1. POLICY STATEMENT

This policy provides information on how to access designated parking areas within Wollongong Hospital Campus, the procedure to acquire approved access to parking or concession cards for parking within the Wollongong Hospital Campus.

Use of the Wollongong Hospital Car Park will be carried out in accordance with this policy or other conditions as notified.

2. AIMS

The objective of this policy is to maximise the availabili ty of parking for staff and visitors at

Wollongong Hospital using fair and consistent criteria for issuing parking access or concession cards in an equitable manner. It also determines the requirements for

providing free parking to eligible Wollongong Hospital Volunteers.

3. EXPECTED OUTCOMES

A fair and equitable system of managing car parking on the Wollongong Hospital Campus is maintained maximising the occupancy of the car parking spaces available.

4. TARGET AUDIENCE

Staff, Volunteers, Patients and Visitors of the Wollongong Hospital Campus.

5. RESPONSIBILITIES

5.1 Car Park Operator

Wilson Parking Australia Pty Ltd is the Operator for car parks on the Wollongong Hospital Campus. Wilson’s onsite office will be located on P2 of the north multi-storey car park.

The office is in operation between the hours of 0530-2130hrs Monday to Friday and 1000-1400hrs Saturday and Sunday. Should you require assistance outside of these hours please contact the call centre via the intercoms located at the auto pay stations,

entry and exit stations.

Emergency Help Points (duress buttons) are located within the multi-storey car park and

within the at grade car park for ISLHD pool vehicles. Emergency Help Points are monitored by the Wollongong Hospital Security Department.

5.2 Parking Access

Wollongong Hospital has identified types of parking access available to employees of the

hospital and campus based ISLHD staff (which will be issued according to eligibility).

Access will be either:

General Access

Staff rate Access

Volunteer Access

Once an employee has been granted parking access, parking will be restricted to the multi-storey car park only. Staff will not be permitted to park anywhere else on the Wollongong Hospital campus - (Appendix A).

Vehicles must be parked in the marked bays and in accordance with displayed parking

advisory signs.

Neither Wilsons Parking nor Wollongong Hospital has the authority to cancel a parking infringement notice. If you are issued with a fine and you wish to appeal, you should

follow the instructions on the parking infringement notice. (See Section 8 - Conditions of Use: Infringement Notices)

5.3 Use of a Parking Permits

Parking permits are issued to pre-determined vehicles. The parking permit is not

transferable and allows the holder to park ISLHD or private vehicles in a specified parking area within the grounds of Wollongong Hospital, providing the permit is affixed and clearly

displayed on the bottom left hand corner of the vehicles front windscreen.

Identified ISLHD staff who use ISLHD vehicles and have been issued with a parking permit and are permitted to park in an allocated parking space within Wollongong

Hospital grounds.

Parking permits and allocated parking are defined as:

Parking Permit: a sticker of a specified colour, issued to predetermined staff and

or departments, approved by the General Manager, Northern Illawarra Hospitals

Group Wollongong Hospital.

Allocated Parking Space: A clearly sign-posted area within Wollongong Hospital

grounds allocated to designate parking permits

Permit Application Process

The designated vehicle is only permitted to park in parking spaces clearly signposted with

the corresponding colour of the permit – failure to do so may result in the parking permit being revoked and/or an Infringement Notice being issued.

The driver of a vehicle issued with an infringement notice is personally responsible for payment of the fine incurred.

The holder of the permit must report loss or damage to a parking permit to the Facility

Support Manager immediately.

It is the disclosure of the department manager to remove the parking permit from the

vehicle if and when the vehicle is withdrawn from use and to return the parking permit to the Facility Support Manager to update Parking Permit Register.

Wollongong Hospital Permit Holders (white and yellow) are permitted to park within the

allocated areas in the multi-storey car parking. If parking is not available with the allocated areas, staff may park elsewhere within the car park where a space is available.

5.4 Parking Fees

Car park pricing incorporates the following guiding principles:

Support a sustainable model for the procurement, funding and operation of new hospital car park,

Support equitable, transparent and sustainable accessibility to health campuses for all users including patients, visitors and staff,

Recognise that the parking needs of many patients and visitors need to be met on-site,

Ensure economic viability towards the development of new car park infrastructure,

Improve traffic management around the Local Health District,

Ensure the fees policy complements the NSW Government’s State Plan to

encourage greater public transport usage, particularly increasing the proportion of total journeys to work by public transport, whilst recognising that many health care

workers are shift workers and public transport may not provide a suitable level of accessibility at all times,

Basis of public car park fees,

Public parking (other than staff) will be linked to market rates to avoid long term parking by non-hospital users,

Concessional parking pricing arrangements are available for eligible users.

Visitor parking & Concession Fees

Visitor parking fees are determined by the NSW Ministry of Health. From the

commissioning of the new car park, the public parking base schedule of fees will be as follows:

Parking fees are increased annually, taking effect 1 July each year. The fees will be

adjusted in line with the CPI, which will increase on 1 July each year.

Concession Fees

Concessional fees will be available for eligible visitors and patients outlined in the Ministry of Health’s Policy. Daily tickets can be validated at the Wilsons office on Level P2 North

or at the Loftus St Information Desk prior to returning to your vehicle and upon presentation of appropriate identification or documentation.

To be eligible for concessional fees, applicants should be:

Holders of a RMS issued Mobility Parking Scheme permit;

Holders of a Pension Concession Card;

Holders of a Gold Veterans Affairs Card;

Holders of a Health Care card;

An ongoing cancer treatment patients;

Patients and their carers who are required to attend the hospital/facility for a course of treatment over a period of time greater that one week;

Patients and patient carers attending more frequently than twice weekly, including carers of long term patients who visit frequently;

Cardiac Rehabilitation education & exercise class attendees

Daily dressing outpatients; and

Health Promotion Education class attendees.

The following identification must be produced on each occasion to be considered for concession rates.

category (a) through (d) Visitors and patients, identification must be in the form of the applicable RMS – issued or

Government agency – issued access or card.

category (e) Visitors & patients, identification may be in the form of a Centrelink card

category (f) through (j) Visitors and patients, identification may be in

the form of an appointment card or letter from the relevant hospital department. This is

submitted to Wilsons or the Wollongong Hospital Information Desk staff with an Application for Concessional Parking / Weekly

Ticket form. Customers will then use a copy of the approved application as identification for

these categories.

Eligible concession card holders requiring for 3-7 day tickets are to present their parking ticket with a valid concession card or approved application for concessional parking/

weekly ticket and photo identification that matches the concession card / application form, to the Wilsons Parking office on P2 of North Block.

Application for Concessional Parking / Weekly Ticket forms must be approved by the hospital department manager or social worker prior to being to be processed by Wilson’s staff. All payments are to be undertaken at the Wilsons Parking Office.

Receipt for Payments

Visitors on the Wollongong campus who pay the entry fee to access car parking can be

issued a receipt at their request.

Receipts can be issued from automatic pay stations at the time of payment or from the Wilsons Parking office located on Level P2 of North Block; Staff who require a receipt for

taxation purposes can also contact Wilson’s personnel at the multi-storey car park.

Private Patients

Private patients admitted to the hospital will be eligible for complimentary parking. Tickets will be available from the Private Patient Liaison Officers, the Enquiries Desk and

Emergency Department afterhours. Patients will receive one multi entrance ticket per admission.

Volunteer Parking

Registered Volunteers will be entitled to park free of charge on the Wollongong Hospital

campus on the days of volunteer service. Volunteers are to enter in on a daily ticket and then have their parking ticket validated at the Wilsons Car Park office or Wollongong

Hospital Information desk on presentation of their hospital identification.

Cancer Care Patient Parking

Patients undergoing cancer treatment are entitled to access parking within the designated

complimentary parking for Cancer Care patients located on P1 of North Block. Exit passes can be obtained from the Reception Desk within the Illawarra Cancer Care

Centre. If this area is full, parking can be sought in other designated parking areas at concessional rates.

Renal Patient Parking

Patients undertaking Renal Dialysis or in home training are eligible for complimentary

parking in the Renal Centre Car Park. Access is granted at the Renal Car Park entrance via allocated swipe card access.

Contractor Parking

Contractors who are regularly working on the Wollongong Hospital site can apply for

approval for staff daily rates of $5. Approval applications can be sourced through the Wollongong Hospital Maintenance Manager. Signed applications must be presented to the Wilson Car Park office to receive a staff rate car park ticket.

Student Parking

University and TAFE students are entitled to staff car parking rates when completing training at Wollongong Hospital. Students must present to the Wilson Car Park office with their student ID to receive a staff rate car park ticket.

Staff Fee Structure

For the current fee structure please refer to the Staff Parking Fee Schedule (Appendix B). This fee structure will remain until 30 June 2020. Parking fees are determined by NSW Ministry of Health and are increased annually based on the Consumer Price Index (CPI)

and take effect the first full pay period on or after 1 July each year to coincide with the Financial Year unless otherwise stipulated.

Should there be a need for future on-site staff parking capital projects, there may be an increase in parking fees above and in addition to the annual CPI increase. Reasonable notice will be provided to all staff with existing car park access prior to any increase in

fees.

There are two fee structures applicable to eligible staff as follows:

member’s average hours worked over a three (3) month period exceed the threshold this will be considered a

change in their working conditions which must ensure a change of status.

Stored Value Card

N/A N/A These cards have been made available to provide a casual parking option for

staff requiring ad hoc parking on campus. They are also available to medical staff on short term contracts.

Staff Payment Method:

Payroll deductions

Payment for parking access for staff that opt for the full-time and part-time rate will be made via payroll deductions on a fortnightly basis.

Staff who take up the payroll deduction option will access the car park with their

Wollongong Hospital Staff Identification / Access card.

Staff will have the opportunity to have the parking fees deducted from pre-tax earnings.

It is recommended that staff seek financial advice from a tax professional to explore personal tax benefits prior to seeking pre-tax deduction of car parking fees. (See Documentation).

Parking access will be issued on receipt of a completed Parking Access Application Form and acceptance of the terms and conditions of the application form. Parking deductions

will be effective the next full pay period from the date of the access being issued.

Stored Value Card

Stored value cards are only available for staff members of the Wollongong Hospital and

eligible ISLHD staff (staff based at the WH campus) and will be limited in numbers to maximise access to available parking spaces. The stored value cards will have the staff

member’s photo attached for access control / auditing purposes. Availability and number of stored value cards will be reviewed on a regular basis

An initial administration fee of $20.00 will be charged for stored value cards, this is non-

refundable unless the card is returned within 24 hours of purchase. The card will not have any value added and staff will need to load the card prior to use.

Cardholders that leave their vehicle in the car park for a period of longer than 24 hours will be charged an additional $5.50 per additional day the car is parked. The card can be loaded with credit via credit card, debit card or cash at the automatic pay stations located

in the multi-storey car park.

Stored value cards must be returned in the event the card holder transfers to a payroll deduction option. Staff are responsible for ensuring that all funds on the stored value card are exhausted prior to terminating the stored value card or can organise a reimbursement with Wilson Parking.

Lost or stolen cards must be reported to Wilsons ASAP, where the new card will be credited with the cancel cards value.

6. APPLYING FOR PARKING

Payroll Deduction Forms

Staff requesting parking access (via payroll deduction or stored value card) must complete and submit a Wollongong Hospital Parking Application Form (See Documentation)

The form will be reviewed and processed once completed. Should parking access not be available at the time of application, staff will be placed onto a waitlist.

Once the forms have been processed, access to the Wollongong Hospital Multi-storey car

park will be granted on their Wollongong Hospital Staff Identification/ Access Card within 2 business days.

Stored Value Cards

Once an application has been completed and evidence of payment for the stored value

card is produced, staff will be provided with a stored value card with photo identification attached to the stored value card. Once received, staff are free to load the card with

value.

Waiting List

The number of approved parking applications being issued to staff is limited and

regulated by the total number of parking spaces available to staff at Wollongong Hospital.

Completed Parking Application Forms will be received and date stamped.

If at the time of application there are no vacancies in the number of approved parking spaces allocated to hospital staff, the staff member’s application will be placed on a waiting list.

The waiting list will be reviewed on a regular basis; Clinical and staff working shift work will be given priority and approval will be at the discretion of the NIHG General Manager.

Suspending Parking Access

Parking access may be suspended for leave periods of four (4) weeks or more for the

following leave types (the following list is for illustrative purposes and not exhaustive):

maternity leave

long service leave

sick leave

workers compensation

secondments

leave without pay

annual leave

Parking access may be suspended up to 12 months, which will be reviewed on a case by case basis. Requests for suspension must be submitted four (4) weeks prior to the commencement of leave. (See Documentation)

Reactivation of Parking Access

Confirmation of reactivation date must be received in writing four (4) weeks prior to returning to work. Deductions will be automatically recommenced following a reactivation.

Changes to a reactivation date must be submitted with a revised Parking Suspension/ Cancellation Form as soon as possible. Payroll deductions will not be reimbursed if a

form is not received to extend a payroll suspension.

Cessation of Employment

Staff who resign are required to complete the relevant section in the staff Resignation /

Termination Form (See Documentation). Staff will be required to handover of their Wollongong Hospital Identification / Access card and will be allowed to exit the car park

by the Wilsons staff on their last day.

Staff who are moving to a different site or Local Health District, must complete a Parking Suspension/Cancellation Form. Payroll deductions will continue unless the appropriate

form has been lodged. Payroll deductions will not be reimbursed if a form is not received advising of a cancellation of car park deductions at Wollongong Hospital.

Staff with stored value cards are to surrender the card back to Wilsons and are encouraged to use all loaded funds prior to handing the card over.

Change of Vehicle

Staff are required to notify Wilsons Parking in writing of any changes to the vehicle/s the

parking access is associated with; i.e. registration, make /model within 7 days, for Wilson to update the database.

Change in Working Conditions

Staff are required to notify payroll of changes to their working conditions immediately if the

change results in an increase in hours from part-time to full-time, changing the costs incurred for parking access as per the declared hours on the original car park application. Routine audits will be undertaken by Wilsons and Wollongong Hospital to ensure that staff

are complying with the agreed terms outlined in the policy.

Change of Name

Staff are required to ensure that any changes to names are updated via the appropriate process.

7. PARKING AUDITS

Regular audits by a 3rd party operator (Wilsons Parking) will be conducted to assess usage of car park spaces in order to allocate further access and to ensure that staff are adhering to the policy requirements.

Car Park Access

Regular audits will be conducted by Wilsons to ensure access holders are accessing

parking in accordance with the conditions of their parking agreement i.e. staff nominated as part-time are frequently exceeding 0.8 FTE or > 32hrs /wk. Audits will also include

checking ID cards at the gates from time to time.

Staff members will be advised in writing of any inaccuracies and adjustments required as a result of the audit.

Third parties found to be in possession of a Wollongong Hospital Staff Identification / Access Card or a stored value card, for the purposes of accessing parking within the

multi-storey car park will be in breach of the policy and of the ISLHD Code of Conduct. The card will be confiscated by Wilson and formal disciplinary action will result for both staff.

Payroll Deductions

Regular audits will be conducted to ensure fortnightly payroll deductions for parking access are consistent with their conditions of use.

Staff members will be advised in writing of any inaccuracies and adjustments required as

a result of the audit conducted by the car park operator.

Any adjustments that result in recovery of parking fees being due are to be negotiated

within 30 days of receiving notification.

Parking access may be cancelled as a result of failure to comply with payment of outstanding fees.

8. CONDITIONS OF USE

When parking access is granted or a stored value card is issued the applicant is required to sign an undertaking to adhere to the policy and terms of entry into the car parks.

Staff must:

Not provide their Wollongong Hospital Identification Card / Access Card or stored

value card to another staff member / or other person for use

Drive within the speed limits displayed throughout the hospital and at the vehicle

entrances to the hospital

Drive in a safe and courteous manner to other users

Park their vehicle within the marked spaces

Display the appropriate permit to utilise disabled parking, which must be displayed

on the windscreen of their vehicle

Staff must ensure the correct parking fees are being deducted from their pay on a fortnightly basis

Stored value card holders must swipe their card in upon entry to allocated car parks and must swipe out upon exit. Failure to do so could result in a full exit fee of

$20.20 being applied.

Parking access should only be utilised on the days that the staff member is

working, or attending training, study, meetings for the ISLHD or Wollongong Hospital as determined as appropriate work related use.

Failure to adhere to the conditions of this policy or the NSW MoH Code of Conduct may

result in parking access or stored value cards being cancelled.

Damaged, Lost or Stolen Access Cards/Stored Value Cards

Damaged, lost or stolen Wollongong Hospital Staff Identification / Access Card must be immediately reported to the Wollongong Hospital Security Department.

Damaged, lost or stolen, stored value cards are to be reported to Wilsons Parking.

Damaged cards – should be returned to Wilsons parking and if required a new

card will be issued.

Lost or stolen – A new card will be issued to the staff member once confirmation of employment validated via Wollongong Hospital Staff Identification / Access Card.

A $20.00 administration fee will apply for the replacement of lost, stolen or wilfully damaged cards.

Security

The car parks are well lit and patrolled regularly by Hospital Security Staff and Wilsons

Parking Attendants. Staff and families may seek a security escort to their vehicle after dark; however, due to other commitments this service may not always be readily

available.

Emergency Help Points and closed circuit television cameras are also in operation throughout the campus and will be monitored by the Wollongong Hospital Security

Department.

In the event that perceived potential threat has been recognised to yourself, or a vehicle

while parked on the Wollongong Campus, Wollongong Hospital Security should be contacted via a nearby emergency help point or by telephone on 4222 5555.

Parking Infringements

The hospital campus is classified as Enclosed Lands and managed under a Self-Enforcing Infringement Notice Scheme (SEINS).

SEINS is administered by the State Debt Recovery Office, their prime objectives are:

To improve traffic flow and pedestrian safety

To ensure unrestricted access for emergency vehicles

To prevent unauthorised parking

To effectively regulate limited parking spaces

To ensure people who are correctly parked are not inconvenienced by others parked illegally

SEINS is administered by the Infringement Processing Bureau of NSW Police Service.

Hospital Security officers are empowered to issue parking infringement notices. These notices incur a fine, which if not paid will result in fine default action by Roads and Traffic Authority and an automatic cancellation of licence and cancellation of motor vehicle

registration until the penalty is paid.

SEINS is applied equally to staff and visitors. Vehicles must be parked in the marked bays

and in accordance with displayed parking advisory signs.

Infringement Notices

Any vehicle that contravenes a parking regulation, posted sign or parks outside a marked bay may be issued an infringement notice

At no stage during the issuing of an infringement notice will the Infringement Notice be cancelled.

If drivers of the offending vehicles wish to contest the Infringement Notice, they may do so as per standard of the State Debt Recovery Office procedures, which is detailed on the infringement notice

Appeal Process

All appeals are to be directed to the State Debt Recovery Office as per directions on the infringement notice. The organisation or issuing officer will not enter into dispute at the time of issuing. Infringements will not be cancelled for late appointments or failure to obey

parking signage.

9. ROLES AND RESPONSIBILITIES

Visitors:

Must adhere to the conditions of use of the multi-deck parking

Appropriate identification must be produced on each occasion when applying for a

concession rate

Employees:

Must ensure the correct fortnightly payments are being deducted from their pay

Must notify Wilsons Parking staff in writing within 30 days if there are any changes

in relation their personal details or working conditions that may impact on the conditions of their parking access

Must advise Wilsons Parking staff of any changes to the vehicle associated with

the allocated parking access within 30 days

On the parking waitlist have a responsibility to ensure that their current address is

maintained by Wilsons Parking staff. Must adhere to the conditions of use of as per the Car Park Policy.

Wilsons Parking must:

Provide administrative support associated with car parking

Provide offers of available parking access for waitlisted staff

Manage the parking waitlist for staff parking

Conduct regular audits and action accordingly

Coordinate issuing of stored value cards and advise staff on the car park access application process

Organise/coordinate relevant payroll deductions/adjustments to Health Share for processing

Provide staff/ visitors and carers with required support and direction regarding car park use, payments, concession options and assistance with any car park related

inquiries.

Wollongong Hospital Executive:

Determine parking fees in line with the Ministry of Health Policy

Manage the contractual relationship with the car park Operator (Wilsons Parking)

Wollongong Hospital staff that work with Wilsons to coordinate access information / concessions /

validations and operational issues.

Applicable to staff whom, FTE is equal to or greater than 0.84 FTE

Multi-Storey Car Park - access via New Dapto Rd and Dudley St

Visitors and Staff will have access to the Multi-Storey car park

During the work week (Monday to Friday) staff who are entering the multi-storey car park before 1:00pm are required to park their vehicle on the allocated level. Regular audits will be undertaken to ensure staff who are accessing the multi-storey car park are parking on the appropriate levels. Failure to comply with these conditions may result in parking access being revoked.
