DESPITE cautious buying, the realestate market has remained mostlysteady in the Stirling area, with signif-icant growth in Trigg, North Beachand Churchlands during the March2010 to March 2011 year.

“It is important to note that thesefigures in percentage growth aretaken from house sales only andthese have been compared to thesales figures of the previous full year,”REIWA President Alan Bourke said.

“Compared to the preceding 12months, there has been reasonablegrowth in the City of Stirling overall,with people still attracted to thearea's coastal lifestyle and closeproximity to the CBD.

“However, not all suburbs in theStirling region have performed aswell as others.”

From March 2010 to March 2011,the median price for a house inGlendalough and Osborne Parkactually dropped by 19 per cent and8 per cent respectively.

Mr Bourke said that this was dueto each suburb having a larger sellingmarket composed mostly of units,villas and apartments during the2010 to 2011 period.

“Although there has been someretraction in the investors andupgrade buyers market, and a signifi-cant dip in growth in the premiummarket as well, conditions have beenpositive for first homebuyers, withaffordability improving over the pasttwo years.”

Mr Bourke said increased wagesand lower house prices had seenfirst-home buyers make up roughly23 per cent of purchases,with trendstowards growth in other markets.

“Conditions are now slowlyimproving for investors, as we areseeing signs of them coming back asprices go down and good stock

enters the market from sellers underpressure to sell,” he said.

“Rentals have largely remainedsteady during the past year, withrenters making up roughly 20 percent of the market.”

Principal from Davey Real EstateScarborough Rob Mason said thatdespite a sluggish 12 months, confi-dence was returning to the market.

“No doubt the economy is strug-gling in every sector except forresources, and this has seen an over-all lack of confidence from buyersand sellers alike,” he said.

“However, we have seen the num-ber of listings explode over the past12 months with 18,500 listingsacross Perth metro area, which iswell up on previous averages ofaround 12,000 homes.

“There is certainly light at the endof the tunnel, particularly forinvestors and those looking toupgrade, with prices dropping andinterest rates and lenders becomingmore competitive.” ■

Neighbours help create a safe haven

DUNROSSIL Place is one of WembleyDowns’ most desirable streets and isrenowned for its charm.

The leafy cul-de-sac is surrounded by bigblocks that are at least 900sq m and homes onone side of the road back on to Joe RiceReserve, giving owners direct access to one ofthe suburb’s three internal parks.

Marielle Theberge, her husband and two

sons moved to the street 14 years ago for thesole reason of wanting to live near Hale.

They bought their home within days of firstseeing it. “The location was so perfect that wecouldn’t miss out,” Mrs Theberge said.

She described Dunrossil as a quiet, family-oriented street filled with friendly people whosupported each other and socialised regularly.

“It’s also a very safe street because we alllook out for each other.

“I know that when I go on holiday, my neigh-bours will keep an eye on the place.

“And if I ever need something, I can knockon any door and know someone will help me.”

As a Canadian expat, she said she valued thefriendships she has formed with her neighbours.

“For us, it’s very important to find a goodplace to live because we don’t have any familyhere and our neighbours become our family,”she said.

Mrs Theberge told Residential that she likedto support the local community, with theWembley Downs shopping and medical cen-tres within walking distance.

According to Mr Wright, the advantages ofliving in the suburb included its close proximityto the beach and amenities in WembleyDowns,Woodlands,Karrinyup, Innaloo and Flo-reat, as well as the choice of using the freewayor western suburbs to enter the city.

Mrs Theberge’s youngest son Francis, amember of the Wembley Downs Tennis Cluband Wembley Football Club, said Dunrossil’sshort distance to Hale had made it easy for himto participate in after-school sporting activitieswhen he was a student.

Mr Wright said it was rare for DunrossilPlace homes to be listed on the market, buttwo were currently for sale – a duplex pricedat $799,000, and a home on a duplex block inthe $1.3 millions. New double-storey houses inthe street could fetch from $1.4 million to $1.6million, he said.

Mrs Theberge said the family would onlyleave Dunrossil if the need for a lower-mainte-nance, lock-up-and-leave home arose. ■

Uncertain future keeps buyers conservativeHOME buyers remain wary despitesigns that property is becoming moreaffordable, say market analysts.

The new Housing AffordabilitySentiment Index report released byrealestate.com.au confirms that con-fidence is low and that uncertaintyabout the future is causing financialconservatism.

Survey participants said Perth andBrisbane were the least affordableproperty markets, with 28 per centof WA householders saying their

total income had decreased and 87per cent indicating their bills andexpenses had risen.

The latest Rismark researchreveals the valuation of Australia’shousing market has fallen to levelsnot seen since July 2003, with anaverage property price-to-disposablehousehold income ratio of 4.2 timesfor March.

Rismark predicts the downwardtrend of the ratio, which peaked at4.7 times in December 2009, willcontinue.

“With the exception of the globalfinancial crisis, this is the longest cor-rection in Australia’s housing marketvaluation since Rismark’s analysisbegan in 1993,” the report says.

“Rismark expects the national

dwelling price-to-income ratio tocontinue to trend down over thenext year or so as wages and dispos-able household incomes outpacecapital growth.”

In contrast to popular belief, dis-posable incomes have risen 7.5 percent more than capital city houseprices over the past eight years.

Rismark International managing

director Christopher Joyce says heexpects national confidence in hous-ing affordability to grow.

Analyst David Chalke says Gener-ation Ys have the most positive out-look of any age group and are stillclinging to the dream of owning theirown home.“Although it may come assomething of a surprise, it is theyoung Gen Ys that are the least pes-simistic about housing affordabilitywhile the seniors are the mostunsure,” Mr Chalke says. ■

Wariness persists even as prices slowly start to fall, say market analysts

INCREASING amounts of home loan appli-cants were experiencing lengthy delays infinalising their loan agreements, Fruit Proper-ty Rockingham sales manager Steve Fletchersaid.

“In the early ’90s, we wrote offers condi-tional upon finance being approved for abuyer within seven days and two weeks forsettlement date thereafter,” he said.

“Some years later these timeframesincreased to 14 days for finance and threeweeks for settlement.

“Banks now insist on 28 to 30 days for

finance approval and invariably, they advise usthat their clients (buyers) will require anextension for a further seven, 14 or 21 dayseven after the first initial 30-day financeapproval period.”

Mr Fletcher said that it was often the realestate agents who received criticism forfinancing delays.

“As real estate agents we have to face ourclients personally and must face the musicfrom irate vendors,” he said.

“We are forever making excuses for thebanks’ poor efforts to provide finance by

the due date on the contract. The banksshow contempt and a lack of concern forboth buyers and sellers who are massive-ly inconvenienced by these processdelays.”

However, Steven Münchenberg,Chief Exec-utive of the Australian Bankers’ Association(ABA), said the delays were a result of moreresponsible lending on the behalf of banks.

“It is important to note that banks arenow subject to responsible lending obliga-tions which impose stringent penalties,” hesaid. ■

Tuart Hill suburb firmly on the way up

Just six kilometres from the CBD, the area isbordered by Perth’s major arterial roads –Morley Drive in the north,Wanneroo Road inthe east, McDonald Street in the south andMain Street in the west.

As the owners of Ruby’s Patisserie, they have built areputation for producing premium desserts for anyoccasion and have helped put the suburb on the mapsince 1997.

Mr Skinner,who is a pastry chef with almost 30 yearsexperience, said he had always dreamt of owning a shopand chose to operate from Tuart Hill for many reasons.

“My familiarity with the area, its central location, theideal demographics for a business like ours, as well ascompetitive leasing rates on our premises make TuartHill a great place to run Ruby’s,” he told Residential.

“Wanneroo Road is an arterial route to the city, soour exposure to the thousands of cars a day can onlybe a good thing.”

Mr Skinner said most customers were locals whowere friendly, down to earth and realised the meaningof shopping local.

“The Tuart Hill community has been very importantto our continuing success,” he said.

“We see a lot of return business due to the fact thata lot of its residents are families with children and that,for us, means lots of birthday cakes.

“I believe that roughly 60 per cent of our sales comefrom the local community and based on our generalsuccess, I can only assume that Tuart Hill loves its cakesand pastries a lot.”

With Ruby’s large range of individual desserts tochoose from, including $2 chocolate and toffee eclairsthat “walk out the door,” Tuart Hill residents areundoubtedly living the sweet life. ■
