Purpose of Presentation
• To provide Members with an overview of each of the three retail proposals.
• To provide Members with information on the policy considerations relevant to the proposals and to set out the main material considerations.
• To allow Members to ask questions about the proposals for clarification purposes.
• The presentation will not set out recommendations on the proposals as these are still to be formulated.

The 3 current proposals for
retail developments in Whitby:
• Co-op – Extension to existing foodstore at
Langborne Road, Endeavour Wharf
(Ref. 09/02557/FL)
• Sainsbury’s – Proposed foodstore at
Stainsacre Lane (Ref. 09/02118/FL)
• Tesco – Proposed foodstore at High
Stakesby Road (Ref. 10/00668/FL)

Overview of Co-op Proposals:
• Extension to existing foodstore
• Edge-of-centre site
• Gross floor area - 2,974 sq.m < 4,076 sq.m
• Net Retail area - 1,820 sq.m < 2,901 sq.m
• Remodelling of vehicular access and car parking layout to provide 205 spaces –currently 191 spaces
• Two main extensions proposed - one with a pitched roof and the other with a flat ‘green’roof

• Erection of a Class A1 foodstore on site of
Europower building
• Out-of-centre site
• Site Area – 1.36 hectares
• Site fronts A171 Stainacre Lane, adjoining
the existing Homebase
• Site forms part of Whitby Business Park -
Premises on the site currently occupied by
SPC

• Gross floor area of store = 4377 sq.m
• Net Retailing area = 2787 sq.m
• 70/30 split – convenience/comparison goods
• Traffic light controlled access
• 223 parking spaces to front of building

• S.106 Agreement proposed
• Commuted sum payments:
– £45k for cycle/pedestrian route
– £75k for Prospect Hill highway improvements
– £396K for Business Park improvements
• Hopper bus service for 5 year period

Overview of Tesco Proposals: [1]
• Erection of a Class A1 foodstore on site to south of High Stakesby Road
• Out-of-centre site
• Site Area of foodstore – 2.78 hectares
• Foodstore forms part of a larger proposal covering 6.63 hectares in total
• The site currently comprises agricultural land partly occupied by agricultural buildings
• The foodstore is submitted as a full application, together with car parking and a PFS

• Gross floor area of store = 5173 sq.m
• Net Retailing area = 2888 sq.m
• 75/25 split – convenience/comparison goods
• Site access would be via a traffic light controlled junction on High Stakesby Road
• 340 parking spaces to south of building
• 93 affordable dwellings, a medical centre and a 53 flat Extra Care have been submitted in outline
• EIA undertaken
