Updated September 2009 RMC / CMR Soccer IM Rules and Regulations Objective Soccer is a team sport played between two teams of e leven players. The object of the game is to score by maneuvering the ball into the opposing goal without using one’s hands. Duration 1. 5 minute warm-up followed by two 25 minute run-time halves with a 2 minute break in  between 2. Each team will be allowed a 1 minute time-out per game. 3. If teams are tied after regulation time, no overtime will be played during the regular season. For a description of the overtime format during play-offs, see below. Participants/ Substitutions Teams will consist of 12-18 players with 10 outfielders and 1 goaltender actively playing at one time. Teams will have unlimited substitutions and may s ubstitute during stoppages of play in the occurrence of: a. a goal kick;  b. a corner kick; c. a goal being scored; d. half-time; e. when your team has a throw-in; f. or when the opposing team has a throw-in and is also substituting players. Playing Surface All games will be played outside on a standard soccer pitch (between 90 and 120 meters long and 45 to 90 meters wide) General Rules RMC’s intramural soccer league will conduct play in accordance with the current FIFA Laws of the Game and will abide by all annual changes made by FIFA and its Congress. In accordance with the official rules, the RMC Athletics Department is entitled to make minor adjustments to these playing rules and are as follows: 1. All players are required to wear shin pads, which must be completely covered by socks, and must remove all jewelery, including watches and rings, prior to the start of the g ame. OCdts will not be allowed to participate if these conditions cannot be met; 2. Metal cleats are not permitted; 3. All games will be played to their entirety except if stopped by the referee; 4. Only the team captain will be permitted to approach the referee for the purpose of questioning any calls; 5. Substitution rules as described above. Starting/ Restarting of Play 1. At the beginning of the game a coin is tossed and the team that wins the toss decides which goal it will attack in the first half. The other team takes the kick-off to start the game while the team that won the toss will take the kick-off to start the second half. Also in the second half, the teams will change ends and attack the opposite goals. 2. A kick-off is a way of starting or restarting play: a) at the start of the match;  b) after a goal has been scored; c) at the start of the second half of the match;

Soccer IM Rules and Regulations

score by maneuvering the ball into the opposing goal without using one’s hands.

A goal may be scored directly from the kick-off.

3.  Kick-off Procedure:

a)  all players must be in their own half of the field of play;

 b)  the opponents of the team taking the kick-off must be at least 10 yds from the ball until it

is in play;

c)  the ball must be stationary on the centre mark;

d)  the referee gives a signal;

e)  the ball is in play when it is kicked and moves forward;

f)  the kicker must not touch the ball again until it has touched another player;After a team scores a goal, the kick-off is taken by the other team.

Infractions/

Violations/

Fouls

1.  A direct free kick is awarded to the opposing team if a player commits any of the following

offences:

a)  kicks or attempts to kick an opponent

 b)  trips or attempts to trip an opponent

c)   jumps at an opponent

d)  charges an opponent

e)  strikes or attempts to strike an opponent

f)   pushes an opponent

g)  tackles an opponent

h)  holds an opponent

i)  handles the ball deliberately (except for the goalkeeper within his own penalty area)

2.  If any of the above offences are committed by a player within his own penalty area, a penalty kick will be awarded to the opposing team.

3.  As with FIFA Laws of the Game, the referee will have the authority to take disciplinary

sanctions from the moment he enters the field of play until he leaves the field of play after 

the final whistle.

4.  The yellow card will be used to indicate that a player has been cautioned. A player who

commits a cautionable offence, either on or off the field of play, will be disciplined

according to the nature of the action. Cautionable offences include but are not exclusive to:

a)  unsporting behaviour;

 b)  dissent by word or action;

c)   persistent infringement of the Laws of the Game;

d)  delaying the restart of play;

e)  failure to respect the required distance when play is restarted with a corner kick, free

kick or throw-in.5.  The red card will be used to indicate that a player has been sent off. A player who commits

an ejectable offence, either on or off the field of play, will be disciplined according to the

nature of the action. Ejectable offences include but are not exclusive to:

a)  serious foul play

 b)  violent conduct

c)  spitting at an opponent or any other person

d)  denying the opposing team a goal or an obvious goal-scoring opportunity by

deliberately handling the ball (excluding the goalkeeper within his own penalty area)

e)  denying an obvious goal-scoring opportunity to an opponent moving towards the

 player’s goal by an offence punishable by a free kick or a penalty kick 

f)  using offensive, insulting or abusive language and/or gestures

g)  receiving a second caution in the same match

Any players receiving a red card and being sent off may also receive additional punishment

 based on the nature and seriousness of the infraction as described in the RMC Intramural

Handbook.

Overtime 1.  During the playoffs, if at the end of the second half the game is tied, the game shall be

decided by a sudden-death 5 minute overtime. A shootout will follow if necessary as per 

FIFA Shootout rules with five players and a goalkeeper being chosen by the captains of each

team.

2.  Players will shoot from the penalty kick mark alternately at the same end of the field in turn

until all five have taken a shot.

3.  If the score is still tied, the same players shoot alternately until one team misses and the

other scores.
