I. Opening Session

The 37th Session of the Executive Committee (ExCom) Meeting was held on November 7, 2019 in Lalitpur, Nepal.

Chairperson Geun-Hyeong Yim opened the session for the 38th ExCom Meeting. Chairperson Geun-Hyeong Yim is an

ambassador for International Relations to the Seoul Metropolitan Government (SMG) from the Korean Ministry of

Foreign Affairs.

Chairperson Geun-Hyeong Yim requested Lalitpur Metropolitan City – as a host city – for the welcoming remarks.

Mayor Chiri Babu Maharjan welcomed all participants.

Agenda 1: Election of the Vice Chairperson

Chairman Ambassador Yim opened the floor to nominate the Vice-Chairperson in accordance with Section 3 of the

CityNet Charter. Kuala Lumpur Representative Nurazizi Bin Mokhtar nominated Lalitpur Mayor Chiri Babu Maharjan

to become the Vice Chairperson at the 38th Executive Committee Meeting.

Makati City through Councilor Kristina Sarosa seconded the motion. With no objection, Mayor Maharjan was elected

as the Vice Chairperson.

Agenda 2: Adoption of the Agenda

On Agenda Item No. 2, Executive Committee members were requested to make any comments on the Agenda. Sec Gen

Vijay identified the reports that have been circulated in advance.

III. SUBMISSION OF REPORTS ON AGENDA ITEMS FOR APPROVAL

Agenda 3: Report of the 37th of the Executive Committee held on November 21, 2018 in Da Nang, Vietnam

The next agenda is the Annual Report for the year 2019, a summary of the major achievements. Sec Gen Vijay opened

the floor to ExCom for any objections. If none, it is deemed approved.

Agenda 4: Annual Report for the year 2018

The next agenda is the Annual Report for the year 2018, a summary of the major achievements. Sec Gen Vijay opened

the floor to ExCom for any objections. If none, it is deemed approved.

Agenda 5: Audit Report for the year 2018

Secretary General Vijay presented the Audit Report for the year 2018.

Some of the report highlights include:

1) The Total Support and Revenues were 923,551 US Dollars and the Total Expenses and Losses are 902,927 US

Dollars. There was an Increase in Net Assets by 20,624 US Dollars. From 2015 to 2018, the overall financial

trend of CityNet is getting better with increase in its net assets. It increased about 202% in 2018 from the

negative balances in 2015. It implies that CityNet is utilizing the membership fees and subsidies and controlling

the expenses properly;

2) There were six recommendations from the previous year auditor’s report and most of the recommendations

have been fully implemented.

After Sec Gen Vijay reported, Chairperson Ambassador Yim asked for any comments.

Kirtee Shah, Ahmadabad Study Action Group raised a question regarding the meaning of Asset in the Audit report. Sec

Gen Vijay said it is the whole income being received by Secretariat mostly from Seoul Metropolitan Government.

Youngmin Chang, CityNet Programs Director added the total asset is comprised of the subsidies that CityNet is

supposed to be receiving from SMG. Aside from the SMG subsidy, asset includes grant revenue and total membership

fee collection. Sec Gen Vijay delivered CityNet does not have physical assets (revenue) by itself. It has been benefiting

from the capital infrastructure that is being provided by the city.

With no further comment on the Audit Report. Chairperson Yim said the Executive Committee adopted the annual

report and audit report for the year 2018.

Agenda 6: Ratification of Appointments by the Secretary General of the Secretariat Staff

Sec Gen Vijay presented Agenda 6. Vested in his powers under the CityNet Charter (Article VII Section 2), he appointed

four new Secretariat personnel this year. Three of them come from the Seoul Metropolitan Government.

Appointed Ms. Hae Kyeong Lee as Assistant Secretary General since January 2019, dispatched by Seoul

Metropolitan Government;

Appointed Mr. Sungjun Park as Operations Director since July 2019, dispatched by Seoul Metropolitan

Government;

Appointed Mr. Beumil Lee as Operations Officer since July 2019, dispatched by Seoul Metropolitan

Government;

Appointed Mr. Kevin Drouin as Program Officer effective from September 2019 to September 2021.

With the agreement of the Executive Committee and no comments or objections, the agenda 6 was adopted. Without

further comment, Chairperson Yim proceeded to the Agenda. 7.

Agenda 7: Report on Institutional and Program Activities for the year 2019

For the first part, Operations Director Sungjun Park presented the Institutional Activities for 2019.

Some of the report highlights include:

1) Continuing process for the re-composition of the CityNet board members. Five members – Makati, Lalitpur,

three Korean cities – Seoul, Incheon, and Busan;

2) Ongoing renewal of the agreement between CityNet and SMG;

3) Collection rate as of October 2019 is at 75%. For full members, the collection rate was at 75%. For associate

members, the collection rate was 38%;

4) For the Secretariat human resource, Kevin Drouin was hired as a Program Officer. Mr. Drouin has a background

and working experience in international relations. He was selected to be in charge of the planning and operations

of capacity building programs, forums, conferences, and international events for domestic and foreign cities

and promoting policy exchange of city members;

5) The internship program is offered throughout the year. In 2019, seven interns participated in the program for

the first-half of the year, and four other interns for the second-half of the year.

With no comment on the floor, Ambassador Yim asked Programs Director Youngmin Chang to proceed with the Report

on the 2019 Program Activities.

Some of the highlights include:

1) CityNet organized a total of 19 capacity building activities in 2019. Some of them include the Transportation

Strategy Workshop on Bus Rapid Transit with World Bank and SHRDC (Seoul Human Resource Development

Centre), 33rd KLRTC Workshop on April 22-24 in Kuala Lumpur, Malaysia that was attended by 49 participants;

the 34th KLRTC Workshop on July 21-26, 2019 in Kuala Lumpur; International Forum on Low Carbon

Development for Cities on September 3-4, 2019; International Training Program on Climate Change and Cities

with HUDCO in New Delhi on October 21-25, 2019; and Climate Leadership Program on November 18-21,

2019 in Denpasar, Bali, Indonesia;

2) Four new Korean members joined in the past two years and CityNet organized a knowledge roundtable

exchange to share and learn from each other for its Korean members. In 2019, there are six new Korean

members joining CityNet. CityNet will continue to facilitate this roundtable exchange;

3) Eighty (80) new cases are being promoted in the Urban SDG Knowledge Platform;

4) For Advocacy and Partnership, CityNet through Special Adviser Mary Jane Ortega participated in the Smart

City Expo World Congress in Taipei. The Deputy Mayor of Taipei invited CityNet to be a strategic partner of

Go Smart Platform and will sign an MOU in the next Expo in March 2020;

5) CityNet organized a session at the 7th Asia-Pacific Urban Forum (APUF-7). CityNet is a steering committee at

the APUF. Kirtee Shah, Mary Jane Ortega, Toru Hashimoto and Dr. Mahadi comprised the CityNet delegation;

6) In resource mobilization efforts, there are two kinds- one is in-kind support like Kuala Lumpur City hosting

regional workshops. The other is a funding partner which we are working with IUC, Global Compact of Mayors.

CityNet is also exploring with Switch Asia. CityNet is also drafting proposal to EU Korea Climate Action. Sec

Gen Vijay also initiated developing KOICA proposal for affordable housing.

After the presentation, Toru Hashimoto, City of Yokohama asked whether there was any written MOU between CityNet

Incorporated and Seoul Metropolitan Government. He also asked if there has been a financial transaction involved with

the CityNet Incorporated.

Chairperson Ambassador Yim said there is no MOU between CityNet Incorporated because there is an ongoing

composition change among its board of directors. But there is a retained MOU between Seoul and CityNet.

As to the financial transaction between CityNet Secretariat and CityNet Incorporation, Sec Gen Vijay said there was

some money collected from Makati as contribution to the CityNet Incorporated. Initially, the idea was CityNet

Incorporated will get to mobilize resources from companies in Seoul. That was how the money was transferred.

Resource mobilization from the private sector has not been possible. The fund is just sitting there.

Kirtee appreciated the CityNet Secretariat’s good work. Sec Gen Vijay recognized that everyone is now recognizing

CityNet as a key player in the space but from the Operations point of view, CityNet has been working on a tight resource.

This can create a different impression to our partners.

Chairperson Ambassador Yim said more efforts had been made in Korea. He attested the CityNet has been more active

than ever before in its efforts to recruit more members. He reiterated the key strategic directions in terms of CityNet

outreach. Seoul City will help recruit China and Central Asian cities. Central Asia is considered as CityNet’s new

horizon. CityNet will also make further efforts to strengthen relations with the Korean financing organizations like

KOICA.

Kirtee again reiterated the glaring absence of two major Asian actors in CityNet – India and China. He again called for

a special effort to bring Chinese and Indian cities to the CityNet fold. Sec Gen Vijay gave a context on the challenge

of recruiting Chinese and Indian cities. In the case of China, the Ministry of Foreign Affairs played an instrumental role

in enabling Chinese cities to join in CityNet. For India, the municipal commissioners will only be there for a couple of

year and each time there is a change, the persons leaving bring with them the institutional knowledge. Even paying a

fee can be complicated. Sec Gen Vijay said CityNet offers a value proposition to Chinese and Indian cities but the

problem is systemic. Chinese and Indian cities do not really need external support because some of the biggest cities

have already done capacity building and attended international forums.

Changhee Lee, Seoul Metropolitan Government said her office secured and increased budget for CityNet Budget in

negotiation with the Budget Division at SMG. The increase for 2020 is about seven (7) percent. It is not easy to increase

the budget for CityNet. Ms. Lee said she will try to support CityNet as a President City. Unlike last ExCom in Da Nang,

some business companies joined the ExCom this time and presented the possibility of working together with CityNet.

Relative to Kirtee’s statements, Chairperson Ambassador Yim said there are some other countries and some other

important cities across Asia Pacific that has yet to be enlisted as CityNet members. He said CityNet needs to make

more effort to bringing them into its playground as well.

With no other discussion, Chairperson Yim proceeded to Agenda 8

IV. MATTERS FOR DISCUSSION

Agenda 8: Admission of New Members

Sec Gen Vijay identified the new member applications for the year 2019.

A total of 17 member applications were received for the consideration of the ExCom approval, 12 cities, three associate

members, and two corporations.

Chairperson Yim learned that there are few new members who were present in the ExCom meeting. He called to

acknowledge representatives from Jambi, Jeju, Denpasar, Bheemdatta, NAST, Think City, RMS Consulting, and

InnoCSR.

Mary Jane asked Chairperson Yim if the new members present can briefly introduce themselves.

Jambi City Mayor Syarif Fasha introduced Jambi City, a city located in the Sumatra Island, Indonesia. Mayor Syarif

thanked CityNet for accepting Jambi City as the new member. He looks forward to engaging in different CityNet

activities. Deputy Sec Gen Aisa Tobing, speaking on behalf of Denpasar, said Denpasar looks forward to participating

in the CityNet activities.

Youngmin introduced the participants from Jeju. CityNet got to know Jeju because Vijay was invited to become a

speaker at Jeju’s first International Conference on Sustainable Development on June 2019. There in the first meeting,

CityNet raised the prospect of organizing ExCom together in 2020. Jeju agreed to host ExCom. Later in the meeting,

there would be a signing of the Memorandum of Understanding for the ExCom 2020 hosting.

The mayor of Bhemdatt Municipality, Surendra Bahadur, introduced Bhemdatt as the biggest municipality in the west

side of Nepal. RMS Consulting is a strategic consulting group doing smart city master plan and smart city reintegration

program. RMS supports CityNet by sharing them solutions to their urban challenges.

NAST is the National Academy for Science and Technology and it has related scientific programs on waste

management. Meanwhile, Lumanti Support Group was founded in 1994 with 25 years of experience implementing

affordable houses for slum dwellers, heritage conservation, infrastructure, women empowerment and linking

communities with governance. Lumanti also expressed thanks to Lalitpur Mayor Chiri Babu Maharjan for the

endorsement.

With no further comment, Chairperson Ambassador Yim proceeded to the next item in the agenda.

Agenda 9: Suspension, Termination of Membership, Reduction of Membership Fee and Review of Annual

Membership Fees

Relative to Agenda 9, Sec Gen Vijay summarized the key takeaways of the discussion at the Pre-Excom Meeting

(November 6, 2019) which tackled about termination, withdrawal and reduction of membership fees.

1) To explore the option for institutions that is willing to render ‘sweat equity’ as membership to CityNet as they

may have experience difficulty paying the membership fee. A committee comprised by Kirtee, Aisa, Mary Jane

and Toru will be tasked to look into the terms and conditions. Vijay also asked as to how CityNet can develop

a senior mentor program on a volunteer basis that will help recruit members especially in India and China;

2) To waive the membership fee of Moratuwa Municipal Council and Sri Jayewardenepura Kotte Municipal

Council provided they pay the current membership fee and on regular basis onwards.

3) SMG will request Changwon to consider rejoining the CityNet;

4) CityNet retains the membership of full members that are up for suspension and termination in 2019. CityNet

needs a third person to help us in reestablishing contacts with them;

5) Continue the effort to recruit Chinese cities

With no further comment on the floor, Chairperson Ambassador Yim proceeded to a coffee break.

V. REPORTS AND ACTION PLANS

Agenda 10: Reports and Action Plans of National Chapters

Chanrhan (Rina) Hwang, CityNet Programs Officer, presented updates on behalf of all National Chapters.

New operational guideline for all CityNet National Chapters was suggested on matters of representation and extent of

privileges to a CityNet member.

New NC Operational Guideline states a majority of NC board members should come from current CityNet members.

Only CityNet members in the National Chapter should represent the NC in the different regional activities and Executive

Committee Meetings of CityNet. NC non-CityNet members can still experience CityNet privileges by participating in

their NC capacity development sessions to be conducted at the national level. New National Chapter Operational

Guidelines was circulated on 12 August 2019 to all NCs focal points from CityNet Secretariat.

For NC activities in 2019, the following is the percentage of activities conducted on different topics; Disaster/Resilient

Workshop (43%); Climate (14%); C2C Cooperation (29%); Leadership and Capacity Development (14%).

10.1 National Chapter Bangladesh

The National Chapter Bangladesh is hosted by Dhaka North City Corporation (DNCC). DNCC had interim mayors in

the past year but with the election of Md Atiqul Islam on February 28, 2019, new leadership is to be expected.

In the last two years National Chapter Bangladesh found it challenging to conduct or initiate any activities. They had a

DRR workshop titled ‘Towards Resilient Dhaka City’ on March 13 – 16, 2019, to show the commitment for the NC.

In the year of 2020, they will continue with their DRR initiatives by (1) hosting CityNet event such as Workshop on

Park and Open Space Management; (2) City to City Cooperation Workshop; (3) NC Seminar on Prospect and

Possibilities of Waste to Energy; (4) Disaster Cluster Meeting.

10.2 National Chapter India

They launched two training programs for CityNet members. Those are (1) “Making Cities Disaster Resilient- Challenges

and Approaches” for two days (September 2 – 4, 2019); and (2) “Climate Change and Cities - Way Forward for

Adaptation, Mitigation and Resilience” for five days (October 21 – 25, 2019). The NC India HUDCO workshop focused

on introduction to climate change and understanding impacts on cities; measures and initiatives taken up by government

in India and at global level. NC India committed to increase CityNet Membership in India by organizing special session

which was held in October 2019, and it plans to continue the workshop on an annual basis.

10.4 National Chapter Nepal

Mr. Surya Shrestha from NSET has presented NC Nepal updates. NC Nepal has been going through a revival process

of the Chapter. Coming from the November 5 NC Nepal meeting, in the next two years, NC Nepal is following the

CityNet thematic focus. For Climate Change, they plan to focus on protection of greenery, open spaces, water bodies,

and safe construction for infrastructure. For the past year, they had activities supported by CityNet Yokohama Project

Office. They said they will be more active in the next years.

10.5 National Chapter Philippines

NC Philippines was launched in 2018. They are now fostering more activities and mobilizing CityNet members by

using NC Philippines platform. They also created Facebook page in March 2019 to promote activities as well. For future

action plans for NC Philippines, there is a Medium Term for 2018-2021 and a Short Term for 2018/19 which will be

circulated after the ExCom Meeting with members.

10.6 National Chapter Sri Lanka

With reconstruction of NC Sri Lanka office, NC Sri Lanka will contribute to help establish community learning center

project for urban underprivileged children in Colombo. They have been meeting with the participation of urban

stakeholders on a regular basis.

For a plan for expansion, they will work closely with the Federation of Local Authorities (FSLGA) and the Mayor’s

Association in Sri Lanka to improve city services, promote city-to-city cooperation, networking through Euro-Asian

partnership through CityNet.

NC Sri Lanka is also planning for new projects which are Leadership and Training to other Municipalities on Municipal

Bonds, Taxation and Information Sharing through GIS; Local Economic Development for Cities; Replicate Artistic

Skill Training Project for Children of Low Income Communities; and Strengthening Solid Waste Management

Marketing Strategies in Cities.

Without further comment, Ambassador Yim proceeded to the Agenda 11.

Agenda 11: Reports and Action Plans of Clusters

11.1 Climate Change

Deputy Sec Gen Aisa Tobing reported the updates of the Climate Change (CC) Cluster. She briefly commented the CC

Cluster has big number of members. She also briefly discussed about the Cluster’s mission and objectives.

For 2019, major activities of CC cluster include: Advocating and providing sustainable learning platform; Sharing best

practices through Climate Leadership Program (pre-CLP 3) in Jakarta (August 19-22, 2019) and CLP 3 in Denpasar

(November 18-20, 2019); Developing collaboration model and implementing special project as climate project

prototype; and facilitating effective dialogue between cities;

Some of the administrative challenges include coordination among members and creating climate change champion in

every city.

As for its future plans for 2020-2021, the cluster will focus on improving innovative ways to access to financial

institution; Continuing advocating to the local stakeholders; Establishing low carbon society for mitigation; and

providing a common reporting framework.

After the presentation, Chairperson Ambassador Yim opened the floor to any discussion.

Kirtee highlighted Climate Change is an emerging topic with high potentials. He asked as to how CityNet can provide

institutional commitment and resources to bring Climate Change into the CityNet’s larger work?

Sec Gen Vijay said there are two aspects to look at Kirtee’s question. One is that CityNet members must be familiar

with the language. Climate Change Cluster is doing good work in helping our members understand the language.

The second aspect is unless cities do something about climate change, it will have no impact on the ground. The

realization now is adaptation to climate change is even more difficult. Climate Change is everywhere and even to meet

the National Determined Contributions require training and capacity building. The challenge for CityNet is how to take

advantage Climate Change which is different from what C40 and ICLEI are doing? Sec Gen Vijay said that CityNet’s

value proposition is we are promoting on a City to City, City to Business platform. I think there are many opportunities

there and CityNet’s big task is to make it happen.

Kirtee said CityNet needs to position itself as an institution in the area of Climate Change. He urged CityNet to look

into its detail programming and let the other three clusters internalize Climate Change.

Mary Jane identified that one of the goals of the climate change cluster is for each member to have a climate change

roadmap. The challenge is to reach out to all 76 cluster members.

11.2 Disaster Cluster

Director of Development Cooperation Yoko Suzuki from City of Yokohama reported highlights and accomplishments

of the Disaster Cluster.

There were mainly four activities in Disaster Cluster in 2018-2019. The first is City to City Cooperation projects such

as “Training on Structural & Seismic Engineering” between Yokohama and Kathmandu, and the “Establishment of the

Makati DRRM Academy” between Yokohama and Kathmandu.

For NPO-to-City Cooperation projects, they have conducted “Establishment of the Makati DRRM Academy” between

NPO Plus Arts and Makati, and “Project to Promote DRR Education Clubs in Schools” between NPO Plus Arts and

five municipalities in Nepal.

For seminars, they have conducted the 11th and 12th CityNet Disaster Cluster Seminar, Forum on ICT and DRRM, the

23rd Japan Forum, and the Study Visit from Colombo on Counterterrorism Tactics. Additionally, they have conducted

a DRR survey among cluster members.

For 2020, Disaster Cluster will continue to organize the cluster seminar, CityNet Japan Forum and KLRTC on DRR as

well as the establishment of the Makati DRRM Academy and study visits based on the requests from CityNet members.

The Disaster Cluster hopes to strengthen the partnership with other clusters and organizations to make better disaster

resilient cities.

After Yoko presented, Sec Gen Vijay commended that the work of Disaster Cluster gets the highest visibility from the

multilateral banks. There is a prospect for substantial collaboration between CityNet and Tokyo Learning Distance

Center on its next programming. Currently, Sec Gen is also in contact with the World Bank Manager in Washington

and the aim is to offer new narrative to TLDC programming which will focus on climate adaptation and disaster risks

in cities. Hopefully in the next ExCom, there is something concrete on the prospect.

A representative from the National Society for Earthquake Technology- Nepal (NSET) asked if there are efforts for

CityNet Disaster Cluster to collaborate with the other disaster-related non-government organizations like ADRC, Global

Network of Disaster Risk Reduction. Dir. Yoko said there are existing collaborations like with JICA, TLDC, even with

Y-Port. The challenge is to expand our activities to support more cities.

On cluster membership, Youngmin said CityNet members apply for cluster membership during their application

process. Moreover, in the beginning of each year, CityNet Secretariat circulates a survey to members to update their

cluster membership.

11.3 Infrastructure Cluster

Deputy Director of International Changhee Lee from Seoul Metropolitan Government briefly introduced the profile of

the Infrastructure Cluster. Afterwards, she called Kuala Lumpur Executive Director for Planning Nurazizi Bin Mukhtar

to present the accomplishments of the cluster.

Executive Director Nurazizi Bin Mukhtar from Kuala Lumpur City Hall shared the following highlights: Collaboration

with Seoul Human Resource Development Center to make KLRTC Centre of Excellence for Sustainable Development

on February and May; The 33rd KLRTC Workshop and Infrastructure Cluster Meeting on April; Visit from Yokohama

City Government to Kuala Lumpur City Hall and SMG in May and August; The 34th KLRTC Workshop / SDG

Localization Workshop in July; Courtesy Call Seoul International Ambassador and CityNet Secretariat to Mayor of

Kuala Lumpur; and SHRDC workshops.

Afterwards, Changhee presented on the future plans for the Infrastructure Cluster. She underscored to take advantage

of existing mechanisms in CityNet like the SDG Platform which will help gather infrastructure-related best practices

and tools. There is also the SHRDC, TOPIS and the Big Data Campus. Changhee said there will be a planning activity

on January-February 2020 with Kuala Lumpur. Implementation of the cluster activities will be from April to December

2020.

Nurazizi continued presenting on the cluster plan for 2020-2021. He said KL identified green mobility, low carbon

society, smart city and solid waste management as focused areas for thematic implementation.

After the presentation, Sec Gen Vijay commended the Infrastructure Cluster for its activities and practical advises that

are being valued by CityNet members. He added the Secretariat has been discussing with Seoul Urban Solutions Agency

and WEGO that solutions are being provided to our members but not so much on capacity building.

He also commended Kuala Lumpur for taking the lead to organize CityNet activities not only it is geographically

convenient among most of CityNet members but also Kuala Lumpur solutions are closely related to many of our

members. They seem to be more practical offerings rather than the solutions provided by developed cities like Seoul

and Yokohama. Sec Gen Vijay also raised the prospect of promoting Kuala Lumpur Center of Excellence into the Tokyo

Distance Learning Center partnership. He hopes TLDC will listen to his recommendations.

11.4 Sustainable Development Goals (SGDs)

Paulie Mora, CityNet Project Manager, presented on behalf of SDG Cluster. The presentation covered cluster’s basic

profiles, mission and activities in 2019.

The cluster lead, Barisal City Corporation, is implementing two projects relative to achieving Sustainable Development

Goals.

The first is Urban Primary Health Care Services Delivery Project. The main project objective is to deliver primary

health care and maternal health care services to the urban poor. Four primary health care centers and one maternity

hospital are being constructed. The project period is 2018 -2023 and it is funded by the Asian Development Bank

(ADB).

The second project is Providing Basics Services to the Children of Barisal City. Main components of the project are:

Health, Nutrition, Education, Water and Sanitation and Hygiene. Project period is 2017-2020 and is being supported by

UNICEF.

Paulie also presented the SDG cluster challenges such as lack of coordination between the cluster members, no city

linkages for sharing SDG project activities, and lack of availability of fund to support cluster activities. For the future

plans, SDG cluster will make efforts to integrate SDG in the different cluster activities, develop capacity building

programs for Asian cities on SDGs, organize Asian Regional Workshop on SDGs, develop training module for SDGs,

and extend Asian SDG localization experience to outside Asia-Pacific.

After Paulie’s presentation, Kirtee suggested the possibility to reexamine to having a cluster theme that will focus on

inclusivity and poverty, since these focused areas are mostly concern among associate members. Small and developing

cities from the South can also take interest on this theme.

Sec Gen Vijay said Kirtee made a good point. One option is to discuss this in the SDG Seminar in Jeju Island. Inclusivity

and poverty can be a substitute for SDG cluster, which can be taken as very broad. We are missing out inclusivity and

poverty in the cluster discussions. Sec Gen said we can raise it as an issue in the 2020 ExCom.

Chairperson Ambassador Yim said points raised by Kirtee are strategic points that can be raised at the General

Assembly. The General Assembly can approve any additional cluster.

Mary Jane concurred with Vijay and suggested SDG Cluster itself to concentrate on poverty and inclusivity since other

clusters are focusing on other SDGs. CityNet may not need to create additional cluster. She also added that of all the

clusters, members take interest on climate change with 76 members however its advocacy and clarity need to be brought

down to the members.

Youngmin recognized that there have been several opinions on restructuring the cluster. Some say on creating smart

city cluster, others say to create a cluster with the private sector. She encouraged the members to submit a concept note

until February so it can be discussed in the ExCom in Jeju and if agreed, these can be brought up to the General

Assembly. She also underscored that cluster leadership is important as cluster leaders need to mobilize their own human

and financial resources despite the small cluster grant that CityNet provides.

Going back to the discussion on inclusivity and poverty as possible cluster themes, Kirtee clarified that these two areas

should be anchored within the context of CityNet and not on SDGs. There should be specificity to the context of

inclusivity and poverty. He also added that SDG can be broad.

Vijay clarified that what Mary Jane said is inclusivity and poverty in the context of SDGs. He said that SDG is something

that is very top-down and many do not even understand what it means. But it is something that creates political interest

among leaders.

As to the cluster suggestions, he encouraged the members to suggest ideas to the Secretariat so these can be further

discussed in the next Excom.

VI. MATTERS FOR APPROVAL

Agenda 12: Reports and Plans of the CityNet Yokohama Project Office

Kendra Hirata, Director of CityNet Yokohama Project Office, presented the accomplishments and plans of the CityNet

Yokohama Project Office (CYPO). He first presented the current staff members of CYPO.

He then proceeded to CYPO’s notable projects like the City to City Cooperation with Makati DRRM Academy and

Study Visit to Chengdu; School Based Disaster Prevention Education and Material Development Project to Nepal cities;

and Study Visit on Counterterrorism Tactics for Colombo and Negombo Cities in Sri Lanka;

CYPO also helped train Yokohama City in its training of the first responders of Yokohama Fire Bureau for foreign

residents. CYPO is currently developing the first disaster education learning center in Nepal. It brought Japanese

architects to help construct the center without using nails. This will be in full operations by 2020.

CYPO also facilitated the study visit of Hanoi on Smart City Initiatives as 20 participants from Hanoi participated in

the event.

Relative to SDG Cluster, there was a Technology Transfer to Foster Logical and Creative Thinking Using ICT for Basic

Education Program.

As a regular partner of CYPO, United Nations Disaster Risk Reduction (UNDRR) office in Yokohama is keen to take

further interest to see what CityNet members have been doing in terms of disaster risk reduction and resilience strategies.

For outreach activities, CYPO has been discussing with Australia National University and the Ministry of Foreign

Affairs on integrated DRR research and possible collaboration with UNDRR for CityNet Disaster Cluster Seminar at

the Asia Pacific Ministerial Conference on Disaster Risk Reduction. Moreover, CYPO also met with Matsuyama City

and Kobe Cities to see the prospect of joining CityNet.

Presenting the financial report, despite the small budget, Kendra said CYPO is having a good relationship with partners

that provide further project funds for Asia Pacific.

Agenda 13: Report on Budget, Institutional, and Program Activities for the year 2020

13.1: Budget Activities for the year 2020

CityNet Secretariat Director of Operations Sungjun Park presented the budget activities for 2020. Some of his

presentation highlights include:

1) CityNet Assets are consisted of current assets and non-current assets. Current assets are cash and cash

equivalents, short-term financial instruments, accounts receivable, and repaid expenses. Accounts receivable

include the amount of membership fee which supposed to be paid by members, but have not been received in

2018 and it is expressed in Liabilities. Non-Current Assets are consisted of benefit plan asset, tangible assets,

intangible assets and others. Tangible Assets include office supplies such as computer and furniture;

2) The proposed overall budget for 2020 is US$ 896,929. This has been slightly increased by about 5%.

13.2: Institutional Activities for the year 2020

CityNet Operations Director also presented a recruitment plan to hire Assistant Secretary General. Since 2013, Seoul

City’s Director-General of International Cooperation Bureau of SMG has been served as the concurrent Assistant

Secretary General in Secretariat. Details about the recruitment and selection process will be conducted in January.

CityNet Operations Director also said that online membership payment will be launched next year despite the setback

of developing it in 2019. Online payment will give members additional solution on members’ challenges in paying

membership payment. This will also help in enhancing the collection rate of CityNet.

Relative to hiring full time CityNet ASG, Sec Gen Vijay laid down the context saying that since current CityNet ASG

is an ex officio position of SMG, the person has already full load of other things. Other Seoul-hosted organizations like

WEGO and SUSA have full time senior people unlike CityNet.

In his previous visit to Seoul, Sec Gen Vijay said Mayor Park Won Soon supported CityNet to hire full time ASG.

However, Vijay said he may have to probably change the title of ASG to suit within the context of Korean administrative

system as professional titles in Korea are highly regarded. He asked permission from the ExCom members to give him

the freedom to change or provide another alternative title for ASG as to suit within the Korean context. Once he finalizes

it, he will circulate it to the members.

13.3: Program Activities for the year 2020

Dir. Youngmin presented on the program activities for the year 2020. Secretariat’s Programs can be divided into two

categories - Capacity Building and Technical Advisory. Capacity Building has been successful in 2019 but technical

advisory has been a little less of a focus. In 2020, Secretariat will explore more activities related to technical advisories.

Some of the program activities include:

1) Partnerships with four training centers with HUDCO, SHRDC, KLRTC, and Think City. ‘Green City

Destinations’ will be CityNet 2020 theme for Capacity Building Activities;

2) CityNet Services is a continuing platform where CityNet members conduct sustainable learning exchanges

across the network. In 2020, we expect requests from our members to help them conduct CityNet Service. As

a basic guideline, CityNet Service Request must at least be four months earlier in advance;

3) CityNet will also provide technical advisory services through the Project Concept Proposal Development. It

will also help cities facilitate in identifying issues for PCP. One concrete example is the Colombo’s proposal

on replicating Seoul’s tax system. There are different city to city cooperation activities resulting to the

development of full proposal. The proposal is pending approval from KOICA;

4) CityNet will continue to explore different opportunities with multilateral organizations;

5) Continuing Support to National Chapter’s activities and Cluster Grant Program;

6) Scale up Climate Leadership Program with possible support from Switch Asia;

7) CityNet will hold its 39th Executive Committee Meeting in Jeju, South Korea in conjunction with the 2nd

Sustainable Development Jeju Conference on April 23-25, 2020. The new schedule will benefit CityNet in

two ways:

The November ExCom schedule limits the CityNet members to provide feedback and inputs on CityNet’s

budget since budget cycle finalization happens during the summer. April is an ideal time to ensure members’

suggestions on budget will be reflected in the same year’s budget;

Year 2020 is the last year before the next Congress in 2021. The Jeju ExCom in April will allow Secretariat

and members more time and better prepare for Congress.

The Jeju Conference will be under the theme of ‘Actions for SDGs 11: Sustainable Cities and Communities’.

The conference expects to host 500 participants including high-level UN experts, local government authorities

from Europe and Asia, as well as domestic and international experts. CityNet will organize the ExCom and Jeju

will mainly organize the International Conference. Anyone who is interested in knowing more about the content,

they can contact either Jeju’s representatives or CityNet’s secretariat.

8) CityNet will continue to take a proactive role in advocacy and convey its members’ voices on the global stage

but also assist its members to deliver tangible results like being technical members at the Asia Pacific Local

Government Coordinating Body- Mayor’s Academy.

Kirtee urged CityNet ExCom to examine the whole process of coming up with program structure for the international

seminar. He also said that despite a good number of associate members, why don’t associate members organize big

CityNet events as well. Associate members can play a significant role in this area.

Sec Gen Vijay said there is huge amount of city resources that are required to organize CityNet event. He doubts whether

associate members are willing to pay for the big scale amount and put more effort than what is required. Kirtee asked

for details of the hosting like the cost, logistical requirements so as to examine the possibility. Sec Gen Vijay said he

can give to Kirtee some documents but he again said hosting big CityNet events may well be beyond the capacity of

associate members.

Kirtee emphasized that it does not always mean financial resources but looking as to how associate members can provide

further contributions to hosting CityNet events so they can also claim ownership. CityNet can look into the inclusivity

aspect and can empower associate members to contribute.

Sec Gen Vijay said he can look into that but based on Secretariat’s experience, even getting the city to agree hosting

CityNet events requires high transaction cost. Even civil society collaborating with city on hosting CityNet will also

have some dynamics for consideration.

Relative to International Seminar, Kirtee essentially said the planning for the seminar entails more time. He implied

that the half-day seminar is not enough as there could have been opportunity for him to contribute ideas and provide

spaces for further engagement.

Sec Gen Vijay responded to Kirtee that the international seminar is the end of the ExCom meeting. He added If Kirtee

should take further interest, he can do it on a bilateral basis. For example, Vijay is thinking of following up on Lalitpur’s

water management on its lakes and ponds and connect the Mayor of Lalitpur to a company in India. Meetings can go

on and on but CityNet also has issues on schedules and timetables, CityNet members want to go on a weekend. If

members find more interesting solutions from the host organizations, they can follow it up on a bilateral basis.

Toru Hashimoto pointed out why online SDG Platform has a huge budget despite the fact that it is mostly internet-

based. Sec Gen Vijay said there is a political commitment from SMG to UNESCAP to continue supporting and funding

the SDG Platform.

Observing the budget, Kirtee commented that it is top-down budget. He suggested transferring some staff budget to

specific activity budget. Hiring officers can be part of the program activity. Sec Gen Vijay said it can be done that

professional payment of program officers is part of the program activity but from the accounting point of view, it is still

considered as a staff budget.

Agenda 14: Report on Biennial Program Activities for the year 2020-2021

Sec Gen Vijay said that Dir. Youngmin’s report on 2020 activities gave CityNet the sense of the CityNet’s biennial

program. There will be focus on training and capacity building. CityNet will also continue to look for opportunities for

global engagement like the Global Compact of Mayors to increase further visibility and credibility. CityNet will also

continue supporting Cluster and National Chapter.

Sec Gen Vijay hopes that CityNet can demonstrate converting ideas into solutions on the ground. CityNet needs to

convert these ideas into solutions. Four focused areas- affordable housing, low carbon, disaster resilience, and smart

city development – will also be hugely part into the development of ideas to solutions process. He added that much has

been invested in putting infrastructures to cities but they need more on software part, better planning, and

implementation.

Sec Gen Vijay hopes that by next year in Jeju, CityNet will have something to demonstrate on ideas being converted

into solutions for cities, bringing in implementation and financing strategies.

He also promised to come up with a stronger biennial plan incorporating these ideas. He will report back the biennial

plan in the Jeju.

Agenda 15: Other Matters (Yokohama-Kathmandu City to City Cooperation)

Ambassador Chairperson Yim invited Yokohama City to introduce the city to city cooperation between Yokohama and

Kathmandu Metropolitan City.

Head of Disaster Department of Kathmandu Metropolitan City presented the highlights of the City to City Cooperation

Project of Kathmandu and Yokohama City on Capacity Building Training Program on Structural and Seismic

Engineering in 2015 Post-Earthquake Kathmandu.

Some of the main components of the Memorandum of Understanding (MOU) include: capacity building of municipal

engineers for knowledge enhancement on structural and seismic engineering; building regulations and examination on

how those are being implemented; field visits to learn about safer structures and mainstreaming disaster risk resilience

into urban planning.

A total of eight trainings were conducted, three (3) in Yokohama and five (5) in Kathmandu as follows:

1) 1st training: Administrative process in building construction and inspection, structural measures during

earthquakes;

2) 2nd/ 3rd (2016): Training conducted by architects from Yokohama housing and architecture bureau, a total of

56 participants, different learnings include introduction to Japanese structural regulations;

3) 4th (March 2016): Conservation of heritage buildings;

4) 5th/ 6th (2017): Training program on community-led initiatives, technical and management perspective during

construction, addressing the gap between house owners and designer, contractors and masons in resilient

construction practices/ managing resilience;

5) 7th (March 2018) : Training program on quality control of public constructions;

6) 8th (March 2019): Workshop among municipal in engineers/architects; Content preparation and production for

the manual for house owners

As an output, there were capacity enhancement among seismic engineers, several knowledge sharing activities, and

publication production. For future plan, monitoring part is essential. There will be public awareness campaigns and

disaster education for children. There is also a plan to further utilize after the establishment of a DRR learning center.

Agenda 16: Date and Venue of the 39th Session of the Executive Committee of CityNet in 2020

Jeju Special Self Governing Provincial Council in Jeju Island, South Korea will be the host for the 39th Session of the

CityNet Executive Committee Meeting.

The signing of the Memorandum of Understanding between CityNet and Jeju Special Self Governing will usher in the

preparation activities to ensure CityNet ExCom in Jeju will be a success.

Before the signing, Jeju Provincial Council presented a video profile. Afterwards, the Vice President of Jeju Special

Self-Governing Provincial Council expressed gratitude to CityNet for inviting Jeju and accepting Jeju as the new

member of CityNet. He looks forward to CityNet visiting Jeju which is a world natural heritage site that features

volcanic island and lava tubes. Jeju is aiming for further innovation.

The ExCom in Jeju will be on April 23-25, 2019. It will be in conjunction with the International Conference on

Sustainable Development. The Vice President said Jeju will make an effort to make the 39th ExCom memorable.

Sec Gen Vijay in return thanked Jeju’s kind offer. He learned about Jeju’s interest to host when he attended on its first

International Conference Seminar in June 2019. Jeju is an important tourist destination combining blue, green, and

brown concepts. He added that Jeju has recognized best practices. He also hopes that the discussion on inclusivity and

poverty will be discussed in the Jeju ExCom.

VII. MOU SIGNING

Agenda 17: CityNet-Think City MoU Signing

Prior to the signing of the MOU between CityNet Secretariat and Think City, Mr. Lawrence Loh, member of Think of

City Board of Directors, congratulated CityNet and Lalitpur for the successful hosting of the 38th Executive Committee.

Mr. Lawrence briefly presented the organizational profile of Think City. Think City is a not-for-profit subsidiary of

Khazanah Nasional Berhad, the investment holding arm of the Government of Malaysia. It is a community focused

urban regeneration organization who works closely with local authorities, communities, education institutions, private

entities and global experts to trial, plan and implement programmes to rejuvenate cities and solve contemporary urban

issues.

For the partnership with CityNet, Think City will cooperate to help establish a knowledge center on urban tourism,

heritage conversation, public space and urban planning for sustainable urban development.

As response, Sec Gen Vijay commended the partnership with Think City and highlighted its value proposition. Think

City also happens to be a new associate member of CityNet. He said Think City is the kind of associate members that

cities look for. Many CityNet members can learn about the best practices from emerging countries in Asia where

problems are more relevant to the developing cities’ context. He looks forward to further collaboration with Think

City.

VIII. CLOSING SESSION

For closing remarks, Chairperson Ambassador Yim is pleased to see how CityNet ExCom members had participated in

the meeting. He said the meeting was successful. Before he officially closes the session, he invites anyone from the

ExCom members to raise any issue concerning the meeting discussions.

Toru said the 38th ExCom is one of the best organized. He commended Seoul Metropolitan Government, Lalitpur

Metropolitan City, and Secretariat for the hard work. The 39th ExCom in Jeju is fast approaching so he reminded

everyone to gear up. He looks forward to meeting everyone in Jeju.

With no points raised, Chairperson Ambassador Yim officially closes the 38th Executive Committee Meeting.
