MESSAGE
FROM THE PRESIDENT
Dear members,
“The past year has seen several successful outcomes,
development opportunities, new collaborations and renewed
agreements.“
I am pleased to present a review of our activities for the 2019-2020 fiscal
period. You will note in the following pages that the CDÉA has accomplished
several projects and initiatives and has exceeded the annual objectives related
to our economic mandate.
This demonstrates the resilience of our francophone entrepreneurs who are
seeking to thrive and innovate in order to do well in Alberta’s currently
challenging economic environment.
With this in mind, the Board of Directors demonstrated consistency with the
implementation of the three pillars of our 2018-2021 Strategic Plan, namely
entrepreneurship, regional and community development, as well as sector
support. The past year has seen several successful outcomes, development
opportunities, new collaborations and renewed agreements.
Unfortunately, the situation changed in March 2020 when COVID-19 pushed
us to redefine our priorities. Although the impact will be felt especially in the
coming year, the Board of Directors strengthened its efforts to ensure the
organization’s relevance in this new economic uncertainty. Adapted and
accessible support as well as adequate representation will be key in
protecting the interests of our francophone entrepreneurs once the crisis
subsides. We will be continuing our efforts to this end.
I would like to take this opportunity to thank our government partners,
particularly Western Economic Diversification Canada and Employment and
Social Development Canada, for their confidence. I also wish to acknowledge
the support of the Government of Alberta’s Community Initiatives Program
(CIP) and Tourism Growth Innovation Fund (TGIF).
In conclusion, I would like to extend my gratitude to the members of the
Board of Directors comprised of experienced professionals from all regions.
Their devotion and sense of community are remarkable. At the same time, I
commend the work of our staff, whose complementary skills are part of the
spectrum of Franco-Albertan diversity.

MESSAGE
FROM THE EXECUTIVE DIRECTOR
Dear members, partners, collaborators and friends,
“The CDÉA team worked with renewed energy in the past
year.“
The CDÉA team has been working with renewed energy over the past year
resulting in several major achievements. For example, the Rallye gourmand
successfully linked entrepreneurship and tourism, and extended our network to
Francophiles and French language learners.
The Rendez-vous d’affaires is undeniably our organization’s flagship event. The
large turnout and quality of speakers resulted in another successful event in
February 2020.
Other events of note include Startup Immigration, a competition of
entrepreneurial ideas for newcomers who arrived in Canada less than five years
ago, our increased involvement in Junior Achievement workshops in some
Francophone schools, and the finalization of the "Rouleauville" BaladoDiscovery
project.
Several initiatives were also continued in 2019-2020, particularly the
development of the early childhood sector where the Alberta Working Group
continues to be in favour of increasing the number of francophone places. The
Alberta Bilingual Municipalities Association (ABMA) has also continued to
expand under the aegis of the CDÉA.
A new project also took off in the past year with federal financial support from
the Canadian Experiences Fund. The CDÉA began working on developing
Francophone and Indigenous tourism experiences in Northern Alberta.
Although COVID-19 resulted in a slight slowdown, the CDÉA team rolled up
their sleeves to carry out our mandate. We quickly put measures in place to
encourage business activity with our Francophone entrepreneurs.
Although our way of doing business in 2020-2021 will obviously change as a
result of COVID-19, the CDÉA’s employees will adjust accordingly to serve their
clients.

In 2019-2020, we challenged our creativity and innovation. The first
Rallye gourmand [Gourmet Rally], which took place in Calgary,
accomplished its mission to familiarize Francophiles with the
Francophone community and promote the consumption of
Francophone products and services.
The Rendez-vous d’affaires [Business Meetup], our flagship event of the
year, was a total success. The well-attended physical and virtual
gathering of Francophone community leaders and entrepreneurs from
various sectors included several politicians such as Laila Goodridge,
Government of Alberta Parliamentary Secretary for the Francophonie
and Calgary Mayor Naheed Nenshi.
The membership program remains at the heart of our activities and
interests. Several efforts were made to approach our member
entrepreneurs for the purposes of providing effective communication.
Service improvements were implemented as recommended and a series
of monthly webinars with various topics was started.

RALLYE GOURMAND
H I G H L I G H T S
In this activity, the Francophone community gathers in friendly,
competitive teams for an amusing, savoury race against the clock.
The first Rallye gourmand was held in Calgary on June 8, 2019. Each team
was required to answer a riddle given to them at the start of the event at
Rouleauville Square. Once the riddle was solved, the various teams would
head toward their respective destinations. The entrepreneurs at the
destinations would then ask a question related to their offerings and offer
a sip or taste. When the team answered the question correctly, they would
head toward the next destination.

RENDEZ-VOUS D’AFFAIRES
H I G H L I G H T S
The Rendez-vous d’affaires is a major event in our organization aimed at connecting the
Francophone business community with key stakeholders in Alberta at talks, workshops
and networking sessions involving topics of current interest to Francophones in Alberta
and Canada. The workshop speakers and panelists are professionals in their fields who
openly share their knowledge and experience with participants.
The Rendez-vous d’affaires held in Calgary on February 7 – 8, 2020 was a success.
Various topics were covered, such as entrepreneurship and youth, the tourism industry,
entrepreneurial challenges in times of crisis, mentoring, social media, Francophone
immigration and business funding.
Francophone tourism workshop in English
This special meeting included representatives from community organizations,
municipalities, the private sector and regional tourism development organizations.
Topics included major trends in tourism, best practices and CDÉA initiatives. A World
Café included discussions on Francophone tourism opportunities and collaborative and
partnership investments.

The Virtual Job Far of RDÉE Canada and its members contributes to
the economic growth of Canadian businesses notably by affording
employers the opportunity to recruit the talent they need to fill
vacant positions in their businesses and Francophone and bilingual
immigrants the opportunity to explore a range of job offers to which
they can apply.
Virtual Job Fair 2020 sponsored by RDÉE Canada and its members
was held on February 26, 2020. As project leader in Alberta, the
CDÉA collaborates with other provincial Francophone organizations
such as Accès-Emploi, FRAP-PASE, etc.... to promote the Virtual Job
Fair to the general public.

A group of Francophone entrepreneurs, supported by the CDÉA,
decided to start up a Francophone BNI chapter in Edmonton.
In line with its mandate to support entrepreneurs and facilitate
Francophone economic development, the CDÉA’s particular role will be to
establish a link between BNI members and other entrepreneurs in
Alberta.

Business dinner in collaboration with TEC Canada
In January, the CDÉA organized a business dinner in collaboration with TEC
Canada, a support network of world-renowned leaders. This information
meeting enabled Francophone entrepreneurs and professionals with a
certain business maturity to be able to continue growing their business by
proposing development means/tools adapted to their reality. Participants
also had the opportunity to become more familiar with the background of
the founder of Olsa Tools, ranked as one of the best on the 2019 Startup
50.
BNI, the world leader in business referrals, has 34 chapters in Edmonton, all of which are
Anglophone. The Francophone chapter, called the "French Connexion", is the first of its
kind in Alberta. Several Francophone entrepreneurs and professionals meet each week to
network and exchange business referrals to develop their business.

MEMBERSHIP PROGRAM
H I G H L I G H T S
The membership program has remained a vital element of the CDÉA since it
was first founded. Members from several different sectors of the economy
built a vibrant Alberta business community.
A new membership grid was created in 2019 to highlight the benefits of the
CDÉA membership program. Some of the new added values are: production
and distribution of a promotional video capsule or the production and
dissemination of an advertorial at a competitive rate (free for members) or a
targeted promotional campaign on Facebook, currently the most accessible
social network.

Members of the CDÉA were present at several provincial and national events in 2019, most
notably the annual conference (Rendez-vous) of the Francophone and Francophile Cities
Network (RVFFA) for a very interesting series of activities such as the meeting of members
of the Alberta Bilingual Municipalities Association. An RVFFA side event provided intensive
economic development training in Moncton, New Brunswick with relevant panels attesting
to the diversity of economic development initiatives and the Women's Entrepreneurship
Day Summit in Calgary or Grow Women Leaders Summit in Edmonton in honour of
Women’s Entrepreneurship Day in Alberta.
We had some interesting discussions with male and female politicians such as Laila
Goodridge, Minister responsible for the Francophone Secretariat, for the ABMA
presentation and the development of Espace Franco, a Francophone hub in Calgary, and
with Tracy Allard, Francophone MLA for Grande Prairie. These exchanges are essential in
order to keep elected representatives well-informed on current files in our organization.

ENTREPRENEURSHIP | YOUTH

The objectives of the Junior Achievement "Be entrepreneurial/Soyez entrepreneurs"
workshops were to provide Francophone youth with an initial introduction to
entrepreneurship. These mini training sessions consisted of a minimum two-hour
mix of business start-up theory and practice for youth considering entrepreneurship
as a career path.
On November 17 – 22, 2019, Maude Bombardier, founder of The Laughing Hour,
travelled to the 3rd Grande rencontre des jeunes entrepreneurs du monde
francophone, a large international gathering of young francophone entrepreneurs in
Strasbourg, France. This trip, organized by LOJIQ (Les Offices Jeunesse
Internationaux du Québec), developed by RDÉE Canada and funded by the CDÉA,
enabled the young Franco-Albertan entrepreneur to meet and share with 200
young francophone entrepreneurs from 22 countries.
Students discovered that entrepreneurship opportunities were
actually accessible to anyone from a very young age.

An initiative launched in Fall 2019
The CDÉA organizes regular workshops and training sessions for newcomers. The
main objective is to provide those who wish to start up a business with an optimal
understanding of some of the tools proposed by the CDÉA.
The various events have included activities such as "Women and Entrepreneurship"
or "Startup Immigration" with about 100 attendees.
The CDÉA partnered with the Alliance Jeunesse-Famille de l’Alberta Society (AJFAS)
Alberta Family-Youth Alliance and facilitated a workshop and a discussion group on
practical start-up tools at the Economic Forum for Young Black Entrepreneurs
organized by AJFAS in February 2020.
Newcomer’s Guides for Starting a Business
Newcomers now have access to a series of four business start-up guides. Written by
Business Link and translated by the CDÉA, the various guides offer information on
starting a business, financial planning and marketing strategies. These French-
language guides are available online at: https://lecdea.ca/entrepreneuriat/
"Startup Immigration", supported by the Venence Côté Fund, is a simplified, multi-
week business model competition for Francophone newcomers wishing to launch their
business plan. It includes a finale.

The CDÉA at Rendez-
vous Réseau M 2019
Mentorship workshop at
RVA 2020
The CDÉA continues to seek mentors and, in close collaboration with
Réseau M, improve dyad performance and assessment. In November, the
CDÉA program coordinator attended the 20th Rendez-vous Réseau M
2019 in Montreal to draw inspiration and plan the mentoring network for
entrepreneurs in Alberta.
Volunteer mentors from the cell received specific training for better
mentee coaching. A distance mentoring pilot project was also started to
facilitate dyad linkage and creation throughout the province.
Several meetings, particularly Mentors breakfasts organized by the CDÉA,
enabled mentors to connect and discuss existing practices as well as
motivate potential new mentors.

The Comité de gestion Albertain en petite enfance [Alberta Early
Childhood Management Committee] continued its work in 2019-
2020.
Notable initiatives included a provincial consultation day in
Edmonton on June 1, 2019 with some thirty people. The objective
was to find innovative solutions for offering more Francophone
daycare places to Francophone families throughout Alberta.
The CDÉA also collaborated with the FPFA on the development of a
French-language guide entitled "Guide de démarrage d’une garderie
en Alberta". This guide provides Francophones wishing to start up a
day home in Alberta with quick access to basic information in French.

Part of CDÉA's funding for early childhood initiatives comes from
funds related to the National Early Childhood Strategy provided by
ESDC (Employment and Social Development Canada).

Provincial, national and international presence to promote tourism
in Alberta
The tourism sector acts as a leader in Francophone tourism development through Tourism Alberta
by reaching out to Francophones around the world with a value-added, French-language service
offer.
The CDÉA also took part in several local events to promote Francophone culture. The most
notable include Spring Training (offered to Visitor Information Centre officers in Alberta), Deep
Freeze Festival, Flying Canoë Volant and the virtual talk Nomad Junkies in partnership with ACFA
regional offices in Banff-Canmore and Jasper.
The tourism sector also provided support for bringing in French influencers as speakers at RVA
2020.

professionals attended the show.

International Tourism and Travel
Show in Montréal which was
enthusiastically attended by
some 35,000 visitors and
media.

showcase owing to the CDÉA’s efforts at various

BaladoDécouverte | Rouleauville and active communication
The neighbourhood was promoted in a social network campaign
throughout the summer in 2019. This new pathway was launched at
the "Rallye gourmand" which was an unprecedented Francophone
initiative in Calgary.
Groups of high school students, teachers, Quebec tourists and visitors in Alberta
during the Congrès de la francophonie, the annual convention for Alberta’s francophone
organizations, as well as Calgary residents strolled through and discovered the district
using this virtual tool which provides an overview of the Francophone history of the city as

Travel guide, an effective key tool for promoting Alberta
tourism in French
The Guide 2019-2020 produced and published by the CDÉA is a key tool for promoting
the French fact in the industry.
Since tourism is constantly evolving, training is necessary
In 2019, the team in charge of tourism took intensive training to improve the way that the
CDÉA promotes tourism.
• Communications training in Moncton, New Brunswick by the Francophone and
Francophile Cities Network (RVFFA)
• Training by the Shift Program for tourism experience development
• Active participation in the Tourism Working Group in RDÉE Canada

REGIONAL ECONOMIC DEVELOPMENT
In order to stimulate economic development in the region, several actions were taken:
On February 4 – 6, 2020, the CDÉA organized an exploratory mission in northeastern Alberta with
the objective of creating a Northern Alberta Bilingual Tourism Network.
The CDÉA was supported by two key partners: the Economuseum Network Society and the
Francophone and Francophile Cities Network. This exploratory mission was notably made possible
through WD funding for the CDÉA project entitled "Develop Francophone and Indigenous tourism
experiences in northern Alberta". The CDÉA also obtained fiscal-year-end funding from the Alberta
government.

AGRICULTURE | HEMP
In spring 2017, the CDÉA received Alberta government support from the CARES Program to develop the
hemp industry which is becoming increasingly valued in the automobile, residential and various other
sectors.
The project continues with a regional commitment and private sector
involvement
Although the CDÉA’s mandate in connection with this project ended in August 2019, the work continues,
particularly in northwestern Alberta with a regional commitment and private sector involvement. Further

ABMA continues to approach various new municipalities to join its
ranks. McLennan joined in early 2020.
ABMA also participated in the annual conference of the Canadian
Federation of Municipalities (CFM) in Quebec City.
The development of a strategic plan is anticipated very soon.
In September 2019,

introduce her to
ABMA.
Three ABMA members (Bonnyville, Beaumont and Grande
Prairie) were present at the Francophone and Francophile
