to the outcomes that people in Monmouthshire benefit from an economy which is prosperous and the unit supports Economy and Enterprise. But its’ main influence is felt more commonly around the provision, application and custodianship of sound Governance and accountability arrangements and considerations around the effective use of resources; The service has traditionally operated as 4 elements being, Technical and corporate Accountancy Devolved Social Care Finance Team Devolved Education Finance Team Centralised Management Accountancy Team for the remainder Each area is overseen by a Finance manager, reporting to Assistant Head of Finance (Accountancy). This position specifically covers the management of the latter element, but there is a need to support each other in a consistent and equitable approach.

The collective Team provides a number of finance functions to officers/Directorates across the Authority. Its main purpose is to:

provide reliable, timely & accurate information

provide information that assists Officers in their decision making and ensures

that all financial consequences have been identified

provide information that is understandable to the user

provide support and advice to Managers

plan, coordinate and communicate the Budget setting process

ensure that the Authority’s accounts are produced on time and in line with

professional accountancy guidelines

ensure that the Authority adheres to professional guidelines

maximise income from investments through effective Treasury Management

(whilst not putting the Authority at too much risk)

ensure that the Authority’s financial procedures and practices are reliable,

robust, current and are fit for purpose

sign off grant claims and prepare returns to Welsh Government

have the appropriate qualified staff who are able to make the right decisions

at the right time

The Purpose of this Role:-

1. To assist the Assistant Head of Finance in the delivery of a range of services administered within Central Finance including:

a. Medium Term (4 year) Financial plan facilitation b. Annual Revenue Budget preparation and savings evaluations c. Revenue budget monitoring reporting d. Provision of management accountancy services to revenue and capital

budget holders e. Support Member decision making through Committee attendance and

2. To manage and supervise staff within the Centralised Management

Accountancy team.

3. To assist in the preparation of year-end financial statements Expectation and Outcomes of this Role:- 1. The post holder is responsible for planning and maintaining their own work

working to objectives and guidelines set.

2. Responsible for the day-to-day management, development and professional competence of Directorate Management Accountancy team members.

3. To assist in the production and implementation of the relevant performance and development plans and initiatives for the team as required by the Authority’s performance management framework.

4. To assist with any management reviews designed to promote improvement or service redesign.

5. To hold frequent and regular team meetings within team members, involving other officers as appropriate.

6. To undertake staff review and development of officers within the Directorate Management Accountancy team as prescribed by the Authority’s procedures.

7. To provide professional support for staff undertaking professional qualifications or other training across the Authority.

8. To represent the Directorate Management Accountancy team at meetings and working groups as required.

Your responsibilities are to:- 9. Co-ordinate the annual revenue budget setting process for all revenue

budgets in respect of the business units above in line with the Corporate Framework and the Authority’s revenue budget setting timetable.

10. To assist in the consultation on future budget preparation and budget framework proposals.

11. Manage the revenue budget monitoring process for the business units detailed above including:

a) Production of monthly financial information for revenue budget holders, Directorate Management Team, Corporate Management Team and Member Committees;

b) Management of budget (forecast) re-profiling and variance analysis with budget holders;

c) Meetings with budget holders;

d) Reconciliation of updated ledger information to reports and review of consistency of comments provided as part of monthly variance analysis;

e) Production of budget virement or additional budget requests;

f) Timely notification to Senior Finance Officers and Directorate Heads of material under/overspends and monitoring corrective action that has been agreed.

12. Prepare directorate revenue budget reports per the revenue budget-monitoring timetable.

13. Oversee the re-apportionment of central support costs to services based on transparent and agreed methods of cost apportionment.

14. Complete statutory and other statistical financial returns prepared.

15. Assist Grant Officers in the completion of interim and final grant claim submissions.

16. Review grant submissions, claims and returns, ensuring adherence to the Authority’s grants protocol and reconciliation to the financial ledger.

17. Provide accountancy advice, support and training to senior officers and budget holders of the directorate and its trading units as necessary.

18. Co-ordinate financial management system (Agresso) training for team members to allow a more proficient use of the system and respective reporting tools.

19. Manage the integrity of financial data held on the financial ledger system.

20. Co-ordinate the review and monitoring of year-end adjustments made by budget holders per the year-end revenue closure process.

Other Responsibilities and Duties 21. To assist with the development and delivery of management accountancy

training programmes for officers with budget responsibilities.

22. To be responsible for developing and maintaining operational procedural notes and training notes for the Directorate Management Accountancy team with a view to strengthening overall financial and operational control.

23. To embrace the technologies and IT systems at the disposal of the Authority with a view to maintaining more robust management information systems.

24. The post holder will be expected to maintain an awareness of development in best practice and changes in legislation, including revising procedures as appropriate.

25. To deputise for the Assistant Head of Finance and represent the Head of Finance on meetings and other working groups.

26. To be responsible for the implementation of equal opportunities principles and practice as laid down in the Council’s Equal Opportunities Policy.

27. To carry out any other duties requested commensurate with the seniority of the position.

Person Specification

How will we know if you are the right person for the role? As the successful candidate you will have needed to demonstrate:-

Being a CCAB qualified accountant (preferably CIPFA) or deem to be qualified with experience.

Being able to demonstrate skills in leadership, organisational and motivational skills, including the ability to prioritise their own work and that of others in order to meet strict deadlines.

Possessing at least three years relevant experience in local government finance at a senior level with staff management experience and a demonstrable record for achieving aims, objectives and targets.

Possessing knowledge and understanding of the work of local government and the current agenda to which it works.

Possessing a high level of understanding of local government accounting and management accounting methods and practices.

Possessing analytical and creative skills to produce solutions or strategies for the development of robust financial control mechanisms and the information systems at the disposal of the team.

Being able to show a high level of computer literacy, with experience in the use of Excel, Word and complex computer-based financial ledger systems.

Possessing exceptional interpersonal, oral and communication skill, including persuasive skills and conveying technical accounting issues to non-finance staff.

Being proficient in preparation of comprehensive, concise and well-presented finance reports to senior officers and Members.

Being able to demonstrate a clear understanding of equal opportunity principles and practice and a commitment to their effective implementation in a finance context.

10. Cynorthwyo gyda’r ymgynghoriad ar baratoi cyllidebau yn y dyfodol a chynigion fframweithiau cyllideb.

11. Rheoli’r broses o fonitro’r gyllideb refeniw ar gyfer yr unedau busnes sydd wedi eu manylu uchod gan gynnwys:

a. Creu gwybodaeth gyllidol fisol ar gyfer y deiliaid cyllideb refeniw, y Tim Rheoli Cyfarwyddiaeth, y Tim Rheoli Corfforaethol a Phwyllgorau’r Aelodau;

b. Rheoli’r gyllideb (rhagolygon), ail-lunio’r proffil a dadansoddi amrywiaethau gyda’r deiliaid cyllideb;

c. Cyfarfodydd gyda’r deiliaid cyllideb;

d. Cysoni’r wybodaeth ar gyfer adroddiadau ad adolygu cysondeb y sylwadau a ddarperir fel rhan o ddadansoddi’r amrywiaeth yn fisol;

e. Creu hawl i drosglwyddo arian neu’r ceisiadau am gyllideb ychwanegol;

f. Rhoi gwybod i’r Uwch Swyddogion Cyllid a Phenaethiaid y Cyfarwyddiaethau o unrhyw orwario/tanwario a monitro’r camau cywiro a gytunir.

12. Paratoi adroddiadau cyllideb refeniw'r gyfarwyddiaeth yn unol ag amserlen monitro cyllideb refeniw.

13. Goruchwylio’r broseso ail-glustnodi costau cymorth canolog i’r gwasanaethau, a hynny’n seiliedig ar ddulliau tryloyw a chytunedig o ddynodi costau.

14. Cwblhau’r datganiadau cyllidol statudol ac ystadegol fel sydd angen.

15. Cynorthwyo’r Swyddogion Grantiau i gwblhau ceisiadau interim a therfynol am grantiau.

16. Adolygu ceisiadau am grantiau, ceisiadau a datganiadau, gan gydymffurfio gyda phrotocolau’r Awdurdod a chyson gyda’r cyfeirlyfr cyllidol.

17. Darparu cyngor, cefnogaeth a hyfforddiant cyfrifeg ar gyfer uwch swyddogion a deiliaid cyllideb y gyfarwyddiaeth a’r unedau masnachu fel sydd angen.

18. Cydlynu’r system rheoli gyllidol (Agresso) ar gyfer aelodau tîm er mwyn caniatáu defnydd mwy effeithiol o’r systemau a’r systemau adrodd perthnasol.

19. Rheoli hygrededd y data cyllidol sydd ar y system cyfeirlyfr cyllidol.

20. Cydlynu adolygiad a monitro addasiadau diwedd blwyddyn a wneir gan ddeiliaid cyllidebau fel rhan o’r broses o gau refeniw ar ddiwedd y flwyddyn.

22. Yn gyfrifol am ddatblygu a chynnal nodiadau gweithdrefnau gweithredol a nodiadau hyfforddi ar gyfer y tîm Cyfrifeg Rheoli gyda’r nod o gryfhau rheolaeth gyllidol a gweithredol cyffredinol.

23. Yn cofleidio’r systemau technoleg a TG sydd yn cael eu defnyddio gan yr Awdurdod, gyda’r nod o gynnal systemau rheoli gwybodaeth mwy cadarn.

24. Bydd disgwyl i’r deiliad swydd i gynnal ymwybyddiaeth o’r arferion gorau sydd yn cael eu datblygu a newidiadau mewn deddfwriaeth, gan gynnwys diwygio gweithdrefnau fel sydd yn briodol. .

25. Dirprwyo ar ran y Pennaeth Cyllid Cynorthwyol a chynrychioli’r Pennaeth Cyllid Cynorthwyol a’r Pennaeth Cyllid mewn cyfarfodydd a grwpiau gwaith.

26. Yn gyfrifol am weithredu egwyddorion a phractis cyfle cyfartal fel sydd wedi eu hamlinellu ym Mholisi Cyfle Cyfartal y Cyngor.

27. Ymgymryd ag unrhyw ddyletswyddau eraill ar gais ac sydd yn gymesur gyda gradd y swydd hon.
