Intermediate School Instructional Schedule Modifications

2011-12 Board of Education Oconomowoc Area School District ISSUE: Modifications have been made to the instructional day schedule for Nature Hill and Silver Lake Intermediate Schools. INFORMATION: The modifications made to the OIS instructional schedule were made to accommodate Common Core Standards in Literacy and Math at grades 7 and 8 and a growing student population at grades 5 and 6. 2011-12 Instructional Schedule Modifications 5-8

7-8 Core Class Instructional Changes

Beginning with the 2011-12 school year, the instructional configuration for allocation of time to the four core classes (English/ language arts, math, science and social studies) will be modified for 7/8th grade students and staff.

o English/Language Arts 80 minutes o Math 80 minutes o Science 40 minutes o Social Studies 40 minutes

ELA and math will be taught in 80 minute blocks daily. Science and social studies will be taught in a block schedule for eighty minutes every other day on an A/B schedule. The OIS staff will work with site administrators to determine whether or not they will run a “monster day”. “Monster days” occur when a block class (80 minutes) is run as a skinny (40 minutes). i.e. Monster Monday/Block= Monday- 40 minutes of science and 40 minutes of social studies Tuesday and Thursday- 80 minutes of social studies Wednesday and Friday- 80 minutes of science DPI regulations require 7/8 students receive instruction in all four core areas at least once a week. The modification of the schedule will move us closer to a comparable schedule with area middle schools. Our new schedule (2011-12) will be similar to area schools in science and social studies with respect to minutes of instruction. We will have more time devoted to math than area middle schools and slightly less in reading. The schedule modification allows for longer chunks of time for best practice instruction for middle level learners. Common Core Standards in ELA and math will be more feasible with additional time devoted to those subject areas. Common Core Math requires additional strands of geometry and statistics/probability at grades 7/8 and in addition to our algebra I instruction currently offered at grades 7-8. Common Core ELA standards are best infused in the workshop model which we are developing and implementing through our partnership with Columbia Teachers’ College. The change in instructional schedule is FTE neutral and accomplished by transferring one NHI content area teacher to OHS to fill an open position vacated by a retiree. No staffing adds or layoffs will occur due to this change.

AUTHORIZE THE BOARD CLERK TO ACT ON PERSONNEL CONTRACTS

Board of Education Oconomowoc Area School District ISSUE: Granting the board clerk authority to act on personnel contracts in the absence of a board meeting. INFORMATION: On occasion, particularly during peak hiring time during the summer months, it becomes necessary for administration and the Board to act quickly on personnel contracts. In order to meet the necessary personnel contract time requirements, it was suggested that the Board Clerk be authorized to sign contracts on behalf of the Board and bring the information to the next scheduled Board meeting. As in past years where this action was authorized by the Board, the Superintendent will make every effort to keep the Board informed. Any action take by the Clerk on a personnel contract will be brought to the next Board meeting for the official record. APPROVAL OF OCONOMOWOC SECONDARY SCHOOLS ACTIVITIES CODE

Board of Education Oconomowoc Area School District ISSUE: Oconomowoc Secondary Schools Activities Code INFORMATION: Per Superintendent Neudecker’s request, Athletic Director Raduka is providing information on proposed changes to the current Activities/Athletic Code. Dr. Neudecker asked that I put it together for a board meeting. These revisions are mandated by the WIAA.

The WIAA has mandated two changes to all Athletic codes in the state:

1. The minimum suspension for any violation cannot be less than 20% of the season. 2. All game suspensions must be rounded up to the nearest whole number.

When applying these rules to our OHS athletic code, it is in our best interest to have the first offense continue to be 25% suspension AND counseling. Parent feedback clearly has been that the reduction of percentage to 10% is NOT a deterrent to athletes. Adding the rounding up of game suspensions, our athletic code meets the mandatory WIAA guidelines and should make the first offense more effective We are requesting that, since the changes are mandated, that the Board waive the second reading and approve the code so that we may incorporate it into materials for the Fall season of the 2011-2012 school year.

UPDATE ON EMPLOYEE HANDBOOK

Board of Education Oconomowoc Area School District ISSUE: Update on Employee Handbook INFORMATION: With the passage of Wisconsin Act 10 and the end to collective bargaining, school districts will be creating employee handbooks to replace the description and procedures for the workplace, which are currently found in collective bargaining agreements. OASD administration will provide an update on the process we will use and the time-line for creating the handbook for all OASD employees. ACTION: This is an informational item DATE: 6/21/2011

APPROVAL OF THE 2011-2014

INFORMATION AND TECHNOLOGY PLAN Board of Education Oconomowoc Area School District ISSUE: Information and Technology Plan (2011-14) Leading & Learning w/ Technology INFORMATION: Wisconsin public schools develop three-year information and technology plans to satisfy state and federal statutory requirements. The Oconomowoc Area School District’s Information and Technology Plan (ITP) supports the District’s strategic direction through a unified program of information and technology services. IT resources are used to enable students’ acquisition of knowledge and skills needed for success in the 21st century. The District’s 2011-14 Information and Technology Plan reflects relevant research, an assessment of current plan status, and need analysis. Work will continue to design and implement a Wide Area Network that meets 21st Century learning needs. Action plans will be executed to achieve each goal and objective. The local school budget, grants, and foundation awards will support board-approved ITP initiatives. Progress reports will be posted to the OASD website for communication and accountability purposes. The District’s Annual Report to the community will also reflect plan progress. The District’s previous Information and Technology Plan was successfully implemented and yielded significant results for students, educators, and parents. Highlights are available via Oconomowoc’s website (see Leading & Learning w/ Technology @ http://www.oasd.k12.wi.us/page.cfm?p=5295 ). APPROVAL OF TECHNOLOGY UPGRADES

Board of Education Oconomowoc Area School District ISSUE: Implementing Wireless Local Area Networks (WLANs) at each Oconomowoc School Site INFORMATION: A scan of the K-12 landscape reveals several technological developments that impact 21st Century teaching and learning. While access to computers and basic internet resources has improved significantly for public school students (Brown & Green, 2010), a network disparity has emerged in recent years. Urban and suburban schools tend to have more robust Wide Area Networks and Internet connections due to economies afforded by condensed geography and existing community infrastructures that may be tapped for school use (Gray & Lewis, 2009). Geographically dispersed town / rural districts are not afforded these built-in advantages and may be required to invest substantially more resources to develop networks. The District’s current wireless capacity is restricted to a few “hotspots” per school and does not meet current student and teacher demand. In order to implement universal Wireless LANs at each Oconomowoc School Site (8 total), technology closets must be upgraded beyond normally budgeted and scheduled maintenance. Several technology closets are outdated and operating at maximum capacity. In addition, current site tech closets do not support wireless access points. Required equipment upgrades are needed and include cabling, power, switches, wireless access points, racks, patch panels, and wire management. Tech closet upgrades must be performed during summer outside normal business hours and within contractor’s normal working hours for cost effectiveness. In order to receive the most competitive pricing, contracts must be awarded and wireless technology equipment must be purchased by early July 2011. In addition, tech closet upgrades should begin this summer to minimize network downtime during normal business hours. Additional details will be presented at the June 21 board meeting.

ACTION: 1. The Board authorizes the use of General Fund Balance reserves, which resulted from the receipt of 2010 Federal Jobs Act funds, in an amount not to exceed $840,000 for technology infrastructure upgrades as presented above. 2. The Board authorizes the administration to solicit bids for the technology infrastructure upgrades as presented; to award bids to the lowest responsible bidder; to issue binding contracts related to the bid award; and to commence the work on a schedule which is compatible with the operational needs of the District. Adoption of OASD 2011-12 Budget Board of Education Oconomowoc Area School District ISSUE: ADOPTION OF OASD 2011-12 BUDGET

INFORMATION: The 2011-12 OASD Budget Proposal was presented to the Board at the May meeting. The following variables remain unknown as of Tuesday, June 14, 2011: (1) the 2011-13 Budget for the State of Wisconsin; (2) the status of Act 10 which impacts collective bargaining; (3) health insurance plan and carrier for 2011-12 - several options are under consideration; (4) OASD student enrollment for September 2011. Despite these variables, we believe the 2011-12 budget proposal and the related staffing plan offer a reasonably sound plan for the upcoming school year. It is probable that the Board will need to adopt an amended budget in October, as is the standard practice. ACTION:

INFORMATION: GASB 54 is an accounting regulation which requires a more detailed Board policy regarding the Fund Balance. GASB 54 goes into effect with financial statements for the 2011-12 school year. The attached policy is drawn from several suggested policies published by WASB and the GASB. See attached policy. Discussion/action on 2011-12 Food Service Contract Extension Board of Education Oconomowoc Area School District ISSUE: PROPOSAL FOR 2011-12 SCHOOL LUNCH OPERATIONS

INFORMATION: The business committee met last month with the leaders of the food service department (Brenda Klamert and Jim Madden of Taher, Inc.) to review the proposed department budget for 2011-12. The annual budget is negotiated and creates the basis for a one-year addendum to the basic contract between OASD and Taher. In our review of the food service program, we noted strong performance in quality, participation, and financial results at the intermediate schools. We also appreciate the support demonstrated for the OHS One Lunch Program for 2009-10 and 2010-11. We also noted that student lunch participation has increased at the elementary schools during the 2010-11 school year. The operational plan for 2011-12 continues OASD’s emphasis on capital equipment replacement and upgrades. This budget provides $69,000 for capital equipment, most of which will be used to support the elementary kitchens. In addition, $20,000 is budgeted to offset OASD utility costs, and a $20,000 equipment repairs/maintenance line item is funded. These allocations take pressure off the General Fund budget. We are proposing a budget with a $13,000 positive bottom line based on a $.05 increase in meal prices. Revenues for 2011-12 are expected to be $2,143,504. Expenditures are budgeted at $2,130,042. Active management, including regular meetings between the OASD and Taher, with review of participation and financials, have proven to be mutually beneficial.
