Message from CEO
The situation in Pakistan is changing day by
day; socio-political issues are affecting
overall society. Natural disasters have
created difficulties for millions of people in
all most all four provinces of Pakistan.
RASTI is continues contributing towards
better life through rights based approach
in different communities of Pakistan.
Women, children and youth are the major
target audience of overall program of
RASTI, and they are engaged in project
management by ensuring their participation in planning and executing project
activities at grassroots level.
In this report RASTI’s projects funded by KNH are reported to share our successes and
challenges and diversity of groups with whom we work. This report reflects the annual
progress of RASTI’s in six communities of UC Bait Mir Hazar, Tehsil Jatoi, and District
Muzaffargarh.
Taking advantage of this report, I would like to thanks all stakeholders, project team
leader, project team, funding partner and most importantly all people from selected
communities who participated in project and supported RASTI to manage projects
smoothly.
Thanks to our board members who extended their technical support not only in project
review at office meetings, but by also visiting field office and field sites to meet with
stakeholders and project teams.

Introduction of RASTI
RASTI (Research Advocacy & Social Training Institute) is a national level non
government and non profit organization, working since 1995 and registered # DSW-
1480-K in 1997, with directorate of social welfare of Pakistan under registration and
control act 1861 and .
RASTI is working with children, youth and women through participatory right based
approach to execute its projects and program to improve quality of life by providing
services in health and hygiene awareness, education and capacity building on
development issues, gender equality, ecology and child’s rights. RASTI is also providing
consultancy in capacity building and research projects for different partners and
INGOs.

OVERVIEW
Basic education is a fundamental human right. As the key to sustainable
development and peace and stability within and among countries, it is an
indispensable means for effective participation in the societies and economies of the
21st century.
In this context, Pakistan is required to meet the challenge of providing free and
compulsory basic education to all children, utilizing all the available financial, technical
and human resources to extend the necessary education opportunities - through formal
as well as non-formal means.
According to 1998 National Census, Muzaffargarh District has a population of
2.63 million with 47.91% females. The rural population makes up 87.1% of the total
population. The overall literacy rate of Muzaffargarh District is 28.5% where rural literacy
rate is 24.1% and urban is 55.5 %. Female literacy rate is 14.8%, while male literacy rate is
40.9%. Projected population growth rate for Muzaffargarh District is 3.38% (DCR 1998).
Muzaffargarh is ranked 33 out of 34 districts in Punjab in terms of literacy rates.
1. Project Activities
1.1. Community Participation
1.1.1. Formation of Male Female Community Based Organizations
For the implementation of this
concept, RASTI started work to formation
of local CBOs (male & female) in six
villages of UC Bait Mir Hazar with the
financial support of KNH. At very
beginning RASTI started orientation
meetings with communities and identify
the core issues at community level.
Launched relevant trainings for the
achieving of the objectives of their core
operational areas. In the period of first
quarter RASTI has formed 6 male, female
CBOs. In
The overall objectives of RASTI are to provide services in the field of Social
organization & mobilization, Capacity building and Human & Institutional
development of the local CBOs to sensitize the communities for self-help
initiatives developmental activities at their community level.
1.1.2. Capital Formation at Community Level:
After the CBO formation RASTI took a task to asteblish non formal education
center in six villages. CBO members voulantary offer places for NFE centers and
getting collection to construct NFE centers. In this way community were

collected approximately 250 thousand rupees in each NFE centre. Community
were also angaged during construction process. RASTI have supported in
construction material and other work has completed by community in which
male, female, children were participated.
1.1.3. Community Meetings
To execute different project activities
smoothly with efficiency and effectiveness
RASTI also involve CBOs in each & every
activity related to projects. Meetings are
conducted with CBO related to any progress
or issues about the centres at village level. In
the meeting it is also assured to mobilize and
sensitize the CBOs members to visits the
centres fortnightly for better results and
effective change in the growth and
development of the children and overall
community.
1.1.4. Community Capacity building training
RASTI team completed 20 formations in 2011 and trained young boys and girls of
youth forums aging 15-29. The team has designed a two days training program
on organizational development and
basic entrepreneurship. In each
forum the number of boys and girls is
equal and total 20 member’s body is
responsible to elect executive
committee of youth forum. These
forums are basic units of district
youth network Chakwal and will be
taking active part in the network
activities. During 2011 RASTI team
completed 20 formations of youth
forums in following villages.
1.1.5. Village Development Plan and Community Management Skill training
RASTI PU Jatoi, in consultation of Mr. Hetor
Nehaal, conducted training session for six
communities. The purpose of this training is to
equip Community based Organizations with
better understanding of their village
development by developing their future
development plans for 1 year and enhancing

the management skills of Community based organizations so that they would be
able to deal with day to day affairs. To enhance the capacity of CBOs members
on community development management skills, so that they can deal with their
own issues and find solutions of their problems.

The main objective of this training was
to identify that issues prevail in our area.
What are the reasons behind these
issues? Whether is it possible to reduce
these issues? If it can so what are the

1.1.6. Baseline Survey
This baseline study is conducted under the project is designed and under
implementation by RASTI and funded by German based organization
“KinderNotHlife” commonly known as KNH, who are working to change the life
of children in need.
1.1.6.1. Scope of study
This study titled Baseline Line Study is designed and conducted to collect data
from 6 particular villages of union council Bait Mir Hazar where KNH is supporting
Non Formal Educational Centres to ensure access to education of the children
living in and around NFE locations.

1.1.6.2. Findings of Study
Population
Education Status
The education status is very poor in the target communities, some of the basic
reasons identified during the study are,
Lack of infrastructure by government
Mobility by the community especially girls mobility
Lack of teaching staff (teachers)
Lack of parent’s interest
Lack of awareness about the importance of education
Lack of professional opportunities for educated person
Lack of industries and production units
Study also shows that majority of school going age children are never
enrolled in any local educational institute.

Problems in low rate of education
As per diagram, this is quite clear that trend of education is not positive among
target population. Leaving school after primary class is very common and there
are some basic reasons behind this, such as,
One teacher primary schools
Lack of middle schools in the area
Middle schools for girl’s education are rare
Children’s engagement with families in farming and other livelihood
activities
Lack of awareness about importance of education
Poverty (parents can’t pay transportation for schooling)
Corporal punishment
Age wise educational trends
The chart below describes clearly about the educational trend in different age
groups. Out of 5438 total population only 1080 people are getting education
and majority of them (16.38%) are from 5 to 14 years of age.
Role of NFE
These figures show a great change in the children enrolled of age 5 to 14 at
different educational institutes. Out of 1845 total 1184 children are studying at
different schools and 688 (37%) are now enrolled at NFE centres and have
started getting education. Majority of these children were never enrolled before
at any educational centre, and reasons behind this enrolment are,
NFE centres are established at the centre of the target communities
Community Mobilization process is properly conducted
Parents are made aware about importance of education
Child friendly environment has been provided
Educational material is provided
Birth Registration
Birth registration is not considered serious in communities. Majority of people are
not aware that this is a government policy and none of them knows about birth
registration as right of the child

2. Performance of NFE Centres
2.1. Enrolment of Children in NFEs
After the construction of NFE centres a data process has been completed in
which RASTI getting information regarding
children in that village. RASTI team compile
that data and getting started to enrol
children in NFE centres. A formal
inauguration ceremony has been
conducted by the community who have
taken active part in all these processes.
To look after these NFE from each CBOs
RASTI formed a school management
committee with coordination of local CBO.
In each SMC six are their members in which
two male, two female and two children.
2.2. Staff Monthly Review and
planning Meetings
The monthly meetings of Project staff
shares the previous month activities
regarding NFEs and planning for the
current month. Issues, goal and objective,
for the sustain ability of the CBOs and
SMCs.
2.3. NFE Visits
Community educator’s capacity is enhanced by on job support visits. Their
teaching style is observed and they were provided with guidance by
demonstration and use of IEC
material about how to maintain
concentration of the children and
how to engage them in different
activities. Small sessions were also
organized within centre with
children, so caregiver could get
better ideas about how to deal with
children.
RASTI office staff monitored the
activities into the centres during
centre timing and methodologies of
these activities use by care givers as

designed in monthly refresher by RASTI team.

2.4. Centre Enrolment Status
According to the insurance of NFE centres it is
agreed that there will be maximum children
enrolled in one centre. But the good thing is that
most of the centres enrolled more children which
show that communities take much interest to
send their children in the centres for develop the
early education skills among the children.
2.5. Enabling Environment
Healthy and friendly Environment is
very important for the growth of every
individual personality and it is also
important for learning point of view. For
this friendly and attractive environment
RASTI trained community educators in
developing posters and charts relevant
to the interest of the child enrolled at
NFE centres. Majority of the material
was developed with recyclable
material by them at local level to use
for decoration and educational
purposes.

2.6. Follow-Ups of Mainstreamed Children
During monitoring visits RASTI team conducted follow up visits for the assessment
of the mainstreamed children in six NFE Centres.
2.7. CBO Meetings
To execute project based activities smoothly
with efficiency and effectiveness RASTI also
involve CBOs in each & every activity.

village level. In the meeting it is also assured to
mobilize and sensitize the CBOs members to
visits the centres fortnightly for better results

community.
2.8. Parent’s Meetings
To run the Non-formal centres (NFE) smoothly with efficiency and effectiveness
RASTI also involve parents and other stakeholders in each & every activity
related to NFE centre. So meetings
are conducted with parents related
to any progress or issues about the
centres at village level. In the
meeting it is also assured to mobilize
and sensitize the mothers to visits the
centres fortnightly for better results
and effective change in the growth
and development of the children. In
this regards RASTI has conducted a
series number of meetings with
mother in target villages.
2.9. Children Exposure Visits to
Multan
Children of six NFEs along SMC members
were visited to Multan on exposure visit.
During this children were visited Jinnah
Park, Multan Qilla, tomb of Sufi Bahaudin
Zakeria and Shah Rukn-i-Alam (R.A). In a
whole day activity children were
enjoyed. This is the visit first ever visit for
them. Most of the children were travelled

by bus and the city of Multan. Children were given information about the
services for humanity of these saints.
With the support of RASTI, SMC arranged lunch for children. Children were
served with chicken Baryani and cold
drinks. They enjoyed lunch very much.
After the lunch all were ready to return
home.
Achievements:

which they had not seen before
Most of the children were those
who left home for the first time in life
Children got pleasure on swings
Children enjoyed much in the
friendly atmosphere
Children got information about history of Multan ,Saints of Multan and
different historical places
Confidence of children was very much increased
2.10. Events
Throughout the year Community educators
working in their NFEs were arranged children
events at centre level. In these events community
were engaged and fully supported and
ultimately they were enjoyed with children to see
their potential.
2.11. Mega Event
On 20th of November 2012 A Mega Event on Children Universal Day was
organized with the title of Bachon ka Tahafuz , Hamara Farz Aaj Bhi Kal Bhi. In
NFE Basti Chandia UC Bait Meer Hazar Khan Tehsil Jatoi District Muzaffar Garh.
under the following Objectives.
To the parents realize the importance of the education
Awareness raising and advocacy on child rights
Child protection in child labor and vulnerable children to enroll in Non
Formal schools.
Coordination with Govt. Departments, INGOs and NGOs working in District
Muzaffar Garh.
3. Advocacy on importance of education To ensure children participation in advocacy campaigns children from
Networking advocacy & communication coordinator involved in activities to

aware community about child protection by giving sessions to elders and
children of the community.
3.1. Coordination with Govt. department.
In coordination with education department at district level, RASTI signed MoU
with Govt. Education department. In which RASTI will be streamline NFE centres
with Govt. Department.
3.2. Health and Hygiene Campaign
To raise awareness rising among
community and children in UC bait Mir
Hazar khan. RASTI organized three days
consultancy training workshop on theatre
for development of local youth. The
objectives of theatre training were to
involve youngsters in co curricular activities
for awareness raising and advocacy. At
the end of this training workshop
participants performed two plays on health
and hygiene.
After
training workshop these participants from
six communities perform dramas on health
and hygiene in six different places in local
Sarayki Language. Community were
understood and enjoy this information in
entertaining way.
3.3. Renovation and rehabilitation
of Govt. Primary schools
In this reporting period renovation and
rehabilitation in three Govt. Primary schools has been completed. RASTI team
visited ten Govt. Schools in this area in which three schools are selected. These
three selected schools are completely neglected from education department.
Far away from the main road and single teacher schools. After selection RASTI
team started work in November 2012. RASTI has
started.

Water Pump is installed in a safe RCC

Umang Newsletter
RASTI Jatoi published one newsletter during this year and did a wide circulation
in District MuzaffarGarh. This newsletter has published in collaboration with CBO
members from six working villages.

Staff Capacity Building Workshops
Staff capacity building training workshops organized by RASTI Jatoi to enhance

Involving community in construction of non-formal education centre and village
development was an helping hand and a good sign for future interaction. The
supervision of school management committee to NFE centres admired the CBO
members and they encouraged such participation and integration.
Involvement of children in NFE centres are admirable. Children performing
health practices in their routine life and making symbol for other non-school
going children. By this enrolment of children is increased.

CBO members are in interaction with other CBO and now those working most of
time with inter-CBO collaboration.
Govt. Education department doing fully support to RASTI to work on in this area.

Case Study
1. A child named Mohammad Ansar age of 12 years old, who is student of NFE centre
Basti Chandia. He is also representing from children in school management
committee. RASTI team organized three days training workshop in Basti Chandia in
which he was participated. During sessions he was listening very keenly. He
suggested that all they need is mud to renovate the centre. His suggestion appealed
very much to the participants. After two days session, when RASTI team reached at
centre for training they saw that all the men, women and children were busy in the
renovation of the centre. Some people were making GARA and some were bringing
water. Women were plastering the walls and children were bringing Gara to them.
More than thirty people repaired the walls and pillars of NFE centre and finally give a
new and fresh look.
2. A Child name Kashif age of 12 years old. He was studing in Govt. Primary school
before flood. When RASTI with the support of KNH started NFE centre in Basti Nehaal
Khan. He visited in the centre, share his interest to get education. He enrolled in NFE
centre but when his mother came to know that he started studying in NFE centre. Her
mother and other family members opposed and restricted him that he cannot go for
studying. The reason behind is that in house he was responsible to look after their
domestic animals and household works. Kashif asked his mother for visit his NFE
centre where with the support of community educator he convinced his mother that
at early morning at 4:00 am he will start his domestic responsibilities and after that he
will come to his centre for study.
