PALAY

The January-March 2017 palay production at 4.42 million MT grew from the 2016 output of 3.93 million MT by 12.38 percent. Harvest area stretched to 1.15 million hectares from previous year’s record of 1.08 million hectares. Yield per hectare increased from 3.64 MT in 2016 to 3.85 MT in 2017 or by 5.80 percent (Table 1.1).

o Most regions registered increments in

outputs except CALABARZON and Bicol. o Upturn in production were largely

contributed by Central Luzon (0.84 percent), MIMAROPA (1.51 percent), Western Visayas (4.18 percent), Zamboanga Peninsula (1.75 percent), SOCCSKSARGEN (0.83 percent) and ARMM (1.15 percent).

o Increases in harvest area and yield were attributed to sufficient water and the availability of certified seeds during planting period.

The April-June 2017 forecasts from standing crop indicates higher production and harvest area by 11.13 percent and 11.86 percent, from their respective levels in 2016. Yield per hectare, however, may contract to 4.35 MT from 4.38 MT level in 2016 to (Table 1.2).

o All regions may possibly have increments

in production except Central Luzon. o Probable growths in production are

expected due to increments in harvest areas resulting from availability of irrigation water/sufficient rainfall during planting period and availability of seeds from Department of Agriculture-Regional Field Offices (DA-RFOs) and local government units (LGUs).

o In Cagayan Valley and MIMAROPA, the possible increments are attributed to movement

of harvest to April 2017 due to intermittent rains in late March 2017.

Accordingly, palay production for January-June 2017 may rise to 8.55 million MT, 11.78 percent above the 7.65 million MT output in 2016. Harvest area may increase from 1.93 million to 2.10 million hectares, or by 8.7 percent. Yield per hectare may improve by 2.83 percent, from 3.96 MT in 2016 to 4.08 MT in 2017 (Table 1.0).

Based on farmers’ planting intentions, the

July-September 2017 forecasts on production and harvest area may exceed their 2016 levels by 5.99 percent and 6.61 percent, accordingly. The probable yield per hectare may slightly drop from 3.98 MT in 2016 to 3.96 MT in 2017 or by 0.08 percent (Table 1.4).

o Increments in production are foreseen in

most of the regions except Ilocos Region, Bicol, Zamboanga Peninsula, Northern Mindanao and ARMM.

o Probable increases in harvest areas

attributed to farmers’ expectations on the availability of irrigation water/sufficient rainfall during planting period. Likewise, farmers are optimistic with the government interventions in palay production.

CORN

Corn output in January-March 2017 at 2.37 million MT was 23.44 percent higher than the 1.92 million MT record in 2016. Harvest area rose to 696 thousand hectares or by 10.57 percent from the 2016 level of 629 thousand hectares. Yield per hectare improved from 3.05 MT to 3.40 MT (Table 2.1).

o Substantial increments were noted in Ilocos Region (3.36 percent), Western Visayas

(0.91 percent), Northern Mindanao (3.52 percent), SOCCSKSARGEN (2.66 percent) and ARMM (12.86 percent).

o Increases of harvest areas in Ilocos

Region and Western Visayas due to high demand of corn and availability of high yielding varieties (HYV) seeds from DA.

o In Northern Mindanao and

SOCCSKSARGEN, there were movements of harvest from the previous quarter to this quarter.

o Marshland areas in ARMM were

utilized.

The April-June 2017 forecasts on standing crop indicates higher production and harvest area by 44.58 percent and 47.75 percent, from their respective levels in 2016. On the other hand, yield per hectare may decline by 2.14 percent from 3.36 MT level in 2016 to 3.29 MT (Table 2.2).

o Cagayan Valley, Northern Mindanao, SOCCSKSARGEN and ARMM may post significant increments in production and harvest areas. These may be attributed to sufficient rainfall during planting period and availability of HYV seeds from DA.

o Probable yield per hectare may drop in some region from the 2016 levels.

The January-June 2017 production of corn may escalate to 3.68 million MT, 30.25 percent above the 2.83 million MT output in 2016. Harvest area may expand from 0.90 million hectares to 1.10 million hectares, or by 21.77 percent. Yield per hectare may increase from 3.14 MT in 2016 to 3.36 MT in 2017, or by 6.97 percent (Table 2.0).

Based on farmers’ planting intentions,

the July-September 2017 forecasts on production and harvest area may surpass their 2016 levels by 3.63 percent and 1.56 percent, respectively. Probable yield per hectare may rise to 2.81 MT from the 2016 level of 2.75 MT (Table 2.4).

o Cagayan Valley, Caraga and ARMM

may contribute to substantial increments in production. Most farmers are optimistic on early occurrence of rainfall for the cropping season.

Technical Notes:

Production refers to the quantity produced and actually harvested for a particular crop during the reference period. For palay and corn, harvest area refers to the actual area harvested/to be harvested during the reference quarter. Estimates and forecasts of production and harvest area of palay and corn are generated from the Quarterly Palay and Corn Production Survey (PCPS) of which there are four survey rounds in a year, that is, January, April, July and October. The following are the data taken from these surveys:

1) Production estimates of the previous quarter for each survey round; 2) Forecast one quarter ahead based on the standing crop; and 3) Forecast two quarters ahead based on planting intentions.
