Introduction

A series of national trainings have been organized in each target country by the 50000&1 project to develop capacity of Local Authorities as well as Coordinators and Supporters and supporting structures to signatories of the Covenant of Mayors.

The events trained and informed participants about the project findings, results, and provided an overview of the Energy Management System (EnMS) integrated with Sustainable Energy Action Planning (SEAP) methodology and its benefits, through format and content developed considering local needs and context.

The project has organized a total of 18 sessions in 8 target countries (Bulgaria, France, Greece, Italy, Latvia, Poland, Romania, Spain), engaging a total of 718 people.

Bulgaria

In Bulgaria partners organized 2 capacity national training and dissemination events, building capacity of 32 participants.

The main focus areas of the First National Training and Dissemination Event held in Bulgaria were:

Presentation of the 50000&1 SEAPs project and the results of its implementation

Sustainable Energy and Climate Action Plan as required by the Covenant of Mayors

Good practices in heating and cooling from renewable sources in Greece, Italy, Spain, Austria and Latvia (cooperation with RES H / C SPREAD project).

The main focus areas of the Second National Training and Dissemination Event held in Bulgaria were:

Presentation of the 50000&1 SEAPs project and the results of its implementation

Sustainable Energy and Climate Action Plan as required by the Covenant of Mayors

Presentation of an Energy Management System according to ISO 50001: 2011

The role of green procurement in the implementation of sustainable municipal energy plans

Good practices in heating and cooling from renewable sources in Greece, Italy, Spain, Austria and Latvia (cooperation with RES H / C SPREAD project)

Official awarding of the Certificate of Municipality of Bratsigovo for Energy Management System according to ISO 50001: 2011 by engineer Stoyan Yotov, Manager of TUV NORD Bulgaria EOOD.

Greece

In Greece CRES organized 2 capacity national training and dissemination events, building capacity of 185 participants.

• The first, entitled "Sustainable Energy Action Plans in the Public Sector and the experience of Municipalities from planning to implementation", was held on 14.10.2016 in Athens, together with the IEE projects Republic_ZEB and Mayors in Action. The dedicated session where the best practices from the 50000 and 1 SEAPs project were presented by CRES and EnMS municipalities was entitled “Implementation of Energy Management System in Municipalities”, while there was one session of financing tools, common to all three projects and the two other sessions were “Best practices in municipal building towards nZEB” and “The Covenant of Mayors in practice”. The event was attended by 260 participants, mostly from local governments and the national sustainable energy market.

• The second entitled “Energy Management and Monitoring of Municipal Sustainable Energy Action Plans” was held on 24.02.2017 in Athens, together with the Mayors in Action project. The session dedicated to this project was entitled “Energy Management Systems in Municipalities”, while the session on Mayors in Action was “Implementation and Monitoring of SEAPs”. The event was attended by 80 participants, including Mayors, Vice-Mayors and municipal staff.

Italy

In Italy SOGESCA organized 1 capacity national training and dissemination events, building capacity of 25 participants.







SEAP Monitoring methodology according with EnMS+SEAP approach

The new Covenant of Mayors: from SEAP to SECAP

The event was organized and hosted by Veneto Region in Venice during the Mayor in Action project training program for municipalities in Veneto area.

SOGESCA was invited as expert technical partner to train 12 municipalities on how to develop, implement and monitor their SEAPs using the EnMS+SEAP approach. As “expert Municipality” in EnMS+SEAP, SOGESCA invited the Montecchio Maggiore Energy Manager, Mr Sabino Petrillo. The general introduction of 50000&1 SEAPs activities was followed by practical examples on the definition of the internal structure of the municipalities in EnMS+SEAP approach, the definition of the Scope of the EnMS, the targets covered by the Energy Policy and the definition of the energy baseline and energy review. SOGESCA presented the new Covenant of Mayor initiative launched on October 2015 for the development of the Sustainable Energy and Climat Action Plan and the new European 2030 targets.

Mr Sabino Petrillo presented the development process of the Energy Management System of Montecchio Maggiore Municipality, the internal structure of the Energy Team, data collection process and methodology, definition of the EnPI, definition of Energy Review and Energy Baseline and the monitoring internal software used by the Municipality to monitor energy consumption.

Poland

In Poland, PNEC organized two national training and dissemination events, building capacity of 125 representatives of municipalities, CoM Coordinators and Supporters and other institutions supporting municipalities in their path towards sustainable energy development. The events were organised in 2 different cities - Kościerzyna and Serock - located in different regions of Poland to ensure that the 50000&1 SEAPs project is widely promoted and disseminated.

The events aimed at the promotion of 50000&1 SEAPs methodology and eat encouraging Polish municipalities and their partners to adopt more integrated approach to energy planning and implementation. To ensure higher participation rates, the events were co-organised with the Mayors in Action project.

Spain

In Spain, partners organized 1 capacity building sessions for Local Authorities, building capacity of 66 participants. These sessions involved 7 with the 50000&1 SEAPs project new municipalities, namely: Riós, Muiños, Amoeiro, Quintela de Leirado, Esgos, Monterrei, San Cristovo de Cea.

Participation in the Covenant of Mayors for Climate & Energy Forum in A Coruña (National event). The presentations and the debates at the Forum were organised by Deputación da Coruña during 15th December 2016. Different local governments participated in this Forum with participation of technical office personnel of the Covenant of Mayors Office (COMO). This seminary had 66 participants. The Deputación Ourense presented the 50000 and 1 SEAP´s project. We participated with 10 participants (Councillors, municipal experts, etc).
