We are committed to using and respecting our agencies policies so we can work with 4-H
youth. These include:

The following are practices are covered to help if a risk presents itself during this 4-H event.
1) Injury or Death
2) Weather
3) Lost Group Member
4) Fire
5) Intruder (or off-line active shooter)
6) Reduce the spread of COVID-19
1) For Injury or Death (these may be done simultaneously with adults helping, document who
did each step to insure all steps were completed.)
1. Call for help and secure the immediate help for injured party
2. Secure safety of others in the area
3. Notify emergency contact
Identification: “Mrs. Jones, This is Tammy from 4-H.
Situation/Relationship to call: We are at the 4-H Fishing workshop, and you are listed as Chris
Clover’s emergency contact.
Incident: Chris slipped on a rock by the lake, and has a potential leg injury.
Steps Taken: We have called 911 and have an ambulance in route. He will be taken to
Memorial Hospital.
Steps Requested: Can you meet the ambulance at the hospital?
Contact: I will text you my phone number and name so we can keep in contact about Chris.
Follow-up: Do you have any questions for me at this time?

2) For Weather – make sure to study weather.gov Severe Weather Tips, and provide club
lessons from the website.
▪ Weather watches – assign an adult keep an eye on the weather for any sudden changes
by sight and sound, as well as electronically. Notify the coordinator or chief range officer
as changes warrant, or give 30-minute interval updates if conditions are not changing.
▪ Weather warnings
o If the 4-H event has started, secure all youth to a safe area. Invite all adults to
the safe area or instruct where to go for safety. Debrief with all volunteers, staff,
and youth.
o If event has not started, cancel the event or postpone until the warning has
concluded.
▪ Lightning Delay
o Secure all youth to an enclosure to protect from lightning
o Wait 30 minutes after a lightning strike is visible to the eye or thunder is heard
by the ear
▪ Flooding
o Assist youth in getting to higher ground immediately.
o If life jackets are available, distribute immediately.
o Notify emergency personnel or contacts where the group is moving to.
o Avoid rushing waters, and try to secure objects likely not to move in a flood.
▪ Rain Delay
o Help youth secure rain gear especially in cold weather
o If the rain hinders the youth vision for sight related activities, postpone or cancel
until youth can be reasonably safe.
o If the rain hinders youth’s movement or creates an additional slip hazard,
postpone or cancel until youth can be reasonably safe.

3) Lost Group Member
▪ Prevent lost people by the following:
o Have a list of everyone in a group.
o Train group leaders to do head counts before transferring between activities.
o Sign in people as they arrive.
o Check people out as they leave.
▪ If a group member is missing take the following steps.
o Ask each person individually if they have seen ‘Chris Clover’. Or the last time
they saw them. (do not ask as a group as some people may not be attentive to
the question).
o Notify another adult that a person is missing. Have them enlist help in looking.
o Check the common places first – bathrooms, classrooms, or sleeping rooms.
o Set up a grid to look for the person with all people either within arms reach or
eye contact as the grid is searched.
o If person is not found, call in law enforcement for assistance.
o At this point, follow procedure for injured party reporting.
o Debrief with all volunteers, staff, and youth.

4) Fire
▪ For a person,
o Stop, drop, roll
o Limit oxygen to the fire (do not allow to run or move)
o Clear the area of people
o Treat burn according to 1st aid kit directions
o Call 911 for severe burns
o Notify parent or family member of incident
o Debrief with youth who witnessed event
o Fill out incident report form and send to Chain of Command
▪ For an item,
o Clear the area of people
o Use a fire extinguisher, aim at base of fire in a sweeping motion.
o If fire continues, call 911
o Fill out incident report form and send to Chain of Command
▪ For a facility,
o Clear the area of people
o Use a fire extinguisher, aim at base of fire in sweeping motion.
o If fire continues, call 911
o Notify the facility owner/management
o Fill out incident report form and send to Chain of Command
o Debrief with youth who witnessed event
5) Intruder (or Off-line active firearm)
(written in conjunction with advice from county sheriff’s department)
▪ Prior to Event: Check and share the facilities ‘active shooter’ policy and procedures. Be
prepared to follow them and share with other instructors/adults.
▪ Prior to Event: Enlist the advice of local law enforcement for a plan if the facility does
not have one. Ask for ‘standard reference protocol’ assistance or planning.
▪ In a Shooting Sports event, Call Cease fire – if time/situation warrants
▪ Stay calm
▪ Dial 911 while you….
o Secure your safety (you cannot help youth if you are not safe yourself)
o Secure the safety of youth and other people
o Cover and Conceal the group from the threat by fleeing first, if possible.
▪ As law enforcement arrives
o LISTEN, don’t argue
o Put your hands up above your head
o Follow Directions, do not try to talk to law enforcement
o If you are in cover – wait for ‘all clear’ before coming out.
o Adapt to your surroundings.
o Don’t hold any item that could appear to be a weapon
▪ Check-in with the coordinator/staff and law enforcement before leaving with your
parent/family member.
▪ Fill out incident report (and/or obtain for law enforcement)
▪ Notify the Chain of Command
Do NOT try to be a hero! “Flight before Fight”
6) Reduce the spread of COVID-19
• Hold education on-line if possible
• Prior to event
o Clear the event with the person above you in the Chain of Command, checking
and following all agency’s current policies for in-person events.
o Advertise event to include the health safety protocols that will be followed
o Limit people in attendance to youth participant and one adult/guardian. (no
siblings or extra spectators)
o Assign times/shifts, and do not have people stay the whole time if a large group.
o Train a person/volunteer to check-in people and assess for COVID-19 symptoms
or infection
o Set up hand sanitizer stations
o Have extra masks available if people do not bring their own.
o Set up chairs in family household groups, 6’ apart. Mark with name.
o Mark lanes with 6’ in between.
o Mark ‘coaching boxes’ to give the best view with 6’ from shooter’s position.
o Mark Range Officers box
o Mark where each youth places their equipment
o Disinfect all commonly touched surfaces
o Use a sound system, do not allow yelling or loudly projecting voices
• During Event
o Have all youth attendees sign-in, and be asked about their symptoms/exposure.
o Train youth and attendees on
▪ Sanitizing hands
▪ Wearing masks to include putting on/taking off
▪ Sanitizing Equipment
▪ 6’ physical distancing
o Schedule breaks for hand-washing
o Allow shared equipment to ‘dry’ from sanitizing before being used by next
participant.

o Disinfect all commonly touched surfaces
o Disinfect all equipment (not owned by 4-H members)
o Turn in a copy of sign-in sheet to Extension Office (for contact-tracing purposes).
