The Department of Budget and Management – Government Procurement Policy
Board – Technical Support Office (DBM-GPPB-TSO), through its Bids and Awards Committee
(BAC), intends to perform Small Value Procurement (SVP) in order to hire a consultant for the
development of Electronic Procurement Modules. The details of this SVP is indicated in the table below:

The Small Value Procurement for hiring of consultant will be undertaken in accordance with
Section 53.9 of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184. The
Terms of Reference (TOR) may be downloaded in the PhilGEPS website or may be requested in person or by email using the contact information below. The project must be completed within three
months period reckoned from the effectivity date stated in the Notice to Proceed issued for the project.
As such, eligible individual consultant or consulting firms of known qualifications are invited to submit their quotations/proposals (signed by you or your duly authorized representative) with attached
Professional License/ Curriculum Vitae not later than 28 November 2017 (Tuesday) at 6:00
PM, subject to the Terms and Conditions provided in the attached TOR.
A copy of each of the following are required to be submitted prior to award: (a) latest Mayor’s/Business Permit (for consulting firm)

TERMS OF REFERENCE
FOR THE DEVELOPMENT OF THE GPPB-TSO
ELECTRONIC-LEARNING (E-LEARNING) MODULE PROJECT
I. Background
In line with the efforts to strengthen the capacity of procurement institutions for
effective implementation and enforcement of Republic Act No. 9184, otherwise known
as the “Government Procurement Reform Act”, its Implementing Rules and
Regulations and other related laws, rules and regulations, the GPPB-TSO is periodically
conducting training programs for procurement practitioners in the country.
To make the training programs more accessible and responsive to the capacity
development needs of procuring entities, the GPPB-TSO will be enhancing its training
resources and materials by developing audio video online presentation through an e-
Learning System.
The e-Learning System shall feature series of audio-visual presentations of
procurement modules, with coursework and examination requirements for completion.
There will be nine (9) modules and each module shall be divided into several topics,
with accumulated maximum duration of thirty (30) hours.

II. Objective
The e-Learning System which will be made accessible through conventional
computers, smart phones, tablets and other similar gadgets, aims to help users learn the
Philippine procurement system in their own pace and schedule. It provides for a more
cost-effective savings in terms of materials, travel and accommodation.
III. Scope of Services and Deliverables
The consultant/consulting firm to be engaged with is expected to deliver the
following end-to-end system:
a. Procurement of, or development of the e-learning modules;
b. Development and production of e-Learning materials through a series of audio-
video presentations (AVPs) of the modules by resource speaker/s identified by the
GPPB-TSO. The audio-video presentation must consist of not more than 10 minutes
for each topic outline and includes simplified illustrations, drawings, graphics and
charts, if necessary;
c. The approved AVPs must be ready to be embedded and/or programmed into the
GPPB-TSO e-Learning site.
d. All other tasks/deliverables that will ensure the successful implementation of the
project.
IV. Consultant’s/Consulting Firm’s Qualifications
a. The consultant/consulting firm must have at least 5 years of experience in the
development, and production of e-Learning materials similar to the scope of work.
b. The consultant or the key personnel of the consulting firm must have the following
qualifications:
1. A Project Leader must be a graduate of Information Technology or related
field, and preferably have a Masters’ Degree in Performance
Improvement, Education Technology, and Instructional Design,
Interactive Media or Learning System and other related fields. It must
have the ability to provide performance solution design expertise in the
development of technical/operational training programs.
2. A video specialist that has at least 5 years of experience in media
documentation and production.
V. Implementation and Monitoring
The GPPB-TSO Capacity Development Division, in cooperation with the
Information Management Division, is the PMO of this Project, and shall take charge in
monitoring the progress of the implementation thereof. The Consulting Firm shall be
under the direct supervision of the GPPB-TSO.
VI. Period of Engagement
The recommended period of engagement with the consultant/consulting firm is
forty (40) to forty-five (45) man-days spread over three (3) months.
