Abstract: Journal of Wuhan Technology and Business University was created in autumn of 2008. So far, it has published 38 periodicals, which records teachers’ and students’ innovation spirits and the development of this university under guidance of the board and all leaders. By reviewing its creation and history, this paper states the priority and measures of the construction, analyzes the achievement and quality of the journal, and presents the level and social influence of the journal.

1. Background and Course of Journal Publication In the process of China's higher education entering the stage of popularization, Private higher

education develops rapidly. According to the 2016 national education development statistics bulletin issued by the Ministry of education, There are 171,000 private schools at all levels and types in the country, 16.4228 million students were enrolled. There are 48.2547 million students in various types of education. Among them: 154,200 private kindergartens. There are 5,975 private ordinary primary schools, 5085 private junior high schools, There are 2787 private ordinary high schools, 2115 private secondary vocational schools, 742 private colleges and universities ( including 266 independent colleges ), 813 other private institutions of higher education, Other private training institutions: 19,500 [ 1 ]. Private higher education has become a new bright spot in the development of higher education in our country. In the course of the development of higher education in China, Has played an important role. National medium and long-term educational reform and development outline (2010 - 2020) Points out: "supporting private schools to innovate system and mechanism and educate people. Improve the quality, set up characteristics and run a number of high-level private schools. ” While in the development of private higher education, A large number of educators and pioneers are actively exploring the development path of the mode of running private colleges and universities. However, this is still a rather weak field, far from being able to adapt to the situation of the rapid development of private higher education. there are many issues that need to be explored urgently. Therefore, in accordance with that spirit of the outline, If private colleges and universities want to have their own characteristics, they must carefully and deeply study the problems in their development. Further boldly explore and innovate, identify problems and research problems, thus putting forward suggestions or plans to solve problems, providing decision-making references for management departments at all levels, and providing theoretical and practical guidance for the sustainable development of private colleges and universities.

Thus, the attribute positioning of various periodicals in private colleges and universities is that the development of private colleges and universities is the main content and carrier for recording, spreading and exchanging knowledge. It is a window to reflect the management and academic output level of private universities and an important part of the academic base for the implementation of applied talents training.

Based on reflecting the scientific research and teaching achievements of private colleges and universities, the journal is dedicated to the promotion and exchange of academic Excellence, building a high-level academic exchange platform and aiming at serving the teaching, scientific research and the development of local economy of private colleges and universities.

2. Analysis of Achievements and Quality of Journals The journal insists on the awareness of high-quality products, insists on "selection", "fine

editing", "fine correction", "fine printing" and "fine examination", and grasps the quality of the journal. Actively solicit contributions from experts through various channels inside and outside the school, such as attending academic conferences, telephone contact and in-person visits. strengthen contacts with academic leaders and professional leaders in the school, and strive to have an excellent contribution published in the journal by each person. Strengthen ties with outside professors and well-known scholars, absorb their contributions to the greatest extent, publish articles with strong academic cutting edge, and improve the academic quality of journals; Soliciting contributions and soliciting contributions through various academic conferences, academic reports, etc. At the same time, carefully edit, proofread and cross-check manuscripts, strictly control the quality, implement the responsibility system of "three reviews and six schools", strictly implement the editing standards of Chinese academic journals, and attach importance to the standardization and standardization of editing. In the aspect of overall design, efforts have been made to realize the unification of cultural individuality with modernity and scientificalness, and 11 volumes of "journal" have been edited and published with good quality and quantity on time, as shown in table 1.

The source of contributions is an important factor that affects the quality of the journal's running. sufficient quantity and higher quality of contributions are the prerequisites for the survival and development of the journal. The journal is based on articles published by the faculty and staff of the university, supplemented by external manuscripts, and features columns based on the advantages of the school's disciplines. In the past 11 years of running the journal, the editorial department of the journal has always sought survival by quality, firmly established quality awareness, insisted on placing quality in an important position, and published articles with higher academic and innovative qualities. this has resulted in the quality of the journal being improved year by year and its characteristics becoming more and more distinctive. Besides this school, the author also has professors and doctoral dissertations from Wuhan University, Huazhong university of science and technology, Huazhong normal university, Wuhan University of technology, Zhongnan University for nationalities, east China normal university outside the province, Jilin University, Shandong University, Nanchang University, Inner Mongolia University and other scientific research institutes in Wuhan province.

At present, under the principle of moderate openness, the journal adheres to the publication mode of publishing our school's papers. According to the author's structure of the publication of the journal from 2008 to 2011, the author uses Cr (concentration rate) to express the measurement index, and makes statistical analysis on the author's source, author and social influence of the papers published since the publication of the journal, so as to provide reference for the publication. According to data analysis, the journal has published 926 papers since its publication. the ratio of the number of papers published in our school to the total number of papers published in the journal and the ratio of papers published in foreign schools to the total number of papers published in the journal is increasing year by year ( see table 2 ).

editorial staff over the past few years have all played an important role in the development of the journal. Although the concentration of authors in the publication of the journal is still quite low, it

has shown an upward trend in the past 11 years. Among them, 613 articles were authors of the first author group, accounting for 66.19 %. This data reflects the mentality of the majority of faculty and staff when submitting contributions to fulfill their scientific research tasks. The proportion of authors who publish 10 articles or more is 0.53 %. this kind of authors have strong academic pursuits and are leaders in scientific research and teaching in schools. Therefore, there is still a lot of room to expand the sources of such authors. it should be the primary goal of the journal to cultivate authors in the future to explore more such authors and to explore international academic resources. Doing so not only can maintain the vigorous vitality of the publication, but also has important significance in improving the influence of the publication.

The ratio of fund project papers to some extent reflects the academic quality of academic journals. Since its publication, the fund projects covered by the academic papers published in the journal include the national natural science foundation project, the national social science foundation project, the provincial-level project, the social science funding project of Hubei province, and the key research projects at the school level of major universities in Hubei province. In addition to the authors of our school, many authors come from universities and scientific research institutes outside Wuhan and the province. the change of the title of the first author in the past 11 years shows that the number of the first author with senior title has also shown a rising trend, especially the number of the first author with senior title has increased more obviously (figure 1 ).

which has effectively solved the problem of the lack of contributions at the initial stage of the journal's development. However, there are still not many high-quality articles, which cannot meet the requirements of vigorously improving the quality of the journal. Moreover, the proportion of free contributions in published papers is still relatively large, with many contributions in schools and few in foreign schools. Under the requirements of the new situation and new tasks, the journal should further strengthen the research on the important theoretical and practical problems in the development of private colleges and universities by combining the characteristics and scientific research advantages of private colleges and universities. by publishing more solicitation articles, the journal should embody the characteristics of the journal and promote the development of the journal.

3. Social Radiation Influence of Journals Awards are an important way for the outside world to understand the journal and also a powerful

starting point for the school's external publicity. In the past eleven years, Wuhan institute of industry and commerce has won 21 awards for outstanding articles in the selection of outstanding articles by Hubei social science Federation, including 3 first-class awards, 8 second-class awards, and 10 third-class awards. The journal was awarded the best organization award for outstanding

articles selection activities in Hubei social science journals (14th and 15th) and Wuhan University (humanities, philosophy and social sciences), Huazhong University of science and technology (management) and other journal units for two consecutive sessions. in 2016, the journal was once again recognized by the journals of private colleges and universities nationwide. after winning the first prize in 2013, it was awarded the title of " top ten journals" again. judging from the multiple awards of Wuhan institute of industry and commerce, it fully demonstrated our school's role in promoting the prosperity of philosophy and social sciences and further promoted our school's popularity inside and outside the province.

Due to the restriction of traditional reading, management system and the development level of private colleges and universities, people have neglected the particularity of private colleges and universities' periodicals. At present, of the 1,000 or so university journals published nationwide, only 4 have been publicly published and distributed by private universities with the approval of the state. the rest of the private university journals that have been established are in the state of internal journals [ 2 ].

At present, the Journal of Wuhan Technology and Business Universityas is an internal document. to realize sustainable development, it must be done both ways. it should do a good job in academic quality and at the same time do a good job in applying for the publication of the journal number. In 2011, after contacting the Hubei provincial trademark office several times, the journal obtained the qualification certificate of the prior right of the journal, prepared various supporting materials for the application of the public serial number, and prepared for the preliminary preparation of the journal's application for the public serial number. In April 2015, the journal carefully wrote "the request for instructions on the application for publication of the journal" and submitted it to the national private university journal research association, striving to become a public journal in order to promote the leaping development of the journal. In recent years, the journal has maintained close contact with relevant personnel such as the China journal network (CNKI), wanfang journal database, Long Yuan journal network, and the full-text collection of Chinese academic journals (CD - rom version) at any time so as to win the support of the network and lay a foundation for the expansion of influence and sustainable development of the journal in the later period.

In the past 11 years, due to the strengthening of management, the academic quality of the journal has been ensured, and the social influence has been continuously expanding. with higher academic and normative qualities, the journal has won the unanimous approval of experts and scholars in and outside the province from brother colleges and universities. In may 2010, the journal was absorbed by Hubei social science journal association as a member unit and added as a governing unit. In 2013, Wuhan institute of commerce and industry was added as a member unit of the national liberal arts journal. The article " private education: development and transformation and policy innovation" published in the 2013 journal was reprinted in the 10th issue of 2013 by the national people's congress. this is a high degree of recognition by domestic publishing experts on the editorial work of the journal and the academic level of the published articles.
