DIRECTIONAL POLICY ACHIEVEMENTS “…Shortsighted and very narrow understanding of the term BENEFIT would mean infrastructure projects only. But that is not the case because we are dealing with development goals or objectives, as well as strategies. Both goal and strategy, when taken together will define our directional policy…” (Part of the message of the Local Chief Executive in his First Address to the Sanguniang Bayan, July 10, 2014.) In his inaugural address, the Local Chief Executive enumerated several priority concerns which his administration seeks to address. These concerns, along with others were further reiterated during his First Address to the Sanguniang Bayan which now formed part of the Executive-Legislative Agenda. Upon assumption to office, the Municipal Mayor, Atty. Victorio T. Palangdan instituted new directional policies to address the various needs and concerns of the municipality. Consequently, the office made major accomplishments during the period. Among which are hereunder presented in tabulated form as follows:

Issuance of Notice of Assessment and Demand Letter to PMC; Referral to the Office of the Vice President and other private individuals close to MVP. Notice of assessment and Final Demand was sent to NPC, SRPC and PSALM.

Execution of a Memorandum of Agreement between Itogon and Tuba for a Fifty-fifty sharing; Execution of a Memorandum of Agreement between Philex Mine, Itogon and Tuba for the company’s payment based on compromise amounting to Two Hundred Million Pesos to be shared equally by Itogon and Tuba. -Initial payment of the sum of Fifty Million Pesos to Itogon was made by Philex Mines. Despite NPC and SRPC’s referral of the matter to PSALM, the latter invokes its IPP Administration Agreement with Strategic Power Development Corporation as the new basis for computing the share of the LGU in the NWT. The matter was referred to DOE and ERC while other options are still being undertaken.

of Business Permits.

1.4. Funding sources and extension services for the Itogon Breeding, Research and Organic Demo and Technological Center in line with the agriculture and livelihood program.

Institution of reforms in the Business Permits and Licensing system as well as in the operation of a Business-One-Stop Shop. Fund sourcing in the concept of Public-Private Partnership through solicitation from Philex Mines, SRPC and SNAPBI. Personal meting and follow-up made by the LCE to the respective heads of the private companies.

Streamlined steps in the acquisition and renewal of Business Permits from 5 to three and two steps respectively. Reforms in the operation of the Business-One-Stop Shop. Philex Mining Corporation and SRPC granted the amount of One Million each to the municipality. Likewise, SNAPBI has pledged to donate the amount of One Million Pesos for the project. Under the Memorandum of Understanding between BSU and the LGU, the former shall provide technical assistance and extension services to the municipality for the program.

2. LAND TENURE

Letter requesting action by the President for the disestablishment of mining claims with disapproved APSA was personally delivered by the LCE to Malacañang. The LCE was instructed by the Office of the President to cause the preparation of land use plan for the affected areas and to seek favorable endorsement from concerned agencies.

Plan of lands showing the relative position of the mining claims with denied APSAs was already made through the MPDO. Consultation with the concerned barangays is on its way for the determination of suitable land utilization of the subject claims.

3. AGRICULTURE AND

LIVELIHOOD

Among the top priorities of the administration is focused on livelihood and agriculture development. Organic agriculture as mandated under R.A. 10068 is being implemented. Likewise, the municipal nursery was transformed into an organic demo-farm and breeding center. In addition, irrigation and waterworks system were provided to agricultural communities most especially in barangays Poblacion, Tinongdan and Dalupirip. Executive Order No. 01-13N established the guidelines for the provision of livelihood assistance to qualified applicants.

Organic farmers from barangays Loakan and Ampucao are now on their third phase relative to their accreditation in accordance with the National Organic Agriculture Act. Association of organic farmers were organized in the nine barangays and were federated at the municipal level. More irrigation canals and waterworks projects were constructed. Others with approved budget are still due for implementation. Numerous organizations from the nine barangays were provided livelihood projects by the municipality. Likewise, the DOLE, BFAR, DOST and DTI has partnered with the municipal government for the provision of other livelihood projects to qualified beneficiaries.

4. PEACE AND ORDER

Aside from the usual support to our local PNP, the LCE has considered other strategies to curb criminality in the locality. Close coordination by the office with BENECO was made for the reinstatement of the streetlights that were disconnected sometime in 2010 and 2011. Strengthening of force multipliers such as barangay tanods was also a part of this strategy.

Financial support to the local PNP was incorporated in the Annual Budget. Installation of streetlights and alley lights in critical areas is underway. Financial support for capability enhancement of our barangays tanods was incorporated in the Annual Budget

5.DISASTER RISK REDUCTION AND MANAGEMENT

Aside from the reorganization of the MDRRMC, the office of the LCE has issued several advisory and directives relative to the occurrence of disasters and/or calamities. This also includes the procurement of brand new ambulance and fire truck in addition to the existing ones.

The Local DRRM Plan was approved and submitted to the OCD and other concerned agencies. Emergency responders were trained per barangay. To date, there are over four hundred newly trained responders in the municipality. Appropriations for the procurement of a brand new ambulance and a fire truck including rescue equipment were made available under the DRRM Fund.

Person with Disability/Persons with Special Needs Facilitated the participation of PWDs during the Philippine National Games 2014 at Marikina City

Emergency Assistance Welfare Program The LGU provided through the Assistance to Individuals in Crisis Situation (AICS) Program the amount of

Php 1,750,000.00 to 553 clients.

Phil Health Program The LGU assisted the indigent recipients for the Phil Health Program having a total of 930 households;

350 households sole sponsorship by the LGU and 580 households for the Provincial & Municipal

sponsored program

Supplemental Feeding Program The DSWD National downloaded the amount of Php 1,728,480.00 for supplemental feeding for Day Care

Children.

Social Pension Program This is a National funded program extended to Senior Citizens. There are 87 indigent senior citizens ben-

eficiaries from this program.

Pantawid Pamilyang Pilipinong Program The Municipality has a total of 874 households beneficiaries from the different barangays.
