President’s Message

Dear Fellow Chapter Members,
It is hard to believe that half of this year is over.
And it has been a busy year so far! I want to thank
Bruce Gunderson, MAI and Kathleen McLeroy, MAI
for all the help, support, and guidance. And a
special thank you to Ruth Kelton who keeps us all
on track!
Kathleen McLeroy and I attended LDAC
(Leadership Development and Advisory Council)
which met the first week of May in Washington,
DC. The focus this year was on attracting new
membership and providing new opportunities for
existing members. New ideas will be passed on to
Strategic Planning and other committees. Our
visits to Capitol Hill included U.S. Senator John
Cornyn and U.S. Representatives Ted Poe, Jeb
Hensarling (Chairman of the House Financial
Services Committee), Beto O’Rourke, and Brian
Babin. Real estate valuation is one of the most
highly regulated professions in the United States.
We contend with federal oversight, state
certifications and licensing requirements,
mandatory standards obligations, and ever-
increasing rules. During our visits we requested
that the playing field be leveled to allow for more
flexibility for appraisers to effectively complete
and deliver a full range of valuation services. Later
in the newsletter is a copy of the key talking
points we used when visiting our legislators.

President’s Message, (cont’d.)
Kathleen and I attended the Region VIII meeting
held in Dallas. The 2017 Appraisal Institute Vice
President, Stephen S. Wagner, MAI, SRA, AI-GRS,
attended the meeting. A significant amount of
time was spent discussing the Chapter Financial
Management and Administrative Policy. The
policy remains suspended pending input from
chapters. Beta testing with volunteer chapters
should begin later this year, which will help to
shape changes to the policy as well. This
continues to be a source of much discussion, and,
as new information is available, it will be passed
on to all of you. A copy of the letter that the Rio
Grande Chapter sent to our Executive Committee
and National Board of Directors is provided later
in this newsletter. At this meeting, I was elected
Third Director of Region VIII, a five-year
commitment on the National Board of Directors. It
is such an honor, and I am very appreciative of the
chance to serve. Our next face-to-face Regional
meeting will be held in Albuquerque on November
4th. Chapter members are invited to come to the
Regional meeting. Please let me know if you
would like to attend.
I just returned from attending the 2017 Annual
Meeting held in Ottawa, Canada. What a beautiful
place, with great food and such nice people. This
was a joint meeting with AI-Canada, the first in 13
years. It was wonderful to meet our counterparts
from all over Canada. Ron Alfred, MAI, AI-GRS
from our chapter was also there. Please mark
your calendars for next year’s annual meeting in
downtown Nashville, which will be held at the new
Marriott hotel on July 30-31 and August 1. If
you’ve never attended an annual meeting, here is
your chance. The education and networking are
invaluable!
Speaking of education, I am on the National
Education Committee and am excited about new
educational offerings that are being developed
both for classroom settings, online, and
synchronous offerings. Some of the older classes
are being rewritten and updated to provide current
information. One example is the newly updated
Uniform Appraisal Standards for Federal Land
Acquisitions, which will be offered in Albuquerque
on July 27 and 28th. We welcome back Instructor
John Underwood Jr., MAI, SRA, the developer of
this course. Hope to see you there!

For those that still need the Demo requirement, you must complete the Demo Seminar prior to enrollment in the
Capstone Program. The 2017 schedule still has some openings:

Another important update is that, as of February 1, 2015, the requirement for Candidates for Designation to
attend one chapter meeting annually was removed and is no longer a requirement. However, it is always
encouraged for Candidates to attend Chapter meetings as often as possible for networking opportunities.
Candidate Scholarships
The Rio Grande Chapter offers two $500 annual scholarships, available to qualified Candidates for Designation
who are in the process of attaining designation. The money received can be used for expenses you have already
incurred within the six-month period preceding the award, or for expenses you incur in the 12-month period
following the award (upon completion of the course or exam).
If you are a Candidate for Designation taking advanced level courses or nearing the completion of your
designation track, you should apply!
Scholarship Criteria and Award Guidelines:
• Scholarship recipients shall be limited to Candidates of the Appraisal Institute, Rio Grande Chapter, who
are in the process of attaining designation.
• Scholarships shall only apply toward MAI or SRA advanced designation track courses, the General
Demonstration Appraisal Report Writing course and the Comprehensive Examination Review course.
• Scholarships shall be used during the 12-month period from when they are awarded.
• Varying amounts shall be awarded based on the annual budget.
• The Scholarship Committee’s work will be done in compliance with the Appraisal Institute’s policies and
guidelines regarding non-discrimination.
If you are interested in applying for the scholarships, please fill out a Scholarship Application (application is
available on the Rio Grande Chapter website www.ai-riogrande.org. Please complete the Scholarship Application
and return it to the Chapter Office ([email protected]) by Monday, July 31, 2017. (Note that the
application deadline has been extended to allow more Candidates to participate in this opportunity.)

Uniform Appraisal Standards for Federal Land Acquisitions:
Practical Applications
The much-anticipated update to the Uniform Appraisal Standards for Federal Land Acquisitions was released by
the Interagency Land Acquisition Conference in December 2016. This is the first update to the standards since
2000. The Appraisal Institute’s two-day course not only provides a comprehensive review of the Uniform
Appraisal Standards for Federal Land Acquisitions, 6th edition, it includes critical instruction to those involved in
federal land acquisition valuation assignments. The course walks you through case studies which demonstrate
practical procedures and solutions.
Whether you are an experienced appraiser who writes or reviews federal land acquisition appraisals or you are an
appraiser interested in expanding your client base to include federal and state agencies and organizations, this
course will show you how to apply the 6th edition Uniform Appraisal Standards for Federal Land Acquisitions in
practice. An optional one-hour exam is included. Details about the course are below, and note that it is approved

Education Committee Update
FACT Chair Greg Stephens, Executive Director Amy Ables and AI Region VIII Executive Director Ruth Kelton attended the meeting via conference call. Item 2 is problematic as it relates to chapter meeting continuing education. The TALCB staff are currently pursuing chapter meeting education approval requirements to be treated the same as seminars and courses. The FACT President met with TALCB General Counsel Kristin Worman after the TALCB Board meeting 5/5/17 to continue discussions relating to concerns raised by Ruth, FACT Chair Greg Stephens and other FACT members during the call. A Task Force will be assigned by TALCB Chair Jamie Wickliffe, and FACT will continue to monitor and provide input.
New Mexico Update
A bill was anticipated this year pertaining to a statute of limitations on appraisals but will not be
presented until the 2018 session as several obstacles arose during 2017 which need further
consideration. Robin Stiles, SRA and Richard Hix, SRA will keep us posted with any legislation
matters to take place in the 2018 session.

National Board of Directors
Statement on Governance Restructure
June 8, 2017
The Appraisal Institute Board of Directors at its June 7-8 meeting in Ottawa, Ontario, received for its
consideration recommendations from the Governance Structure Project Team, which has spent more
than a year-and-a-half considering possible changes to AI’s governance structure.
Before any action is taken on these recommendations, members of the Board will be sharing the
project team’s recommendations with – and receiving feedback from – all AI professionals in the
coming weeks using a variety of means. These potentially will include webinars, meetings, and
conference calls led by Board members, national officers and members of the project team. Written
materials also will be made available to all AI Professionals that explain the project team’s
recommendations and the background information it considered.
The Board will review all input it receives, so AI Professionals are encouraged to take an active role
in this important process. At its August 24-25 meeting, the Board will consider sending any
governance structure recommendations to 45-day Notice.
More information on this initiative will be made available to Appraisal Institute professionals by July
14, 2017.
