Chairman’s Introduction

This includes successfully expanding the company to manage and operate leisure, sport and cultural facilities and services across Renfrewshire on behalf of Renfrewshire Council. This was a major achievement and both I,

and the rest of the board are delighted with the progress made so far and, with the ongoing enthusiasm and support from our customers, employees and partners, we will continue to develop our cultural and leisure facilities and services.

Despite the financial challenges and pressures, that we, our partners and the local community are experiencing, I am delighted that major investment is being made in our sports pitches, community facilities, libraries and museum store and, most significantly, in the Paisley Museum complex. This will provide our communities with access to first class facilities and services and; with Paisley’s City of Culture 2021 bid, there is an opportunity for Renfrewshire

Leisure and the wider community to showcase the significant heritage and cultural offering in the local area.

The growth and development of Renfrewshire Leisure outlined in this report would not have been possible without the support of our partners, the enthusiasm of our employees and the leadership demonstrated by Renfrewshire Leisure’s board of directors and the management team. In fulfilling the charity’s objectives, Renfrewshire Leisure will continue to build upon its role as a provider of cultural, leisure and recreational services and will direct its energy to maximising any new opportunities to improve the services we offer to the people of Renfrewshire.

I am very pleased to present Renfrewshire Leisure’s annual report for 2015/16. It gives an overview of some of the outstanding activities and services delivered by our employees for our customers in the communities we serve and highlights the company’s many achievements during the year.

Foreword from the Chief Executive, Joyce McKellar

It has been a pleasure to meet and welcome the transferring employees to Renfrewshire Leisure and I, and the rest of the management team, were impressed by the enthusiasm and positive energy demonstrated across the organisation at the employee roadshows held in the summer.

It is an exciting time for Renfrewshire Leisure and the wider community: Renfrewshire Council’s decision to bid for the UK City of Culture 2021 has created a renewed energy in cultural activities and has raised the profile of

the area; major investment is being made in Paisley town centre through the heritage asset strategy including the development of Paisley museum, the relocation of Paisley library and development of the museum store on the High Street; a significant investment is being made in sports pitches and community facilities and plans are being developed for investment with partners in a sporting centre of excellence. The airport link proposals will also help to bring more investment and visitors to the area. It is important that Renfrewshire Leisure is makes the most of the opportunities that these investments will create. The year has not been without its challenges; the expansion of competitors in the local fitness market in both Paisley and Renfrew has had an impact on our attendance levels. Our employees have worked hard to minimise the impact as far as possible to maximise opportunities for greater use of the facilities to provide the local community with good leisure and cultural facilities and services to improve their health and well-being. The current challenging economic climate is likely to continue to have an effect in terms of both income

generation and funding; however, with the enthusiasm of our employees, our commitment to ongoing staff development, increased focus on customer service, the development of cultural services and wider service offering and the significant investment being made by the Council in our sports pitches, community facilities, libraries and Paisley museum, I am confident that Renfrewshire Leisure’s employees will rise to the challenge and continue to provide an excellent service to retain and attract new customers and in doing so, sustain the service for the future to meet the needs of individuals and the wider community.

Our success would not have been possible without the support, commitment and enthusiasm of our employees, board of directors, Renfrewshire Council and our partners. I would like to thank them for their valuable contributions this year which is reflected in the main achievements highlighted in this publication.

I am pleased to report on another busy and successful year for Renfrewshire Leisure. Following the transfer of cultural facilities and sport services from the Council in July 2015, and the transfer of the remaining community and sports facilities in December 2015, I am delighted with the progress made so far to integrate the cultural, leisure and community facilities and services into the organisation.

6 Sports Coach Academy trainees completed their training and have been offered employment and a modern apprenticeship.

1st public library authority in Scotland to have all front line staff complete the Scottish Library & Information Council's training in New Technologies.

Over 700 local people have qualified as swimming instructors, first aiders and pool lifeguards through training courses with Renfrewshire Leisure.

52,813 visitors viewed artefacts and exhibitions in the museum

To Improve the health and quality of life of Renfrewshire residentsOUR KEY AIMS:

Paisley 10KRenfrewshire Leisure took over the management of the 10k & Fun Run in 2015. 1,900 took part in the 2015 races & raised a grand total of £6,000 for MacMillan Cancer Care

“Very well organised, both 10k and fun run, brilliant atmosphere & fantastic to see so many taking part & enjoying themselves, the police were brilliant, one female police officer was high 5ing kids during fun run, so refreshing to see.”

Biggest LoserThe biggest loser tracked eight individuals exercise, weight and lifestyles over a 3 month period. All participants received nutrition advice, specified workouts & a free gym membership during the time.

In total a staggering 90lbs & 34 inches were lost between all 8 participants; the winner, Caroline Shiels was named Biggest Loser by dropping a total of 15lbs & 8 inches from her body. “I feel 100 percent better about myself since I lost weight and started to feel a lot fitter. Having the personal trainer was really motivational and great for keeping me on track. I’m happy with my weight now and I’ll be using the Renfrewshire Leisure gyms to keep it that way.”

Vitality Programme Vitality is a programme of exercise classes that supports participants to exercise at a level suitable to their abilities. Classes are designed to help build and maintain; · Strength · Co-ordination · Endurance · Flexibility

These classes may be suitable for people with different physical abilities and medical conditions including stroke, heart conditions, Parkinson’s disease, Multiple Sclerosis, Osteoporosis and respiratory conditions amongst others. 15,356 individuals participated in Vitality classes.

Live Active Referral ServiceLive Active is an NHS service that provides advice and support to individuals aged 16 years of age and over who are currently inactive but who are motivated to increase their activity levels. They may be unsure where to start and feel that support from the service would help them reach their goals.737 Live Active Referrals in 2015/16 Individuals referred will be offered to enroll into the scheme for 12 months. During that time they will receive advice, support and encouragement

from a live active advisor through one to one sessions, catch ups and goal setting.

Families First ClubsChildren in P1 to P4 who are in receipt of a school clothing grant are invited to attend Families First Clubs during all school holiday periods. Children take part in a programme of activities and receive a hot meal during the daily Families First Clubs.11,240 attended the clubs in 2015/16

Additional Support Needs ClubsIn April a new ASN athletics club was established at On-X Linwood, since its launch there has been 14 participants in regular attendance. The athletics club complements the established basketball, boccia, karate, power-chair football, football, tennis, multi-sport and swimming ASN clubs within Renfrewshire.

OUR KEY AIMS:

To Develop an organisation that is truly customer focussed

Museums at NightPaisley Museum took part in Museums at Night - the nationwide festival of after-hours events in museums, galleries and heritage sites. This year, the theme was Super-Sci-Fi Saturday where the worlds of Science–Fiction and Science–Fact collide! The evening took audiences on a journey to the outer limits of their imaginations through art and craft activities, film and storytelling all with a sci-fi theme. Visitors were encouraged to dress up as their super heroes and take part in mask creation, painting with light and Lego video creation.

Inspired FestivalThe Inspired family and youth arts festival was a new programme introduced in 2016; full of events and activities for young people to get involved in and be inspired by the arts. The festival ran for a total of 8 weeks, covering school February and Easter holidays. Over 3000 visitors attended dance performances, puppet shows, art exhibitions and films.

Kids Camps4,182 kids enjoyed our spring, summer and autumn activity camps. Over 200 volunteers assisted with the camps throughout the year.

Swimming Enrolment3,250 children took part in swimming lessons across 5 swimming pools.

Walking NetworkWalk About-A-Bit attracted 80 walkers and a dog (Floyd) this is a 10 mile walk split into 2 mile sections. The youngest walker was 2 months and the eldest was 88.

Bowel Cancer GroupBowel Cancer Group is a 6 week programme encouraging former cancer clients to walk and participate in activities in their communities whilst building confidences to meet new people.1 annual tartan walk with 70 participants1 festive tinsel walk with 130 participants35 walking volunteers

Staff Recognition Awards Scheme Staff are praised and recognised on an annual basis for long service, perfect attendance, modern apprentices, CMI certificates/diplomas and SVQ qualifications.

Attendance AwardsEach year, Renfrewshire Leisure employees with 100% attendance are entered into a draw with the chance to win £100 of Braehead vouchers. This year 113 members of staff had 100% attendance

A new staff newsletter has been developed which will see four annual bulletins circulated around staff every quarter.

A staff intranet service has been created to keep all members of staff up-to-date with the latest happenings around the company.

During the next year, Renfrewshire Leisure will continue to work with our partners at Renfrewshire Council to develop exciting new proposals for Paisley Museum; Kirsty Devine Paisley Museum Redevelopment Project Director; “Work on the Paisley Museum Re-Imagined project will continue throughout 2016/17. The redevelopment of the museum includes a major refurbishment of the existing galleries as well as the provision of new facilities such as a visitor cafe and additional exhibition spaces. The Project team will work with colleagues across Renfrewshire Leisure and Renfrewshire Council to complete preparatory research work and to ensure effective coordination of resources across all capital projects.

• Develop proposals to relocate the Central Library. Currently based in the museum premises to the High Street.

• Implement major investment work of £3 million in our community facilities. The capital investment improvement works will focus on necessary maintenance work including external and internal works.

• Develop our playing fields and pitches through a £5 million investment programme. The major investment will allow Renfrewshire Leisure to support the development of opportunities in the community for both recreational and competitive field sports, ensuring strong connections between clubs, local communities and sport specific development groups thus increasing sporting opportunities through the delivery of a vibrant community sport programme.

• Work with the local community and community planning partners. To increase participation and community involvement in our facilities and assist the authority and its community planning partners in meeting shared social, health and education agendas to deliver Community Plan priorities.

Community

Food for finesAs part of World Book Night celebrations to encourage reading, this year Renfrewshire Libraries had a fines amnesty with a difference. Charges for overdue items can discourage people from returning to the library. In order to tempt them back, fines on overdue items were waived in April & May in return for a donation of an item for the Renfrewshire Foodbank. Donation points were set up in every library. By the end of the fines amnesty, over 40 boxes filled with food were donated to libraries across Renfrewshire.

DigiteersThe Project has piloted the use of digital volunteers “digiteers” to provide digital support for library users, working alongside library staff in supporting digital inclusion. To date, the project has trained 25 Digiteers, with 16 currently active. The Digiteers have delivered more than 625 digital support sessions to 133 individuals. Sessions have been delivered in Paisley Central, Erskine, Johnstone, Renfrew, Linwood, Foxbar, Glenburn, Ferguslie and Bishopton libraries, and the project is piloting a workclub in Renfrew Library where up to 6 jobseekers meet on a Wednesday afternoon with two Digiteers.

Sport Coach AcademySports Coach Academy project was launched in August 2015. The traineeship programme provides employability opportunities for young people in Renfrewshire from looked after or accommodated backgrounds. Focusing on 16-21 year olds, the programme offers a yearlong full time leadership, training and employability programme with the opportunity to become a Sports Coach within Renfrewshire Leisure at the end of their traineeship. This project forms part of Renfrewshire’s Tackling Poverty Strategy and Action Plan.Trainees complete courses in:• Child Protection, Positive Coaching Scotland (PCS)• Top Play/Sport, Rugby (YCC), Bikeability, Boccia Sports Coaching• Disability Awareness in Sport and Physical Activity• Badminton – Fun Games For Beginners• Nicas, 1st Aid, Basketball Referee, Health Walk Leader

Trainees participate in workshops covering:• Football Referee, Volleyball, Basketball, Ultimate Frisbee• Future courses planned include: Pool Lifeguard, Cycle Ride Leader and UKCC Level 1 paddlingThe trainees provide support to a range of community based initiatives such as Breakfast Clubs, Families First holiday clubs, health weeks and schools events.

Community

Sports Services VolunteersVolunteers are vital to run the annual sports and events calendar, during the year 2015/16, sports services had a total of 606 individuals assist the services.

SkoobmobileThe Skoobmobile is an outreach service which promotes a love of reading and playing to children 0 – 12 years and their families. The Skoobmobile team consists of a Co-ordinator, two Children and Families Mobile Library Workers and a Playworker. Parental engagement is crucial to a child’s development and the Skoobmobile delivers specific programmes to engage with families that promote the benefits of reading, learning and play. The Skoobmobile encourages and promotes library membership and services at every opportunity. It works with schools located more than a mile from a library, nurseries and pre-5 centres more than 0.7 miles from a library. The skoobmobile works with the communities and partners and attends events and Gala days.

Financial Review

The charity does not trade for profit. Any surplus generated by the charity is applied solely to the continuation and development of the charity for community benefit.

The statement of financial activities for the year ended 31st March, 2016 shows net incoming resources of £-3,670,791 (2015 - £(544,833) which will be carried forward in the accounting period ending 31st March, 2017. In line with recommended accounting practice, the reported figures include a notional entry for future pension costs which are based on an actuarial review of future pension liabilities for current and previous Renfrewshire Leisure employees. The figures include employees transferring from Renfrewshire Council during the year which are offset by a corresponding reduction in liabilities in the Council’s financial statements.

The charity is funded through a service payment made by Renfrewshire Council and admission fees generated at its leisure and recreational centres and cultural venues.

The Statement of Financial Activities includes all gains and losses recognised in the period.

All incoming resources and resources expended derive from continuing activities.

Board of Directors’ Report

Structure Governance and ManagementThe charity is governed by the rules set out in the Charities and Trustees Investment (Scotland) Act, 2005 and operates as a private company limited by guarantee under the Companies Act. Renfrewshire Leisure changed its legal status on, 11th November 2014, from a Society under the Industrial and Provident Societies Act 1965 to a charitable company limited by guarantee, to assist with the expansion of Renfrewshire Leisure which took place during 2015.

The charity has 10 directors who are entitled to attend and vote at any General Meeting of the charity. The maximum number of directors is 11, 5 being nominated by Renfrewshire Council, 2 being nominated by employees of the charity and 4 selected from the local sport and business community. Board members are selected based on appropriate skills and experience

Risk ReviewThe board has conducted its own review of the major risks to which the charity is exposed; systems have been established to mitigate those risks and a risk based audit programme is completed on an annual basis to assess and provide assurance on the controls in place. Internal risks are minimised by the implementation of procedures for authorisation of all transactions and to ensure consistent quality of delivery for all operational aspects of the charity. These procedures are also periodically reviewed to ensure that they still meet the needs of the charity and form part of our quality management system.

Funds held as CustodiansNone of the board members hold any funds as custodians for the charity.

Responsibilities of the BoardThe Board is responsible for preparing the financial statements in accordance with applicable law and United Kingdom Generally Accepted Accounting Practice.

The board is responsible for maintaining proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities and Trustees Investment (Scotland) Act, 2005. The board is also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Statement as to Disclosure of Information to AuditorsSo far as the board is aware, there is no relevant information (as defined by Section 234ZA of the Companies Act 1985) of which the charitable company’s auditors are unaware, and each board member has taken all the steps that they ought to have taken as a board member in order to make them aware of any audit information and to establish that the charitable company’s auditors are aware of that information.
