1. Background of the Study1.1 History

With the main objective of providing institutional credit for enhancing the production and productivity of the agricultural sector in the country, the Agricultural Development Bank, Nepal was established in 1968 under the ADBN Act 1967, as successor to the cooperative Bank. The Land Reform Savings Corporation was merged with ADBN in 1973. Subsequent amendments to the Act empowered the bank to extend credit to small farmers under group liability and expand the scope of financing to promote cottage industries. The amendments also permitted the bank to engage in commercial banking activities for the mobilization of domestic resources.

Agricultural Development Bank Limited (ADBL) is an autonomous organization largely owned by Government of Nepal. The bank has been working as a premier rural credit institution since the last three decades, contributing a more than 67 percent of institutional credit supply in the country. Hence, rural finance is the principal operational area of ADBL. Besides, it has also been executing Small Farmer Development Program (SFDP), the major poverty alleviation program launched in the country. Furthermore, the bank has also been involved in commercial banking operations since 1984.

The enactment of Bank and Financial Institution Ordinance (BAFIO) in February 2004 abolished all Acts related to financial institutions including the ADBN Act, 1967. In line with the BAFIO, ADBL has been incorporated as a public limited company on July 14, 2005. Thus, ADBL operates as an "A" category financial Institution under the legal framework of BAFIO and the Company Act, 2053.

2. Importance of the Study

• Agricultural Development Bank Limited (ADBL) is the main bank of Nepal. This is contributing in the economy in the Nepal. Now a day's many scientific idea and knowledge are used in market. Hence, this research helps to further knowledge about staff management to reader, researcher as well as Bank.

3. Statement of the Problem• Staff management was itself a serious problem which

facing is by Agriculture Development Bank Limited. ADBL is the growing bank of Nepal whose Human Resource Management is poor. Delay in payment, staff are unsatisfied are the problem having ADBL.

• Several methods have been proposed in order to manage the staff. Perhaps the most popular of these is the simplest: Motivation and scientific theories. Other are purposed good management in order to ADBL.

• To the staff management, good management is needed if ADBL manage the staff easily, increase economy and goodwill as the successes financial institution.

4. Research question and or problem

We can see many staff management techniques are used by banks in Nepal as well as ADBL. Staff management is the main body for the management of Bank. Human resources department is separated by the bank but still there is something wrong. There result focus on what are the weaknesses of Human Resources Department of Bank. For the better result may these research helps to the Bank. Question related with this research is as follows:

1. Does staff management directly affect productivity of Bank?2. What is the relationship between staff management and Bank? 3. What is the relationship between staff levels and work? 4. Does a employee's personal aim have a relationship with the life

expectancy of Bank? 5. What are the Human Resources practices have done by Bank?6. How we manage the staff properly?7. Is there is the relation between staff age, gender, and qualification with

Staff management?

5. Limitation of the study

In Dhangadhi, there are a lot of banks. ADBL have also many branches in Nepal. ADBL is the leading bank in current scenario. But, this bank is lacking something on staff management. These research only the important thing regarding Human Resources. So, this study limited on the staff management of Agricultural Development Bank Limited Dhangadhi Branch.

6. Delimitation of the Study

• There may be a lot of problem of ADBL. But, this research does not include the financial, economical strength and weaknesses. This research only focuses on staff management in Bank. Personal problems of staff does not included in this research.

7. Literature Review

7.1 Human Resource ManagementIn relation to human resource management it is observed that “every manager is an human resource manager” (Mathis and Jackson,2003, p.5). And that human resource management involves “all management decisions” (Fisher, Schoenfeldt & Shaw,2003), emphasizing that human resource activities can also be undertaken by line managers.
