Our agenda for the next hour.

Our purpose today is to provide feedback to the Diocesan Council on Title III, Canon 3

1. The Rev. Eileen O’Shea will review Title III, Canon 3 with us and some of the concerns about the canon that were brought to Council.

2. Patty Rowett-Matlock will then lead us through the history of the canon and provide us some historical background.

3. The Rev. Scott Ellsworth will review with us some of the concerns the Assessment Task Force found in the canon.

4. Delegates, alternates and guests will have facilitated Round Table discussion about the canon.

5. The wise and valuable feedback from the table discussions will be given to the Council to review and determine if canonical changes to this canon need to be brought to Convention next year.

Title III, Canon 3The canon: (2) A congregation which is unable to meet its operating budget, which includes its Diocesan assessment, may request a grant from the Diocese at any time by submission of the following information to Council:

a) A year-end financial statement with budget for previous year;

b) A year-to-date financial statement with budget for the

current year; c) The proposed budget for the year in

which the assessment is in question; d) A statement of average attendance

and communicant strength for the previous and current years;

e) A plan to enable the congregation to meet the canonical requirement relating to parish assessment.

(3) A congregation failing to pay in full its previous year’s assessment by 7 days prior to the beginning of Convention shall not be entitled to seat, voice, or vote at Convention.

The task force began with researching and discussing Canon 3, section 3.Is not allowing seat, voice or vote at Convention a desirable response, when parishes are unable to meet the 24% assessment?

Consequences of not allowing seat, voice and vote at Convention

Here are some questions and concerns brought to Council concerning this Canon.

Is the consequence for not paying the full Diocesan assessment 7 days prior to the annual Convention compelling parishes to pay their full assessments?

Can the work of the Diocese at Convention be done without the participation of all of our parishes?

Are there unintended consequences of not allowing parishes seat, voice and vote at convention?
