z MINISTRY OF INTERNAL AFFAIRS/LIBERIA DECENTRALIZATION SUPPORT PROGRAM (LDSP) CONSULTING SERVICES REQUEST FOR EXPRESSIONS OF INTEREST The Ministry Of Internal Affairs intends to apply funds from the European Union (EU) and Swedish Government received through the United Nations Development Programme (UNDP) to payments under the contract for Layout/Graphic Artist. Terms of Reference: The consultant shall be Layout/Graphic Artist for the team in charge of the production of the newsletter publication featuring the Liberia Decentralization Support Program(LDSP) and other key development initiatives carried out by the Ministry of Internal Affairs, decentralization related activities of the GC, MACs and CSOs as stated below in this terms of reference. The consultant shall also carry out the following functions/duties: 1. The consultant shall be the Layout and Graphic Artist in charge of designing themes, layout contents and cover of the monthly newsletter highlighting progress of the Liberia Decentralization Support Program (LDSP) implementation. 2. He/she shall design calendars, flyers and other printing materials as may be determined by the National Communication Officer of the Liberia Decentralization Support Program (LDSP). 3. He/she shall determine the quality and resolution of photos appropriate for publication in the newsletter, website and other social media. 4. He/she shall be responsible to upload ‘soft copies’ the newsletter on the Ministry of Internal Affairs’ website 5. He/she shall gather communication contents including field stories and case studies as required through the coverage of video recording. 6. He/she shall do video documentary for the Liberia Decentralization Support Program (LDSP) 7. He/she shall design necessary photos for website, newsletter and other independent media articles. 8. He/she shall work closely with the Staff Writer/Editor, Liberia Decentralization Support Program (LDSP) National Communication Officer and Ministry of Internal Affair (MIA) Communication Team for layout of the newsletter and text setting. 9. He/she shall work closely with the Staff Writer/Editor and Ministry of Internal Affairs (MIA) Communication Team to print the desired copies of each edition. Minimum Qualification Requirement 1. Certificate in CorelDraw X13/Adobe Creative Suite 2. Training in computer education and at least a university Student. 3. He/she shall have knowledge in the use of printing equipment. 4. Proven record of past experience in said capacity. 5. A former Layout/Graphic Artist for newspaper, magazine or other printing outlet is an added advantage. The Ministry of Internal Affairs now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. A consultant will be selected in accordance with the procedures set out in the Public Procurement and Concessions Act (PPCA) 2010, of the Republic of Liberia using Individual Consultant Selection Method. Interested candidates shall submit an application along with CV and copies of past work and certificates to the Human Resource Unit, Ministry of Internal Affairs or email [email protected]. The Ministry Of Internal Affairs intends to apply funds from the European Union (EU) and Swedish

Terms of Reference:

1. The Ministry of Internal Affairs has received fund from the European Union and intends to apply

2. The Ministry of Internal Affairs now invites sealed bids from eligible and qualified bidders for

Printing T-Shirts, Caps & other Promotional items.

3. Bidding will be conducted through the National Competitive Bidding (NCB) Procedures specified

in the PPCA and approved by the PPCC, and is opened to all bidders in Liberia. Interested eligible

bidders may obtain further information from the Procurement Unit; [email protected]

and inspect the bidding documents at the address given below. A complete set of tender documents

in PDF Format and in English may be obtained by interested bidders on presentation of a storage

device to the address below.

Minimum Qualification Requirements:

a. Registered within the Republic of Liberia, b. Registered as per the Income Tax Act of Liberia c. Registered on the PPCC Vendor listing d. Have experience in executing similar contract

4. Tenders must be delivered to the address below at or before 10:00 A.M, September 29, 2016.

Tenders shall be valid for a period of ninety (90) days after the deadline for tender submission. All

tenders must be accompanied by a bid Security in the form of a bid securing declaration. Late

tenders will be rejected. Tenders will be opened in the presence of the bidders’ representatives

who choose to attend at the address below at 10:00 A.M, September 29, 2016.
