Today’s Forum will explore the new paradigm of submitting proposals through Grants.gov using the Standard Form 424 (Research and Related) – SF424(R&R)

This represents a significant cultural change and will require some basic behavioral modifications

Grants.gov & SF424(R&R)

The Mantra for today’s session is twofold:

READ ALL INSTRUCTIONS, GUIDELINES, ETC.

SUBMIT EARLY!!

Grants.gov & SF424(R&R)

The order of today’s presentation will be:SF424 processing at USCA look at Grants.govA look at the SF424(R&R)Some agency specific requirements

USC/DCG SF424 Processing

USC/DCG Grants.gov SF424 minimum time requirements: Bring the Administrative Shell to DCG at least 7

business days prior to the submission deadline. Transmit or Bring the COMPLETED SF424 form to

DCG at least 5 business days prior to the submission deadline.

• Currently there are only two ways to get the SF424 to DCG: email or on a disk (CD or ZIP disk)

• We will have a dedicated server to which the competed SF424 form can be uploaded in the near future

Grants.gov

Grants.gov has two functions: Present all federal grant funding opportunities

and Provide a mechanism to apply for these

grants.

Grants.gov provides a way for grant seekers to fill out the forms needed for a specific opportunity and a method for transmitting that application to a sponsoring agency.

Page 9: Research Administrators Forum March 8, 2006

9

The Steps1. Proposal preparers download an application

package and, 2. with a program provided by the system, fill out

the application and attach necessary pdf documents to create a single application file.

3. Preparer gives electronic file to DCG. 4. After checking for completeness, DCG will

submit it to Grants.gov

Grants.gov

Page 10: Research Administrators Forum March 8, 2006

10

5. Grants.gov will send it to the appropriate Agency

6. In some cases the Agency will send error messages to DCG and to the PI

Corrections must be made. File must be resubmitted through

Grants.gov by DCG

A Walk Through The SF424 (R&R)

Page 13: Research Administrators Forum March 8, 2006

13

Features of the SF424 (R&R)

The SF424 (R&R) is an application form that is comprised of common data elements developed for use by Federal agencies funding Research and Research-Related programs

Also provides a consistent electronic submission process through Grants.gov

Page 14: Research Administrators Forum March 8, 2006

14

Features of the SF424 (R&R) (cont.)

SF424 (R&R) data is arranged in components Not all components will be used for every Funding

Opportunity Announcement (FOA) Agencies “construct” application packages for each

FOA The FOA will indicate which components are required

and which are optional Each FOA will have the appropriate application

package attached

Page 15: Research Administrators Forum March 8, 2006

15

Features of the SF424 (R&R) (cont.)

The applicant must complete the application using the package attached to that particular FOA (Information is drawn from the specific FOA and used in the forms)

Applicants can not use any sample form packages or form packages from other announcements

The applicant will complete data entry in all necessary components and upload appropriate attachments

Page 16: Research Administrators Forum March 8, 2006

16

Features of the SF424 (R&R) (cont.)

SF424 (R&R) Components include: SF424 (R&R)—An application cover component Research & Related Project/Performance Site

Location (s) Research & Related Other Project Information Research & Related Senior/Key Person Research & Related Budget Research & Related Personal Data R&R Subaward Budget Attachment Form

Page 17: Research Administrators Forum March 8, 2006

17

Features of the SF424 (R&R) (cont.)

Application components include specific data fields as well as multiple attachments

Most attachments are text Attachments can be generated using any

word processing software but will need to be converted to PDF before they can be attached to the actual application form(Applicants will need some type of PDF-creation software)

Multiple CFDA Issue For FOAs posted after 12/19/2005, the system now

leaves this field blank For either situation, applicants should just

ignore this and not try to enter/change data In Grants.gov, use the FOA number for

searching and confirming you are responding to the correct announcement

Features of the SF424 (R&R):Application Package Header (cont)

Saving an application package: You will get warning message when you first save a package from the FOA. This is because no data has been entered yet. Users will continue to get this message each time you save until all data is entered. OK to ignore message. Just prior to submission recommend using the “Check Package for Errors”

PRINCIPAL INVESTIGATORS DO NOT REGISTER WITH GRANTS.GOV

Principal Investigators must register with NIH eRA Commons

To register with NIH eRA Commons, a Principal Investigator must go to the DCG website at http://www.usc.edu/dept/contracts/, select NIH Commons, select Register to use NIH eRA Commons and complete the registration form.

48

Everyone even marginally associated with NIH grants should subscribe to the “Guide”

Other DHHS units also use the Guide to announce programs, policy changes, etc.

To subscribe go to: http://grants2.nih.gov/grants/guide/listserv.htm

Advice from Experience Read and follow all application instructions!

There are application fields not marked as mandatory on the federalwide form but that are required by NIH

For example, the credential field of the R&R Senior/Key Person Profile component MUST contain the PI’s assigned eRA Commons User ID for NIH to process the application submission

Page 50: Research Administrators Forum March 8, 2006

50

Advice from Experience cont’d See it through to verification in eRA Commons to

complete the application process

Expected Turnaround Times Grants.gov response to application submission -

up to 2 business days eRA Commons response to application

submission – up to 2 business days Principal Investigator (PI) and Authorized

Organization Representative (AOR)/Signing Official (SO) Verification of application - within 2 business days of availability in eRA Commons

On-Time Submission* On-time submission has 2 elements: 1. Application accepted by Grants.gov by 8:00pm

ET on the submission date 2. Verify application image within 2 days of

availability in the NIH Commons During initial transition period, NIH validation

errors may be corrected within 1 week period after receipt date

* NIH’s late application policy still in effect

53

NIH will use several “standard” packages

A direct link is provided on each FOA in the NIH Guide:

A complete application to NIH will include a combination of (R&R) components & PHS398 components

NIH Specific Requirements for the SF424(R&R)

Page 54: Research Administrators Forum March 8, 2006

54

NIH requires additional data collection to accommodate the unique information required for review of its biomedical research portfolio. Therefore, NIH has also developed agency-specific components (titled PHS398): PHS398 Cover Letter File PSH398 Cover Page Supplement (supplements

the R&R Cover) PHS 398 Modular Budget PHS 398 Research Plan PHS 398 Checklist

Page 55: Research Administrators Forum March 8, 2006

55

Why call them PHS398? Needed a generic term since other HHS agencies

will use It’s the OMB-cleared data collection instrument

that gives us the authority to request these additional data elements

NIH Specific Requirements for the SF424(R&R)

Page 56: Research Administrators Forum March 8, 2006

56

NIH requires PDF for text attachments After submission, the eRA system will:

Generate a Table of ContentsAssemble the grant image Include headers (PI name) & footers

(page numbers) on all pages Applicants (PD/PI & Authorized

Organizational Representative) will review and verify this grant image in the eRA Commons

NIH Specific Requirements for the SF424(R&R)

Page 57: Research Administrators Forum March 8, 2006

57

NIH has developed 2 Application Guides specific to the SF424 (R&R): 1) General Instructions; 2) General +SBIR/STTR

They Include instructions that are imbedded in the actual forms as well as agency-specific instructions
