It is our considered judgment after careful study that the Summer School Staff as assigned will be adequate; however, should enrollment be unusually large, a few additions may become necessary.

Flight Instruction Contract ( See Oder No. 10, page Z7)
Southwest Texas State College for the past two years has -been offering flight instruction to qualified senior cadets in the AF ROTC. The U.S. Air Force requires the College to secure bids and let a contract t<' the flying service. The College in turn makes a c:ontract·with the U. S. Air Force for the reimbursement of these costs. 'We are again asking authority for the President of the College to sign these contracts as he has done the past two years.
Dishes, Equipment and Furniture for Dining Facilities {Order 11, page Z7)
The Board awarded to the Joe Badgett Construction Company, of Austin, Texas, the contract for the expansion of the present dining facilities at Southwest Texas State College. This contract included the fixed equipment but did not include additional dishes, movable equipment and furniture. We are asking that the College be authorized to take bids and to issue purchase orders on the most favorable bid for this equipment and furniture to be delivered September 1, 1960.
Bedding and Furniture £or Temporary Housing Units. ( Order IZ, page 27)
The Board previously approved application to the Housing and Home Finance Agency for funds with which to erect one new dormitory for men and one for women, and also approved the purchase of property for these building sites. Since the Federal Government has not appropriated additional funds for these projects, we are having to convert some of the better houses that were on the properties purchased to temporary dormitory facilities. We have a great deal of furniture and bedding but will probably need to buy some additional. We are asking for authority to do this if it becomes necessary.

Improvements to Sayers Hall ( Order H 13, page 28)
A few years ago, Sayers Hall was converted from use as a girl's dormitory to that for men, with the idea that it would be reconverted when the need should arise. It will be required for use by the women this Fall •
This is the on.ly dormitory in the College system that does not have steam heat. We are asking for authority to abandon the gas heaters and install steam heat throughout the dormitory. We shall also need to purchase new bedding and to buy lounge furniture in addition to some materials for repair of the building. Since we shall need this building ready for use in September, we are asking that the Board give us authority to buy these materials from the lowest satisfactory bidder .
Sale of Surplus Property ( See Order H 14, page ZS)
From time to time, the College accumulates obsolete, worn out and no-longer-usable furniture, equipment and motor vehicles. This request is for Board authority to dispose of these in the same-tr.anner that it has approved similar sales from time to time .

Cut-off Point for Admissions
Jur experience in persuasive restricted admissions since September 1957 has led to the conclusion that a definite cut-off point can be established, based upon high school rank and performance on an entrance examination, which will deny admission to those students who have practically no chance of doing acceptable college work .
Our experience and documented evidence covering students for three academic years. indicate ,that students whose grades place them in the lowest 1/4 and who score in the lowest 1/4 of the freshman tests cannot pass college courses.
We recommend that for the Year 1960-61 students who fall in the 4th quartile of the high school graduating class and whose freshman tests place them in the lowest 1/4 be denied admission,

Television Project.
For several years officials of Southwest Texas State College have been working with a group of ten other colleges in establishing a program

,, project from the Ford Foundation and the U.S. Office of Education to carry on an experimental program covering a three-year period.
I have been able to secure a gift of $5,500.00 from an alumnus of this college to pay our part of the installation. Two of our staff members have been invited to offer two of the courses and we expect to e;cperiment with seven of the courses, beginning the Fall of 1961.
The engineers for the project desire to erect a 225 foot tower on our • campus ( adjacent to the water reservoir) as a part of the in satiation and
we recommend that this be granted.
