Executive Summary This is a report on the proceedings of the Centres of Excellence for Gender Mainstreaming in Local Government stage five workshops held on 31 May and 01 June 2011 at Esapce Tantely Antananarivo. The purposes of the program were to:

• Analyze if the current budget of each council takes into account men and women’s needs in the council and to know who profits most from the sharing of the budget, men or women.

• Help the management, stakeholders and counselors improve the council’s budget so that it includes gender issue as an important fact concerning the expenses of the council. For instance, increase the percentage of budget allocated to social matters.

• Give instructions on how to mainstream gender issue in the budget of each council for 2011.

• Build the capacity of Council, management, stakeholders and community to better understand the media, how to use media to popularize the Action Plans at Council and management levels, how to popularize their Plan for action when using media as a tool

• Give hints on how to communicate in the most effective ways possible in order to be better understood by the media and journalists.

• Explore the roles that are assigned to women and men in society and how they are portrayed in the media. To look at strategies to hold the media accountable.

• Explore how to campaign and debate effectively. • Discuss about existing media regulatory frameworks. • Explore whether these laws have gender provisions • Discuss media’s portrayal of women in politics. • Empower women in politics with skills to take their own profile pictures. • Empower women leaders around the Media Literacy tools.

See the full workshop programme attached at Annex A. The workshop lasted two days and was attended by a range of council officials, councillors and stakeholder representatives and community; in total 39 participants (17 men and 22 women); see Annex B for the full workshop participants list. The participants evaluated the workshop as having been an enlightening one. A summarised version of the evaluation forms is attached at the end of this report as Annex C.

Background In 2003, GL undertook the first comprehensive study of the impact of women in politics in Southern Africa. One of the key findings of “Ringing up the Changes, Gender in Politics in

Southern Africa” was that local government is a sadly neglected area of the gender and governance discourse. Taking heed of this finding, GL conducted ground breaking research in 2006/2007, At the Coalface, Gender and Local Government covering South Africa, Lesotho, Mauritius and Namibia. A key finding of this study was that few practical steps have been taken to mainstream gender in this tier of government or to build the capacity of councillors to lead this process. The study has since been extended to nine

countries. In terms of process, once the research reports have been written up, GL hosts launch and strategy workshops

in the respective countries with key stakeholders and partners, ideally the local government associations of that particular country to map out a way forward of how to roll out the strategy and host Gender and GBV action plan workshops. The launches are then followed by Gender and GBV action plan workshops that are held at a provincial, regional or district, level to ensure that all councils have gender action plans. In 2009, GL embarked on a study in Zimbabwe on women’s representation and participation in local government to assess the conditions necessary to increase the representation of women in local government in Southern Africa, and to ensure their effective participation. In March 2010 GL convened the first Gender Justice and Local Government Summit and Awards to gather evidence of institutional and individual initiatives to empower women and end gender violence. The recommendations of this event informed the need for councils to become Centres of Excellence for Gender Mainstreaming in Local Government to ensure that Councils have the necessary and support to address issues of gender across all spheres.

Process and activities This workshop brought together mayors, Councillors and representatives from local civil society coming from two COE, Manjakandriana and Ivato Airport. Everyone was happy to meet again. The president of the counsellors of Ivato Airport council thanked Gender Links for its efforts to mainstream gender in the management of their council. Now that she had followed all GL’s workshops, she is convinced that gender issue is a key issue to be worked out if one want to integrate development. Welcome and opening The GL country facilitator, Ialfine PAPISY welcomed all the participants and the Gender Champion at the town for having organised and invited everyone to the two days’ workshop. At the same time, she explained the objectives and the principal goals to be achieved during the workshop, as well as the program.

Closing The meeting was closed by the country facilitator wishing that everyone profited from the workshop. She announced also that the process of COE would be enlarged into stage 1 to 9 including new issues namely climate change and economic development. At the end of the workshop, the mayor of Manjakandriana, winner of the COE trophy during the last summit gave a speech to thank GL.

Process and activities STAGE5 This was Gender Link’s last leg of COE which dealt with gender, the economic and budget, media literacy and capacity building in many ways. But GL will keep on improving capacity and skills development when the Action Plans are popularized and implemented. Gender, the Economic and budget A representative from each council was asked to summarize their budget in details in order to see if it takes into consideration gender equality. After restitution, it was concluded that just a little part of both budgets was allocated

to social problems. A great part of the budgets was devoted to infrastructure building and running expenses. No rubric for the fight against GBV. After seeing these facts, a second group work was introduced. This group work consists of working out the existing budget so that it includes as far as possible a rubric concerning gender matter and the fight against GBV, including a special budget for the celebration of the 16 days for the fight against violence. Initiation to New Technology of Information and Communication This is the part of the program that everyone preferred. In fact, a great number of the participants wanted to master navigation techniques, the way to open a mail address, how to manipulate Facebook… For this reason, around four hours of the workshop were dedicated to the initiation to Internet manipulation. Communication Communication theme was the last part of the workshop’s program. During this session, the different techniques and approaches of conveying clear but complete messages were explained through the support of the manual. At the end of the explanations, the participants were more aware of the fact that most of problems in administration arise from a bad intern or external communication.

Way forward

• Participants feel Gender Links should also focus on community at large not only stakeholders. This stage workshop was greatly attended.

• Gender Links to do follow-up workshops. • Review of action plan. • Involve the regional councils in Gender Links activities. • Hold on-going awareness campaigns.

Outputs:

Manjakandriana and Ivato Airport Councils, stakeholders and Community members have

completed all stages of the COE. Stage 1-6. All the participants have opened an e-mail address and a Facebook account to

communicate better with institutions. They also have the ability to search information on Internet.

The participants are more aware of the stakes of conveying messages through the media.

Council have a better understanding of all stages for better implementation. Council now can popularise the roll out of Action Plans of the COE smoothly.

Council has prioritised their Plan of Action.

Budget because it is my profession and the technology session because we are now entering ere of globalization.

Communication because in our work, we need to be in permanent contact with the population with different levels of education, different opinions in rural world.

Concerning the Facebook because I had the opportunity to meet in there many of my friends.

Technology and Facebook because we are more open to globalization now. Communication and computer skills because we were improved in the way we

communicate with the population after that.

All the sessions were useful because everything was interesting.

3. How will you apply what you have learned from this engagement?

Exchange with others. To inform oneself more about actualities linked with gender and observe circulating

information.

Deepen communication strategies in order to inform and to be informed. Maintain the network already established with the participants.

Exchange of experience via Internet with my colleagues. I will claim a permanent to the council to have an Internet connexion for all the

personal. Establish a communication plan and practice what we have acquired during the workshop.

I shall apply it first with my family, my colleagues and everyone in the world. I have already begun my application the very evening after the first day of workshop.

But I shall apply it most in my work to improve my methods.
