SUBJECT: Item 1 - Nvisible Links Ontario Inc.

This cost does not allow for any servicechargesthat the utilitymay charge. An agreementfromHydroOne would alsobe requiredas is the case with our street lights.

RECOMENDATION: THAT the requestbe forwardedto the EconomicDevelopmentCommitteefor considerationand it is furtherrecommendedthat shouldthe Town be willingto move forwardwiththis initiative,that no radio units shouldbe mountedon the ornamentallight standardsin thedowntowncore.

SUBJECT: Item2 - Sideroad 15Brid2e

BACKGROUND: On November 15,2007 the Managerof PublicWorks in consultationwith ourbridgeconsultant(HendersonPaddonand Associates)closed the Sideroad 15bridgebetweenSpringCreekRoad and CountyRoad 8 due to significantdeteriorationof the structure.At the November 19,2007 COW meetingthe Manager of PublicWorks andHendersonPaddon and Associatespresentedpreliminarycosts for optionsin reopeningthe bridge.

The Managerof PublicWorks and HendersonPaddonand Associatesadvisedthat dependingon theconditionand type of repairscostscouldrangefrom approximately$100,000-200,000to repairexistingbridge,approximately$750,000if it was replacedwith a new concretepre-castbeam bridge24 metreswide. A two lane bridgecould be approximately$1.2 million. HendersonPaddonandAssociatesadvisedthat an environmentalassessmentwouldnot be requiredif was in the samelocation,same sizeand the same capacity. If in a differentlocation,sizeor capacity,anenvironmentalassessmentwouldbe required.

The Town has alreadyexpendedsignificantdollarsto reconstructSideroad 15from SpringCreekRoad to RankinBridgeRoad and as partof the Road Needs StudyProgramwe intend to surfacetreatSideroad 15from RankinBridgeRoad to CentreDiagonalin 2008.

With the bridgeclosed the only alternateroutes for north-southtrafficis to travelwest to Jewel BridgeRoad whichhas a one lane bridgewith a 18tonne load limit and is generallya residentialstreetwhichpasses througha schooldistrictor to traveleast to AllenfordRoad which has a 13 tonne load limitorto travelto Legion Road. If the Bridgewere to be fullyreplacedwithouta weight restrictions,north-south trafficwould have an advantageto continueto use the currentlyclosedsection of Sideroad15asthis would feeddirectlyonto CountyRoad 14,a majornorth-southroute. In addition,heavy trucktrafficwould have direct accessto the Countyroad network. On this basis it can be assessedthatSideroad15betweenSpringCreekRoad and CountyRoad 8 could be a significantarterialroad to themunicipality.

The Managerof PublicWorks had discussionswiththe Bruce CountyEngineer to determineif theCountyhad any interestor intent in assumingSideroad15as a Countyroad in the foreseeablefuture.The CountyEngineer indicatedthat the Town of SouthBrucePeninsulawas alreadywell servicedwith Countyroads and with the recentacquisitionof Countyroads in the northwestportionof theTown, there wouldbe no movementtowardsassumingSideroad 15in the foreseeablefuture (i.e. 15-20 years).

Bridge and Infrastructure Studies Underline the Needfor Sustainable Municipal Funding

Two reports were released today that emphasize the critical needfor sustainable Infrastructurefunding for Ontario Municipalities. The Residential and Civil Construction Alliance of Ontario

(RCCAO) released Ontario's Bridges: Bridging the Gap and the Federation of CanadianMunicipalities (FCM) released Danger Ahead: The Coming Collapse of Canada's Municipal

Infrastructure. The lack of sufficientfunding for essential infrastructure maintenance andrehabilitation is top-of-mindfor the Ontario Good Roads Association (OGRA) in its continuingadvocacy efforts. "During the recent election campaign, OGRA and its member municipalities

reiterated the ongoing needfor long-termfunding, " says OGRA Executive Director Joe Tiernay."Many municipalities do not have thefinancial capacity to carry out the required work in their

communities and it's a major concern," says Tiernay.

The needfor stable, multi-year funding is not the only recommendation in these reports thatOGRA supports. "We agree with the RCCAO about centralizing Ontario bridge data. However,

OGRA, not the Province, should manage the data through its Municipal DataWorksapplication, " says Tiernay.

Municipal DataWorks is an infrastructure information database; a central repository wheremunicipalities can store, analyze, manage and retrieve information on their infrastructure.Ontario municipalities are accountablefor infrastructure assets worth billions of dollars.

Managing these assets requires regular assessment of condition and performance, anddetermining the costs of repair and replacement. "OGRA's Municipal DataWorks is a memberservice that helps municipalities to determine and monitor the age and expectationsfor their

infrastructure assets. It not only helps municipalities better manage their infrastructure, itprovides OGRA and the Province with a central source of data about the condition of Ontario's

infrastructure, and a clear picture of whatfunding is needed to maintain it," says Tiernay.

While both reports comment on Ontario's deteriorating infrastructure, OGRA asserts thatOntario bridges are safe. "Municipalities are carrying out their due diligence to ensure public

safety and to undertake the bi-annual inspections required by law" says Tiernay. "Ontariomunicipalities consider these inspections as part of their overall risk management program."

During the election campaign Premier McGuinty affirmed the Liberal government's commitmentto working with Ontario municipalities to address key concerns and has launched a

comprehensive review of provincial-municipal finances and services to help give municipalitiesa strongfinancial foundation. "We hope that the provincial-municipal review currently

underway leads to improvedfunding aimed at sustaining our vital infrastructure, " says Tiernay.

Ontario's Fall Economic Statement Provides Much NeededFunding for Municipal Infrastructure and Transit

Toronto, Ontario, December 13, 2007

Finance Minister Dwight Duncan tabled the government'sforecast today in the legislature,promising additionalfunding for municipal infrastructure including transit and local roads andbridges.

"Additional provincial investment in municipal infrastructure is an investment in Ontario'sfuture prosperity. " said Doug Reycrajt, President of the Association of Municipalities ofOntario. "Municipal infrastructure is afoundation of the provincial economy; securing thatfoundationmustbe a priorityfor all governments- municipal,provincialandfederal."

The Minister's statement included new commitments that directly benefit municipalitiesincluding an additional investment of $300 million in municipal infrastructurefunding to supportpriorities such as local roads, bridges, water systems and community infrastructure, $500millionfor transit projects and to assist municipal transit systems across Ontario, and anadditional investment of $100 millionfor transit in the Greater Toronto Area.

The abovenews releasesindicatethat the provincialgovernmentis makingfunds availableforinfrastructureand in particularbridges. This being the case the Manager of Public Works suggeststhat fundingmay be availablefor the reconstructionof Sideroad15between SpringCreek Road andCountyRoad 8 includingthe constructionof a full two lane bridge.

The Manager of PublicWorks had requestedof HendersonPaddonand Associatesto providea costestimatefor the engineeringdesign,EA and tenderingfor the reconstructionof Sideroad 15betweenSpringCreekRoad and CountyRoad 8 includingthe constructionof a full two lane bridge.Theengineeringcost is outlinedin a letter (AttachmentA) from HendersonPaddon and Associates. Thecost is $74,800for the bridgeincludingdesign,EA and tenderingand $34,000for the reconstructionof Sideroad15 includingdesign,EA and tendering.

The letteralso providespreliminarycosts for the constructionof the bridge ($920,000)and thereconstructionof Sideroad15 ($500,000)for a total projectcost of $1,420,000.

A grantapplicationfor fundingwould be viewedmore positivelyif the municipalityindicatedacommitmentto the projectby:

1. Settingasidereservesin the neighbourhoodof 10-30%($150,000to $450,000);2. completingpreliminarydesigns (-$23,500 for bridgeand $6,000 for the road); and3. Completingthe EA approvalfor the bridge(-$6,000).

A recentnotice (December21,2007) regardinga new fundingprogramcalled "Renew OntarioInfrastructureProgram"indicatesthat it is a 100%fundingprogram"for capital investmentsinconstruction-readymunicipalinfrastructurewill be considered". The applicationdate for thisprogramis February 15,2008.

RECOMENDA TION: THAT a capitalreserveof $300,000be set asidefor the bridgereconstructionand furtherthat thesefundsbe used to undertakepreliminarydesigns,initiatean EAand to supporta grantfundingapplicationunder the recentlyannouncedprovincialinfrastructureprogram.

SUBJECT: Item 3 - County Road 8 Reconstruction -Hepworth

BACKGROUND: As discussedpreviouslyat the November5,2007 COW, the Manager of PublicWorks met with the Countyof Bruce Engineerto reviewreconstructioneffortsby the Countyin theHepwortharea. The Countyintendsto reconstructthe road from a ruralprofile to an urbanprofilefrom Highway6 to the LegionRoad. The Countyintendsto undertakethis work in 2008.

The Countyhas providedcosts for the projectincludingthe costs allocationto the Town as follows:

Sidewalkson the north side extendingfrom Highway6 to the former railway line would cost anadditional$120,000due to the needto relocateutilitypoles whichare the alignmentof any sidewalk.

There are cost savingadvantagesof undertakingthis work under the County's project as installationofgranularsub-baseand compactionis all undertakenby the County and furtherthat all administrativecosts (i.e.bonds, insurance,contractadministration,design,etc.) are at the County's expense.

SUBJECT: Item 4 - Sauble Beach Vitalization Committee - Count

BACKGROUND: On April 7, 2005, the previousManagerof PublicWorks had forwardeda letterto the Countywith recommendationsfrom the SaubleBeachVitalizationCommittee. Recently,acitizenwas inquiringabout the County's responseto the letter and the PublicWorks Departmentfollowedup with the County. The responsefrom the Countywas providedon November 8, 2007andis presentedin AttachmentB with the originalApril 7, 2005 letter.

BACKGROUND: In the Managerof PublicWork's November5,2007 COW report, the PaidParkingCommitteehad developedrecommendedimprovementsfor traffic in the SaubleBeach area.The recommendationswere givenpublicnoticeand of the threewrittencommentsreceived,allsupportedthe recommendationsand one madefurtherrecommendationthat pedestrianand bicyclewarningsigns alsobe implemented.

At the December3, 2007 Paid ParkingCommitteemeeting,a recommendationthat the followingimprovementsto trafficin SaubleBeachbe presentedto the COW for implementation:

. No left turns from the beach at Main Street north onto Lakeshore Boulevard;

. No left turns from Main Streetto SecondAvenueNorth;

BACKGROUND: During the October9,2007 SpecialMeetingof COW it was suggestedthatparallelparkingon Berford Streetbe prohibitedon long weekendsto improvetrafficflow. TheManagerof PublicWorks has reviewedthis requestandhas concludedthat althoughtrafficflow maybe increasedit wouldbe difficultto enforce/limittrafficfrom attemptingto parallelpark duringa veryspecifictime. Signagewould be verycomplicatedas the dates of long weekendsvary year to year.

RECOMMENDATION: THAT no restrictionof parallelparkingon long weekendsbeimplemented.

Dear Brad:

As requested, I have prepared an Estimateof EngineeringCosts for the Design,Approvalsto the Tenderingstage for your above noled major project as summarized separatelY 00 the attached for the BridgeReplacement and Roadway Reconstruction.

The bridge replacement including the roadway approaches tor approximately 150 m each and the newstructure is suggested to be a precast concrete girder and concrete stab with barrier protection for a 21anawidth and approach steal beam with channel protection. N~w concrete abutments and wing walls areproposed to be constructed behind the existing (that would be removed after construction). This being thecase, no in water work would be necessary (except for some embankment erosion protection as necessary).This would simplify Environment Approval although, a Work Permit from the Cooservation Authority wouldstill be needed.

The Mun icipal Class Environment Assessment approval would be followed fora Schedule MB-project that issubject to screening with public and agency input being invited f'Orthe wider 2 lane structlJre.

The Design would be in accordance with the Canadian Bridge Design Code that applies to new structures inOntario. The new structure would be at a higher elevation clearance to accommodate the high water levelfor Sauble Aiver at the site.

A Preliminary Estimated Cost for this new bridge is estimated to.Pe $920,000 (based on a deck area of 230m2at $4.000/m2). The proposed structure: width of 9.0 m curbto curb and span of 25.5 m {1.0 m wider thanthe 23.5 m existing span} resulting with 230 m2.

The design for the 2.0 km at Side Road 15 from Bruce Road 8 to the Spring Crook Aoad is for a widened 2lane rural roadway to the Town of Sou1h Bruce Peninsula Standards to a surl8.i:e treatmenl1.5 m travel width.A preliminary cost of construction is $500,000 (2 km 0 $250,OOOIkm).

As suggested a grade raise would be included for the flooding lowarea and relief culverts should beconsidered at the locationthat may increase the coostructioncosts.

Also, as requested. since the Town plans to make subm isslon for Grant Funding when announced, Iestim atethis cost at $10,000 plus disbursements, that would include both the Bridge and Roadway ReconstructionProject. This cost is based 00 a previous application for a similar project that Icompleted and was successfulunder COMRIF. Ifthe bridge 0( roadway projects were submitted separately, these COStSwould be reducedto approximately $6,000 for each plus disbursements.

Thank you for your email of this morning with respect to your letter of April 7, 2005. We have reviewed OUf records and weapologize yet we cannot find our response.

According we felt that we would attempt a current response as follows:

· Your Inquiry, that the Siqnals be altered:

We have engaged Henderson and Padden to review this intersection and upgrade the signals. We shall review ourrecent intersection count to determine the desirable turning maneuvers and note the restrictions we have with thepresent pavement widths.

· Your Inquiry, Pavement Markinqs at the intersection:

With Henderson Paddon's review of the intersection we shall obtain a current pavement-marking plan.

. Your Inquiry, Crosswalks in Sauble Beach:Pedestrian crossings are the responsibility of the local municipality upon the County's approval. Attached ISa copyof the Ontario Traffic Manual's Section on Pedestrian Crosswalks for your information. Gary Keeling, our CivilTechnician is very skilled in the administration of these crosswalks and can be your reference at the County forapproval.

· Your Inquirv, Walkinq and Bicvcle Trails in Sauble Beach:

We shall leave the issue of developing walking and bicycle trails with the Municipality.

Your Inquiry - Streetliqhts at various interseclions:We differentiate between traffic signals and street lights in that street lights are strictly for the illumination of theintersections at night. In a similar manner as the crosswalks, street lights are the responsibility of the localmunicipality. With our approval, your municipality has installed many luminaries along Bruce Road 13. In a similarmanner we would work with you to facilitate the installation of luminaries at intersections in Sauble Beach.
