February 2, 2017 Doreen Neilley [email protected] Dear Doreen, Re: Agricultural Service Board Recommendations to Technical Working Groups
On behalf of the board, I would like to thank you for your presentation at the December 19, 2016 Agricultural Service Board meeting. In follow‐up to your presentation at the January 18, 2017 board meeting the following motion was made: Recommendations to Technical Working Groups for Enhanced Ranch and Farm Workers Protection Act 9/17 Moved by D. Movald to approve the list of points for communication to D. Neilley to present to the TWGs. CARRIED UNANIMOUSLY Here is the list of recommendations that the board would like communicated to the technical working groups:
Farms and ranches should be exempt from strikes or lockout in the interest of animal
and or crop welfare.
Mandatory insurance for farm workers with a choice to opt out of WCB provided that
private insurance of a certain standard is purchased.
Exemptions for innovations (i.e. modified equipment).
Exemption for heritage and antique equipment operated on heritage, hobby, and
recreational farms.
Any mandatory training required to be paid for by the ministry requiring it.
If a person has to leave farm to get required training, someone has to tend to calving
cows, haying, seeding, and spraying (time sensitive/weather related tasks). That time
must be compensated monetarily as hired help will be required.
Education over enforcement will be of the greatest benefit. If onerous regulations are
put in place, automation will occur, removing jobs, limiting employment opportunities,
and restricting revenues to the provincial government to fund programs that benefit
producers.
Streamlined safety training protocol and no issuance of T4’s for temporary workers (one
week or less). This would be ideal for weekend workers or small projects (i.e. fence
building or repairs). 25

We do understand that the government ultimately will decide on the details of the Enhanced Protection of Farm and Ranch Workers Act. However, we do feel communicating our concerns through you may make a difference. To that end, we want to thank you for your diligence in carrying out your respective duties while representing the interests of many concerned producers. Kind Regards,
Rick Ennis ASB Chairperson Brazeau County RE/tl

Dear Tamara and Sean, Thank you very much for the chance to speak to the Board, and for the very thoughtful recommendations in your letter. I will pass it on the the Chair of the Education, Training, and Certification Panel for our meeting at the end of this month. We anticipate that this will be our last face to face meeting, with a teleconference early in March to finalize things. From there, we will have to wait and see what the Government does with everything that the Panels present. I currently have no idea what that timeline will look like. Sincerely, Doreen Neilley On Thu, Feb 2, 2017 at 5:05 PM, Tamara London <[email protected]> wrote:

Hey Tamara Can we add this to the asb agenda as correspondence Sean Allen Agricultural Fieldman Brazeau County Begin forwarded message:
From: Abraham Munene < > Date: February 3, 2017 at 1:22:06 PM MST To: "[email protected]" <[email protected]> Subject: Re: Well water study recruitment
Hello Mr. Allen, I am a PhD student at the University of Calgary’s Faculty of Veterinary Medicine (supervised by Dr. David Hall) investigating perceptions of water quality in rural Alberta associated with livestock. We are currently looking for participants for this study and are exploring gathering participants through targeting local county councils within the province.Would it be possible to circulate this message within your county to recruit any well water owners who may be interested? Participants in this study will be asked to answer a questionnaire (approximately 20 min.in length) and submit a private water sample for microbiological testing (i.e., total coliforms and E. coli). To be eligible for this study a participant must be at least 18 years old and have a private water source (e.g., a water well, cistern) which they use for domestic purposes (e.g., drinking, washing, and cooking in the household). The questionnaire will address demographic information, private water use, livestock attributes, and questions related to water quality and risk. A participant may complete the questionnaire in two ways: 1. A paper questionnaire mailed to them. 2. An online questionnaire at the following link https://survey.zohopublic.com/zs/Bly0Y1 If you are interested and have any further questions, please contact us:
