Since 2009 the process of institutional reforms

functions in I&D agreed;

Joint quality and quantity
management Basin approach allows to balance the
needs and effects of the various sub-
sectors;
Basin approach improves water quality;
Norms and standards to be set on basis of
the demand of various uses in the basin;
Norms and standards to be coordinated
by basin management organisations.

User pays/polluter pays
Fee for a service and a service for a fee;
Independent operators needed;
The fee for water supply and treatment paid to
the operator, reflect quality/intensity of services;
The fee should reach full cost recovery levels,
1) operation,
2) maintenance and;
depreciation;
Some systems need subsidies, subsidies should
be transparent and be paid to the operator.

Conclusions and Recommendations
1) Take strategic decisions on principles and
anchor in the water sector reforms strategy;
2) Finalise enabling legal framework in line with
decisions;
3) Rationalise coordination and enhance decision
making of steering committees;
4) Implement coordinated projects for reforms;
5) Adjust institutional and decision making
mechanism on basis of experience.
